TO: Mayor Jones and Members of the Board FROM: Karen Proctor, Town Administrator DATE: May 2, 2019 RE: Preliminary Gate Design Discussion
DISCUSSION:
On March 29, 2019 the Board received copies of the preliminary gate plans for the Richfield and
Fremont gates and was asked to provide any comments or concerns. Discussion was held at the
April 18, 2019 Board meeting regarding the designs and SEH was asked to provide an
alternative design for the Fremont Gate.
Attached as Exhibit A are drawings from SEH of the three gate designs (2 for Fremont and 1 for
Richfield), along with the corresponding probable construction cost estimates of each gate
design and the gate specifications. Staff has talked with the traffic committee and believes that
$50,000 for each “gate system” may be high. However, we cannot determine the actual cost
until bids are received based on the specifications the Town is requesting.
The Board must choose which location to move forward with for the Fremont gate and approve
the preliminary designs. Once that is done, SEH will begin Task 2 which is the final design
documents. Task 2 is expected to take 2-4 weeks and following the completion of Task 2 the
RFP will be completed and put out for companies to bid on the project.

PART 1 - GENERAL
1.1 SUMMARY

A. Special Warranty: [Installer agrees] to repair or replace components of gates that fail in materials or workmanship within specified warranty period.
1. Warranty Period: Two (2) years from date of Substantial Completion.
PART 2 - PRODUCTS
2.1 BARRIER GATES

1. Barrier Construction: Cabinet is to be designed for all weather use and painted. [manufacturer's standard protective coating and finish] <Insert finish>.
2. Barrier Height: The height of the Barrier Arm when in the closed (lowered) position, as measured from the top of the Arm frame to the road surface, will be a minimum of 3 feet.
3. Barrier Width: The width of the Barrier Arm shall be a minimum of 10 feet in length. 4. Barrier Angle: The angle from horizontal of the Barrier Arm when in the open position
will be 90 degrees (plus/minus 10 degrees). 5. Finish: The Barrier Arm is to be finished in diagonal strips of black and white, yellow,
red or orange. Arm must have a protective edge. 6. Auto Reverse: Arm should reverse in the event of contact with an object.
B. Technical Details: 1. Operation: The gate must be capable of operating on a variable programmable time
specific open/close cycle with daily and weekend programs. 2. Motor: The motor used shall be sufficiently sized to allow for continuous operation
(100% duty cycling). 3. Temperature: The motor shall be capable of operating at a minimum temperature of -22
degrees Fahrenheit and a maximum temperature of 158 degrees Fahrenheit. 4. Power Fail Conditions: The Barrier Arm shall revert to a fully open position in the event
of electrical power failure.
C. Control Systems: 1. Power Supply: Battery Powered with Photovoltaic 2. Programmability: Control system shall have secure ability to change open/close schedule
via external source as well as the ability to have several open/close time schedules per day.
3. System Interfacing: The control system will be capable of accepting inputs from – keypad, wireless interface, PC or similar interface.
4. Communication: USB, RS-232, R5-485, Ethernet or other standard connection type. 5. Data Collection: System shall be capable of generating an event log, gathering vehicle
count, and time and date information. 6. Camera: Vehicle entrance and exit shall be recorded by a camera mounted to the unit.
D. Access Control: 1. Gate Activation: RFID Windshield sticker activation capability – Bluetooth or similar.
Permitting operation from both sides of gate. 2. Emergency Vehicle Access: Opticom system for emergency police/fire vehicles access.
E. Performance: Standard operation speed will be a maximum of 4 seconds for either raising or lowering.
PART 3 - EXECUTION
3.1 EXAMINATION
A. Do not begin installation before final grading is completed unless otherwise permitted by Engineer.

3.2 PREPARATION
A. Stake locations of gates and terminal posts. Indicate locations of utilities, lawn sprinkler system, underground structures, benchmarks, and property monuments.

A. Gates: Adjust gates to operate smoothly, easily, and quietly, free of binding, warp, excessive deflection, distortion, nonalignment, misplacement, disruption, or malfunction, throughout entire operational range.
