Background:

Education codes 44256(b), 44258.2, and 44263 expand the authorization for holders of Multiple Subject and Single Subject credentials, referred to as Board Authorizations. Board Authorizations are assignment options provided to employing districts and counties. School districts may expand subject authorizations only to teachers who hold a full credential (i.e., non-emergency, waiver, provisional internship, short term staff permit or intern).

To teach in a subject area other than designated by the credential, a teacher must complete 12 semester units in the additional subject to be authorized for middle school. Teachers must complete 18 semester units in the additional subject to be authorized for high school.

GRANT Approve the submission of the 2018-19 grant application for year five of the five year grant for the Head Start and Early Head Start program. This refunding application includes a conversion of 250 Head Start slots into 72 Early Head Start slots. The application proposes services to serve 1,275 low-income preschool children and 184 infants, toddlers and pregnant women and their families in program options that include a center-based option for preschool, and center-based and home-based options for Early Head Start for the period from July 1, 2018 through June 30, 2019. The total federal grant request for Head Start and Early Head Start is a minimum of $24,097,554. The total budget for each program is comprised of funds that include: Basic and Training and Technical Assistance. Further, approve the signature of Yumi Takahashi, Chief Business and Financial Officer, or her designee, and the transmittal of the refunding application to Region IX, Administration for Children and Families. 2. A RESOLUTION OF THE GOVERNING BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT

REGARDING GUN VIOLENCE PREVENTION

WHEREAS, all students deserve safe environments where they can learn without fear of gun violence;; and

WHEREAS, no parents should send their children to school fearing they may never come home;;

and WHEREAS, more than 150,000 American students have experienced a school shooting on

campus since the Columbine High School massacre in 1999;; and WHEREAS, from Columbine to Virginia Tech to Sandy Hook to Parkland, the lives of hundreds of

students and school employees have been lost to the plague of gun violence;; and WHEREAS, among high-­income nations, 91 percent of children under 15 years old and 92

percent of youth between 15 and 24 years old who have been killed by guns lived in the United States;; and

WHEREAS, the mass murder of students, teachers and staff at Marjory Stoneman Douglas High

School was committed using a legally purchased assault rifle originally engineered for soldiers to rapidly, efficiently and at great distances kill large numbers of opposing soldiers in war;; and similar weapons were used in mass murders in Newtown, Conn.;; Aurora, Colo.;; Orlando, Fla.;; San Bernardino, Calif.;; Sutherland Springs, Texas;; Las Vegas, Nev.;; and more;; and

WHEREAS, American school children necessarily spend increasingly more time participating in active shooter drills, which create significant anxiety among students and teachers and detract from classroom learning;; and

WHEREAS, America’s students – led by the courageous young people of Marjory Stoneman Douglas High School in Florida – are now leading the charge to prevent further tragedy;; and

WHEREAS, the responsibility for preventing gun violence in schools cannot be relegated to school districts alone;;

NOW, THEREFORE BE IT RESOLVED, that the Board of Education of the Long Beach Unified

School District supports commonsense legislation to reduce gun violence in American schools, including banning assault weapons, high-­capacity magazines and other accessories that circumvent the ban on automatic firearms, increasing the ages at which people may buy various categories of weapons, implementing more effective background checks, requiring the registration and licensing of guns similar to the registration and licensing of cars, closing loopholes in the sales of guns at gun shows and online, and other vetting processes;;

BE IT FURTHER RESOLVED that this Board supports legislation at the state and national levels to fund data-­gathering and scientific research on the causes and prevention of gun violence;;

BE IT FURTHER RESOLVED that this Board supports finding methods to combat the stranglehold that gun manufacturers and the broader gun lobby have on policy in this arena, and such methods may include supporting further divestment of pension funds from the gun industry;;

BE IT FURTHER RESOLVED that this Board opposes counterproductive and dangerous ideas like arming teachers;;

BE IT FURTHER RESOLVED that this Board supports students, from Parkland to Long Beach and everywhere between, who demonstrate leadership by calling for state legislative and Congressional action on this issue, and that this Board will listen to local students and amplify their voices to more effectively fight this scourge. Exceptions/changes are sometimes made to avoid conflicts with holidays, winter and spring breaks, or other significant days. Per city charter, the Board reorganization meeting must be the third Monday in July. Board of Education workshops are scheduled for 1-­2 days, several times a year. Subject: Waive Selected K-­12 Contract Provisions Enclosures: None ____________________________________________________________________________ Category: New Business Reason for Board Consideration: Action Date: March 7, 2018 BACKGROUND: Waiver Process: The K-­12 and CDC/Head Start contracts established an eight member committee comprised of equal District and Association representatives. One of the responsibilities of the Education Mission: Innovation Advancement Committee (EM:IAC) is to review new school waiver requests. A waiver request must satisfy the requirements outlines in Article XV of the K-­12 contract. The requirements are (1) support of at least 2/3 of the affected Bargaining unit members who actually vote on the proposal;; (2) endorsement by the TALB Board of Directors;; and (3) a recommendation for approval by the principal, assistant superintendent, and at least six (6) of the EM:IAC members. Details of individual waivers are on file in Employee Relations Services. RECOMMENDATION: The Superintendent of Schools recommends the Board of Education approve the following requests to waive selected provisions of the K-­12 Contract as submitted by the individual schools. Jordan High School Contract Section Reference: Article V, Days and Hours of Employment, Section A, Page V-­2 Effective Dates: August 29, 2018 – June 13, 2019 Jordan teachers are requesting for a 4 x 4 Block Schedule to be implemented. SUBJECT: Second Interim Financial Report for 2017-2018 Enclosures_____

CATEGORY: New Business Reason for Board Consideration: Action Financial Services Date: March 7, 2018 BACKGROUND:

Education Code Sections 35035(i), 42130, and 42131 require school districts to prepare two reports regarding the financial and budgetary status of the district. The first report covers the period ending October 31, and the second report covers the period ending January 31. The District is required to prepare these interim reports in a format prescribed by the state and in accordance with the state’s Criteria and Standards. In addition, the Governing Board of each school district is required to certify to the district’s ability to meet its financial obligations for the remainder of that fiscal year and for the subsequent two fiscal years.

RECOMMENDATION:

Approve a positive certification of the Second Interim Financial Report for 2017-2018 indicating that the Long Beach Unified School District will be able to meet its financial obligations for the remainder of the 2017-2018 fiscal year and the following two fiscal years, and authorize filing of this report with the Los Angeles County Superintendent of Schools, in accordance with Education Code Section 35035(i).
