SPAN perlu siasat pencemaran Sungai SemenyihSungai Semenyih adalah
sumber bekalan air utamakepada penduduk di kawa
san Lembah Klang terutama dikawasan Hulu Langat. Pencemaran Sungai Semenyih makinmenjadijadi sejak tiga hinggaempat tahun lalu.
Pihak berkuasa seperti Suru
hanjaya Perkhidmatan Air Negara (SPAN) dan operator air sepertiSYABAS perlu sentiasa memastikan bekalan air mencukupi dansentiasa mempunyai perancangan apabila tiap kali berlakunyapencemaran di Sungai Semenyih.Pihak penguat kuasa seperti
Namun begitu, pihak berkuasa
masih gagal mengawal pencemarini.
Bahkan, kadangkala pesalah

By KATHLEEN MICHAEL
MEMBERS of the public can nowview, make suggestions or object tothe Kajang Municipal Council's(MPKj) fourth local draft plan. The public exhibition on the new
plans was launched on Sept 27 inMenara MPKj by council presidentMohd Sayuthi Bakar.Public participation is invited in
accordance with the requirementsof the Town and Country PlanningAct 1976.
The new plans were drawn up inview of rapid development in areasunder the jurisdiction of the council, with projects approved by theFederal Government such as highways and the MRT project, whichhave increased the need for infrastructure and basic supplies ofwater and electricity. The new plan will see a change
to lots marked for the Langat 2water treatment plant in MukimHulu Langat, as instructed by thestate government, for use as landfill sludge. The 73 individual lots, where
sheds or orchards stand, make upthe 97.69ha land use zones thatwill be converted from residentialto infrastructure land.Another amendment is electrici
ty transmission lines by TenagaNasional Berhad, especially inHulu Langat and Hulu Semenyihfor the 500kV and 275kV transmission line projects from the BentongSouth main intake substation to thesubstation in Lenggeng.Mohd Sayuthi said the amend
ment was necessary and took intoaccount the topography of the siteand prevented the opening of larger forest area."We asked TNB not to encroach

would pass an area where about 27orang asli families were living butthe land did not belong to themand the council had already spoken to them and the familiesagreed to be relocated somewherenearby. He added that they would also
ensure it did not disrupt any recreational places such as the SungaiTekala waterfall. The council has received applica
tions from landowners and developers to amend the land zone usedesignated in accordance withMPKJ local plan's existing potentialand suitability for development asa result of the mega projects by theFederal Government.
The council will also realign theland use zones based on the objections received to MPKJ local draftplan (Amendment 3) 2020 and takeinto account the current state of
development on site in accordancewith the planning approval.MPKj added that it would coordi
nate land use class with land usezones in terms of plot ratio, densityand development activities inaccordance with policy planning,as well as policies and guidelinesfrom the state government.Overall, this amendment
involves a land area of approximately 604.03ha, which is about0.75% of the total area underMPKJ's jurisdiction.A total of 62 of the 99 small
design blocks will be involved inthe amendment this time.
Mohd Sayuthi urged landowners, nongovernmental organisations and the public to view theplans in order to make suggestionsor to protest the proposed changes."We do not want people to only
voice their suggestions or dissatisfaction when the viewing ends."We hope those who are familiar
with the areas will come forwardduring the given time frame andnot wait till the last minute."This had happened in the past,"
he said.He said MPKj would still take
into the account late suggestionsbut urged the public to give theirinput early. The local draft plan will be
exhibited in the MPKJ lobby fromnow until Oct 26, from 8.30am to4.30pm.

