    couple die in crash An elderly man and woman died after a collision on the Western Freeway near Melton on Friday night. Police said a car with two elderly occupants turning east onto the freeway from Mount Cottrell Road and a four-wheel-drive travelling east on the freeway collided about 10.30pm. The man and woman died at the scene. Three 21-year-old men were taken to the Royal Melbourne Hospital with minor injuries. \ sentence unprecedentedA non-parole life sentence handed down to the man who murdered Bacchus Marsh woman Sarah Cafferkey was of unprecedented magnitude in Victoria, a court has heard.     Parents fear changes to parking outside Diggers Rest Primary School will put childrens lives at risk.

    Under changes proposed by Melton council, 20 angled parking spaces will be converted to parallel bays before the next school year.

    e council says the changes will prevent cars reversing into oncoming tra c on Plumpton Road, but parents are worried it will make the area more dangerous for children.

    Cambridge, Coburn and Watts Residents Association president Nathan Miles said consultation had been inadequate.

    Parents didnt have any idea what was happening until the school had a meeting about it, he said. e changes mean children will be hopping out of the car on the road side, which means they could get hit by cars. Currently they dont have to worry about that.

    Diggers Rest resident Alex Jinks, a member of a tra c study group set up by the council, said the plan was poorly thought out.

    Council engineering services manager Les Stokes said the council had met with the school to clarify the situation.

    e upgrade of Plumpton Road will see a signi cant increase of parking spaces, which

    will be provided along both sides of the road with designated parking lanes, he said.

    e school frontage will see a zone created to cater for parents wanting to pick up and drop o their children at the gate.

    While the council will proceed with the parking changes, principal Paul Yeatman

    said he had been assured a school crossing wouldnt be moved.

    e plan, which has been put out for public consultation, is part of a local area tra c management study being carried out ahead of a substantial population increase expected in coming years.

    He said residents werent happy about the proposed installation of 21 speed humps in the town. ere are concerns about the impact the humps could have on CFA response times.

    e association recently voted to ask the council to suspend the proposal until a community forum was held.

    tra c around the re station. Councils engineering services manager, Les Stokes,

    said concerned residents should contact the council for clari cation.

    Moorabool irrigators will be able to hold on to unused water beyond the current season, with Southern Rural Water preparing to nally introduce an individual carryover system for the Bacchus Marsh and Werribee irrigation districts.

    Tabletop Vegetable Company owner Kris Pigott said the proposed move would put water management into each growers hands, giving them greater exibility to drought-proof their farms.

    So if next years dry, we can account for that and keep control of it, Mr Pigott said. We pay 100 per cent of our water allocation each year whether we use it or not, so now we get to use all of the water we pay for.

    Fruit grower Nick Dellios said farmers were now paying for more than they were using. If I use 50 megalitres in the old system and Ive paid for 100 megalitres, I leave behind the remaining water that Ive funded . He said the new system would create greater demand for farmers to sell their water. Supermarkets are happy if we can show weve got reliable water service; its good business practice to guarantee youve got water for the next year.

    Southern Rural Water supply manager Ed Smith said the new rules would allow farmers to decide whether to hold, use or trade water when its of greatest value to their business . But the move will likely a ect allocation patterns. So, if in a wet year theres a large volume of water unused at the end of a season, it will be carried over, Mr Smith said.

    is water is held in the reservoirs and takes up storage space that would

    otherwise have been used to make a starting allocation in the new season. e starting allocation would be lower under the proposed

    new system.For farmers who use all of their

    water every year, this would mean they have less water available early in the season. But in most years this would balance out as the season progresses.

    e Bacchus Marsh and Werribee districts are the last irrigation areas in the state to switch to a carryover system.

    Southern Rural Water said most irrigators had been supportive of the plans in meetings across the region. Written submissions on the changes close December 6. \

    Karl Sass re calls Meltons streets sparkling with Christmas lights when he was young. I have good memories of Melton lighting up, but fewer people are doing it now, he said. Last year he decided to stir up some Christmas spirit. I thought about launching a campaign to get people involved.     shopping centre parents worst for car lock-insCHILD SAFETY

    Melton CFA is responding to one or two calls of children being locked in cars most weeks, according to station o cer Jayson Hirt .

