As a new clinical commissioninggroup or CCG, it’s important for usto make sure that we get the bestpossible services for our patients. Tohelp us do this we really need tounderstand what patients’experiences of local healthcare arelike. Much of this informationcomes to us from our 50 memberGP practices but nothing beatshearing first hand opinions frompatients themselves.

Most of our practices now havepatient participation groups (PPGs)and you can find out more aboutthese on page ten. We are also busybuilding a new website which wehope will become a useful source ofinformation for our patients inaddition to the be healthy be heardmembership scheme. As thesecommunication tools develop, ouraim is that they will provide patientswith an even greater say in theirlocal healthcare and how it can beimproved.

I would like to take this opportunityto thank members in WestLeicestershire for getting involved in the important work we haveundertaken so far. This includesproviding feedback on healthcareservices in West Leicestershire and

we’ve been able to use thisinformation in developing ourfuture commissioning priorities.Take a look at page six to find outhow your views have influencedour plans.

Also, I’d like to thank those of youwho gave us your views on thefuture of urgent care services inLoughborough – we receivednearly 900 completedquestionnaires; find out more onpage six.

“I have always loved sport and havea keen interest in football, belongingto Syston Kirkland football club for30 years (as a player and a manager)and now returning to play in theveterans’ team. I have also cycled allmy life from the age of three, and forthe last 16 years have cycled to workevery day, at one time covering 12miles a day for six days a week.

“I enjoy raising money for charity andfor many years have taken part in asponsored cycle from Rutland Waterback to Syston in support of LOROS. Ihave cycled as far as Skegness andHunstanton in aid of local hospitalcharities – the ride to Hunstanton was108 miles and I did this in just oneday which was challenging.

“Two weeks after the cycle ride toHunstanton, I completed theLeicester half marathon which iswhere my interest in running started.

“Exercise doesn’t have to take uptoo much time in your day-to-day

life. Because I am not a member of arunning or cycling club I can gowhen it suits me – it is amazing howfar you can cycle or run in just 30minutes which is all it takes. Itdoesn’t have to be expensive either –you can always make enquiries withyour local council to see whatfacilities they have.”

John has been married to wife Janfor 35 years, and they have twodaughters and two grandsons – this is a big motivator for him tostay healthy.

“Now that I have two grandsons Iwant to remain physically able tohelp guide them through their ownsporting achievements. I feel thatsport is such a good interest for

children to have because they cangain so much from the discipline itgives them, the responsibility to theirteam, the new friends they makealong the way, but most of all theenjoyment that taking part in a sportbrings.”

West Leicestershire ClinicalCommissioning GroupWest Leicestershire ClinicalCommissioning Group(CCG) represents the 50 GPpractices who serve around356,000 patients inCharnwood North,Charnwood South, NorthWest Leicestershire, andHinckley and BosworthUnder the NHS reforms in theHealth and Social Care Act, andfollowing the passing of theHealth and Social Care Bill inMarch this year, ClinicalCommissioning Groups (CCGs)

are set to take on many of thefunctions currently performed bylocal primary care trusts, whichare set to be abolished in 2013. Inreadiness for that change-over,CCGs were formed in a ‘shadow'role in April 2011.

CCGs are led by GPs and otherhealthcare professionals and willnow be responsible for localhealthcare, including planning,monitoring and commissioning(or buying) of services whilstensuring quality and value formoney.

Dr Chris Trzcinski, deputy Chair ofWest Leicestershire CCG said:

n Patients with long-term conditions Enabling them to enjoy a better quality of life through supported selfcare, reducing the risk of cricis or unplanned hospital admissions.

n Frail older people To deliver an integrated health and social care pathway that supports patients through a range of community, bed-based and hospital services.

n Dementia The CCG has contributed to the Joint Dementia CommissioningStrategy aimed at improving early diagnosis and access to treatment for people living with dementia.

n Carers The CCG is part of a Joint Carers Strategy due to be launched in June 2012, to focus on improving the long-term health and wellbeing of carers.

n End-of-life care Involving primary care trusts and local authorities working with their local communities to raise the profile of end-of-life care.

n Integrated teams The CCG is seeking to improve outcomes for patients through multi-disciplinary integrated teams and care.

n Re-ablement The support given to people in their own home, designed to helppeople get back on their feet and be independent after a period ofillness or a stay in hospital.

