One directionThe shades in the political colour wheel have been grey, lately – at least that’s what the public has been saying. “The ALP’s gone to the right!” they claim. “There’s no difference between the parties any more!” They may have a point, if Sky News is any indicator. During an interview with Wills MHR Kelvin Thomson (pictured) last week, Kieran Gilbert introduced his guest as “... Liberal – ah, Labor front bencher Kelvin Thomson...” Whoops. Oh well, according to the public, no one would know the difference anyway.
Stigma struggleStigma and prejudice can have a big impact on the lives of people dealing with mental illness. Schizophrenia Awareness Week (May 12-18) is a time to remind ourselves of the role we can all play in reducing the stigma around schizophrenia.
While community awareness, and acceptance of mental health issues such as depression and anxiety, is improving – and this is great – people with other mental illnesses, especially schizophrenia, still struggle with stigma. In fact many say the impact of stigma can be as bad as the illness itself.
In addition to considering the barriers faced by one in 100 Australians who may experience a psychotic illness during their life, Schizophrenia Awareness Week provides an opportunity to celebrate people who are managing their symptoms, working, learning and living contributing lives.
So long as stigma, prejudice and stereotypes go unchallenged, people will delay seeking help and fi nd it harder to accept their diagnosis and treatment. They will also encounter social barriers impeding their recovery .
Mental illness is common. With one in fi ve of us affected every year, reducing stigma across all diagnoses is an important issue for everyone.

(“Bike trail hits council roadblock”, MTW, May 1).
As a member of the community who actually uses this parkland regularly, I would like to make the following comments:
Encouraging people to use parklands, for walking, exercising and cycling with or without their canine companions, is a good thing.
Kew Billabong is not pristine, and if the council was serious about it they would improve management of litter and weeds throughout the site.
If council was serious about bird habitat, they would run a fence around the circumference of the billabong to protect nesting sites.
If they wanted to reduce bank erosion, they would improve access for dogs and possibly craft to enter the Yarra from the bend.
Please note: public parkland is exactly that, public, and residents who believe that their local public parkland is an extension of their private property are mistaken.
Urban open space is vital to community, and linkage into and through this section will benefi t everyone.

THE state government as promised to engage with the community over a “preferred corridor” for the East West road link, but residents in the path of the major arterial fear they will be locked out of discussions.
The government last week revealed that works on the fi rst stage of the six kilometre tunnel from Hoddle Street to the Tullamarine freeway would begin in 2014.
In handing down the budget,state treasurer Michael O’Brien pledged $294 million over the next
two years for the fi rst stage of the estimated $8 billion project, expected to be completed by 2019.
But Melbourne MLA Jennifer Kanis said the announcement left residents in a “state of anxiety”.
“It is particularly galling for the people in the Carlton and Parkville areas who do not know what is going to happen,” she said.
Staff at the 40-year-old Carlton Neighbourhood Learning Centre, on Nicholson Street, said they were con-cerned the facility would be forced to shut down if the site’s owners, VicRoads, did not renew the lease when it expires in June 2014.
“Most tunnels have on-off ramps,” manager Mary Parfrey said. “Given our location I would imagine there would be a high probability of this land being needed for ramp access.”
Slater & Gordon lawyer Ben Hardwick, who acted for residents in Melbourne’s west whose land was acquired for the Regional Rail Link, said it could be months before prop-erty owners were consulted by the government. He said residents on the fringe of the compulsory acquisition zone faced a “lose-lose situation”.
“If you own property immediately adjacent to the land that’s reserved you have no statutory right to com-
pensation for the impact on your property value or [disturbances from] the construction activity,” he said.
Yarra council will hold a rally against the East West link next month following criticism last week from mayor Jackie Fristacky, who said public transport had been ignored.
“Once again we see major projects like the Melbourne Metro rail pro-ject, Doncaster rail and Rowville rail on the backburner.”
City of Melbourne Lord Mayor Robert Doyle said he would like to see the East West link built “as quickly as possible”.