    He said parents at shopping centres were the main culprits.

    ese calls can range from children asleep in the car to children in severe distress due to separation from their parent or from heat, he said.

    In some cases, the car has le before we arrive .

    Mr Hirts comments followed the release of triple-0 data that showed Victorian paramedics responded to more than 1100 cases of children locked in cars in the year to August, an increase of almost 200 on the previous year.

    Paramedics attended 17 cases in Melton , the sixth-highest total in the state.

    Nine cases were reported in Caroline Springs, four in Melton West, three in Buninyong and one in Darley.

    Tragically, there have been cases of

    children dying in hot cars in Victoria in recent years, Ambulance Victoria group manager Brett Drummond said.

    Babies and young children cant regulate their body temperature like adults can,

    so being le in a hot car can quickly become life-threatening.

    Mr Hirt said there had been an increase in the number of children locking themselves in cars.

    Over the past few years, we have noticed a high number of

    lock-ins involving children playing with keys or remotes that the parent

    has provided to keep the child entertained while the parent is loading the shopping, he said.

    e child then hits the lock button and the car is secured with the child still inside.

    We suggest parents do not give children their keys; or that they make up a set of old keys that the children can play with. \

    police to step up arsonist watchFIRE SAFETY

    e outer-west has been identi ed as a high-risk region ahead of the re season.

    Launching Operation Firesetter in Melton last Tuesday, Acting Assistant Police Commissioner Tess Walsh (pictured, le , with Emergency Services Minister Kim Wells) said police would patrol 39 re-prone municipalities on days when the danger is rated severe, extreme or code red.

    Melton and Moorabool were among 10

    municipalities identi ed as high-risk areas. Police will conduct high-visibility patrols to deter and apprehend arsonists.

    In January this year, the CFA attended deliberately lit blazes in Diggers Rest, Sunbury and Brimbank Park.

    Mr Wells said Melton was chosen for the operations launch because many residents on the urban fringe had become complacent.

    Moorabool residents have welcomed plans to improve problem roads and intersections.

    e council has nominated six projects to share in $1 million of funding from the state governments country roads and bridges program.

    Works at Darley will include the reconstruction of Halletts Way and intersection improvements at Lerderderg Gorge Road.

    Bacchus Marsh resident and former mayor Pat Gri n said the Lerderderg Gorge Road intersection was one of Moorabools most dangerous tra c points.

    eres always lots of school buses up and down and just general tra c there, so xing that up will be really worthwhile, he said.

    Roads are the biggest expense that the shire has and it sounds like theyre using the money the right way.

    Transport Minister Terry Mulders spokeswoman said councils were best placed to choose where money was spent.

    Its very much their decision where repairs are needed, she said. O en rural councils

    have big geographical areas but shrinking rates because people start moving towards the city, so the funds are needed.

    Lerderderg Street resident and Avenue of Honour campaigner Damien Strangio

    said he welcomed asphalt works for Bacchus Marsh and works on Clarinda Street.

    My biggest concern remains, however and thats the local tra c issues, he said. Im hoping these

    reconstruction works for Halletts Way will lead towards a full extension .

    Other works include kerb replacement on Masons Lane, Bacchus Marsh; shoulder widening on Old Melbourne Road, Millbrook; and gravel resheeting on Doyles Road, Elaine.

    Cr Allan Comrie said the works were much needed.

    ambo diversion a 49-minute waitA ve-year-old Melton West child with breathing di culties who waited 49 minutes for paramedics to arrive is the latest person a ected by delayed ambulance arrival times .

    Ambulance Victoria group manager Tony Elliott said the childs parents called for an ambulance at 11.47pm on November 8.

    An ambulance was immediately dispatched before the case was reallocated to a closer ambulance when it became available, he said.

    at ambulance was close to the scene when it was diverted to a suspected cardiac arrest and the original ambulance was dispatched again.

