DESIGN‐BUILD PARAMETERS
A design‐build Request for Proposals (RFP) will require that certain parameters, or specifications, be identified. The following list provides a starting point for discussion of Morehead‐Delaware Pedestrian Bridge parameters: Required parameters:
American’s with Disabilities Act (ADA) compliance
Must be constructed independent from the weir
Comply with permit requirements (MDEQ, Washtenaw County, other?)
Sidewalk removal and replacement
Landscape plan
Identify temporary grading permit needs
Evaluate the existing bridge support structures to determine potential for reuse
Bridge elevation – must either be above the 1% annual chance floodplain elevation or demonstrate no adverse flooding effect if bridge is located below this elevation
Optional parameters; not likely to be specified in RFP:
Bridge material and type: prefabricated bridge or built on location?
Freestanding or with an intermediate support?
Does not need to be designed for winter maintenance
Bridge width‐‐ 5 foot is the minimum width, per City standards and ADA compliance

Goal: A bridge at a low enough cost to be supported by City Council.
Recommendations:
Pursue a design‐build RFP for the Morehead‐Delaware Pedestrian Bridge. This will provide City
Council with a single figure for bridge design and construction.
Short term safety improvements? TBD.
“Plan B” ‐‐ if a contract for bridge design and construction is not approved. TBD.
