6 PAYMENT OF COURSE FEE DEPOSIT :

The candidates who are selected at the time of counselling shall remit a nonrefundable sum of Rs.5,000/- (Rupees Five Thousand only) by way ofDemand Draft drawn in favour of the Director of Indian Medicine andHomoeopathy, Chennai-106 on or after 15-12-2014 payable at Chennai at the

time of receipt of the allotment orders. After the receipt of the joining reportfrom the Principal of the college this amount will be transmitted to theCollege to get adjusted with the Tuition Fees to be paid by the candidates. Ifthe candidate fails to join the course after getting allotment order within thestipulated time he/she will forfeit this amount as well as seat allotted.

7 In addition, the candidate selected for Post Graduate M.D (Yoga and Naturopathy)course will have to remit a non-refundable amount of Rs.500/- (Rupees Fivehundred only) by means of Demand Draft drawn in favour of Director of IndianMedicine and Homoeopathy, Chennai-106, on or after 15-12-2014 payable at Chennai as processing fee for attending counselling.

PROSPECTUS 

I. GENERAL INSTRUCTIONS 

1 Before filling up of the application form, carefully read all the instructions givenin the prospectus and application

2 Fill the application carefully and legibly w ithout overwriting.

3 All enclosures prescribed should be true photocopies, attested. The originalsshould be produced at the time of Counselling and Admission.

4 Completed applications should reach :

On or before 15-12-2014 by 05.00 p.m.

5 Application with incomplete or insufficient particulars or without enclosures or

those received after the last date mentioned will be summarily rejected. The

selection committee admits no responsibility for return of application forms.

6 Applications received by speed post/ courier or any other means after the last dateand time will not be accepted, irrespective of the date of booking.

7 Non-service candidates should send their applications directly to theSecretary, Selection Committee at the above address.

8 Service candidates should forward their application only through the proper

channel with the remarks of the forwarding authorities in the format prescribed inthe application form. If not, applications will be summarily rejected.

9 Advance copies from the service candidates will not be accepted.

10 A self attested passport size photograph should be affixed in the front page of the

application form in the space provided. Similarly one passport size photograph

in the identification card-cum-attendance card and two passport size photographs

in the hall tickets should be affixed in the space provided.

11 If a candidate desires an immediate acknowledgement, should advise the postal orcourier service and pay the required fees themselves. Intimation letter confirmingreceipt of application with required particulars and date of examination will be sentsubsequently to candidates who are found to be prima facie eligible. Hall ticket willbe sent to eligible candidates and candidates should use their ApplicationRegistration number (A.R Number) allotted by the Selection Committee in all

correspondence. 12 All communications to the candidates will be sent by Postal Department / Courieronly to the address given by the candidate in the application. The selectioncommittee will not be held responsible for postal delays and wrong messagesconveyed by the postal department or courier service. Belated receipt of filled–inapplication will be rejected summarily. No correspondence in this regard shall beentertained.

13 Request for extension of time for submission of documents beyond the prescribeddate and time shall not be entertained under any circumstances. 

14 Candidates selected for admission should give declaration in the form prescribedat the time of counselling. 

15 The candidate must write his/her Name , Address and Mobile number on the

reverse side of the demand draft .16 In case of unauthorized absence of candidates for one month or more the

candidate will be treated as having discontinued without notice on automatic basisand the vacancy will be filled up from the waiting list depending on the availabilityof time before the prescribed cut-off date. Candidates will have to give adeclaration to this effect at the time of counselling.

17  ALLOTMENT OF SEATS:

The selection Committee will allot the Branches of study to the candidates based

on the merit, following the rule of reservation duly adopting Roster method of

reservation and subject to the availability at the time of the individual’s turn.

18 II. ELIGIBILITY FOR ADMISSION - M.D.(YOGA AND NATUROPATHY)

 A pass in N.D (Osm) / BNYS regular Degree course conducted by OsmaniaUniversity/ The Tamil Nadu Dr. MGR Medical University or any other Universitywith successful completion of Compulsory Rotatory Resident Internship (CRRI).Candidates who have completed or will be completing CRRI before the date ofEntrance Examination are alone eligible to apply for Post Graduate M.D (Yoga andNaturopathy ) Course.