continue.StarMetro reader Kent Lim, a
frustrated consumer had recordeda short video on his ordeal with theparking meters and uploaded it onYouTube.
His personal encounters, ofnonfunctioning parking meters thisyear, were in Paramount, Seapark,SS2, Sunway PJS8 and Petaling JayaOld Town.He complained that when he vis
ited a popular hawker centre inJalan 20/14 for breakfast, threeparking machines there were faulty."A senior citizen and 1 had to
walk along that road to check eachone of them to see if the machineswere functioning."We were later told that only one
machine was working but the ticketdispensed was blurry," he said.Richard Lim said he visited five
locations in the city in one day, and
Yeo says the parking boxes must also be clearly painted.
PETALING Jaya City Council (MBPJ)is mulling over the fate of a 20yearconcession with its parking operator, following complaints on faultyand poorly maintained parkingmachines. The concession, Petaling Jaya
mayor Mohd Azizi Mohd Zain said, began in 2000.Motorists in Petaling Jaya, who
have to deal with faulty or poorlymaintained parking machines, havebeen voicing their discontent toStarMetro and their assemblyman.MBPJ has 880 parking machines
in its jurisdiction, which are privately operated.Damansara Utama assemblyman
Yeo Bee Yin said 70% of the parkingrevenue went to the contractorwhile 30% was paid as rental toMBPJ.The city council receives
RM750,000 in rental per month.Mohd Azizi said it was the opera
tor's responsibility to ensure theparking meters were well maintained."The parking operator has not
paid the council rem for aboutthree months and has been givingexcuses which do noL hold water."I am going to call for a meeting
with the operator to find out whatthe problem is."Apparently, they are having
businessrelated issues but I need tomeet them first to get to the core ofthe matter," he said.
was shocked that none of themachines were functioning."It is really strange that all the
machines I went to pay my parkingfees at, were faulty."I was in PJ New Town, PJ Old
Town and Jalan Gasing," he said.Yeo said the contract with the
parking operator clearly stated thatthey were required to maintain theparking machines for public use.The parking boxes must also be
clearly painted, she said.Yeo's visit to Jalan SS 2/7S
revealed that some of the machineswere faulty and the parking baymarkings on the road had faded.
The asemblyman hopes the council will not provide long concessionsto future operators."If the operator does not want to
do the job well, then MBPJ shouldconsider terminating the concession." she said.
Based on a previous article byStarMetro, MBPJ public relationsofficer Zainun Zakariah said thatunder the law, consumersreserved the right to sue the council if they were fined for not displaying their tickets when themachines were faulty or forMBPJ's failure to provide functioning parking meters.

MBPJ to question workers over tree fellingBy VINCENT TAN
PETALING Jaya City Council(MBPJ) Landscaping Departmentdirector Zuraidah Sainan is issuing showcause letters to five ofher department's employees toexplain their alleged misuse ofcouncil property. She said this move had come
after she received queries fromSection 5 residents and the area'slocal councillor about trees beingchopped down without a councilorder last weekend.Residents, including Section S
Residents Association (RA) chairman Rafiq Fadzluddin, had witnessed the five men using chainsaws to chop down two large treeswhich were growing behind ahouse on the council's drainreserve.
Rafiq said the five men werewearing Tshirts with the council'slogo, as well as driving a counciltruck and using two large rollon/rolloff (RO/RO) containers to cartoff the trees. Both trees, Rafiq said, were at
least 40 years old."We asked the houseowner in

questionable as the employees hadnot shown official paperwork tojustify the treefelling.
When StarMetro checked withZuraidah, it was revealed that nosuch order had been issued toclear the two trees over the weekend."I have only managed to talk to
one of the employees involved, buthe said he was called in by anoth

have not received any complaintsor any requests to cut any trees inthat particular area," Zuraidahsaid."The employees will have to
explain why they used councilassets and uniforms for a privatejob outside their daily work."If they cannot explain this sat
isfactorily, they will be referred toour Human Resources Departmentfor further action," she said.Section 5 councillor Derek
Fernandez, meanwhile, said treeswith a girth of 0.8m or more wereprotected by Section 35(H) of theTown and Country Planning Act1976.
"Anyone who cuts such a treedown without local authorityapproval is liable to a RM10,000fine per tree, imprisonment notmore than three months, or both."This law applies to all trees
whether wild, on private land oranywhere else," he said, addingthat if money had exchangedhands for the two trees, thereshould be a full investigation intothe matter as council assets werebeing used for private gain.