Yourthoughts

Health prioritiesWe asked our members for theirviews on current healthcareservices in West Leicestershire. A workshop was held in November2011 for members, patients,practices and partners to discussour emerging commissioningpriorities and other plans. Nearly500 people completed aquestionnaire and highlighted thefollowing areas that they feltshould be a key focus for the CCG:

l care of the elderly

l prevention and planningpriorities for early interventionincluding obesity, substancemisuse, alcohol misuse andsmoking

l long-term conditions includingdiabetes, heart conditions,arthritis, stroke and bloodpressure

l mental health and wellbeingincluding confusion, dementia,anxiety, stress, eating disorders,depression and Asperger’ssyndrome

l children, young people andmaternity services.

This feedback helped inform ourCommissioning Strategy, a threeyear plan which shapes ourcommissioning activity between2012 and 2015. Members werealso invited to an event on May 242012 and asked to let us know iftheir views had been capturedbefore the strategy became final.

West Leicestershire CCG is committed to involving membersthroughout the commissioning cycle. A key part of thisprocess has been to engage with members to seek theirviews on what currently works well and areas whereimprovements might be made in the services we commission

The future of urgent careservices in LoughboroughFrom 19 October 2011 to 11 January 2012 the CCG led apublic consultation on the futureof urgent care services inLoughborough. We wanted toknow your views on theproposed move of urgent careservices from the Walk in Centreat Pinfold Gate to LoughboroughCommunity Hospital.

A total of 869 people respondedto the questionnaire and 47 percent felt that urgent care servicesshould stay at the Walk in Centreat Pinfold Gate. 52.9 per centsaid that urgent care servicesshould move to LoughboroughCommunity Hospital.

Concerns about moving theurgent care services includedinsufficient parking atLoughborough Hospital,availability of public transport, GP appointments being hard toaccess, limited opening hoursand difficulty accessing out ofhours services. There were alsoconcerns that many people inareas of high health and socialdeprivation do not register with aGP and will find it difficult toaccess urgent care services atLoughborough Hospital.

We listened to your concerns and we have:

l applied to the planningdepartment at CharnwoodBorough Council for anadditional 183 car parkingspaces

l put together a detailedcommunications plan to raiseawareness of primary careservices and the importance ofregistering with a GP and usingGP services appropriately.North Charnwood PatientParticipation Groups areworking together to look atnew initiatives to encouragepatients to access GP servicesappropriately

l worked with CharnwoodBorough Council to discusshow best to work together toimprove health outcomes forhigh priority areas and an eventwill be held in SouthCharnwood in June to promotehealthy lifestyles, undertake‘health checks’, encouragepatient registration and ensurethat people are followed upaccordingly through the rightpathway of care.

East Midlands Ambulance Servicehave teamed up with the British HeartFoundation to deliver an initiative that teaches people what to do in alife-threatening emergency, and thistraining is open to all members.

West Leicestershire CCGregularly looks to engagewith patients and the publicabout health services we arelooking to improve, such asthe two subjects here If you’d like to be kept informedabout developments, you can signup to the online newsletter whichwill be sent every two weeks. Have you or someone youknow recently had a baby orare having a baby? Would youlike to help improve maternityservices in Leicester,Leicestershire or Rutland?

If so, a group that meets every threeto four months would like to hearyour thoughts on maternity services. There are different ways you canget involved:l you can sign up to get the

minutes of the meetings toread and contribute by sendingin your ideas and thoughts, or

l you can join the virtual groupwhere you will receive updatesand questions that the groupwant to send to mums, or

l you can be a member of the keystakeholder group, supportingand advising on developmentand provision of maternityservices.

This group meets three to four timesa year so it is not a largecommitment. You will sit with theclinical professionals and servicecommissioners to directly have yoursay in new plans. If you feelcomfortable doing this and wouldlike more information or support,please contact the membership teamon 0116 295 7571.

l performing cardiopulmonaryresuscitation (CPR)

l dealing with choking

l serious bleeding

l helping someone that may behaving a heart attack.

If you can carry out CPR in anemergency, you may be buying thetime needed for professional help toarrive and save the life of your lovedone, plus you have more thandoubled their chance of survival.This two-hour training sessionprovides you with the opportunityto learn and practice these skills and

you will receive a certificate oncompletion.

wingDid you know that while you’re outin the fresh air working on thegarden, you are also working all themajor muscle groups: legs,buttocks, arms, shoulders, neck,back and abdomen? Gardeningtasks that use these muscles buildstrength and burn calories –digging, hoeing and raking canburn an average of 300 calories perhour, yet with minimal jarring ofjoints unlike aerobics or jogging.