Candidates who are undergoing CRRI and will be completing their CRRIbefore the Entrance Examination should enclose a certificate from the Headof the Institution in which they are undergoing the CRRI that they will becompleting the CRRI before the date of Entrance Examination,

failing which their application will be rejected.

19  At the time of counsel ling, candidate shou ld produce the II ProvisionalCertificate or Degree Certificate from the recognized University and MedicalRegistration Certificate issued by Tamil Nadu Board of Indian Medicine,Chennai.

20 The candidate should be a citizen of India and should have undergone N.D (OSM)/ B.N.Y.S regular Degree course in the State of Tamil Nadu. Candidates of TamilNadu nativity who have completed N.D (OSM) / B.N.Y.S Course in other States

shall furnish a certificate of Nativity in Tamil Nadu issued by a competent authorityonly in the specified format prescribed in the  Annexure I  to the application andshould produce the Eligibility certificate from the T.N. Dr.M.G.R.Medical Universitybefore counseling or before attending the counseling.

21 The candidates should have registered their names in the Tamil Nadu Board ofIndian Medicine Chennai-106. 

22 III. MODE OF SELECTION AND ADMISSION

ENTRANCE EXAMINATION

 Admission to the course will be made purely on merit based on themarks obtained in the Entrance Examination together with the post – N.D (Osm) /B.N.Y.S experience marks which will be calculated as below:

Maximum marks for Written Entrance Examination 90 marks

Maximum marks for post – N.D(Osm) / B.N.Y.S.

Clinical Experience 10 marks

Total : 100 marks

23 The Entrance Examination for admission to the Post Graduate M.D (Yoga andNaturopathy) course will be conducted as per existing norms / syllabus of theTamil Nadu Dr. M.G.R. Medical University for BNYS Medical Degree Course.

24 The Entrance Examination will primarily assess the depth of knowledge and depthof understanding of the candidate of all medical subjects both theory and clinical,

taught at the undergraduate level (B.N.Y.S). The questions will be of objectivemultiple choice types for which four answer options A, B, C, D will be offered. Onlyone of the options will be the nearest and most correct answer and this aloneshould be selected. The other three answers will be wrong. The correct answerhas been verified by a team of Doctors by reference to relevant texts. Eachcorrect answer will be awarded one mark and if a question is not answered, zeromark will be awarded. If more than one answer is indicated or any item is markedvery faint or illegibly as seen during the machine scan of answer sheets, thequestion will be deemed to have not been answered and zero marks will beawarded. It is reiterated that all questions carry equal marks. The total marksaccorded will then be computed to a maximum of 90 marks.

25 The question paper will have two hundred (200) objective-type questions

comprising Section A containing a  maximum of 100 (One hundred)  self-contained objective-type questions based on the Twenty six subjects taught in theBNYS programme and Section B containing maximum of 100 (one hundred) questions based on a short passage (paragraph) which will be given and 3 - 5objective type questions set based on the paragraph. The candidates shouldanswer questions based on the material available and directly analyzable detailsor on direct implications. The candidate should not assume any data that is notcontained in the passage or which is not directly derivable from the informationcontained in the passage. The decision of the Selection Committee on the content,

implications and answer for each type of question is final. All the 200 questionscarry equal marks.

26 The Entrance Examination for MD(Yoga and Naturopathy ) will be conductedtentatively on 17-12-2014 at 09.30 a.m. in one session of 3 hours duration at thecampus of Arignar Anna Govt. Hospital of Indian Medicine, Arumbakkam,Chennai 600 106. Candidates should be present and seated in their allotted

places as per their Application Register number, thirty minutes prior to thecommencement of examination in order to fill up all examination andidentification particulars. Therefore, the total duration of the examinationincluding identification is three and half hours (3 ½ hours). 

27 Hall Tickets will be sent only to eligible candidates.  Admission to the entranceexamination does not confer on the candidate the right of admission to the courseif found ineligible later. Candidates will not be allowed to appear for the EntranceExamination unless he/she holds the Hall Ticket. The name, mailing address (inblack letters) and passport size photographs in the hall ticket, in the identificationslip and on the application form etc., should be identical i.e. one and the same.

