COMMENTS FROM THE PUBLIC When addressing the Board, please follow these few guidelines: Before the meeting begins, fill out a “Request to Address the Board” form and give

this to the President. He/she will refer to these cards when inviting comments from the public.

Limit your presentations to the Board to no more than five (5) minutes. Whenever possible, contact the MCISD Superintendent before a board meeting, as

questions may be answered or information taken at that time. Submit complaints against school personnel in writing to the MCISD Superintendent

at least five days before a regular board meeting. (The law provides that the person against whom a complaint is lodged has the right to ask for a closed hearing on the complaint.) Please remember that names of individuals shall not be used as part of a complaint or concern being stated to the Board.

Whenever possible, prepare a written summary of your comments to the Board so

board members can later review the information more carefully. Groups of more than three should choose a representative to address the Board. Public debate is not allowed at a Monroe County Intermediate School District Board

of Education meeting.

Hillsdale Lenawee Monroe Mathematics and Science Center (HLMMSC) (Kelly Cichy) The Hillsdale-Lenawee-Monroe Mathematics and Science Center (HLMMSC) serves 29 public districts and several private schools in the tri-county area. It is one of 33 Math Science Centers that make up the Michigan Mathematics and Science Centers Network. The HLMMSC operates solely on the state’s Section 99 funding to Math Science Centers ($63,183 for 2015-16), plus grants for professional learning programs and space and business office support from the Lenawee ISD. These grants include a federal Math Science Partnership (MSP) grant, “Changing the Equation Using Intel® Mathematics 3” (CEIM3), and funding from the MMSCN Section 99.6 state funding. Of note for 2015-16, the HLMMSC has partnered with the Jackson MSC and the Livingston and Washtenaw MSC to pilot a Regional MSC Collaborative that has been approved by the Michigan Department of Education. This formal partnership would allow for coordination of services across the six-county region (Lenawee, Monroe, Jackson, Hillsdale, Livingston, and Washtenaw) while maintaining “sub-regions” for advisory and local programming purposes. This innovative model promises to increase collaboration, maximize staffing and access to intellectual capital, and efficiently use limited resources. These six counties in Prosperity Region 9 serve a combined 140,700 students, 9,472 teachers, 347 schools and 54 districts. The Regional Collaborative efficiently supports and addresses the requirements of the Michigan Math and Science Centers Network while maintaining the very unique local needs of the three sub-regions. The model is the best use of the very limited grant dollars for the Math and Science Centers. It provides for the flexibility to develop a regional model for providing science and math consultant services throughout the six counties, thus increasing capacity in all counties. Best practices and programs can be shared across the region, including the Hillsdale-Lenawee-Monroe Math and Science Center student programs (Tri-County Science Fair and Elementary Science Olympiad).

Essential to this model is the careful and intentional measurement of impact through outcomes indicators—both those currently in place through the Michigan Math and Science Centers Network and those important to each sub-region. Specifically, partners will work to measure impact on student math and science learning.

In the initial phase (year one), the three Math and Science Centers will share a Regional Math and Science Center Director (Andrea Pisani from the Livingston and Washtenaw MSC) whose work will be overseen by a Regional Coordinating Board. A formal Collaboration Agreement was signed by the three ISDs that serve as fiscal agents for the current Math and Science Centers. Local Math and Science Center programs will

continue as in the past, along with local Advisory Boards. Planning for future years is an integral part of the first year’s work.

MDE sees this pilot as an “innovative proposal that clearly delineates the reasoning and hoped-for changes that implementation of the plan will elicit. [Approval was] based on the potential positive impact on students, enhanced services to local districts, and the efficiencies outlined.” HLMMSC Professional Learning Programs