Costly change to go greenShah Alam traders agree with polystyrene ban but worry about rising costsBy CHRISTINA LOWchristinalow(3)thestar.com.my
IT IS not easy to switch from polystyrene to biodegradable or recyclable products, especiallywhen you are trying to make ends meet.Night market traders such as Abdul Hamid
Hashim, who has been in the food business formore than a decade, said it would be toughwhen the ruling was fully implemented inSelangor next year."The price of these products is my main con
cern. If the state government assists us by lowering the price, then more traders will behappy to switch without having to worry aboutrising costs," the 63yearold said after thelaunch of the Shah Alam City Council (MBSA)Zero Polystyrene 2017 campaign.Abdul Hamid, who sells chicken rice and
fried noodles in Section 17 and 24, felt the current prices of the biodegradable and recyclableproducts were too steep, often more than double the price of similar polystyrene products. He added that those who visit night markets
deemed it a hassle to bring their own food containers along unless they were purchasing foodin large quantities.Another trader, Zamri Kassim, said the move
was timely as MBSA had been constantly promoting its various green projects."It is important for us to move forward like
other developed countries and stop using polystyrene boxes completely," he said. However, Zamri agreed price could be a fac
tor that deterred the traders from adopting agreener practice.MBSA is following the call by the state gov
ernment to stop using plastic bags and polystyrene by January next year.Green Technology and Environment
committee chairman Elizabeth Wong had, inAugust, requested that all official events andbuildings of the Selangor government start theball rolling by implementing the move as soon

as possible.Wong, who was present at the launch, said
she was proud of MBSA for its continuousgreen efforts even before the state governmentcame up with the directive. She added that the state was also in the midst
of cleaning up the heavily polluted Klang river."Our appointed contractor found most of the
rubbish collected from the river was eitherplastic bags or polystyrene boxes," said Wong,
adding that she was confident the campaignwould help reduce such rubbish in the river."Councillors should also play theirrole in
encouraging the public to go green and educatethem from time to time on the importance ofnot using polystyrene products," she said.Wong later presented business licences to
food truck operators and handed out MBSAZero Polystyrene 2017 campaign posters tosupermarket owners operating in the city.

Retirees patrolfor security sakeBy Vanessa EeLyn Gomesvanessa@mmail. com. my
PETALING JAYA — Having had enoughof crime in their neighbourhood, severalretirees have banded together to patrolTaman Subang in Kelana Jaya everynight for the last two weeks. They wish they did not have to but
they have no choice as the Petaling JayaCity Council had removed their securitymeasures — a fence and a boomgate.Among the member of the patrol
team is Harun Fazil, 65, the residents'association secretary and crime victim."Over the last 10 years, my house
had been broken into three times. Mydaughter lost her handbag to a snatchthief and my son lost all of his car'styres," he said.Hazrun and his neighbours, sometimes
as many as 15 of them, would take turnspatrolling the neighbourhood from 11pmto 5am daily."Of course, we are tired, but because we
worry about the burglars, we don't feel it,"Harun said.
"Safety is more important and rightnow, we want to change the area into agated community."Taman Subang residents have been in
a tugofwar with the city council afterthey put up the fence and the boomgatewithout the necessary approval andpaperwork some five years ago. After learning of the illegal structures,
council officers had removed the fence
and boomgate about two weeks ago.Harun said the association would
submit a fresh application to the counciltoday.Kampung Tunku assemblyman Lau
Weng San said the residents' applicationwas rejected as they were using an autogate, which was not permitted under the
council guidelines issued in 2010."However, the Selangor Housing Board
has proposed a new guideline last month, allowing such a facility to be consideredsubject to terms and conditions," Lau said."The residents' association will have to
wait until this is adopted before the citycouncil could reconsider any applicationinvolving an autogate," he said. The residents' association admitted
its mistake and has been working withthe council on the necessary paperworkand applications for a gated, guardedcommunity."We submitted an application in May
last year and it was rejected in March(this year). We were in the wrong as wedid not apply for the autogate sooner,"the association's treasurer, Khoo Hin Bok,65, said."We are not against the council but
we are appealing to them to think of thewelfare and safety of the residents here, who are mostly retirees."

