Security Council (NSC) in the United States is the principal forum used by the President for considering national security

and foreign policy matters with his senior national security advisors and Cabinet officials and is part of the Executive

Office of the President of the United States. Since its inception under President Harry S. Truman, the function of the

Council has been to advise and assist the President on national security and foreign policies. The Council also serves

as the President's principal arm for coordinating these policies among various government agencies. The U.S. Council

has counterparts in the national security councils of many other nations. President Ford assumed office at a very tense

time for both American foreign relations and domestic politics. America's credibility in the world was imperiled by its

humiliating withdrawal from Vietnam, and the war there was shortly to come to an end with the annexation of America's

ally South Vietnam by the North. In domestic politics, the scandal of Watergate had rocked the American political

system and left widespread cynicism in the press and among the public about Washington. Ford, a conservative by

nature, set out to preserve both Washington's standing at home, and America's abroad. Ford's room for maneuver in

foreign policy was decidedly limited, given the constraints placed on him by domestic politics following the effective loss

of the Vietnam War. Nor did Ford desire to bring about decisive change in this field, as he was not a man of Wilsonian

vision. Hence, he kept Henry A. Kissinger as both Secretary of State and Assistant to the President for National

Security Affairs. 'I need you,' Ford told Kissinger. 'The country needs you.'This move was much criticized as Ford

suffered from claims throughout his entire term that he was inexperienced in foreign affairs. Opponents of Kissinger

claimed that the latter would be the dominant influence on Ford's foreign policy, and his continuation in the dual roles

was proof of this. In fact, Ford had accrued experience in foreign policy while serving on the Defence Appropriations

Subcommittee of the House Appropriations Committee, and had been a committed internationalist since his time serving

in the Pacific in World War II. He was largely in agreement with Kissinger on the important issues of American foreign

policy, which was mostly in a reactive mode for most of Ford's tenure anyway. Ford felt Kissinger was essential to

provide continuity following the constitutional crisis of Watergate. Himself untarnished by the scandal, Kissinger was able

to continue to serve his dual roles on the National Security Council. However, when Ford began to think about re-

election in 1975, Kissinger quickly came to be seen as a political liability by the President Ford Committee, the group set

up to seek Ford's re-election in 1976. When Ford had taken power, it appeared that one key to his success would be

building upon the foreign policy successes of President Nixon, his predecessor. But by mid-1975 these seemed to have

unravelled, with South Vietnam annexed, the policy of détente with the Soviet Union undermined by the latter's

interventions in the Angolan Civil War and relations with China at a stand-still. Ford's political advisors were clamouring

for a change. Hence, there was a Cabinet shakeup on November 3, 1975, and Ford named Lt. Gen. Brent Scowcroft,

Kissinger's deputy at the NSC, as National Security Advisor. This was largely a move for show. Scowcroft was the

perfect neutral manager of the National Security Council, as he would be later under the first President Bush. He saw his

job as to mediate between the various agencies represented at the Council and report the various policy options to the

President. He managed a toned-down version of the Kissinger NSC system that was compatible with the Secretary of

State's role as the President's chief foreign policy adviser. As such, this did not lead to any diminishing of Kissinger's

importance in actual terms, as Ford continued to have faith in his abilities and opinions. The defining moment of crisis

for the NSC during Ford's tenure came during the Mayagüez incident. On May 12, 1975, Khmer Rouge forces seized the

merchant ship SS Mayagüez and the National Security Council met to consider the American response. Transcripts of

the meetings show Kissinger arguing for a forceful response and winning out, claiming that the U.S. had to present a

strong front to the new Communist regimes in Indochina. Vice President Nelson Rockefeller argued that if the U.S. did

not respond forcefully to this event, then it risked being 'nibbled to death' by a series of small affronts.

The movie explores how the U.S. government staged events to manipulate public opinion about the Iraq war, like the

rescue of Private Jessica Lynch, the supposedly spontaneous mob that pulled over the larger-than-life statue of

Saddam Hussein in Iraq. It also discusses the Pentagon pundit scandal, and the hidden activities of the Rendon Group,

a PR firm specializing in spinning war. The film exposes government and corporate activities to blur the lines between

real news and fake news, as well as the development over time of public relations misinformation campaigns, strategic

corporate campaigns to generate goodwill and the perception of good works, the use of staged photo-ops, and other

manipulative PR tools that have turned the land of the free and the home of the brave into a place where citizens are

now manipulated with great efficiency, and on a massive scale.

the code name for a covert CIA mind-control and chemical interrogation research program, run by the Office of

Scientific Intelligence. The program began in the early 1950s, continuing at least through the late 1960s, and it used

United States citizens as its test subjects. The published evidence indicates that Project MK-ULTRA involved the

surreptitious use of many types of drugs, as well as other methods, to manipulate individual mental states and to alter

brain function. Project MK-ULTRA was first brought to wide public attention in 1975 by the U.S. Congress, through

investigations by the Church Committee, and by a presidential commission known as the Rockefeller Commission.