Changing the Equation Using Intel Mathematics (CEIM): Research has shown that students show improved achievement when their teachers have received professional learning imparting a deepened content knowledge of mathematics concepts. In the CEIM3 federal Math Science Partnership grant program, each teacher participates in 80 hours of Intel Math (90% content knowledge) training and 32 hours of Math Learning Community programs (collaborative learning with an emphasis on instruction and technology). Science and Mathematics Misconception Management (SaM3) HLMMSC Regional Professional Learning (PL) Program: As part of the MMSC Network’s regional PL training plan, HLMMSC held a three-day SaM3 Summer Institute on August 18-20, 2015, for teachers from the tri-county region. This three-day training and subsequent professional learning community meetings will increase teachers’ ability to elicit and address student misconceptions while deepening their content knowledge of Energy in Science and Fractions in Mathematics. During the 2015-16 school year, SaM3 teachers will have the opportunity to participate in four evenings of SaM3 Professional Learning Community meetings. SaM3 2015-16 PL is free to teachers, supported by MMSCN Sec. 99.6 funds distributed to Centers. Teacher-Coach Workshops: HLMMSC offers after-school professional learning to potential teacher-coaches of its student programs: Elementary Science Olympiad Coaches’ Workshop was offered once in December 2015, and the Five Easy Steps to a Science Fair Project tutorial is continually available on the Center’s website. These are designed to help new and experienced teacher-coaches work through the registration and student preparation process for HLMMSC student events. HLMMSC Student Services Tri-County Science and Technology Fair: One hundred and fifty (150) middle and high school students from Hillsdale, Lenawee and Monroe counties participated in the Tri-County Science and Technology Fair, February 3-5, 2015 at Adrian College. Students prepared displays demonstrating project-based learning around a scientific question or problem. Student projects were judged in three grade-level categories and awarded monetary prizes and special sponsor awards. The 2016 Fair will be Feb. 2-4, 2016, at Adrian College.

Tri-County Elementary Science Olympiad: A total of 338 3rd--5th grade students from 13 different schools participated in the Tri-County Elementary Science Olympiad on March 3, 2015, at Siena Heights University. Student teams in each grade level completed Olympiad events, using inquiry, mathematics and science knowledge and skills to compete. The 2016 Tri-County Elementary Science Olympiad takes place March 8, 2016, at Siena Heights University. Middle School/High School Science Olympiad: Each year, HLMMSC encourages middle and high school teams from the region to participate in the state/regional tournament system by reimbursing school teams for their state registration fee, coaches’ workshop fees, and the regional tournament fee.

#. Technology Readiness Infrastructure Grant (Phil Carolan) The Technology Readiness Infrastructure Grant (TRIG) was renewed for a 3rd year of funding statewide and all our Lenawee and Monroe local districts have continued to participate. It is expected that with year 4 of this grant much of the funding will be reduced with the expectation that the original grant objectives are now beginning to be operationalized.

TRIG has published some statistics on outreach of the grant initiatives thus far:

For Lenawee/Monroe these numbers looked like:

Participation Funds directly to Lenawee/Monroe local districts $ 813,333

Direct device purchasing incentives reimbursement of $ 410,918 on almost 7,000 devices purchased

with an estimated savings of $1,035,866 over even educational list pricing of comparable units (these

included iPads, tablets, laptops, Chromebooks and desktops)

Direct Classroom Readiness reimbursements of $ 39,116 for over 200 Teachers who participated in

sponsored Technology Training courses

So over $2 million dollars for local districts in our Consortium.

In addition to these dollars, each ISD collaborated with ISD targeted funds on a project to further enhance our Lenawee/Monroe Technology Consortium network support and obtained an additional $55,960 which was utilized for new equipment. This equipment allows us the ability to better manage bandwidth and get in depth bandwidth analysis to help prioritize access to state testing websites and shape down internet traffic that is non-education related. This equipment has also allowed us to configure redundant connections to our primary Internet service provider as well as given us functionality to deal with Denial of Service attacks and has allowed us to be ready for future Internet bandwidth upgrades by providing internal 10 gigabit connections.

(TRIG) Technology Readiness Infrastructure Grant information can be tracked at web site: http://22itrig.org/

#. SunGard eSchool and eFinance Update (Phil Carolan) Our SunGard eSchool and eFinance applications have been stable this year with a major upgrade for eFinance having just been completed here in December 2105. This keeps us current on software revisions for our Student and Employee/Finance supported environment. For 2016 we will be evaluating a major eSchool upgrade which SunGard has committed to for enhanced functionality across all user interfaces of computers and tablets. With both web-based and targeted mobile apps. available in eSchool today we are still well positioned in support of our local district student data managers as well as parents and student access to daily coursework, attendance, grades etc. in both the standard browser and mobile environments.

Fidelity National Information Services has completed their acquisition of SunGard. FIS is committed to supporting and advancing SunGard K-12 Education’s suite of PLUS 360 student achievement and financial software solutions. Phil Carolan our Director of Technology has had an opportunity to meet face-to-face with the Adam Eberle the new Chief Commercial Officer for SunGard K-12 Education along with the existing administrative team we have always worked with with-in SunGard at the most recent October 2015 National Users Group conference and as a National Users Group Director at Large on monthly conference calls for the last several months. It is clear this was a friendly acquisition and FIS is looking to grow the SunGard products and has promised to increase support and development staff nationally.