28 Any Candidate who has not received the Hall Ticket in time may contact the

Secretary, Selection Committee, Directorate of Indian Medicine and Homoeopathy, Arumbakkam, Chennai 600 106 two days prior to the entrance examination andverify the fact of their eligibility and Application Number for the examination andattend the examination on this basis.

29 Candidates admitted for entrance examination will have to come to theexamination center on their own expense and make their own arrangement forstay.

30 Candidates coming 30 minutes after the scheduled time for commencement of theexamination will not be permitted to appear for the examination.

31 No candidate shall be allowed to carry any textual materials printed or written, bitsof paper, electronic and telecommunication devices with or without remote sensing

like pagers, cellular phones, I phones, Pen scanners or electronic diary etc. insidethe examination hall.

32 No candidate shall be allowed to leave the hall before the end of half an hour afteropening of question papers or one hour after commencement. Candidates shallnot leave their seats even for using the Restroom without permission. Repeatedvisits to the Restroom cannot be permitted and unduly long absences as judged bythe Hall Superintendent or Inspection team are not acceptable. Once a candidateleaves the Hall for any other reasons, he/she will not be permitted to re-enter thehall.

33 Candidate shall maintain strict silence in the examination hall. Any misconductfound out by the Hall Superintendent will result in the forfeiture of the right to

continue the examination. His/ Her answer sheets will not be considered forvaluation. Further he/she will not be allowed to apply for the PG course for twoconsecutive years. The decision of the Hall Superintendent in this connection shallbe final.

34  Answers shou ld be shaded wi th their blue or black ball pen (NOT GEL), inthe OMR sheets as per the ins truct ions given in the OMR Sheet.

35 The question paper, Blank sheets (if any), OMR answer sheets, etc. are theproperty of the Committee and no part or whole shall be retained by a candidate

under any circumstances. Any attempt to retain or take away these materials by acandidate shall be construed as serious misconduct and the candidate will beimmediately disqualified and his/her paper will be seized and not evaluated.

36 Candidate should bring Hall Ticket at the time of examination.

37 The Hall Superintendent will verify the identity of the examinee with

reference to his/her photograph affixed on the Identification card. Thecandidate will also be required to affix their signature in full in various formsas part of the identification process. Failure to follow instructions will resultin expulsion of the candidate.

38 There will be no rechecking, revaluation or recounting of answer sheets. TheSelection Committee's decision on this matter is final.

39 DECLARATION OF MERIT LIST:

 After the evaluation of the OMR sheets of the candidates through scanning, themarks obtained by the candidates for the maximum of 200 marks will be computed

to a maximum of 90 marks.40 Experience marks will be calculated for each applicant in the following method.One (1) mark for each completed year after the completion of CRRI shall beawarded as marks for experience for both Service/ Non-Service candidates to amaximum of TEN marks as on 31-10-2014. Two marks will be awarded to eachcompleted year of Government Service in hilly areas and it will be limited to amaximum of TEN marks. Altogether the total marks awarded for experience/hillstation service will be restricted to TEN marks to all candidates. Fractional valuesof a year will not be counted for awarding marks for experience and hill stationservice.

41 The merit list will be arrived at by taking together the marks obtained in theEntrance Examination and the marks awarded for experience/ hill station serviceor both. (For example, if a candidate scores 50 marks in Entrance examinationand have completed 2 years experience as on 31-10-2014 after CRRI or one yearof hill station service, the total aggregate marks will be 50 +2 = 52).

IV. COUNSELLING

42 Personal appearance during counselling along with all original certificates iscompulsory for all eligible candidates applying for admission to the Post-Graduatecourses. No separate letter for counselling will be issued as results of the Entranceexamination will be posted in the due website and on the notice board in the officeof the Director of Indian Medicine and Homoeopathy, Chennai-106. Candidateswho are absent at the time of Counselling will not be considered for selection andno protest will be admitted in this regard.

43 Candidates securing less than 40% of total mark in case of OC, BC, BCM andMBC/DC communities and below 35% of total marks, in the case ofSC/SCA/ST communities shall not be considered for Counselling. ForService candidates, the minimum eligibility marks for admission tocounselling w ill be 35% for all communities.

44 In case more than one candidate has secured the same number of marks the tieshall be resolved on the basis of the following factors in the order of priority.