Investigative efforts were hampered by the fact that CIA Director Richard Helms ordered all MK-ULTRA files destroyed

in 1973; the Church Committee and Rockefeller Commission investigations relied on the sworn testimony of direct

participants and on the relatively small number of documents that survived Helms' destruction order. Although the CIA

insists that MK-ULTRA-type experiments have been abandoned, 14-year CIA veteran Victor Marchetti has stated in

various interviews that the CIA routinely conducts disinformation campaigns and that CIA mind control research

continued. In a 1977 interview, Marchetti specifically called the CIA claim that MK-ULTRA was abandoned a "cover

story."On the Senate floor in 1977, Senator Ted Kennedy said: "The Deputy Director of the CIA revealed that over thirty

universities and institutions were involved in an 'extensive testing and experimentation' program which included covert

drug tests on unwitting citizens "at all social levels, high and low, native Americans and foreign." Several of these tests

involved the administration of LSD to 'unwitting subjects in social situations.' At least one death, that of Dr. Olson,

resulted from these activities. The Agency itself acknowledged that these tests made little scientific sense. The agents

doing the monitoring were not qualified scientific observers."Project ARTICHOKE was a CIA project that researched

interrogation methods and arose from Project BLUEBIRD on August 20, 1951, run by the Office of Scientific

Intelligence. A memorandum by Richard Helms to CIA director Allen Welsh Dulles indicated Artichoke became Project

MKULTRA on April 13, 1953. The project studied hypnosis, forced morphine addiction (and subsequent forced

withdrawal), and the use of other chemicals, among other methods, to produce amnesia and other vulnerable states in

subjects. Artichoke was an offensive program of mind control that gathered together the intelligence divisions of the

Army, Navy, Air Force, and FBI. In addition, the scope of the project was outlined in a memo dated January 1952 that

stated, "Can we get control of an individual to the point where he will do our bidding against his will and even against

fundamental laws of nature, such as self preservation?"Operation LAC (Large Area Coverage), was a U.S. Army

Chemical Corps operation which dispersed microscopic zinc cadmium sulfide (ZnCdS) particles over much of the United

States. The purpose was to determine the dispersion and geographic range of biological or chemical agents. 3-

quinuclidinyl benzilate (QNB, BZ, EA-2277), IUPAC name 1-azabicyclo[2.2.2]Oct-3-yl ?-hydroxy-?-

phenylbenzeneacetate, is an odorless military incapacitating agent. Its NATO code is BZ. The Iraqi incapacitating agent

Agent 15 is believed either to be the same as or similar to BZ. BZ is a glycolate anticholinergic compound related to

atropine, scopolamine, hyoscyamine, and other deliriants. Dispersal would be as an aerosolized solid (primarily for

inhalation) or as agent dissolved in one or more solvents for ingestion or percutaneous absorption. Acting as a

competitive inhibitor of acetylcholine at postsynaptic and postjunctional muscarinic receptor sites in smooth muscle,

exocrine glands, autonomic ganglia, and the brain, BZ decreases the effective concentration of acetylcholine seen by

receptors at these sites. Thus, BZ causes PNS effects that in general are the opposite of those seen in nerve agent

poisoning. CNS effects include stupor, confusion, and confabulation with concrete and panoramic illusions and

hallucinations, and with regression to automatic "phantom" behaviors such as plucking and disrobing. Physostigmine,

which increases the concentration of acetylcholine in synapses and in neuromuscular and neuroglandular junctions, is a

specific antidote.

or universities, 15 research foundations or chemical or pharmaceutical companies and the like including Sandoz

(currently Novartis) and Eli Lilly & Co., 12 hospitals or clinics (in addition to those associated with universities), and 3

prisons are known to have participated in MKULTRA. A considerable amount of credible circumstantial evidence

suggests that Theodore Kaczynski, also known as the Unabomber, participated in CIA-sponsored MK-ULTRA

experiments conducted at Harvard University from the fall of 1959 through the spring of 1962. During World War II,

Henry Murray, the lead researcher in the Harvard experiments, served with the Office of Strategic Services (OSS), which

was a forerunner of the CIA. Murray applied for a grant funded by the United States Navy, and his Harvard stress

experiments strongly resembled those run by the OSS. Beginning at the age of sixteen, Kaczynski participated along

with twenty-one other undergraduate students in the Harvard experiments, which have been described as "disturbing"

and "ethically indefensible."Merry Prankster Ken Kesey, author of One Flew Over the Cuckoo's Nest, volunteered for

MK-ULTRA experiments while he was a student at Stanford University. Kesey's ingestion of LSD during these

experiments led directly to his widespread promotion of the drug and the subsequent development of hippie culture.

Robert Hunter is an American lyricist, singer-songwriter, translator, and poet, best known for his association with Jerry

Garcia and the Grateful Dead. Along with Ken Kesey, Hunter was an early volunteer MKULTRA test subject at Stanford

University. Stanford test subjects were paid to take LSD, psilocybin, and mescaline, then report on their experiences.

Candy Jones, American fashion model and radio host, claimed to have been a victim of mind control in the '60s.

Infamous Irish mob boss James "Whitey" Bulger volunteered for testing while in prison. MK-ULTRA plays a part in many

conspiracy theories given its nature and the destruction of most records. Lawrence Teeter, attorney for convicted

assassin Sirhan Sirhan, believed Sirhan was under the influence of hypnosis when he fired his weapon at Robert F.

Kennedy in 1968. Teeter linked the CIA's MKULTRA program to mind control techniques that he claimed were used to

control Sirhan. Jonestown, the Guyana location of the Jim Jones cult and Peoples Temple mass suicide, was thought to

be a test site for MKULTRA medical and mind control experiments after the official end of the program. Congressman

Leo Ryan, a known critic of the CIA, was murdered by Peoples Temple members after he personally visited Jonestown

to investigate various reported irregularities. * MKULTRA is referenced in the plots of The Ambler Warning by Robert

the television series Angel, Bones, Conspiracy Theory with Jesse Ventura, Fringe, The Lone Gunmen, Numb3rs,

Quincy M.E., The West Wing, and The X-Files; the games Conspiracy X and The Suffering: Prison is Hell; the character

Deathstroke the Terminator in the Teen Titans by DC Comics. * The bands mk Ultra, MK-ULTRA, and a side project of

Frank Tovey took their names from these projects. MKULTRA is also referenced by such musical artists as Black Rebel

becomes a criminal. In keeping with the style of the original book, the script's newly-minted characters are given names