A SUBURBAN soccer club could be banned from playing on Yarra City sports grounds if one of their players is found guilty of racially abusing a player on another team.
VicSoccer is investigating the claim that a player, who has not been identifi ed, from Richmond club NK Bunker used anti-Semitic slurs against a player from South Port United Football Club on April 14.
Under the council’s user agree-ments, clubs “must ensure that proper conduct is observed” and is responsible for the behaviour of players, members and spectac-tators on sportsgrounds.
South Port United Football Club player Simon Fixler told the media last month that several players and supporters from NK Bunker began shouting the slurs near the end of the game.
He said one player called a South Port player a “f**king Jew’ and said ‘Go back to Germany”.
The accused player is also alleged to have spat in Mr Fixler’s face. South Port United Football Club is a predominantly Jewish team.
The game ended early when police were called.
Racism could cost team
Brewer Adam Betts perfects the beer he plans to unveil at this year’s Great Australasian Beer SpecTAPular from his North Melbourne home-offi ce-come-brewery. The 28-year-old co-founder of Edge Brewery expects his Rakau wheat beer, made with Australian malt, New Zealand hops and brewed in Geelong, to be a big hit. Edge Brewery is one of six “gypsy” brewers in the county. “All our original brews come out of North Melbourne, but we brew commercially using other people’s space,” says Betts. “ We target breweries that aren’t operating at full capacity so it’s a win-win for everyone.” Betts will be one of fi ve brewers representing the inner north-east at GABS, which attracts more than 10,000 people to the Royal Exhibition Building on May 24 to 26.

Creative Melburnians are invited to take part in a new Crochet for a Cause campaign. Melbourne-based yarn bombers Bali and Queenie will hold monthly workshops on how to crochet ‘granny squares’ to make blankets for Hamlin Fistula Ethiopia, a charity helping Ethiopian women who suffer obstetric fi stula after childbirth. CITY of Melbourne residents, trad-ers and visitors will be hit with higher fees this year as the new council scrambles to recoup millions of dol-lars in lost parking and rates revenue.
In handing down the 2013-14 draft budget last week lord mayor Robert Doyle announced a 3.75 per cent rate hike and a 37 per cent increase in on-street parking fees.
Residents with a home valued at $800,000 will pay $1623 in rates on their next notice, up from $1564 this year. From July 1, parking fees in the CBD will rise from $4 to $5.50 an hour.
The cost of using council-owned sports fi elds and facilities such as Carlton Baths, Kensington Pool and North Melbourne Community Centre will also rise. Childcare prices will increase by $32 a week to $441
and dog registration will jump by $13 to $250.
Cr Doyle said the council had to make up a $23 million funding shortfall from a gap in the defi ned benefi ts superannuation scheme, lower than expected parking fi ne revenue and reduced interest rates.
“There are some pretty tough decisions in this budget,” he said.
“We’ve dealt with some structural problems and some cyclical challenges … and our revenues overall are down.”
The $364 million budget, which has been released for public consultation, has a $1.1 million surplus and a $96.2 million capital works program.
New works outlined in the budget include:
• $7 million towards the Kathleen Syme centre redevelopment;
• A $6.5 million library and community centre in Docklands;
• $2 million for a neighbourhood recreation area in Carlton;
• $1.5 million on fl ood mitigation;• $1.3 million for Queen Victoria
Market.“These projects are vital to the
fabric of Melbourne, making the city a great place to live, work and visit,” Cr Doyle said.
The council will alo spend $2.5 million on a bicycle improvement plan and $1.5 million planting 3000 trees over the next 12 months.
The council will also allocate $950,000 to parking meter maintenance, $350,000 to street furniture and $295,000 to Christmas decorations.

OWNERS of derelict business buildings and vacant retail land are expected to be hit with higher rates by Darebin council, despite a statewide clampdown on councils charging differential rates.
A lower rate is expected on mixed-use occupancy dwellings – a ratepayer living in the building that is used to operate a business.
Owners of derelict business buildings and vacant retail land could be charged four times the residential rate; owners of mixed use occupancy dwellings could be charged 1.25 times the residential rate, down from the previous 1.75.
Council director of corporate and business services, Paul Crapper, said the increased rates would add about $386,000 to council coffers.
He said they would “promote responsible land management to stimulate economic development”.
The government amended the Local Government Act last year to remove councils’ automatic right to declare differential rates. At the time, the Minister for Local Government, Jeanette Powell, said councils had too little guidance, which resulted in inconsistency.
“Several councils have employed signifi cant creativity and stretched their differential rates powers to pursue social policy objectives.”
The minister has the right to veto differential rates, and has announced that Monash and Moonee Valley will have their dif-ferential rates [gaming and com-mercial licensed premises] banned.
Housing Minister Wendy Lovell told MTW the council’s proposals “do not appear to be inconsistent with the ministerial guidelines for differential rating”.
“I encourage all ratepayers who think they may be impacted by the new differential rates ... to contact the council,” she said.