#. Universal Service Fund Participation (Phil Carolan) As reported last year the Universal Service Fund (USF) program continues to be a lightning rod of controversy and change, but it is still a viable funding source for internet services and telecommunications for the Lenawee Monroe Technology Consortium. The reality is our constituent families pay into this with every monthly phone bill (USF administration charges) we all see it on our bills and this is how we get this money back into our community. These numbers reflect just Lenawee & Monroe requests since the beginning of the program 1600 individual funding requests were made (local, ISD and Consortium requests) totaling $11,468,397.63, $ 8,411,678.86 in funding commitments were granted and $ 6,356,514.43 was actually reimbursed locally for eligible services; applications are based on estimates of service costs and reimbursements are made based on actual billed services.

The federal application process has once again been rewritten and for the second year in a row a new national provider has taken over the federal website. Typically before the new year starts (2016) we would have been informed as to the start of the application window but due to the change in national vendors and as of the writing of this report this is the only information we have available as to what this year’s process will be: “the window will open no earlier than January 20th and close no earlier than March 31”

We remain optimistic that with the revamping of this program for national broadband achievements standards at the very least our Internet service costs should continue to be supplemented by this program.

MMH - The MMH curriculum, which focuses on professional development, is available to all school districts in Monroe and Lenawee Counties. During the 2012-2013 school year, the position of School Health Coordinator was cut from any other funding source besides the MMH grant. Therefore, this position is solely focusing on MMH and is now a part-time position, split between both counties. The School Health Coordinator has been working to train more teachers in the Michigan Model Health Curriculum (K-12), provide trainings in HIV/AIDS education, provide Social/Emotional Health Trainings specific to elementary teachers, build relations with additional health coalitions in the counties, and to work with the State of Michigan on specific initiatives involving reproductive health and safe school environments. Tecumseh Schools and Airport Schools are still part of a large grant from the CDC that was given to Michigan Department of Community Health to provide select districts funds to improve reproductive health education and health services to students. Britton Deerfield High School was the recipient of the School Wellness grant from BC/BS this year. The main focus for this year will be improving the Social/Emotional Health of our students and offer trainings that just focus on this topic. This is due to a recent needs assessment done in Monroe County that found a strong need for this in our youth. There is hope that there will be strong support for this and mandatory Health Education, which can utilize MMH curriculum, by all of

The digital image collection has grown to over 25,000 items. Both counties suggest that local districts make use of the online resources provided through the Michigan eLibrary (MeL) where students and teachers can access content-rich databases including the Gale Virtual Reference Library and InfoTrac.

Distance Learning:

Section 21f of the State School Aid Act is legislation that sets a framework to increase the scope of online learning opportunities for all Michigan’s sixth through twelfth grade students. ISD staff are working with local district staff to interpret the legislation and plan for implementation.

Edgenuity (formerly Education 2020) is a leading provider of one-on-one instruction in core and elective courses for students in grades 6–12. It is being utilized by all nine Monroe public school districts and the youth center in Monroe. It is also used by many Lenawee school districts including LISD as a source of credit recovery and remediation. Every Edgenuity course is aligned to the state standards and the common core. Each school is able to customize the courses to align to its curricula. Teachers are also able to make use of this resource in their classroom.

The ITV classrooms and mobile videoconferencing units in both counties continue to be used for virtual field trips, state videoconferences, interactive meetings, and online professional development. Lenawee assists local districts using videoconferencing technologies. Monroe has all nine public school districts participating in the IVN (Interactive Video Network). Monroe is currently offering five classes in Japanese and one class in AP Calculus. In the past, Monroe has also offered Pre-Calculus, middle school Spanish, and Forensics Science. There are approximately 200 Monroe County students currently participating in shared instruction on a regular basis.

Both Lenawee and Monroe host the course management software called Moodle on respective servers. Moodle allows educators to create course websites that can be used to supplement face-to-face or ITV courses for blended learning. It can also be used to create and conduct purely online, web-based courses. A variety of courses are active from elementary through high school including, but not limited to, Biology, Civics, Culinary Arts, Fifth-Grade Writing, Pre-Calculus, and Psychology. More and more teachers are utilizing this resource as they “flip their classrooms.”

DISTANCE LEARING

Cable TV Projects:

Lenawee and Monroe are both broadcasting educational content to cable subscribers in their counties, and special projects are broadcast by request. Both counties are exploring joint efforts to maximize the advantages of this medium to deliver information and showcase student achievement to residents of their constituent counties.

