The death is announced of Professor Fonssagrives, on the 21st inst., from an attack of cholera which carried him off in a few hours at his château near Auray, in the department of the Morbihan, whither he had retired some months ago owing to failing health. His friends and medical attendant were at a loss to know how the lamented physician could have contracted the disease, as his residence is situ- ated in the open country far from any town, and he had had no communication with any cholera patient. Dr. Fonssa- grives was for a long time Professor of Hygiene at the Faculty of Montpellier, and since his retirement he did nothing in the way of practice, but occupied himself a great deal in writing. He was the author of several works, among which his " Trait6 d’Hygieae navale" is the most recent, and is held in considerable esteem. But his principal work is his " Trait6 de Thérapeutique et de Matière Médi- cale," the second edition of which is in the press. Dr. Fonssagrives was a corresponding member of the Academy of Medicine. He commenced his professional career as a naval medical officer, and at the age of thirty he was ap- pointed Professor of Therapeutics at the medical school at Brest. He was born in 1823. IN the House of Commons on Friday, November 21st, in reply to Sir H. Fletcber, the Marquis of Hartington stated that vacancies in the rank of brigade surgeon had not been filled up since the issue of the Circular on August lst as to the examinations. The officers among the senior surgeons-major who had to be examined were serving in all parts of the world ; and the promotions could not take place until all their examinations had been held and had bt en considered. But as the promotions would be antedated to the time when the vacancies severally occurred, the officers promoted would not be injured by the delay. The home examinations were fixed for the 27th and 28th inst., those for the colonies for December 1st, and in India as soon as arrangements could be made. The Contagious Diseases Acts. On Monday, Sir T. Brassey, in reply to Mr. Hopwood, stated that, as is well known, the police no longer exercise any compulsory powers in connexion with the Contagious Diseases Acts, but voluntary applicants are received into the lock hospitals on signing a form attested by an inspector of police. It had been suggested to the Mayor of Portsmouth that the duty of attestation should be performed by the superintendent of borough police on payment of a fee of 2s. 6d. but this payment was proposed as a remuneration for the extra duty entailed on the superintendent, and not as an inducement to patients to enter the lock hospitals. and Sanitary Committee of the Kensington Vestry havingconsidered the special report of the General Purposes Com-mittee of the Asylums Board upon the subject of the recep-tion and treatment of non-pauper cases of infectious diseasesat the marquee hospitals, reported on the 19th inst. thatthey saw no reason to depart from the principles alreadyadopted by the vestry-viz., that the managers should beempowered to make adequate provision of hospital accommo-dation for infectious disease, for all classes of the populationin need of such accommodation ; that patients should beadmitted into the managers’ hospitals upon certificates signedby any duly qualified medical practitioner, conjointly withthe order of the medical officer of health ; that, as thehospitals of the managers have been established for the com-mon good at the public cost, no compulsory payment shouldbe exacted from persons whom the sanitary authority maydeem it necessary or expedient to remove to the hospitals forthe purpose of isolation ; that, all expenses incidental to themaintenance and treatment of such persons in the hospitalsshould be defrayed out of a common sanitary fund, themetropolis being treated for the purpose as a single district ;and that steps should be taken to alter, by Act of Parlia-ment, the constitution of the Board, by severing its con-nexion with pauperism in so far as relates to the treatment ofinfectious diseases, and by providing for the election of acertain proportion of the managers by the several sanitaryauthorities-i.e., the vestries and district boards.