( iv) Seniority in age will be given preference

45 The number of seats may be changed without notice. However, the exactdistribution of seats, Specialty wise will be displayed on the notice board at theDirectorate of Indian Medicine and Homoeopathy before the commencement ofCounselling

46 The selection will be made by counselling based on Merit and by applying the Ruleof Reservation/Roster method followed by the Government of Tamil Naduwherever applicable.

47 50% of  seats  in each specialty  is reserved for service candidates, in addition to those service 

candidates  selected  in  the  open  Category.  In  case  an  odd  number  seat  remains  in  any 

specialty in

 the

 total

 seats

 sanctioned

 for

 that

 specialty,

 that

 seat

 shall

 be

 filled

 by

 merit

 and

 Communal reservation. There are totally 15 seats with 8 seats for open category and

7 seats for Service Category.

48 Rule of Reservation will be followed as follows:

Since each branch has below 8 seats, 200 Point Roster method will be followedas per G.O.Ms.No.241/P&AR/K/Dept. dt: 29-10-2007.

49 Any remaining unfilled seats for want of adequate number of eligible candidates

 belonging to SCA community shall be filled by candidates belonging to SC

community other than Arunthathiyars as per merit and vice versa (G.O.Ms.No. 55

P&AR Dept. dt: 08- 04- 2010) 

50 Any remaining reserved seats in ST quota for want of adequate number of eligiblecandidates belonging to ST community shall be allotted to candidates belonging toSC community as per merit (G.O.(Ms) No.77 H&FW Dept. MCA-1 dt: 24-02-2011)

51 Any  remaining  unfilled  seats  in  BCM  Community  for  want  of   adequate  number  of   eligible 

candidates  after  exhausting  the  merit  list  shall  be  filled  up  on  merit  basis  by  candidates 

belonging  to  BC  community  without  exceeding  the  quota  for  BC  community  as  a  whole.

52 Allotment of branches will be made at the time of Counselling to be conducted bythe Selection Committee at the campus of the Arignar Anna Government Hospitalof Indian Medicine, Arumbakkam, Chennai 106 based on marks obtained by thecandidates in the Entrance Examination and Service marks taken together.Branch once opted and allotted to the candidates at the time of Counselling

will not be changed subsequently under any circumstances. No transferfrom one branch to another branch will be allowed during the courseperiod of three years or thereafter in respect of discontinued and readmittedcandidates.

53 Candidates who are selected at the time of counselling shall make a fee deposit ofa sum of Rs.5,000/- (Rupees Five thousand only) by way of Demand Draft drawnon or after 15-12-2014 in favour of the Director of Indian Medicine andHomeopathy, Chennai 106 payable at Chennai immediately to the Committee and

will thereupon be issued a formal allotment order. No allotment order will beissued if payment is not made immediately and the seat will be allotted to the nextmeritorious candidate. After receipt of the joining report from the Principal of thecollege, this amount will be transmitted to the college concerned to be adjustedwith the tuition fees to be paid by the candidate. If the candidate fails to join thecourse within the stipulated time/day after getting allotment order he/she shall

forfeit this amount and any other payments done by him/her and also loose right to join the current session of the MD (Yoga & Naturopathy) Programme. Thecandidates selected for M.D (Yoga & Naturopathy) course will have to remit anon-refundable amount of Rs.500/- (Rupees Five hundred only) by means ofDemand Draft drawn on or after 15-12-2014 in favour of the “Director of IndianMedicine and Homoeopathy, Chennai 106” as processing fee for allotment ofseats during counselling.

54 The Post Graduate Degree M.D (Yoga and Naturopathy) course admissions for2014-2015 session will close on the cut off date of admission as prescribed by theTamil Nadu Dr.M.G.R. Medical University for the academic year 2014-2015.

55 Candidates who have joined Post-Graduate Degree MD (Yoga and Naturopathy)Course in any discipline and have discontinued the course on any grounds within

six months shall be eligible to apply only after a period of two years from the dateof discontinuance of the course if their discontinuance has resulted in a seat beingwasted, if such candidate’s discontinuance did not result in a seat being wasted,he/she can apply for the next selection for which he/she is eligible. The SelectionCommittee's decision in this regard shall be final.