HOMES and businesses in North Melbourne and Coburg will receive high-speed broadband in the next three years under the federal govern-ment’s revised rollout of the $37.4 bil-lion national broadband network.
Communications Minister Stephen Conroy announced an additional 41 Victorian suburbs had been added to the three-year plan for the NBN.
It brings to 994,000 the number of premises across the state where con-struction of the network, which will provide download speeds of 100 meg-abits per second and upload speeds of 400 megabits per second, will be started or completed by June 2016.
“Our internet needs are growing and we simply can’t rely on the age-ing copper network that was designed for telephones, not high-speed broad-band,” Mr Conroy said.
Inner north-east suburbs already included in the rollout include the CBD, Abbotsford, Alphington, Brunswick, Carlton, Kensington,
Parkville, Pascoe Vale, Preston, Princes Hill, Richmond and Thornbury.
Jeremy Daalder, director of North Melbourne imaging and printing com-pany Image Science, said the NBN would help him provide a better ser-vice to about 25 per cent of his 8500 clients.
“We’ll sign up for it the day it’s available,” he said. “It has been a frus-tration for me that North Melbourne wasn’t included on the earlier list.”
Mr Daalder said his business, which produces high-quality images for gal-lery exhibitions and publications including National Geographic, was “held back” by slow upload speeds.
“The fi les that we’re talking about can be quite large and they’re diffi cult to move around electronically so we do it the old-fashioned way, using couriers and hard drives, or our cli-ents have to come in and get them,” he said.

Ten years ago, High Street Northcote was a very different place. The area that today bursts with realised potential was in a slump. Many shops had shut, foot traffi c had come to a halt and it was seen as an affordable suburb for those who couldn’t
make their dollar stretch to more desirable areas. Northcote had long had a proud working class
history but, at a time when the city’s property and retail sectors were experiencing a boom, the suburb remained an afterthought.
The Northcote of a decade ago is now a memory. Gentrifi cation has ushered in an era of booming property prices as developments spring up, boutique cafes, restaurants and fashion stores replace op shops and discount stores, and an increasingly Anglo- Saxon population moves in.
For some, it is an evolution that is leading to improved amenity and entertainment. For others, it is a revolution that has drastically reduced diversity.
Ben Mastwyk is one of many traders to welcome the change. He opened clothing and accessory shop I Dream a Highway fi ve years ago and is part of the new wave of retailers catering to a new clientele – young, cashed up and with discerning tastes.
‘‘It was very different back then,’’ he says. ‘‘It hadn’t really clicked as a destination strip . But there were a lot of off-beat and interesting things going on here. Even though it wasn’t a destination for other people, it was quite beloved by its locals.
‘‘It all starts with a great cafe. And this one that we’re in [Palomino] is the one that kicked it off.’’
Like the rest of Melbourne, the evolution of High Street has been slow and steady. That change became systematic about 10 years ago, when students and young professionals priced out of Fitzroy and Carlton moved in. The working class immigrants who made Northcote home in the 1950s and 1960s have stayed and today there is a harmonious, if distinctively different community, that calls Northcote home.
Data from the White Pages reveals that Anglo-Saxon names are becoming increasingly common across Darebin. In 2010, Lee was the 12th most common name, in 2012 it dropped to 16th. Singh, Smith and Nguyen remain the top three names across the municipality, but names such as Murphy are inching upwards.
The growth of Northcote as a destination has not been smooth . High rents have resulted in a plethora of vacant shopfronts, reminding locals that High Street is still a little rough around the edges.
The Regal Ballroom is the rarest of real estate beasts: a historic building that has escaped the temptation of owners to turn it into an apartment or offi ce hulk cash cow.
Opened in 1912 as the Northcote Theatre, the then picture theatre was the creation of architect Edward Twentyman jnr, a local resident whose creations can be found in buildings across Melbourne’s inner north.
Over the years, the ballroom has been used for popular arts of the day, including vaudeville and burlesque shows, plus dances. Today, the Tzimas family operates the Regal Ballroom as a reception centre that has become a popular wedding venue.
Aron Tzimas, 26, grew up in Northcote and wants to remain in the area. But rising property prices are likely to restrict him to the rental market. He is one of many who have lived in Northcote for years but are being slowly squeezed out.
‘‘I think it’s a very positive thing that’s happening although it’s a shame that I can’t afford to buy a house,’’ he says. ‘‘Probably 10 years ago you could buy a house in Northcote but you’d be struggling now. ’’
Tzimas isn’t the only young person struggling to become a home-owner in the ‘‘new Fitzroy’’. Statistics from the Real Estate Institute of Victoria for the past fi ve years reveal Northcote has surged ahead in its median price for both houses and apartments. In March 2008, the median house price was $677,500 (compared with $426,250 in Melbourne) and the median apartment price was $380,000,

