MEMBERS’S NIGHT 2016

On 9 December, IFE Singapore had their annual Members’ Night, which is an opportunity for both old and new members and supporting organization to come together to celebrate a successful 2016. The evening started with a short technical presentation on firestop by HILTI.

Our President Azmi Adam gave a short speech to members, followed by presentation of certificates to new IFE Fellow – Mr Christopher Tan, and new affiliate organizations Safi Equipment & Services Pte Ltd and DZ Workz Pte Ltd.

With the encouragement of the night’s emcee, members were encouraged to enjoy the performances and participate in various table games.

There were also dancers and magic show that thrilled the crowd. Everyone had a nice and enjoyable night, mingling around and getting to know one another. Hope to see all of IFE members again for 2017’s Annual Member’s Night!

VISIT BY IFE (UK), NEIL GIBBINS

IFE (UK) CEO Mr. Neil Gibbins and his wife visited Singapore on Friday, 25 November 2016 for a

2-day stay. They were here to catch a cruise to Bali (on holiday). IFE (Singapore) hosted a dinner

for them on the 1st day at the Marina Mandarin hotel. Present were our President Azmi,

TRIP TO KUNMING 2016

China (Kunming) SE Asia & South Asia Fire Safety and Emergency Rescue Technology Expo This event was organised by the Yunan Fire Protection Association and held in Kunming Dianchi International Convention & Exhibition Centre from 9 to 11 November 2016. IFE Singapore Branch showed its support by sending a delegation of 6 members to attend the event.

On Saturday, Mr Azmi, Loh Eng Choon and Rama accompanied them on the “Night Safari” at the Singapore Zoo. Our UK friends enjoyed themselves in Singapore before embarking on their cruise holidays.

MEMBERSHIP FEES

We would like to remind all members of IFE who have not yet paid their membership fees for the

year 2016 to follow up with the payment as soon as possible. Please contact the secretary of IFE

(Singapore Branch), Ms. Nadya at [email protected].

IFE-UK has informed IFE-Singapore that membership subscription for all membership grades will

be revised upward with effect from January 2017. This is the fourth revision of membership

subscription by IFE-UK since 2012 and IFE-Singapore had insofar managing well to maintain our

local branch membership subscription without any increase since 2012.

Given the good support of our local membership base, IFE-Singapore will not be increasing our

membership subscription for 2017.

By popular request, and to further our membership privileges, IFE-Singapore is also re-introducing

this “Loyal Member” Incentive Scheme to benefit our exiting members. This scheme allows our

loyal members to enjoy a 10% discount off their 2-year membership fees for the year 2017 and 2018.

The incentive scheme is ONLY open to exiting individual members and run from 1st January 2017

to 31st March 2017. Members must pay up their 2-year subscriptions before 31st March 2017 to enjoy

this Loyal Member’s incentive.

Not Open to lapsed membership reinstatement.

SCI PUBLICATIONS P288 AND P390 FOR FIRE SAFETY DESIGN OF MULTISTOREY STEEL-FRAMED BUILDINGS WITH COMPOSITE SLABS

1. Fire Code requires any element of structure to have fire resistance in compliance with Clauses 3.3 and 3.4. Fire protection is thus required for structural steel elements, including secondary steel beams.

2. SCI Publication P288 titled “Fire Safety Design: A new approach to multistorey steel-framed buildings” allows a PB approach to fire safety design of multi-storey steel-framed buildings with composite slabs. The publication provides information on building structural behaviour and identifies steel members which do not require fire protection. It is used in conjunction with SCI Publication 390 titled “TSLAB v3.0 User Guidance and Engineering Update” and its accompanying software TSLAB v3.0.

3. SCDF does not have objection to the adoption of such design approach by building practitioners provided the building is sprinkler-protected and the unprotected beams shall be designed and detailed with embedded shear studs. Building practitioners are also advised to use the SCI Publications P288 and P390 together with the Design Commentary published by Nanyang Technological University (Annex A). Such plans of fire safety works shall be submitted to SCDF under the PB regulatory system.

REGULATORY REQUIREMENTS FOR THE USAGE OF R32 REFRIGERANT IN DOMESTIC SPLIT AIR CONDITIONING SYSTEM IN SINGAPORE

1. SCDF has received requests from the industry to consider allowing the usage of R32 refrigerant in multi-split

air conditioning systems.

2. After careful consideration, SCDF is prepared to allow the usage of R32 refrigerant in both single- and multi-

split air conditioning systems, subject to the relevant parties, including but not limited to the manufacturer

and his approved suppliers, complying with SCDF’s requirements. This circular serves to inform all relevant

parties about the requirements to be complied with in order to use R32 refrigerant in split air conditioning

systems (Refer to Annex A for details). This circular shall take immediate effect and supersedes the circular

issued on 13 July 2015 for domestic single-split air conditioning system.

1. SCDF has commenced its 13th FSE registration exercise and invites application for registration as FSE. The closing date for this application is on 1 Dec 2016..

USE OF VENTILATION SLEEVE OPENING IN STAIRCASE STOREY SHELTER FOR TESTING OF STAIRCASE PRESSURISATION SYSTEM

1. Recently, SCDF has received consultations and waiver applications to permit the use of the ventilation sleeve (VS) opening in the staircase storey shelter for the testing of the pressurisation system to meet fire safety requirement. This involves the penetration of pressure tubing through the ventilation sleeve (VS) opening of staircase storey shelter. Prior to January 2015, SCDF has approved waiver applications on a case-to-case basis but this method has a downstream impact on the MCSTs/ owners during conversion of the staircase SS from its peacetime mode to shelter mode in a National Emergency.

2. Clause 6.3 of the Technical Requirements for Storey Shelters (SSTR) 2015 states that all VS openings shall be closed i.e. the VS fragmentation plate to be in the “Closed” position. To facilitate the testing of the staircase pressurisation system in peacetime, the use of pressure tube through the VS opening is allowed. However, upon the completion of the test, the VS opening must be closed back immediately by the VS fragmentation plate.

3. This circular shall take immediate effect from the date of issuance.

IMPLEMENTATION OF SS 489:2015 – SINGAPORE STANDARD FOR SPECIFICATION FOR FIRE SHUTTERS.

1. The SS 489:2015 – Singapore Standard for specification for fire shutters was officially launched by SPRING on 4 May 2015. This standard specifies requirements and testing methods to assess the fire resistance of the shutter required to protect openings in walls to resist passage of fire. This standard applies to fire resistant vertical roller shutters, lateral shutters, horizontal roller shutters and folding sliding shutters.

2. Please be informed that the standard shall be applicable to all building plans that are submitted to SCDF for approval from 15 Nov 2017 onwards. The grace period given is for roller shutter suppliers to test and list their products with the approved certification bodies.