The candidates who join Post Graduate Degree course should not indulge in anykind of agitation/ strike/ ragging activity inside/outside the college campus duringthe course of study. Candidates found to take part in any such activitiesmentioned above will be expelled from the course/college at any part of the courseof study and criminal action will be taken against them.

 VI. DEFINITION OF SERVICE CANDIDATES & NON-SERVICE

CANDIDATES

62 SERVICE CANDIDATES

The following categories of Yoga and Naturopathy MedicalGraduates working in the Medical services under Government Sectors/ Localbodies etc., and getting salaries in regular time scale for the period of twoyears as on 31.10.2014 only will be treated as Service candidates andconsidered for selection against 50% of seats reserved exclusively forservice candidates.

(i) Assistant Medical Officer(Y&N) / Medical Officer(Y&N)/ AssistantLecturers/ Readers / Professors in Yoga and Naturopathy appointedin the Tamil Nadu Medical Service.

(ii) Yoga & Naturopathy Medical Officers / Research Officers inGovernment of India.

(iii) Yoga and Naturopathy Medical Officers in Public Sector Undertakingand Organizations under the control of Government of India in TamilNadu.

(iv) Yoga and Naturopathy Medical Officers in an undertaking ororganization of Government of Tamil Nadu.

63 The candidates mentioned in (ii ) and ( iii) above should give their undertaking tothe concerned authorities that they will serve for 5 years in the respectiveinstitutions after the completion of course. They should produce a certificate fromthe concerned authority to show that they have given such an undertaking.

64 NON-SERVICE CANDIDATES

The following categories of Yoga and Naturopathy Medical Graduates will

be treated as Non- Service Candidates.

Private Registered Medical Practitioners in Yoga and Naturopathy system ofmedicine. Yoga and Naturopathy Medical Graduates working in the MedicalServices either as probationers or on temporary basics under Governmentsectors / Local Bodies etc., for less than Two Years as on 31-10-2014 

65 VII ANNUAL FEE PAYABLE for - M.D(Yoga and Naturopathy)

The following fees including Security Deposit, Library fees etc., were fixed by the

Govt. of Tamil Nadu in G.O (Rt) No. 300, Health & Family Welfare Dept. dated:

17-6-1989 and the revised fees will be announced prior to admission and will also

be subject to revision from time to time.

67 The examination fee / other fee will be collected at the rate prescribed by theUniversity from time to time

68 VIII. STIPEND TO NON-SERVICE CANDIDATE:

It should be noted carefully that the MD (Yoga and Naturopathy ) Course is a

full-time programme where the candidate is expected to be exposed on all days toa variety of patients. For this reason an amount specified by the Government willbe paid as stipend to the candidates. Therefore, students shall not participate inany activity outside the college or in addition to the course or medical duties andno permission shall be granted for any reason whatsoever.

69 All the Post Graduate students shall attend the Out Patient ward session, in casein patient ward and the theory classes for all the Post Graduate courses everydayregularly without fail. In case, a student attends only Out patient ward session orIn-patient ward session and does not attend the Theory classes or vice versa,such Post Graduate student shall not be eligible for any stipend for the day sincethe M.D (Yoga and Naturopathy ) is a whole time course. Every student shall fulfillthe minimum requirement of attendance as may be prescribed by the

T.N.Dr.M.G.R. Medical University, Chennai from time to time for becoming eligibleto take up the examination of the said University. If a Post Graduate student is notpermitted to take up the said University’s examinations as per the regulations inforce and amended from time to time and consequently if the period of study isextended, no stipend shall be paid to such student for such period of extension ofstudy. The Post Graduate students shall be subject to the rules, regulations,conventions and practice being followed in the hospital and the concerned medicalcollege and code of conduct, rules etc., as laid down by the Government,T.N.Dr.M.G.R. Medical University.

70 In case of breach of any such rules, regulations etc., as stated above, the Principalof the Government Yoga and Naturopathy Medical College, Chennai 106 shalltake appropriate disciplinary action against such student including the

disqualification of the student to continue further post graduate studies andcommunicate the same to the T.N. Dr. M. G. R. Medical University.

71 SALARY FOR THE SERVICE CANDIDATES IN LIEU OF STIPEND :Candidates selected under the category of service candidates will alone be paidsalary as per Government orders in force.