    Mr Elliott said the child was diagnosed with croup and taken to Sunshine Hospital in a stable condition.

    In Melton, there have been three deaths since October last year in cases in which patients waited longer than 15 minutes for ambulances.

    Mr Elliott said additional resources had been allocated to Caroline Springs and more resources would be added to Melton by April 2014. \ TM

    funds gap leaves schools in limboEDUCATION

    Extra money set aside for 27 schools in Melton and Moorabool has not arrived in time for principals to plan next years budgets, even though the state government signed up in August for $12.2 billion over six years under David Gonskis Better Schools Plan.

    Melton Specialist School principal Ian Gudgeon is increasingly worried that his school, with 220 special-needs pupils, will have to do without almost $6 million promised for next year.

    We were hoping to use it to provide better resources for student learning, speci cally sensory resources for higher-needs students, Mr Gudgeon said.

    He said the funds were scheduled to be used for communication aids and an upgrade to new technologies, providing oral sensory equipment for students unable to chew properly.

    School council president Elly Gillard, who has son Cameron at the school, said the funds would have allowed major improvements .

    eres a lot of technological facilities that need to be replaced and small expansions and upgrades for all the students, instead of just one or two groups, she said.

    Victorian Association of State Secondary

    Principals president Frank Sal said his organisations speci c questions had gone unanswered, including how much federal money would be coming through, whether the state was still committed to matching funds and whether the funds would still be distributed according to need.

    State Education Minister Martin Dixons

    spokesman said schools had received their 2014 funding, but the government had not ruled out additional money for schools.

    ere is more detailed work to be undertaken before any further funding for 2014, 2015 and beyond is announced, the spokesman said. \

    stock crossing: go slow, pleaseFor more than a century, the Morton family has moved beef cattle along a dusty, dirt road in Mount Cottrell that they now have to share with speedsters . The track is a rat run, or shortcut, between Hoppers Crossing and Melton, according to Trisha Megson , whose grandfather John Alec Morton settled in the area in the early 1900s. She and her father John Morton, now in his 80s, still move cattle between their land holdings divided by the road. They say they are shocked at drivers whose speed puts them and their stock at risk. Mrs Megsons husband Greg said it was becoming too dangerous to move stock because the road was being used as a race track. Cars y down the road, they dont care, Mrs Megson said. But if they force horse riders on to the side of the road, its not safe because this area is small and has many hazards.     Melton and Moorabool will share in more than $2 billion in roads funding over eight years if the Labor Party wins next years state election.

    Labors Project 10,000 promises a minimum of $1 billion to improve roads in growth areas. eres a further $1 billion to upgrade level crossings and roads in regional communities .

    To be funded by the sale of the Port of Melbourne, works will include removing 50 level crossings in Melbourne, widening the West Gate Bridge and Tullamarine Freeway, and providing extra parking at some railway stations.

    While Premier Denis Napthine said the plan was a slap in the face for the people of the western suburbs and would create gridlock and chaos, Melton Labor MP Don Nardella said there was plenty for Melton and Moorabool residents.

    Try our gourmet pizzas or go the extra step and take a bite out of our breakfast pizza with bacon, egg and cheese, covered in hollandaise sauce and sprinkled with parsley, says Cannalonga. Its fast becoming our signature dish.

    Dont forget to leave room for dessert. You wont want to share our Nutella pizza think bite-sized Nutella- lled pastry drizzled with more Nutella, topped with strawberries and

    vanilla ice-cream. Slices Restaurant in Keilor has many wow factors, including three function rooms with seating for 30 to 150 people; set menu choices; an undercover playground and face painters; and a drive-through service

    for takeaway meals. And the lakeside Caroline Springs counterpart has a beer garden with retractable roof.

    Slices started at La Trobe University and over the past 20 years has expanded to its present

    two locations. It now employs 55 local staff.

    The restaurants keep up with technology, with an app for diners to order takeaway online.
