01. BUDGET ESTIMATES:

To consider and approve the Budget Estimates for the year 2020-2021 (Revised) and 2021-2022 (Original) along with all the relevant documents such as purchase/procurement of stores/materials, equipments/machinery and estimates of works etc. , as required under Rule 20 of CBAR 2020 read with rule 68 of the Cantonment Account Code 1924. Further it is brought to notice of the board that as per Rule 21 of CBAR 2020, if a budget is NOT a deficit budget, it is sanctioned by the board only.

RESOLUTION NO. 1 : The Budget Estimates for the year 2020-21 (Revised) and 2021-22 (Original) along with all the relevant documents as per CBAR 2020 considered and approved.

The Cantonment Board Ajmer budget is NOT a deficit budget, thus it is resolved to forward the budget approved by Board to Principal Director, Defence Estates, Southern Command, Pune, as required under section 21 ( 1) of CBAR 2020.

02. ANNUAL ADMINISTRATION REPORT 2019-2020:

To consider Annual Administration Report along with Annual Consolidated Accounts with·

Annexure I to V for the year 2019-2020. The report and relevant documents are placed on the

table.

The board to note the Annual Administration Report for the year 2019-20.

RESOLUTION NO. 2: Considered and approved. The Annual Administration Report 2019-20 be sent to higher authorities.

03. FILLING UP THE POST OF JUNIOR ENGINEER (CIVIL) ON PERMANET BASIS:

The post of Junior Engineer (Civil) is vacant in Cantonment Board Ajmer since the year

2013 and the Engineer work is getting done through Contractual Junior Engineer (Civil).

The budget provision is made in the Budget for the financial year 2020-21 (Revised) and Original for 2021-22. The Financial implication of appointment of Junior Engineer (Civil) worked

as out Rs . 284400/- per year (Approx). Whereas an amount of Rs. 310000/- per year (Approx.) is

being paid to contract Junior Engineer (Civil) therefore the Amount of fixed remuneration for

probationer-Trainee is Rs. 284400/- per year (Approx). The post proposed to be filled up is direct

recruitment posts under new code head 310 of CBAR 2020. The filling of permanent post is very

essential as all works (Original) or Maintenance involves a large financial implication thus

accountability for checking bills and payments thereof, require permanent Engineer.

In view of direction of Dte. vi de letter dated 13 Sept., 2017 under reference, an early

sanction may be obtained from Dte. DE, SC, Pune to fill up vacant posts, as per existing policy and

norms.

RESOLUTION NO. 3 : The Member-Secretary emphasized the need of filling of vacancy of key post viz. Junior Engineer (Civil) as this post carries higher responsibilities and Cantonment Board need assured and guaranteed services. However the Safai Karmchari, may be taken on contract.

The matter discussed at length. All elected members were of view that due to non transfer of Permanent Employees, they become arrogant whereas Contractual employees work with all sincerity and devotion.

However with majority of views, the filling of vacancy of permanent post of Junior Engineer (Civil) is dropped.

04. FILLING UP THE POST OF SANITARY INSPECTOR ON PERMANET BASIS :

The post of Sanitary Inspector is lying vacant since the year 2012 in Ajmer Cantonment

Board and the Sanitary work is getting done through Contractual Sanitary Inspector.

The budget provision is made in the Budget for the financial year 2020-21 (Revised) and

original for 2021-22. The Financial implication of appointment of Sanitary Inspector worked as

out Rs. 1,75,200/- per year (Approx). Whereas an amount of Rs. 252000/- per year (Approx) is

being paid to contractual Sanitary Inspector as the fixed remuneration for probationer-Trainee is

Rs. 1,75,200 /-per year (Approx). The post proposed to be filled up is direct selection post, under

new code head 510 (Civil Conservancy) of CBAR 2020.

The filling of permanent post is very essential as all works relating to Sanitation, within the .Cantonment area is responsible duty, therefore require permanent staff.

05. FILLING UP THE POST OF LINEMAN-CUM-FITTER ON PERMANET BASIS :

The post of Lineman-cum-fitter is lying vacant since 2003, in Ajmer Cantonment Board when Shri Parmeshwar Lal Sharma, was promoted to the post of Pump Driver. At present Lineman-cum-Fitter is engaged through outsourcing.

The budget provision is made in the Budget for the financial year 2020-21 (Revised) and Original for 2021-22. The Financial implication of appointment of Lineman cum fitter worked as out Rs . 1,75,200/- per year (Approx.), Whereas an amount of Rs. 2,80,000/- per year (Approx.) is being paid to contractual Lineman cum Fitter. The Amount of fixed remuneration for probationer­Trainee is Rs. 1,75,200/- per year (Approx). The post proposed to be filled up is direct recruitment post under new code head 420 of CBAR 2020.

Since water supply to Civil area of Cantonment is being looked after by Shri Parmeshwar

Lal Sharma, Pump Driver and he shall be retiring in 2023, thus, the permanent post of Lineman cum fitter be filled up at the earliest, so that before present incumbent retires, a new person take over the work, and public work of water supply do not suffer. The filling of permanent post is very

essential.

