• The Board is in charge of the strategic steer of Hydrogen Europe.

• Composition: 9 members representing industry and 2 member representing the National Associations.

• Meetings: usually 1 face-to-face meeting per month.

• Election: the General Assembly appoints the Board members. To apply for the position, candidates need to be bi-annual full members (further details on member rights on slide 30).

Structure & Activities: Policy

• The Advocacy Task Force aims to coordinate, collect and amplify members’ input into the daily advocacy work developed by the

Secretariat. The ATF serves as the policy coordinating body of the association.

• The association runs several Working Groups dedicated to specific policy topics:

• Mobility Working Group enables the association to outline the sector’s ambitions in transport and work on specific issues of legislative relevance.

• Trucks Working Group is looking at the main drivers to push fuel cell trucks forward with a mix of business development and policy outreach. The focus

of the group is to accelerate the commercisalition of fuel cell trucks.

• Energy Working Group analyses the regulatory barriers, industry business cases and technical issues faced today by the industry as well as positions the

association in order to respond to a growing demand from energy organisations and the European Institutions.

• RED II Implementation Working Group undergoes the required analytical work providing advices on the correct interpretation of key articles and lays

the foundation of the upcoming EU and national implementation of the Renewable Energy Directive Review.

• Maritime Working Group organises a continuous dialogue between the hydrogen and maritime sectors in order to get a shared view on the contribution

and implementation of fuel cells and hydrogen.

• Funding & Financing Working Group: aims at ensuring that hydrogen and fuel cells technologies get a proper funding from the EU and help our

members to access existing funding schemes.

• The Fuel Cells and Hydrogen Joint Undertaking is a public private partnershipsupporting research, technological development and demonstration activities in thefield of fuel cells and hydrogen (FCH) energy technologies in Europe.

• This partnership is composed of:• Hydrogen Europe, representing industry• Hydrogen Europe Research, representing the research community• European Commission’s Directorate General of Research, Energy and Transport, representing the

European Union

• The aim of the FCH JU is to accelerate the market introduction of FCH technologies,showing their potential as an instrument in achieving a carbon-lean energy system.

Who can become a member

CRITERIA INDUSTRY MEMBERS ASSOCIATION MEMBERS

CRITERION 1:

LOCATION

The company or association must have an established and registered office, or a central or principal business location in:

• The European Union;

• The European Economic Area;

• An associated country; or

• A candidate country.

CRITERION 2:

ACTIVITIES

The potential industry member needs to have:

• Relevant activities in

• Research & development;

• Demonstration;

• Industrialization; or

• Deployment of hydrogen and fuel cells.

• If no existing activities in the aforementioned areas, the potential

industry member must have concrete plans to do so in the near

future.

• These activities need to take place within the European Union or the

European Economic Area.

The potential association member needs to have:

• Relevant capacities in

• Advocacy;

• Regulatory work; and

• Communication

supporting the development and deployment of

hydrogen and fuel cells

• These capacities should lie within the potential

association member’s respective country.

OBJECTIVES

The potential industry member must:

• Agree with the Hydrogen Europe Charter; and

CRITERIA FINANCIAL INSTITUTIONS CONSULTANCIES NON-EUROPEAN ASSOCIATIONS

CRITERION 1:

LOCATION

The company or association must have an established and registered office,

or a central or principal business location in:

• The European Union;

• The European Economic Area;

• An associated country; or

• A candidate country.

The association must focus on the hydrogen and fuel

cells sector.

ACTIVITIES

The potential associate member in finance

needs to have:

• Existing activities in financing clean

energy projects or companies in Europe;

• Existing or planned activities in

financing the hydrogen industry or

Members Obligations: Project Fee & In Kind Contribution

Why these obligations?

We, the FCH sector, have the privilege to have a joint undertaking:1. A substantial and protected EU budget.2. Right to define the funding priorities though the members

of Hydrogen Europe and HE Research.3. A dedicated structure focused on the successful

deployment of our sector: i.e. the FCH JU.

This privilege comes with corresponding obligations set up by EU regulation1. The sector has to demonstrate a level of investment through

I. in kind contribution in projectsII. In kind additional activities (IKAA).

2. The sector has to contribute to the administrative costs of the Joint Undertaking.

What are in kind contributions in projects?• They correspond to the share of the costs

incurred in a FCH JU projects that is not reimbursed by the FCH JU (because the funding rate is lower than 100%)

• They are auytomatically calculated and do not require any additional action from members.

What are in kind additional activities(IKAA)?• Members are required to indicate additional

activities, outside of FCH JU projects, fostering the development of the FCH sector. Concretely, members indicate planned activity at end of year N-1 and report actual activity at start of year n+1.

• Currently IKAA is exceeding the objective, but efforts have to continue to secure renewal of theFCH JU partnership.

What is the project fee?

The project fee is the mechanism to fulfill the second obligationThe fairest way is:• A fee paid by all participants in FCH JU

projects • A fee proportional to the received

support • Project fee equals 4% of the FCH JU

grant paid by all participants
