NEW BUSINESS/UPDATES:Would anyone like to generate a webinar on any topic that is applicable to AI/AN health or PHS centered topic? I would be more than happy to work with them.B. Vice Chair: LCDR Frank

NEW BUSINESS:1. Working with Awards Committee. To get Native American paintings, murals or prints for the upcoming awards recipient for this year’s MOLC Awards Ceremony. Have a great couple of Officers who are willing to donate and purchase these paintings on behalf of the AI/ANCOAC. CDR Nichols, LCDR Saltclah, LCDR Frank and CDR Henson are reaching out to Native American artists who are going to support the cause and willing to work with us to give us some great deals on some prints. Possibly for the future of MOLC Awards Ceremony so we don’t have to buy plaques. Hoping to know more by the beginning of next month. Just waiting on one more artist to give us the thumbs up. Will keep you posted.2. I’m part of a workgroup – National Prevention of Strategy workgroup with Commissioned Corps. It’s with my PAC. 7 priorities of health preventions. Get AI/ANCOAC more involved in these type of health strategies. LCDR Saltclah and her group are working on a run here n there to promote health. Here at the Area Office….I am planning to do a talk on healthy eating and active lifestyles. In AI/ANCOAC, if we do presentations for the workgroup and will align with the Surgeon General priorities. III. Officer SpotlightLCDR Dodson Frank

I am an enrolled member of the Seminole Nation of Oklahoma, Miccosukee band and Alligator clan. Also, enrolled with the Muscogee Creek. Born and raised here in OK. I was in the Marine Corps prior to the Commissioned Corps. After discharge, I attended Haskell Indian Nations University where I received my Associate's degree. Then I went on to the University of Oklahoma, where I received my Bachelor’s degree. I worked for Creek Nation for a little bit and picked up some Tribal experience. I was a Social Worker, and my degree was in IT. It was a grooming experience for me, and it helped me to get out of my shell. Later I applied to Indian Health Service and was called to Active Duty as a Commissioned Officer in Phoenix, AZ in 2006. I worked in the Southwest Region as a HR Military Specialist for about five years. Later I transferred back to Oklahoma in 2010 and currently stationed at the Oklahoma City Area Office, IHS in the

MEETING MINUTES 2017AI/ANCOACSoutheast Region Commissioned Corps Personnel Support in the Liaison office. I work alongside CAPT Brandon Taylor and Advocate member LCDR Karsten Smith. We oversee all the HR Personnel regarding Commissioned Corps. It is a rewarding experience. Working with Indian Health Service my whole career….there’s a lot of things that could be fixed and I’m a firm believer that…it’s not how much you give, but how much you love to give. If we can keep that up and we can do great things in IHS. Thank You.

IV. COA, SG and Corps Updates:A. Corps Updates: CAPT Taylor

1. Senior Leadership call yesterday, Deputy Surgeon General briefed the group regarding the announcement made by the Surgeon General indicating a formal relationship under MOA with HHS and the VA. On social media, there’s a lot of buzz n chatter. This relationship is new. There taking it slow and starting in small numbers. What we are learning is likely to be up to 20 Officers and vetting 5 different VA sites (not across the entire VA system). Looking at 4 to 6 months before they place their first Officer. We anticipate a joint announcement to be released soon. Right now it’s a 2 year maximum assignment for a very small cohort. Skill set they are looking for are primary care providers – Clinical Nurses, Nurse Practitioners and Physicians. Preference given to new recruits. Nothing happening very quickly and is going to take time. Wait for more information to be released.

Question (CDR Bartholomew): Any discussions regarding locations of these possible positions or world positions or any preference to geography?Response (CAPT Taylor): Focus on underserved communities. No geography specifically mentioned. Just the 5 VA sites that are being vetted.

Question (CDR Bartholomew): Any discussion about possible impact on IHS?Response (CAPT Taylor): With the idea of limitation of 20 Officers and preference to new active duty. No significant impact to Indian Health Service.

2. Update from DCCPR, promotion boards are wrapping up. Good news is recognizing some of limitations on constraints on time. Promotion rates have already been approved at the department level. Rather than preparing the list and taking the list to get number #1 promotion rates approved and drawn, half of this has already been done. No projection rates when promotion results will be made available. Will update as we can.3. Email from DCCPR regarding announcement requiring Officers accessing CCMIS website using a PIV or CAC card or sign on process. Naturally when it comes to the BOP and IHS there are grave concern to accessibilities to PVI cards to card readers. Keep in mind every Officer should have a CAC card. More information is forthcoming. DCCPR developing a video. They are opening a test environment to register their PIV card. Go live date is set for May 15.