In view of direction of Dte. vide letter dated 13 Sept., 2017, an early sanction may be

obtained Dte. DE, SC, Pune to fill up vacant post, as per existing policy and norms for recruitment.

RESOLUTION NO. 5 : Considered and resolved to Approve. A proposal for obtaining sanction of competent authority be forwarded to higher authorities by Chief Executive Officer. Once approval is received, the recruitment may be carried out as per Rules on the subject.

06. FILLING UP THE POST OF 04 NOS. SAFAIWALA ON PERMANET BASIS:

The 04 posts of Safaiwala are vacant since 1999, 2012 and 2013.

The budget provision is made in the Budget for the financial year 2020-21 (Revised). The Financial implication worked out as Rs. 1,48,800/- per year, per Safaiwala (Approx.) or Rs. 5,95,200/- per year (Approx.) for all four. Since posts are lying vacant, the work is being

undertaken by engaging contractual person, through Man Power consultant, an expenditure of Rs. 2,30,000/- per year per Safaiwala (Approx.) or Rs. 9,20,000/- per year (Approx.) for all 04 are

being spent. The fixed remuneration for probationer-Trainee is Rs. 1,48,800/- per year per Safaiwala (Approx.) or Rs. 5,95,200/- per year (Approx.) for all four.

The posts proposed to be filled up, are direct recruitment posts, under new code head 510 (Civil Conservancy), of CBAR 2020.

In view of direction of Dte. vide letter dated 13 Sept., 2017 under reference, an early

sanction may be obtained Dte. DE, SC, Pune to fill up vacant posts. Once sanction received, the direct recruitment shall be carried out as per policy on the subject.

RESOLUTION NO. 6 : Considered and resolved to Approve. A proposal for obtaining sanction of competent authority be forwarded to higher authorities by Chief Executive Officer. Once approval is received, the recruitment may be carried out as per Rules on the subject.

07. ESTABLISHMENT :

The time period of Shri Mithlesh Kumar Sharma, Sanitary Inspector (On contract basis) is expired on 19.04.2020. Keeping in view the satisfaction level of conservancy services given by

Mr. Mithlesh Kumar Sharma and more particularly in present Covid-19 Pandemic, it is proposed to extend his services for further period of 11 months, without involving man power consultant for this key post.

Relevant file are placed on the table to decide further action in the matter.

RESOLUTION NO. 7 : Considered and approved. The time period of Shri Mithlesh Kumar Sharma, Sanitary Inspector (on contract basis) is extended to 11 months w.e.f. 21-04-2020. It was also approved by the board that he should be engaged directly be board, without involving man­power consultant, on fixed re-numeration.

08. ESTABLISHMENT:

09. REVISED RATES OF VARIABLE DEARNESS ALLOWANCE ON THE BASIS OF THE AVERAGE CONSUMER PRICE INDEX :

Govt. of India, Ministry of Labour & Employment Office of the Chief Labour Commissioner (C), New Delhi letter No. F.No.1/VDA(l)/2020 LS-II dated 08.05.2020, revised the rates of Variable Dearness Allowance on the basis of the average consumer price index for the preceding period of six months ending on 31.12.2019 reaching 324 from 310.83 (basic 2001=100) and thereby resulting in as increase of 13 .17 points for Industrial Workers as under. This order shall come into force w.e.f. 01.04.2020.

21. COVID-19: PREVENTIVE MEASURES TAKEN BY BOARD AGAINST SPREAD OF NOVEL CORONA VIRUS AND INITIATIVES TAKEN FOR HELP OF NEEDY CITIZENS OF CANTT.

The Cantonment Board, Ajmer has taken following measures for the citizen of Paltan Bazar, Ajmer Cantt. and also for its Corona Worriers the Safai Karmchari, needy to solution.

(i) Distribution of dry food packets, (Provided by State Government of Rajasthan). (ii) Intensive Sanitisation of whole civil area of cantt., on regular basis, by using sodium

hypochlorite. (iii) Distribution of masks and soaps, multiple times, including door to door distribution of

04 masks with 01 soap, to each households a total 394 families of Ajmer cantt. have

(iv) Distribution of dry food packets to 100 poor families, with financial contribution of PCB, CEO, Vice-President, Elected Members and all Office Staff of CB Ajmer.

(v) AU Small Finance Bank, provided 50 dry ration packets and the same were distributed through office staff to poor needy of Pal tan Bazar ..

(vi) Contribution made to PM CARES Fund, by all permanent staff of CB Ajmer by donating one day salary.

(vii) Construction of temporary barrier at the entrance of Paltan Bazar, adjacent to CB Ajmer office, for restriction of outsiders, into cantt. area and maintained of in-out register. The work being done by Cantonment Board Ajmer staff only.

The Safai Karmcharies, water supply and electricians, have discharged duties with full devotion and sincerely under able directions of Junior Engineer (Civil) & Sanitary Inspector. The Doctor & Male Nurse of dispensary have contributed and still being contributing a lot. All these deserve a lot of appreciation.