Keeping physically fit benefits thewhole body including the brain.Physical exercise releasesendorphins which are a provenmood booster, easing symptoms ofstress, depression and anxiety. Notonly this, but the experience ofplanting a garden and in turnmaking your surroundings morebeautiful provides a real sense ofachievement and is a great avenuefor expressing your creativity.

If you have children, involving themin the garden is also beneficial fortheir health too. Encouraging them

to dig the soil and get grubby byweeding or planting is a brilliantway to make sure they get enoughexercise as well as teaching themabout nature and the greatoutdoors. Growing vegetables withyour children is also a good way toencourage them to eat their greensas research shows that children whounderstand where their food comesfrom and who have been involvedin planting and growing it are morelikely to eat and enjoy it.

If you don’t have your own gardenor are limited on space, then whynot consider growing herbs on awindowsill or planting up somepots on a patio? Another option isan allotment – contact your localcouncil to find out if there are anyavailable near you.

“It’s great to get outside and there’s

massive satisfaction in seeing thingsgrow. Some things get eaten ordon’t survive along the way, butthat’s part of the challenge.

“I’m currently growing potatoes,tomatoes, cucumbers, courgettes,carrots, parsnips, beans, peas,cabbage, broccoli, cauliflowers,onions, garlic, shallots and lettuce.I’m also hoping for a good crop ofraspberries, blueberries,strawberries and blackcurrants thisyear – if I can keep the birds offthem for long enough.

“Gardening does keep you fit, andgives you a great sense of wellbeingwhen you can wander down thegarden and pick something for yourdinner.”

Patientshelpimproveservices

Lynne Drewery (pictured above)has been a member of the PPG atPark View surgery inLoughborough since it first beganjust over a year ago and wasnominated as Chair of the groupin August this year.

Lynne tells us more about the ParkView PPG and her experiences asChair.

“I first got involved when one ofthe GPs at the surgery asked if Iwould like to be part of the PPGwhich was being started at thesurgery. I went along to the firstmeeting and have been involvedever since.

“Our PPG now has eighteenmembers including some who arevirtual members and communicatetheir ideas and views on email.This makes the PPG accessible tomany people who otherwisewouldn’t be able to contribute.We also have our own Facebookpage to encourage patients of allages to have their say.

“The PPG has had real input in therecent consultation led by WestLeicestershire CCG on urgent careservices in Loughborough and thepatient satisfaction survey sent outby the practice each year. Toencourage as many patients as

possible to have their say,members of the PPG groupattended the surgery and askedpatients to complete the practicequestionnaire and the Urgent CareServices questionnaire. The resultof the PPG input was impressive,350 Practice questionnaires werecompleted and hundreds ofquestionnaires on LoughboroughUrgent Care services were handedout directly to patients.”

Park View PPG produces amonthly newsletter to keeppatients informed, in addition totwo large PPG notice boards inthe practice waiting area. Theyalso have an anonymousfeedback system in place.

For Lynne the benefits of beinginvolved in the PPG are clear:

“The practice has been very goodto my family members over theyears and helping out with theirPPG was my opportunity to givesomething back. It’s been arewarding experience for me andhas enabled me to understandmore about how the healthcaresystem works.”

Patient ParticipationGroups (PPGs) work inpartnership with their GPpractices to help patientscontribute to improvingservices and the quality ofcare. PPGs enable bettercommunication betweenthe practice and itspatients, providing supportto the practice and helpingto implement changeIn West Leicestershire 39 out of 50GP practices have their own PPG.Each PPG has a chair person wholinks into West Leicestershire CCGvia the PPG Chairs network. Thisenables PPG members to sharetheir views locally at a practicelevel, and also to inform thedecision making process at theCCG. The network provides anexcellent opportunity for patientsto regularly have meaningfulcontact with the CCG Board.

Smoked Salmon and Beetroot RouladeIngredients

250 grams quark or low fat soft cheese

Half a medium cucumber, finely chopped

Two good handfuls of chives, finely chopped

A pinch of pepper

Juice of half a lemon

150 grams of smoked salmon cut into thick strips

A small bag of fresh salad leaves

One medium sized beetroot, thinly slicedusing a vegetable peeler

Instructions

1. Place quark or low fat soft cheese in amixing bowl with chives, cucumber andlemon juice and pepper. Mix well.

2. Place 3 strips of smoked salmon onchopping board and fill with Quarkmixture. Roll in to roulades.

3. Serve on a bed of salad leaves and freshlysliced beetroot.

4. Enjoy with fresh crusty bread.