Question (CDR Warner): Did they give an estimate..are they going to stick with same promotion rates as it has been?

MEETING MINUTES 2017AI/ANCOACResponse (CAPT Taylor): No indication in this meeting about that but I am hearing promotion rates are likely to take another hit.Question (CDR Warner): Like even go lower?Response (CAPT Taylor): Yes.

4. FYI. If you have colleagues that are interested in the Corps and are having some difficulties with Medical Affairs. Medical Affairs is working on new medical accession standards and hoping to have them completed by end of summer. Hoping to get some intel to know if it’s relaxed or more stricter.5. In the news, there’s a transition for Tricare Dental for dependents. Our dependents have been receiving their dental care with MetLife and that will transition to United Concordia. Tricare dental benefits for Officers with remain with Delta Dental and will not change.6. Still working on a transition and away from Direct Access to Lyceum. Lyceum has been where we have been in the past. But we haven’t had access to all components that they offer including leave, maintenance in tracking, awards, deployment, and so forth. Different components of DCCPR are visiting with Lyceum officials to ensure the requirements we have can be met and as we transition to them. Continue to use Direct Access for the purposes of entering leaving. Keep you posted on more info.7. High level award that require DCCPR review and approval, the February Awards Board have met and finished and those awards have been uploaded.B. COA Update: CAPT Wilkins

1. Regarding memo that came out last week from Surgeon General’s office. Agreement that Public Health Service had now with the VA and the VHA. Commissioned Corps filling clinical billets for the VA. Billets are a 5 year commitment. VA is looking to fill 1500 clinical billets. This will be new Officers coming into the USPHS. A few Officers will be selected to fill some of the 1500 vacancies with the VA. This will impact the new Officers coming on board. Also from an earlier call today...a question…what about Officers that want to transfer over to the VA at this point….this will not happen.2. Recent meeting with SG Murphy…upcoming Symposium…ongoing issues with the BOP. Surgeon General’s platform he will continue to focus on epidemic that’s in our country.3. Symposium in June. As of Monday, over 600 total registered. All the conference hotels that were blocked have been filled. If you go to COAs website and click on accommodations to view list of other hotels that serving as back up.4. Another booth will be set up at the conference and will be selling Symposium challenge coins.5. At Symposium, there will be a new award that the COA will be giving out. This award is called the COA Civilian Outstanding Support of the US Public Health Service Commissioned Corps Award. This award is going to be presented to a civilian for service employee to an individual or to a group.6. Legislative update. Colonel Curry has reached out..on ongoing issue with BOP. He also met with a group of delegates to talk about support of Public Health funding. Also a memo went out to Jeff Phillips and to representative Rob Whitman, there is some discussion about the Corps creating a

A memo that went to representative Rob Whitman about his office to come up with a commission to study a duration of a new reserve component for the Public Health Service. Colonel Curry sent a letter to representatives to agree..asking on his support of an authorization bill to provide $5 million to the PHS for training funds and this funding would go directly to the Office of the Surgeon General.7. Colonel Curry has reached out to 8 of our car manufactures – basically asking for military discount for Public Health Service Officers because of our status as veterans. Also letters have gone out to all of the major airlines including United, Delta, American about military discount for baggage fees.

Question (LCDR Frank): New CAD have priority going to the VA?Response (CAPT Wilkins): YesQuestion (LCDR Frank): Expand the Corps numbers…possibly open-up a reserve component?Response (CAPT Wilkins): Not discussed that I know of.Question (CDR Warner): Have the VA discussed restricting transfers from different agencies? Or is it they are doing first come, first served and there happens to be an Officer that’s coming over and will give it to him first? What they going to do to limit the Docs transferring from other agencies?Response (CAPT Wilkins): Not sure at this time and don’t have an answer. Not aware of any discussions at this time.

There’s a movement in AI/ANCOAC to rename the awards – Junior, Senior, Leadership and Flag Officer – after someone who has Native American/Alaskan Native heritage. What I’m bringing forth to you all today is the final individuals for the awards that will be renamed.

