Project in briefMediterranean countries, in spite of significantinvestments in higher education and training, have always faced social inclusion and unemployment issues which affect territorial development processes. As a matter of fact, the static feature of local economic systems does not allow absorbing qualifiedmanpower. On the contrary,an open innovation approach, interacting with geographically distant markets, may match smart localspecializationwithwiderplatformsofknow-how and relations with global markets.NET KITE project, inspired by the Open Innovation philosophy and using the Living Labs logic, is meant to support innovation transfer in order to makeitfunctionaltothegrowthandmodernizationof local economic systems and to the creation of new, qualifiedand sustainable jobs.Theprojectwill seek to convey innovation from research labs into the industrial sector and promote mutual exchangebetweenyoungstartupsand/ormatureenterprises.

Project in briefThe Mediterranean Sea Basin has always been a common space characterized by intenseexchanges of people, culture, goods and values among its countries. Nowadays, the contribution of typical products such as wine, salt, olive oil, textile and crafts to the economy of rural areas is progressively decreasing due to several problems including population decline, abandonment of agricultural activities and loss of competiveness of small agro-food and crafts businesses. The current economic and social crisis is stressing the need for coordinated actions which have the potential to improve opportunities for small agricultural industries and local products businesses.Through the integration of local SMEs into a common touristic trail, CoMeD Pro project will seek togeneratehigher flowsof visitors interested inquality agricultural and crafts products enabling at the same time a more stable demand. Additionally CoMeD Pro will assist small entrepreneurs to develop their management and marketing skills as well as to enhance the overall quality of their goods.

Project in briefThe extraordinary cultural heritage in the Mediterranean Basin with its fascinating cities rich in history, art, culture and traditions offers an interesting background for the growth of tourism. Despite the leading role played by this sector, the model of governance developed in the area to date has mostly been focused on coastal resources while important historical centres located in the inner territories still lack valorisation. Strengthening the potential of the involved territories and increasing their exploitation are the challenges that F.O.P project aims to address by means of a model focused on innovative tourism plans for cultural and environmental heritage. Some selected sites in Italy (Lazio, Basilicata,Campania), Egypt (Alexandria), Spain (Córdoba), Malta (La Valletta), Palestine (Bethlehem), Tunisia (Monastir) and Lebanon (Beirut) will thus become part of a cross-border network of historical centers in order to mutually strengthen their visibility in the tourism industry. In addition, a widespread hospitality* will be implemented in Palestine and Egypt in order to stimulate tourism in specificlocations with new itineraries including old towns which, despite their value, have never been fully exploited.

* “Widespread hospitality” derives from the Italian expression albergo diffuso, an innovative concept of hospitality launched in the early 1980s as a means of reviving small, historic Italian villages and town centres off the usual tourist track. Almost impossible to translate literally into English, the “widespread hotel” or “virtual hotel” is conceived as a hotel that is not in a single block, but converted out of various historic buildings in a small community (source: Wikipedia).

Project in brief Tourism is an important sector of the economy in the Mediterranean region and in some cases it significantly contributes to local developmentrepresenting the main source of income for local populations. However, the Mediterranean model is still based on mass tourism with a concentration in time and in a limited number of destinations mostly related to coastal areas.In order to contribute to the diversification ofthe tourism offer, ONMEST 2 project aims to enhance minor destinations such as Ipsica (Italy), Kalavrita (Greece), Alcaraz (Spain), KadishaValley (Lebanon),Birzeit (Palestine),UmmQais(Jordan) and Béja (Tunisia).

Sustainable Textile Mediterranean Network

Project in briefThe Mediterranean textile industry has a longstanding tradition of leadership in terms of innovation, fashion, design and creativity. Despite of the increasingly fierce global competition,textile continues to be an important industrial sector, with an annual turnover of more than € 210 billion and total workforce of 2.3 million. During the last decade, an increasing outsourcing process in textile production has taken place, with some South Mediterranean countries becoming main players. Besides the economic reshaping of the textile industry, environmental sustainability is now a major challenge of the sector: water pollution caused by the discharge of untreated effluents,useoftoxicchemicalsduringprocessingand energy consumption are common issues associated with textile production.In this framework, SUSTEXNET project will establish a cooperation network among the main stakeholders of the Mediterranean textile industry in order to increase the competitiveness and sustainability of the whole sector.