slightly ahead of the Melbourne-wide median of $370,000.
In the latest REIV survey, in March this year, those fi gures had soared to dizzying heights. The median house price in Northcote is $885,000, well ahead of Melbourne’s median of $545,000.
Northcote is one of only four Melbourne suburbs whose median house price is at an all-time peak.
‘‘Northcote has emerged as a real gem in the inner north. It has well and truly left its industrial past behind,’’ says REIV spokesman Robert Larocca. ‘‘The transformation over the past 20 years is a good example of the gentrifi cation we see across many parts of Melbourne.
‘‘It’s a trendy inner city suburb in high demand with young professionals who can afford the housing.’’
Real estate agent Tom Alexiadis, from Nelson Alexander, says it’s now no longer unusual for a Northcote property to reach the $1 million mark.
‘‘It’s becoming more and more common. Anything that’s had a renovation gets $1 million,’’ he says. ‘‘Northcote is changing dramatically and we’re not getting a lot of people leaving; they’re buying and staying for quite a while, so that’s why we’re seeing those fi gures.’’
Gentrifi cation’s stranglehold on the suburb is a boom for those selling, but it’s also forcing long-term residents out of the area .
In 2011, a report from the Australian Housing and Urban Research Institute at Swinburne and Monash universities revealed Northcote had experienced the most intense gentrifi cation of any Melbourne suburb in recent years. It has resulted in people who had long called the area home being forced to move to more affordable areas.
The report states that between 2001 and 2006, almost 35 per cent of the members of vulnerable groups, including low-income households, single parent families and immigrants, had moved out of the area.
Tenants Union of Victoria spokesman Mike Williams said Northcote was now considered unaffordable, especially for those on a low income.
‘‘An elderly gentleman we know of was forced out of his rental in Northcote because the landlord wanted higher rent. The tenant could only afford the rent as it
was by skipping meals,’’ he says. ‘‘He got into public housing eventually but his story shows you the effects of gentrifi cation and how hard it is for people on low incomes to live close to the city and essential services.’’
The picture being painted by the new Northcote is a complicated one, says Larry Marshall, who recently left La Trobe University’s Centre for Dialogue and has worked extensively in the area of gentrifi cation. Dual issues are being battled – newer residents want improved infrastructure and amenities, while traditional residents still require social support and assistance.
‘‘There remain enormous and different sectors in the community,’’ he says. ‘‘The questions are, ‘how to fi nd good housing that’s not exploitative?’, ‘how do you get access to English language classes?’ and ‘how to deal with government red tape, like Centrelink?’
‘‘But it’s a wonderfully enriched community. Gentrifi cation and a general sense of well-being is one aspect that’s quite visible. There’s been a growing understanding how different pieces of the community fi t together and work together.’’
One of the best examples of Northcote’s evolution is Jim’s Fish and Chips on High Street. Stepping inside is like walking back in time. Practical rather than pretty, there’s no shiny espresso maker, no biscotti and no artwork from local artists on the walls. But for more than 45 years the takeaway business has been a popular hub for tradies, school kids and hungry night-time revellers seeking their fried fi x. It’s an institution. And despite the whirlwind of change that has happened around the shop – and will continue to happen – it is the resilience of businesses such as Jim’s Fish and Chips that anchors Northcote, that reminds people that some things do stay the same.
Pam, who has run the fi sh and chippery with husband Jim for all these years, embraces the change around her. ‘‘I think it’s good, the coffee shops and the bars, bringing the people in. I like it,’’ she says, keeping an eye on the deep-fryer as she talks.
Pam doesn’t know how much longer she and her husband will remain in the shop. But when it is time to pack up, she hopes someone will take over and continue operating the business as it is today, and has been for more than 45 years. �

The most interesting thing about Hyundai’s Santa Fe is the button adjusting the steering. You can choose between normal, comfort
or sport, although what a sport setting is doing on such an unsporty vehicle is beyond me.
According to the folk at Hyundai the button adjusts the amount of effort and feedback. Dial in comfort and you get light steering efforts, good for parking and crawling along in traffi c.
Normal is just that, and sport makes it heavier, increasing feel for the open road.
I didn’t notice much difference between them, but even without adjustable steering this is an easy thing to drive and park, although it feels like it’s a bit bigger than it actually is. There’s a good back-up camera and rear parking sensors, and pretty good visibility to the rear as well.
The diesel is economical as well as being quite enthusiastic, as long as the turbocharger is bubbling, and that’s most of the time. And even when it’s not, it’s not far away. This is because the transmission, unlike many others lately, is not rabidly calibrated for economy.
So this is a very comfortable and relaxed
way to travel. You’re high and in charge. The ride quality is excellent. And for a big thing with a high centre of gravity the Santa Fe doesn’t handle badly with less body roll than a lot of sports utility vehicles and a good, solid feel through fast sweepers.
It’s pretty well specifi ed too, with Bluetooth and seven airbags in all models . The Elite gets a proximity key, navigation, climate control and premium audio package, which is mediocre.
You get seven seats and when the rearmost row is not in use it folds fl at into the cargo fl oor, giving a good, if high, load area. This reduces markedly when the seats are in use. There’s a full size spare under the rear body.
Against obvious competitors like Mitsubishi’s Outlander the Santa Fe is expensive, but it is better fi nished and has a rather more pleasant interior, with good surfaces and plenty of storage. There is also good leg room and excellent head room throughout, although using the rearmost row of seats cuts into this signifi cantly.