S'gor govt slammed over move against ECSHAH ALAM: The Selangor government has been criticised over itspossible move to take legal actionagainst the Election Commission(EC) for the latter's proposed redelineation exercise.Selangor (Jmno deputy liaison

£ WATER WOES
DisruptionsunacceptableWE have just recovered from alengthy water disruption due to theclosing of a water treatment plant inSemenyih. I'm sure many consumers were frustrated and hadoverwhelmed Syarikat Bekalan AirSelangor (Syabas) call centres. Thiswas expected as many did not getwater for up to three days. The cause of the disruption was a
strong smell detected in the water, leading to the plant's closure. It wassuspected to be pollution caused bya party, who has yet to be identified. One may think that it was an unfortunate situation, but I think otherwise.
During Chinese New Year in 2014,there was water rationing in thesame areas. Last year, a similar problem occurred. The recent disruptionmakes it seem that water problemsare an annual event.
This is nothing new because theaffected river, Sungai Semenyih, and
the treatment plants near it havebeen facing pollution issues even before 2014.And, yet, year after year, we let the
problems occur, and only then dowe look for culprits and solutions. This approach is acceptable only thefirst or, at most, second timearound, because the issues could beregarded as "unexpected". However, when they happen often, I beginto doubt our ability to learn fromexperience.
Is it that difficult to see problemsthat happen almost yearly would recur? The number of people affectedis significant and cannot be ignored.
While Syabas provides watertankers during such times, we, asconsumers who pay a water bill, findit inconvenient to collect water thisway. To be fair to consumers, moreeffort must be put into preventingwater problems. This can be in the
form of stricter enforcement of environmental regulations and bettermonitoring of river water quality. We have regulations to punish pol
luters, but action is carried out onlywhen there are serious incidents.Does this mean that polluters who
do not cause the closure of a treatment plant are free to continue polluting? Why must we wait for problems to
occur before taking steps to resolvethem? We know that Sungai Semenyih is a hotspot for pollution, sowhy not invest time, effort andfunds in protecting it? The cost mayappear high, but I'm sure it is betterthan inconveniencing hundreds ofthousands of consumers every year.Let this be the last year we face
water disruptions caused by predictable reasons.

on branches of rain trees or angsanatrees waiting to be shot at by "game"hunters of the day, who comearmed with rifles and guns duringshooting sessions organised by local councils. All the crows take flight the mo
ment the first shot is fired. The ballistic sound of gunfire reverberatesacross all corners of the shootingvenues.
The peaceful town is turned temporarily into a hunting ground for"predators" to roam wild and kill thebirds. This searchandkill operation is a
risky activity that worries the residents. Should an accident occurand somebody gets injured, who willbe held responsible and liable? Also, the result of such a shooting
session is discouraging. It is notworth the money, time and effort toshoot the crows in SS14, SS1S andTaipan, USJ.At the end of the day, residents are
shocked to see thousands of crowsstill flying around their homes. Thismeans, ultimately, the local councilhas failed to eliminate the crows in
Subang Jaya. The local council must try another
method since shooting is not an ef
fective way to reduce the crow population.Look at the root causes.Subang Jaya is dirty. Drains near
shophouses and eateries are cloggedup with food waste and water. This isa haven for "scavengers" such ascrows, rodents, stray cats and dogs.
Once these scavengers are deprived of food and water, they willfind new "homes".The local council should get the
drains cleaned and bins emptiedregularly. Also, rubbish collectorsmust not litter the streets when collecting waste. All these are tangible solutions, so
it is easier to take action. The culpritswho clog the drains should learn tokeep the township clean. The local council must continue
issuing summonses to restaurantand eatery operators who throw foodwaste into the drains. When there is no food waste and
water, the crows and rodents willnaturally disappear. The stray cats and dogs will also
move elsewhere to look for food.