Project in briefCooperation in the Textile and Clothing (T/C)sector is part of a wider macroeconomic context characterizedbyastrong industrialrestructuringinEurope,thedelocalizationoftheproductioninlower costs countries or fiscal friendly locationsand by subcontracting agreements with Southern Mediterranean companies. This cooperation model, implemented to counteract the aggressive price competition of China and other emerging countries, has produced unwanted consequences: waste and loss of technical skills in the Northern Mediterranean regions, low entrepreneurship in the Southern regions and a partial inability to respond to new competitive challenges. With an innovative approach looking at emphasizing the role of entrepreneurship forthe international development of clusters and SMEs, TEX-MED Clusters project aims to foster the replacement of the old model with a more advanced one based on “multi-localization +co-contracting”, in order to start a co-development process to upgrade the entire textile sector in terms of competence, entrepreneurship, innovation and international competitiveness.

Integrated management strategies for the enhancement of the heritage constituted by lighthouses, semaphores and sea marks of the Mediterranean

Project in briefLighthouses, semaphores and sea marks constitute a unique cultural heritage, which highlights the history of Mediterranean coastal areas. Nevertheless, these resources are not yet enhanced for territorial development purposes and are often in a poor state of conservation or simply abandoned. The heritage related to maritime navigation seems to suffer from a lack of connection with the territory where it is located: as a consequence, this heritage is ignored by institutions and local population. Despite this situation, some governments have recently started to better protect maritime navigation heritage, including lighthouses, semaphores and sea marks. In order to continue the efforts exerted at national level, MED-PHARES project aims to develop a model applicable to all territories of the Mediterranean area allowing to showcase the tangible and intangible heritage of coastal sites with navigation marks and signs. The project will promote the inclusion of this heritage in strategies and policies associated with integrated coastal zonemanagement.

Project in briefBesides being one of the world’s most bio-diverse regions, the Mediterranean Basin is also considered amongst the four most significantlyaltered biodiversity hotspots of the planet. Many valuable native plants are threatened with extinction due to the degradation of their habitats and related environmental risks, which mainly originate from human activities. This inestimable natural heritage should therefore be protected and enhanced through the improvement of local actors management capacity in order to implement preventive measures able to combine economic purposes with ecological restoration.Combating the loss of biodiversity and promoting a sustainable development model on both sides of the Mediterranean is the challenge that ECOPLANTMED project intends to face. Local administrators will be encouraged to respect the commitments deriving from international conventions (such as the Convention on Biological Diversity) thanks to a common environmentally model significantly contributing to a joineddevelopment of the Mediterranean eco-region.

Project in briefIt is a general assumption that benthic communities* are relatively well preserved in areas exploited mostly by artisanal fleets. Therichness of these communities depends on the presence of so-called ecosystem engineer species (corals, sponges or sea grasses), which provide a three-dimensional habitat structure and significantlyincreasebiodiversityandproductivitycreating breeding, feeding and refuge locations for an important number of species of commercial value. The contribution of benthic communities to theconservationofsustainableartisanalfisheriesis essential because these communities have a role as ‘Essential Fish Habitats’. However, trawl-fishing can damage benthic communities: sinceengineer species are usually long-living and slow-growing, any disturbance can have far-reaching and long-lasting effects.Against this threat, ECOSAFIMED project will assess the impact of artisanal fisheries onshelf marine areas with low trawling pressure. Generating a Risk and Ecological Analysis Toolkit for the Mediterranean

Project in briefThe Mediterranean Basin is one of the 25 hotspots and one of the 200 ecological regions with the highest biodiversity in the world. Although covering only 0.8% of the world’s sea surface and 0.3% of its volume, it is home to 7 to 8% of all known marine species. Similar diversity is known for terrestrial plant life. At the same time, the Mediterranean Sea is one of the world’s busiest areas for maritime activity and records about one third of the global oil traffic. Tourism and freight transport, offshoreplatforms and waste discharges from boats or affluent riversare further risingvulnerability tooiland chemical spills. Pollution affects both marine and terrestrial biodiversity and can have strong impacts on enclosed seas. Biodiversity in coastal areas is also heavily threatened by land cover change, and especially by urban and industrial development and tourism pressure. Within this context, GREAT Med will contribute to the development of an integrated and interdisciplinary strategy for assessing biodiversity and main human pressures (maritime traffic,tourismandurbanization)inselectedcoastalareasof the Mediterranean Basin with a view to protecting and monitoring natural heritage in space and time. Project in briefBlooms of Ostreopsis in coastal areas are a topic of increasing interest, mainly in the Mediterranean Sea,duetothepotentialhazardsthatthisspeciesof algae might cause to human health and the consequent negative effects on tourism, fisheryand aquaculture businesses. In the last 15 years, blooms of toxic ‘dinoflagellates’ (harmfulwater microorganisms) belonging to the genus Ostreopsis were observed in temperate and tropical coastal waters in both the Northern and Southern hemispheres. In the Mediterranean region, blooms of Ostreopsis have taken place with increasing frequency, intensity and distribution: human mass intoxications have been recorded for thefirst time inCatalonia (Spain) in2004, inGenoa (Italy) at the end of July 2005 and more recently along the Tunisian coasts. The M3-HABs project answers to the need of understanding and predicting toxic microalgae blooms occurrence through the performance of common monitoring procedures and protocols making the process cost and time effective and increasing at the same time the knowledge of environmental drivers affecting harmful algal blooms.