CABLE TV PROJECTS

REMC Statewide Projects:

REMC (or REMCAM) is an acronym for Regional Educational Media Center Association of Michigan. Lenawee is known as REMC 19 West, and Monroe is REMC 19 East. Lenawee and Monroe counties each have a REMC Director, who serves as a liaison between the organization, its projects, and personnel in the respective local districts.

face-to-face, supports educators in learning more about digital citizenship, use of digital multimedia for differentiated instruction, internet safety, Michigan Educational Technology Standards (METS), digital storytelling, interactive whiteboards and response systems, mobile technologies such as iPods, iPads, and cell phone use in the K-12 classroom, and web-based tools for productivity and engagement of learners. The MiMoodle Moot Conference and the Michigan Digital Learning Conference are two examples of REMC-sponsored development professional opportunities.

The Blended Learning in the Classroom (BLiC) is a “train the trainer” professional development series which teaches Michigan educators about harnessing powerful online technologies with their face-to-face students. Workshops have been offered to local teachers in our region at no cost.

The REMC Connected Educator Series is a project that creates and posts video vignettes of Michigan educators effectively using technologies in their classrooms. Topics include using Wikis in classrooms, using iPads for writing, and video story problems.

The REMC Michigan Learns Online portal identifies and houses high quality, classroom-tested online learning lessons, units, and courses for Michigan educators and students. Occasional workshops are offered. Between July 1, 2013 and April 21, 2014, there were 11,986 “page views” in the portal, an 11% increase over the same period a year ago.

REMC works with Adobe to provide highly discounted pricing for Adobe Connect licenses to all Michigan REMCs and ISDs. Local schools may also purchase this webinar software at greatly reduced prices. Some ISD staff use Adobe Connect as a virtual workspace for online professional development and meetings.

Volume bid pricing for computers, peripherals, hardware, network electronics, supplies, software, equipment, and paper have saved Michigan schools over $500 million since 1990. All items available through the project meet State of Michigan bid standards, allowing schools to buy materials without additional bidding. Schools in Lenawee and Monroe Counties saved thousands of dollars last year by purchasing items through REMC $AVES.

21Things4Students is a series of modules for students in grades 6-12 to learn and demonstrate basic technology proficiency to meet state and national technology standards.

21Things4Teachers is series of online professional development modules that have been developed by a group of educational technology professionals in Michigan to help teachers learn about effectively using free web tools for teaching and learning.

21Things4iPads is newest series of online professional learning modules that have been developed by Michigan’s educational technology professionals to help teachers learn about effectively using iPads for teaching and learning.

MI Streamnet, a joint project of REMC and the Michigan Department of Education, houses and streams free educational video content for educators in the state. It features live and anytime/anywhere access to State Board of Education meetings, MDE briefings, professional development, video archives of conference sessions (MACUL), and a variety of curriculum materials for classroom use. Recent server upgrades have been completed to allow better performance.

The Connected Superintendent is a regular newsletter from the REMC

Both Lenawee and Monroe are utilizing data warehouses (Data Director in Lenawee and Pearson Inform in Monroe) to help the schools develop cultures of quality data. There are consistent and sustained efforts to focus on existing data that gives insight into specific school improvement questions, validates data provided to the state, and supports the analysis of classroom data to monitor student progress. Monroe and Lenawee have entered into an agreement in which Monroe is providing technology support. As a result of this collaborative effort, cost savings have been obtained by both counties, including: eSchool Plus, Teacher Access Center and Home Access Center support, professional development, training, report writing and help desk assistance.

HILLSDALE-LENAWEE-MONROE MATHEMATICS AND SCIENCE CENTER

The Hillsdale-Lenawee-Monroe Mathematics and Science Center (HLMMSC) serves 29 public districts and several private schools in the tri-county area. It is one of 33 Math Science Centers that make up the Michigan Mathematics and Science Centers Network. Run as a self-sufficient organization, the Center operates solely on the state’s Section 99 funding to Math Science Centers ($63,183 for 2014-2015), with the addition of grants for professional learning programs.

During the 2014-2015 school year, two cohorts of CEIM2 teachers were trained in the research-based Intel® Mathematics training for two weeks in the summer, followed by eight monthly sessions of Mathematics Learning Community (MLC) trainings.

HLMMSC has been able to offer professional learning (PL) programming by utilizing creative collaboration and partnerships. By participating in the Michigan Mathematics and Science Center Network’s state-wide initiatives, the Center is able to offer high quality, research-based PL opportunities for teachers in the tri-county region such as: Changing the Equation Using Intel Mathematics (CEIM), Science and Mathematics Misconception Management (SaM3) HLMMSC Regional Professional Learning Program, Promoting Reform in Mathematics Education – Plus (PRIME+) Mathematics and Science Partnership Grant Program, and Teacher-Coach Workshops.