72 Service Candidates will be paid salary by their respective organisationsinstitutions/Government etc.,

73 IMPORTANT CONDITIONSService candidates will not be eligible for study leave.

74 The entire period spent by service candidates for undergoing M.D. (Yoga andNaturopathy) course with stipend will be treated as duty for all purpose viz.probation, increment, pension, etc., except for the purpose of pay and leave.

75 In case, where the stipend period is to be counted towards probation period,orders of the Government have to be obtained for the relaxation of the relevantrules.

76 No paid post will be given to candidates who are selected for M.D.(Yoga andNaturopathy) Course and they shall work full time in the Department of theirrespective specialties. They should not indulge in private practice during theperiod of study.

77 Candidates undergoing the M.D.(Yoga and Naturopathy ) course should execute aBond to the effect that in the event of discontinuing their studies before completionof the course, they shall be liable for refund of the full amount of stipend received

by them along with two sureties in permanent Government Service of equal/higher rank at the time of admission to the course. All Service candidates ofTamil Nadu shall execute a bond for a sum of Rs.5,00,000/- (Rupees Five Lakhsonly). All Non-Service candidates of Tamil Nadu shall execute a bond for a sumof Rs.2,00,000/- (Rupees Two Lakhs only)

78 Service Candidates selected to the course should execute a bond for Rs.

10,00,000/- (Rupees Ten lakhs only ) along with two sureties’ in permanentGovernment Service of equal rank or higher rank than the candidate for anequivalent amount at the time of admission, in pursuance of their undertaking tothe effect that they shall serve the concerned Government or local body, etc. fora minimum period of five years after the completion of the course. If the servicecandidate serves for a period less than five years, the proportion of the salaryand stipend or other payments made to the candidate during the course period inrelation to the ratio of period in whole months served over the requirement ofsixty months shall be treated as the candidate entitlement and the remainingamount which relates to the short fall and period of commitment shall be recoveredfrom the service candidate or paid by him prior to his discharge from service.

79  Al l service candidates of Tamil Nadu wil l execute a bond along with twosureties in permanent Government Service of equivalent or higher rank thanthe candidate in the prescribed form available at the College at the time ofadmission.

80 Candidates undergoing the MD (Yoga and Naturopathy) Course who havesecured appointment in Tamil Nadu Medical Service through the Tamil NaduPublic Service Commission shall not be permitted to discontinue the coursewithout satisfying the condition of their bond. They shall also not be permitted torejoin the MD programme midway at a later point of time or retain rights to join theM.D programme without completing the waiting period and without appearing inthe Entrance Examination a fresh, except in cases where specific orders byGovernment through Health Department regulating such readmission is issued. 

81 Unauthorised absence of candidates for one month and more will be treated asdiscontinued and the vacancy will be filled up from the waiting list depending on

the availability of time before the cut-off date. Candidates will have to give adeclaration to this effect at the time of counselling.

92 Two marks will be awarded to each completed year of Government Service in hillyareas and it will be limited to a maximum of ten (10) marks. Altogether the totalmarks awarded for experience / hill station service will be restricted to ten (10)marks to all candidates. Fractional values of a year will not be counted, forawarding marks for experience and hill station service. The merit list will be arrivedat by taking together the marks obtained in the entrance examination and the

marks awarded for experience / hill station service or both for a maximum of 10marks. 93 DURATION FOR THE EXAMINATION :The Entrance Examination will be conducted on 17-12-2014 in one session of 3 ½hours duration from 9.30 AM to 1.00 P.M including half an hour registration time at Arignar Anna Government Hospital of Indian Medicine Campus, Arumbakkam,Chennai 600 106.

94 OBJECTIVE TYPE QUESTIONS: The Entrance Examination will be at the Undergraduate level and will test clinicalknowledge covering all subjects taught and will contain 200 objective type

questions as per BNYS syllabus of the Tamil Nadu Dr.M.G.R. Medical University(A, B,C,D)

95 MARKS FOR ANSWERS:Each correct answer will be awarded one mark If a question is not answered,zero mark will be awarded. If more than one answer is indicated, and if any itemis marked very faint or illegibly as seen during the machine scanning of answersheets, the question will be deemed to have not been answered and zero mark willbe awarded.