Making a motion to take a vote on these awards individually for a name change. Motion made by CDR Laird. Seconded by LT Shane Eynon. No one opposed and the I’s have it.

Beginning January, keep up with your time and documentation sheet for your special service awards. This has been sent out. Documentation sheet needs to be submitted to CDR Laird. All these awards need to be documented (special service awards) and no later than mid-September. Can only get one every 3 years. Plus, you need to be a Voting delegate. To be a voting delegate, you need to have an appointment letter from the Surgeon General.B. Bylaws/Charter Chair: CDR Warner

No big issues regarding fundraising. However, I did reach out to JOAG on how they are able to sell merchandise and my question to them is if they are 501© compliant, nonprofit. Does anybody know all these others like CMAG…how these entities are raising funds? I was want to make sure we are complaint. Anybody can reach out to me, please send me email.

There’s a lot of opportunities to communicate with different newsletters like JOAG or local newsletters. LT Saltclah was asking for articles and pictures for JOAG…this will help with your promotion and be good to consider.H. Recruitment and Retention Chair: LCDR Junes-Harvey

I’m still needing to go thru all the comments for the brochure and PPT presentations. My goal is to have that before the symposium. I rec’d comments the end of last month and haven’t had time to put them all together or reach out to my group to edit and push out a final one. The goal is by the next meeting get out the new brochure and PPT presentation.

II. CMAG Leadership Spotlight-LCDR Sandoval-Rosario Hispanic Officers Advisory Committee (HOAC) mission, vision, and goals presented by 2017 HOAC

Chair. Discussed HOAC subcommittees and accomplishments. Hispanic Heritage Month is September. HOAC does not have a senior advisor at this time.

Discussed potential of MOLC involvement in reaching goals.

III. MOLC Executive Committee Updates-CDR Guillermo Avilés-Mendoza1. Chairs

MOLC Strategic planning, survey, and recommendations to OSG:o Intention of survey is to devise meaningful MOLC objectives, mission, and areas of

interest for focus, with end product outlining a strategic plan for presentation to the Office of the Surgeon General.

o Survey was distributed to CMAG leadership and all council members to facilitate diverse feedback.

o All comments were considered and MOLC members were electronically sent the newest version.

o Chairs proposed creation of a Strategic Planning Task Force/Sub-committee to move forward with the survey and continue momentum on this initiative. All voting members expressed support in establishing a Strategic Planning Task

Force/Sub-committee. Unanimous council approval was obtained at 1600 EST with plan to move

forward with Strategic Planning Task Force/Sub-committee. (8/8 members and/or alternates voted yay)

More information forthcoming. MOLC supports participation in AMSUS annual meeting and encourages participation

from all CMAGs to encourage minority officers to consider a lecture or poster presentation. Abstract Submission Guidance

Collaboration with HOSA is an ongoing initiative.o USPHS CC wide initiative

b. Medical Affairs Branchi. In process of revisiting call to active duty medical clearance, specifically in regards

to medical appeals. ii. Medical appointment standards being reassessed

c. Presidential transition is requiring reestablishment of process on presidential nomination approval, currently causing call to active duty delays

d. OPM delays affecting security clearance process throughout all agencies and departments

2017. Nominations were being accepted for the Lythcott, Poindexter, Retired Officers Recognition and the John C. Easton Responder of the Year awards.

b. The Community Outreach Committee has a service project on Friday, March 31st from 8:30 am to 1:00 pm at Bear Middle School (Bear Creek Middle School Career Day) in Fairburn, Georgia.

c. The Health Disparities Committee has an upcoming presentation by CAPT Phillip Woods on “Oral Hygiene Issues Affecting African Americans.” The presentation is scheduled for Thursday, April 27, 2017 from 1200 to 1300 EDT.

d. The Recruitment, Retention and Readiness Committee will be providing a presentation on the Public Service Loan Forgiveness program on Wednesday, April 19, 2017 from 1200-1300. Diona Brown, the Public & Proprietary School Sector Representative with FedLoan Servicing will be the presenter.

e. The BCOAG Hometown Mission Initiative is planning for four missions this year in the following areas: Columbus, GA; DMV area; Detroit, MI; and Los Angeles, CA. BCOAG is also soliciting a lead for the 2017 New Orleans Mission and is seeking volunteers to chair and staff the following subcommittees for the DMV Hometown Mission:i.