Development of Landscape Character Assessment as a tool for effective conservation of natural heritage in the Eastern Mediterranean

Project in briefThe integrity of Mediterranean landscapes is currently threatened by a series of common problems: pollution, overgrazing, tourism development andurbanisation. Besides lack of public awareness, political commitment or intersectoral cooperation, the protection of natural heritage is hindered by the fragmentation of actions and approaches implemented so far in the Mediterranean region. Although widely acknowledged in Northern Europe, the importance of ‘Landscape Character Assessment’ (LCA) as a tool for integrated evaluation, monitoring and protection of natural heritage is still not recognised by relevant authorities and policies in the Mediterranean area. Efforts up to now to address landscape character assessment in the Mediterranean have been somewhat sporadic, under-funded and isolated from each other, raising clear needs for coordination, communication, mutual learning and solidarity amongst key practitioners, as well as for economic resources to enable common progress.All of these needs will be addressed in the context of MEDSCAPES project with a view to integrating LCAapproachasanefficienttoolinlocalterritorialplanning policies, biodiversity conversation and rural landscape protection in Cyprus, Jordan, Lebanon and Greece.

Project in briefPollution is one of the most important threats that the Mediterranean Sea is facing, partly due to the shipping operations and activities. It is worth mentioning that today more than 30% of all international sea-borne trade by volume originates from, is directed to Mediterranean ports or passes through its waters, and that nearly 25% of the world’s sea-transported oil transits the Mediterranean Sea. Moreover it is estimated that 2.000 merchant vessels of over 100 tons are at sea at any moment, with a total of 200.000 crossing the Mediterranean annually. A big scale oil spill incident would have devastating consequences atfinancial,environmentalandsociallevelforthepopulation living next to coastal areas. Nowadays, the risk of an oil spill incident is greater than ever due to the deployment of offshore installations across the Mediterranean.RAOP-MED project aims to mitigate the risks associated with the exploitation of offshore installations in the South East Mediterranean region, including prevention, early detection and control of oil spills.

Project in briefDue to their age and heritage, many cities in the Mediterranean basin have historical districts similar to “open-air museums” and the preservation of these values for future generations is a key issue to be addressed. However, this responsibility should not only concern the conservation of monuments but also the adoption of measures for the protection of the environment, introducing sustainable practices and consequently ensuring the maintenance of the artistic heritage, natural heritage, air quality and biodiversity protection, improving at the same time social welfare. Among the specific environmental challenges related tomedinas and old city centers of the Mediterranean area, waste is a major concern for local authorities due to the requirements for collection and disposal which are different from other urban contexts mainly because of narrow streets. Project in brief The problem of massive emissions of carbon dioxide (CO2) from the burning of fossil fuels and related climatic impact have become major environmental, scientific and institutional issuesworldwide. Long-term sustainability of the atmosphere requires a drastic decrease in CO2 emissionsandanefficientenergystrategy.Against growing energy consumption in the Mediterranean area, GR.ENE.CO project aims toreduce greenhouse gas emissions and to improve energyefficiencybyadopting renewableenergyas main power source at farm level. Mobilising economic diasporas for Mediterranean development

Project in briefAccording to a study carried out in 2009 by the recruitment agency “Talent Republic”, 54% of students and high level managers from Arab countries which have been trained abroad (in particular in Europe) do not go back to their home country. How can this great reservoir of economic talents (still underused) be better mobilised, encouraging the return of project holders from the diaspora and accompanying expatriate investors wishing to invest back in their country of origin? In order to encourage Mediterranean governments to enhance the potential of economic diasporas, MedGeneration project intends to support local and national authorities in the implementation of public policies as well as targeted measures to attract this specific population, which has highstandards in business relationships but remains culturally and emotionally attached to its country of origin. To achieve these objectives, MedGeneration will introduce realistic development strategies for the mobilisation of high-level economic diasporas around concrete action plans in three pilot areas (Lebanon, Palestine, Jordan).