Because of all out efforts, No Positive Case in Ajmer Cantt. This is for noting of board alongwith photographs of activities.

RESOLUTION NO. 21 : The President Cantonment Board appreciated the works carried out by Cantonment Board during present COVID-19. Pandemic situation and services rendered by sanitary staff of Cantonment Board. The initiatives taken by board to sensitize people and distribution of protective gears, food packets, contribution of 01 day salary, contribution for distribution of dry ration packets are commendable work. Due to all out efforts made by board, No Positive CORONA patient found in Cantonment Ajmer.

22. TO CONSIDER LETTER OF PD, DE, SC, PUNE DATED 20 MAY, 2020 FOR INCLUSION OF EDUCATION COMMITTEE, IN DRAFT BUSINESS REGULATIONS :

The Cantonment Board vide circulation Agenda No. 02 dated 21.03 .2020, approved the Draft Business Regulations. The Dte. DE, SC, Pune vide their letter No.

2038/Business/Regulation/Nasirabad/C/DE/ dated 20 May, 2020 is placed on the table where it is advised to include Education Committee, which will deal with Library, Events in promotions of education etc. inside Cantonment.

It is proposed to constitute Education Committee, as per directions, it's inclusion in business regulation & submit to the same Dte. DE, CEO may be authorized to do so.

RESOLUTION NO. 22 : The board approves the constitution of Education Committee as per directions of DGDE/PDDE. The Chief Executive Officer is authorized to prepare draft, include it in already approved business regulation and send to higher authorities.

23. IMPROVEMENT IN C.F. PROPERTIES - REPAIR I MAINTENANCE I

Coronavirus, need to be completed now. It is proposed to resume the repair I renovation work of

• Annexie under relevant head.

The renovation work is carried out under the supervision of Junior Engineer (Civil) and the C.E.O. may be authorized to get these works done, within the funds available and as per GFR 20 1 7 I Existing Rule position.

RESOLUTION NO. 23: Noted and approved that the works of Renovation/Improvement etc. be carried out Departmentally under the supervision of Junior Engineer (Civil) and C.E.O. Ajmer is authorized to incur expenditure as per GFR 2017.

24. ESTABLISHMENT : CHANGE OF DESIGNATION OF HEAD CLERK INTO SUPERIENDENT : AJMER CANTT.

Reference memorandum of settlement arrived at between the Cantonment Boards and their workmen, on 13.05.1969 (copy placed on table).

The post of Head Clerk has already existed m Cantonment Board, Ajmer, which is promotional post, from the post of Upper Divisional Clerk. Sh. Nanak Khanchandani, Head Clerk is the senior most person in Cantonment Board, Ajmer.

It is necessary to consider the matter for change of designation of "Head Clerk" into "Superintendent" as per memorandum of settlement between the Cantonment Boards and their workmen dated 13.05.1969 referred to above, on the same pay scale of "Head Clerk". There is no financial implication in re-designating the "Head Clerk" to "Superintendent" in same head.

Therefore, It is proposed that the designation of existing "Head Clerk" be changed to "Superintendent", on same level in Pay Matrix L-11 (Pay Scale 9300-34800 plus Grade Pay-4200), which he is already drawing.

The relevant file along with rule position is placed on the table for necessary action.

RESOLUTION NO. 24 : Considered and resolved to authorise Chief Executive Officer for preparation of proposal for change of designation of Head Clerk to Superintendent and forward the same to higher authorities for approval.

RESOLUTION NO. 25 : The President Cantonment Board appreciated the efforts made by officers of making this landmark decision to include Cantonment Boards under ULBs of concerned state govt. He highlighted that office of Cantonment Board also made a lot of correspondence with Directorate of ULBs Jaipur for getting revenue sharing and eventfully it is done.

The President Cantonment Board also intimated that this is just the beginning, now Cantonment Board Ajmer may get grants from SFC too and the amount received will be utilized for development work inside cantonment or as per conditions associated with grant of funds .

26. NOTING OF DRAFT AMENDMENT IN CANTONMENT ACT, 2006.

The DG, DE, NewDelhi vide letter No. 76/38/12/Rules/Cantt. Act/C/DE/201 lNol-II dated 29.05 .2020, intimated that first draft.amendment Cantonment Act 2006, is uploaded on Ministry of Defence website. The same is uploaded on Cantonment Board, Ajmer website & a copy thereof (hard copy) is placed on the table for each & every members of board for seeking comments/suggestions by 16.06.2020.

The Board to note and give comments/suggestions on draft amendment on MoD email as per directions by 16.06.2020.

RESOLUTION NO. 26: A hard copy of draft amendment to Cantonment act 2006, is provided to each members of board as per directions. It was also apprised by members Secretary that the comments I suggestions may be sent to e-mail, [email protected], latest by 16.06.2020.

The soft copy of draft amendment to Cantonment Act 2006 is also available on web site of Cantonment Board Ajmer.