TECHNOLOGY CONSORTIUM REPORTS:

TECHNOLOGY CONSORTIUM

SunGard eSchool/eFinance Update SunGard is a large national vendor, providing technology software and

services to school districts and municipalities in approximately 31 states. SunGard has a very active user’s group who just recently held their annual

conference. Phil Carolan (LISD/MCISD Technology Consortium Director and one of four Directors-At-Large with the National SunGard Users’ Group) and Josh Dyer (MCISD Shared Business Manager) both presented at the conference.

Every few years, SunGard looks at custom projects states have paid for individually and do what they term a “custom-to-base” roll-out of product features that have been popular nationally. This was the bulk of its product updates last year. Additionally, SunGard has been aggressively working to make its mobile modules compatible with handheld devices such as the Apple iOS phone, touch and iPad, Android tablets and phones, and the Amazon Kindle Fire.

The Consortium purchased licenses for the eSchool Admin Mobile and eSchool Family Mobile Apps this year.

The next major upgrade for the eSchool base application will be to rewrite for compatibly across all platforms so users can have a similar functional experience regardless of what device is used to access eSchool.

One large new initiative the Consortium is working on is the ability to electronically manage students’ sign-up and all related fees and required application and compliance documents for their involvement in programs/activities in areas such as food and library services, band, sports, and student activity clubs. Consortium staff are drafting a formal Request for Proposal (RFP) to document all of their requirements and to ensure the solution handles all of these needs.

SunGard continues its 360PLUS integration plan to improve compatibility with all its existing modules and key third-party niche software solutions. Regulatory calendar and fiscal year updates are current and the look, feel, and integration between student and finance management systems continues to progress. The Consortium is piloting an improved ad-hoc report/field update module within eFinance to improve system users’ access to this functionality from within their standard menus as opposed to porting out to the third-party reporting module. A similar update for eSchool is already in place. A new full release for eFinance will be available this summer but Consortium staff are still evaluating when to implement this new update with their users’ group.

Universal Service Fund Program

The Universal Service Fund (USF) program is still a viable funding source for internet services and telecommunications for the Lenawee Monroe Technology Consortium.

USF PROGRAM

LISD-MCISD Joint Boards of Education Meeting: March 2, 2015 Page 6 of 8

This year, reimbursement support for email and website hosting has been eliminated and that will affect some districts who had been taking advantage of this funding source. Telecommunication reimbursements are being cut by 20% annually until they are completely phased out. Internet Services are largely unchanged in areas where the Consortium uses and procures this service, but there are more opportunities as state-wide competition to be Michigan’s internet service provider are heating up.

A new USF category includes in-building wireless access. A five-year budget plan is needed to implement this service and initial review indicates only districts with a high national rate of students who qualify for free and reduced lunch will benefit this first year.

The Consortium USF application was filed timely and the bid opening for the initial look at service offers is slated for February 9, 2015.

Technology Readiness Infrastructure Grant The Technology Readiness Infrastructure Grant (TRIG) has remained vital

through its rocky first and second year. Funding for year three has been secured for the continuation of activities approved through this grant. The TRIG E-Rate activity has already bid services on behalf of the state for internet access, voice-over IP (VoIP) and web hosting, which will be available for Consortium staff to evaluate along with other local bid responses.

Another very important activity is the Michigan State Education Network (MISEN). This year, the MISEN Board became its own fiscal entity and consists of representatives from the existing ten ISD Regions. The MISEN Board’s first-year goal is to interconnect all ISD(s) in Michigan to strengthen existing collaborations and foster new ones, with a commitment to allow data to move between K12 facilities without hitting the commodity internet, ensuring additional stability and security, and affording each ISD additional opportunities to back up and share services.

Data integration to ensure that disparate student information systems share data with the state in a common reporting format is also a key activity that has been well received by the state. This project adopted the National Ed-Fi standard, which is compliant with federal Common Education Standards (CEDS).

Michigan Technology Readiness Assessment (MTRAx) has proven to be very effective for gathering statewide readiness data into a common survey format. This new system originated from TRIG though the Consortium’s participation with the Kent County Technology Consortium.

Technology Consortium Director, Phil Carolan, is on the State TRIG Steering Committee and he participates in a number of TRIG activity advisory committees.

Lenawee Monroe Technology Consortium Agreement Renewal

The willingness of two intermediate school districts and twenty-one local school districts in two contiguous Michigan counties to affiliate and work together resulted in the creation of the Lenawee Monroe Technology Consortium Agreement. Signed in 1994, this arrangement saved both intermediate school districts in excess of four million dollars within the first five years of its existence and was renewed for another nine years during the summer of 1999.