Project in briefThe agro-food sector plays an important role in the economic context of the Euro-Mediterranean area, where the perspectives of an exponential growth of trade exchanges are increasingly opening up. Project in briefYoung people are driving forces for the social,cultural and economic development of the Euro-Mediterranean area. Nevertheless, the current situation in terms of unemployment coupled with skills mismatch, lack of work experience and barriers to mobility are often described as the main obstacles hampering the integration of young people into the labour market. Not only can work experience help young people to develop professional skills, but also boost their soft skills (i.e. team work, communication and social competences, adaptability, critical thinking) thus contributing to mutual understanding and intercultural dialogue between people.Ca.Bu.Re.Ra aims to reduce youth unemployment in the Mediterranean area through the promotion of mobility and vocational education of young people, building their capacities in the sector of project management. The project will provide 90 young people with the opportunity to live a 4-month period in a foreign country during which they will acquire both professional skills and intercultural competences. Ca.Bu.Re.Ra has the ambition to become a pilot project for the development of new strategies addressing the issue of youth transition from education to work in the Mediterranean area.

Project in briefMediterranean silversmithing and gemmology products are sold under prestigious brands with an aura of exclusivity, cutting-edge creativity and superior quality, including the best of Mediterranean craftsmanship. Intertwined with the heritage are unique craft skills which have been handed down through generations of families and small businesses. Across the Mediterranean area, artisan skills and local economies are threatened as business moves manufacturing out and into Asia. A lack of innovative schemes to valorise the know-how and experience of senior silversmiths and gemmologists hasbeenidentifiedtogetherwiththeneedtofosterprofessionalism of younger generations. Project in briefFishing economy still plays an important socio-economic role for the whole Mediterranean region,althoughthefisherysectorisexperiencinga period of severe crisis due to the increase in production costs (fuel for instance) and the reduction in fishing stocks. Mediterranean cultural network to promote creativity in the arts, crafts and design for communities’ regeneration in historical cities

Project in briefArts, Crafts and Design (ACDs) are traditionally rooted in trading and harbour cities of the Mediterranean area. Historically in these cities the production and sale of such goods were particularly vibrant and, besides inhabitants, concerned visitors came to shop for what they could not find in their place of residence. Thiscommercial network kept alive and dynamic the crafts in Mediterranean cities for a long period of time, but the industrial revolution and then the globalizationbroughtanend to it.Theeconomyof the cities began to decline, and they could no longer compete with larger ports and more advanced economies.In the belief that the economic improvement and the urban liveliness should insist on the creative industries revitalization and on the valorizationof traditional heritage, MEDNETA project aims to support creativity in ACDs (i.e. ceramics, goldsmiths, cloth, tapestry, fashion and jewellery) as a means for the regeneration of the communities inhabiting historical districts. Project in briefThe Mediterranean Diet has recently been included by the UNESCO in its Intangible Cultural Heritage List while the Council of Europe acknowledges the diet key role in promoting tolerance and diversity. At the same time the Food andAgricultureOrganization,duetothecontinuingdevelopment of individualistic societies, considers this diet “decayed into a moribund state”. Against growing globalization, the conservation of theMediterranean culinary heritage represents an important factor in maintaining its richness, healthy character and bio-diversity.As a contribution to this challenge, SLOWMED project aims to promote creative intercultural dialogue with a view to consolidating a Mediterranean cultural identity based on its culinary heritage and to encourage the intergenerational transfer of traditions to young people. Considering food as “a work of art”, the project will also involve a wide range of artists from the Mediterranean region in a new way of highlighting the culinary heritage. Food contests, artistic competitions and educational workshops addressed to children will help spread the project’s message to various social groups of the Mediterranean area.

Project in briefThe management of archaeological sites and urban areas in the Southern and Northern countries of the Mediterranean area still need to be developed through the implementation of good practices focusing on sustainability and ensuringthevalorisationofthespecifichistoricaland cultural heritage as well as its protection and conservation. In this framework, ARCHEOMEDSITES project aims to increase the strategic planning capacities of central and local institutions in the governance and management of selected archeological and historical sites through the exchange of know-how and good practices. The activities will take place in Italy, Lebanon and Tunisia: mutual experiences, complementarities and common needs will be benchmarked and shared at the benefit of these countries’ heritage, which willbe enhanced thanks to the adoption of concrete management and maintenance plans. The target areas will thus become potential elements for a historical Mediterranean identity respecting the environment, enhancing local cultures and having a direct positive impact on the local economies competitiveness.