Watching the local footy (played on the oval that was previously home to the Fitzroy Football Club) from the front balcony and walking through the

Th e most recent chapter in its evolution began in the late 1990s. Th e vendor bid unsuccessfully on the place next door. However, determination paid off and she got this property before it offi cially hit the market. Th e property was then a share house with its period integrity still intact. From time to time, real estate marketing hits the mark. “Possibly the last one left!” refers to Benlomond c1870 as offering the renovation
potential of no other. This may well be the last unrenovated Victorian in this highly sought part of the inner city.
This boom-time Victorian, like many of its neighbours, refl ected the affl uence of the residents of Princes Hill in the late 19th century. Restoring affl uence to this now-crumbling relic will be a visionary project for someone, potentially an extremely satisfying one. It is also an affordable acquisition with its land value being the real sale.
On inspection, the magnifi cent polychrome brick façade leaves a lasting impression, which is lucky because, along with the stables, it might be the only part of the house to be retained. The fl oor plan initially is familiar with two bedrooms off a hall that ends in a living space. However, the rest of the house is a puzzling muddle of externally accessed areas, ending in a rear kitchen/meals lean-to.

Rematch goesto the BlacksUniversity Blacks emerged triumphant over
Beaumaris in the Victorian Amateur Football
Association on Saturday.
It was a rematch of last year’s B Grade grand
final, played in A Grade after both were promoted.
The Blacks won that game and won again,
keeping the in-form Sharks to just five goals as
they ran out 36-point winners.
Aside from the second quarter, when Beaumaris
got within eight points, it was all University.
The University Blues staged a sensational
comeback against Old Xaverians but went down
by three points.
Trailing by 27 points at half-time the Blues
kicked eight to three in the third term to take a four-
point lead into the final break. But Old Xavs stole
the lead with five goals in the last quarter.
Fitzroy remains winless in B Grade after a
70-point loss to St Kevin’s. The Roys were in the
game up until half-time, when they trailed by just
nine points. But six goals to one for St Kevin’s in
the third quarter blew the game apart and five to
one in the last sealed Fitzroy’s fate.
Northcote Park moved to second on the ladder
in the Northern Football League with a 36-point
win over Eltham.
After trailing at quarter-time it was all Northcote
Park, who kicked five to none in the second
quarter to take a 20-point lead at half-time.
West Preston Lakeside fell five points short of its
second win, losing to Heidelberg. The Roosters
led throughout the first half, but they ultimately
sunk to their fourth loss of the year.

favourite Melbourne sculpture’,’’ he says. ‘‘Andnow I’m coaching him ... the man who built thetime machine.’’
Ratcliffe, a performer and events manager, ispresident of the Brunswick Mudlarks, a teamfor older players still wanting to appease com-petitive juices. He is also the playing coach ofthe over-47 team, of which Reynolds is part.
They play on Sundays at Gillon Park as partof the Victorian Metro Superules competition.Ratcliffe says he’s been involved for a decade.
‘‘I liked the culture of the club,’’ he says. ‘‘It’svery friendly and it’s not based around havingto have a beer in your hand, the focus is not ‘I’maway from the woman’.
‘‘A lot of us used to play when we wereyounger and stopped for whatever reasonbefore deciding to come back at a later agebecause we all love the game.’’
This was especially true for Ratcliffe, whoplayed with Surrey Hills until under-17s. ‘‘Itwas getting annoying, teams were punchingyou in the head if you had the ball,’’ he says.
‘‘Where’s the manhood there?’’Not that Superules is soft. ‘‘It is hard-fought
and people want to win,’’ he says. ‘‘But we havean ethos: we all have to work on Monday, so noknees in the back or slinging.’’
Ratcliffe concedes that most bodies don’t
hold up as well as they used to. ‘‘The head isready to go but it’s the legs that have gotta catchup,’’ he says.
The Mudlarks field an over-35s and over-47steam and train at 6.45pm on Wednesday at Gil-lon Oval, Brunswick West.
