March 26, 2013 " .'. . , MEMORANDUM CIRCULAR No. 2013 -28 ' .. ..• TO ALLPROVINCIAL GOVERNORS, DILG REGIONAL DIRECTORS AND OTHERS CONCERNED SUBJECT COMMUNICATIONS TRAININGS ON THE AUTOMATIC WEATHER STATIONS PROJECT The League of Provinces of the Philippines, in partnership with the Weather Philippines Foundation (WPF), has recently launched and completed the installation of the Automatic Weather Station (AWS) Project in all the provinces in the Philippines. As represented, the project aims to enhance the capacities of the local disaster risk reduction and management offices to determine possible occurrence of weather disturbances, and subsequently, apply the necessary mitigating interventions. The AWS will complement, and not compete with, the official weather forecasts of PAGASA. Following the installation of the project, the LPP and WPF will conduct a series of Communications Trainings to further enhance the capacity of provincial functionaries to maximize the utilization of the AWS system. In this connection, and upon the request of Governor Alfonso Umali, Jr., National President, League of Provinces of the Philippines, all Provincial Governors are encouraged to send their Provincial Administrators, DRRM Focal Persons and Provincial Information Officers to the said training in clusters covering their respective provinces. The payment of applicable traveling expenses may be authorized chargeable against local funds, subject to the availability thereof, and to the usual accounting and auditing requirements and to all pertinent laws, rules and regulations. Provided, that the traveling expenses of local government participants shall not be charged against the 20% component of the Internal Revenue Allotment.