Project in briefFrom the year 2000 to the recent political uprisings, South Mediterranean countries have beenwelcominganincreasinginflowofpublicandprivate investment projects. However, facts show thattheseprojectshaveoftennotbeenasbeneficialas expected for local economies, creating few jobs (on average, only 1 single direct job created per million Euros invested by foreign operators according to the ANIMA-MIPO databases), generating limited local economic spillovers (few opportunities offered to local subcontractors) and sometimes underestimated negative impacts (on the environment for instance). Correlatively, procedures for project evaluation are not evenly developed in the Mediterranean area and public authorities involved in investment regulation lack the necessary tools to proceed to a sound assessment ofprojects.Yet,evaluationcanplayakeyrole inselecting the best public investment projects and in supporting private projects which are the most likely to contribute to the inclusive development of territories. When conducted adequately, evaluation has indeed proven to be an efficient means tosupport job creation, local subcontracting, training or environment conservation. The EDILE project will therefore strive to reinforce capacities of local and national public authorities in project appraisal and evaluation, thus encouraging a better selection of public investment projects and an effective negotiation to maximise private investment impact.

Project in briefAccording to ARLEM report on sustainable tourism*, the Mediterranean region is the world’s leading tourist destination, although there are considerable disparities within it. It receives 30% of tourist arrivals and 25% of the total income from global tourism, with 80% of the visiting tourists coming from Europe. LANDCARE MEDiterranean cross-border network for local rural governance improvement to enhance rural waste management

Project in briefThe prevention of rural waste production and the recycling of material deriving from human activities in rural communities are currently not well developed in the Mediterranean area. Residuals from breeding and agriculture are often treated all together, even though differentiating waste would prove much easier than in the case of industrial or urban waste for instance. Due to the increase in waste generation and the consequences for localpopulations (health issues, pollution of soil and water resources), many Mediterranean territories share the need to develop sound environmental systems for the management of rural waste.LANDCARE MED project aims to provide the necessary tools and methodology for local authorities (i.e. rural villages) in order to develop integrated strategies in the field of rural wastemanagement. In particular, the actors involved in the project will implement a system where any kind of residual in livestock and agriculture related activitieshasareasonableandefficientpotentialfor reuse. This objective will be achieved through a small-scale rural waste management approach and the exploitation of innovative technologies, which both allow to enhance the role of the farmer from source of the problem to key player by changing its role from passive actor to active stakeholder.

Project in briefThe need for integrated governance, involving multi-level decision-makers and cross-sectoral stakeholders, is getting higher in the Mediterranean Sea Basin. This is particularly true in coastal urban areas, which are increasingly affected by urbanisation and environmental issues. Project in briefPoverty and social exclusion take complex and multi-dimensional forms which require the mobilisation of a wide range of policies and actors. Alongside employment policy, social and intercultural dialogue has a pre-eminent role to play, while the importance of other factors such as housing, health, culture and communication should also be acknowledged. The Mediterranean area is facing a significant increase in urbangroups at risk of social exclusion, although no public campaign involves Urban and Peri-urban Agriculture (UPA) as a poverty and exclusion remedial tool. In addition, UPA is an activity which has beenmanaged primarily by private citizensand it is only recently that local governments have started to seriously look into supporting UPA activities. In this context, SIDIG-MED project aims to use Urban and Peri-urban Agriculture as a means to improve governance processes for public authorities and to promote social and intercultural dialogue through cooperative organizationsand associations fighting social exclusion andpoverty. Implemented in cities and territories characterized by vast agricultural areas (Rome,Al-Balga, Mahdia and Barcelona), the project will adopt permaculture* and organic farming conceptsincludinginnovativeandenergy-efficienttechniques for water harvesting, composting to enrich the soil and beekeeping for income generation and pollination.

WATER Development Resources Opportunity Policies for the water management in semi-arid areas

Project in briefPopulation growth, rapid urbanization andindustrialization,theexpansionofagricultureandtourism, as well as climate change are all factors which put water under increasing stress. The scarcity of this vital resource for human and social development has placed water at the top of the agenda of many Mediterranean countries. Most of the water problems are due to the mismanagement of water resources and to the incoherency among different policies impacting water conservation. In addition, the dialogue between water stakeholders, users and central governments shall be fostered in order to ensure more integrated approaches todeveloping and managing water resources.To address these challenges, the Water-DROP project has been designed on the assumption that themain issues tobe tackled forefficientwatermanagement concern technical-methodological, capacity-building, and normative aspects.
