I) CIVIL ENGINEERING DEPTT. :-

SMART CITY AMRITSAR

After the selection Of AMRITSAR in smart city challenge round 2nd

position. Amritsar stand at 1st position out of 27 cities. A special purpose vehicle

(SPV) under the name of SMART CITY AMRITSAR LIMITED is under

formation for developments works under SMART CITY MISSION of MOUD.

SPV of smart city Amritsar which consists of 5 directors, 12 Nos. officers from

government side and 3 members to be nominated from general public of repute.

Till the appointment of full fledged CEO of Smart City, Amritsar, Commissioner

Municipal Corporation Amritsar Mrs. Sonali Giri, IAS is appointed as CEO.

II) OPERATION & MAINTENANCE CELL :-

1. Under JICA (Japan International Cooperation Agency) assisted Amritsar

Sewerage Project amounting to Rs. 600.60 Cr., the work for the construction

of Interceptor/Trunk and lateral sewer in South & North Zone is in progress.

In South zone area against the scope of work for laying lateral sewer 101.04

Km., Trunk sewer(RCC NP3) 25.48 Km., CIS/RCC HDPE 6.34 Km & house

connection 12000 nos. In the South Zone, Approx. 100.15 Km. lateral sewer,

25.21 Km. Trunk sewer(RCC NP3), CIS/RCC HDPE 6.34 Km. sewer has

been laid and 11500 nos. houses are connected with the sewer. The remaining

work of South zone shall be completed upto Oct,2016. Similarly in North

zone area against the scope of work for laying lateral sewer 270.02 Km.,

Trunk sewer(RCC NP3) 22.53 Km., Cast in situ 16.66 Km. and house

connections 27500 Nos. In the North, Approx. 168.30 Km. lateral sewer,

26.70 Km. Trunk sewer(RCC NP3), 8.45 Km. Cast in situ sewer has been

laid and 4625 nos. houses are connected with the sewer. The remaining work

of North zone shall be completed upto March,2017 and total progress of work

is 75.81%.

2. Under JICA (Japan International Cooperation Agency) assisted Amritsar

Sewerage Project, the work for the construction of 2 No.s STPs & MPS of 95

MLD each (Sewage Treatment Plant, Main Pumping Station) at Basarke

Bhaini near Khapper Kheri in South zone amounting to Rs. 80.30 Cr. and at


Wadala Bhittewad near Village Gausabad in North amounting to Rs. 84.70

Cr. has been allotted and the work is in progress. In the South Zone, 88% of

Civil Work has been completed. Work of Aeration Tank, Primary Clarifier &

Security Guard Room is completed. Construction of units such as MPS,

Secondary Clarifier, Digester, Sludge Thickener & Staff Quarters, Primary

Sludge Pump, Biological Sludge Pump is in progress. Excavation & RCC of

Supernatant Sump & Air Blower is in progress. At present in North zone,

86% of Civil Work has been completed. Work of Secondary, Primary &

Aeration Tank is in completed. Construction of units such as MPS, Digester,

Sludge Thickener & Staff Quarters, Primary Sludge Pump, Biological Sludge

Pump is in progress. Excavation & RCC of Supernatant Sump & Air Blower

is in progress. Work shall be completed upto 15 Feb, 2017.

3. Rehabilitation of existing Water Scheme in walled city area at Amritsar

(Under JNNURM) with a Project cost of Rs. 12.98 Cr. has been approved by

the GoI. As per the scope of work 65.12 Km. of Water Supply line (G.I./D.I.

pipe lines) is to be laid, 9 No’s. OHSRs (Over Head Service Reservoir) are to

be repaired, 39 Nos. Chlorinator & Flow Meter including 17500 nos. house

connections. At present, 37.80 Km D.I. & 26.50 Km G.I. Water Supply line

laid, Repair of OHSR pending and 17000 nos. houses are connected with

water supply system.

4. Rehabilitation of existing Sewerage system in walled city area at Amritsar

(Under JNNURM) with a Project cost of Rs. 9.98 Cr. has been approved by

the GoI. As per the scope of work 18.60 Km. lateral sewer, 0.42 Km. RCC

Pipe Sewer and 6134 nos. house connections are to be made. At present, the

work has been completed at site.

5. A project amounting to Rs. 202.34 Cr. in South-East zone of Amritsar

Sewerage Project with a scope for providing Water Supply, Sewerage,

Sewage Treatment Plants, Roads, Street Light, O&M for 10 years has been

approved and the funding agency of this project is JNNURM/GoP/ULBs. The


work has been allotted to M/s. Shapoorji Pallonji & Co. Pvt. Ltd, SP

Centre,41/44, Minoo Desai Marg, Colaba, Mumbai agency for Rs. 183.59

Cr. and the scope of work includes 47 Km. Water Supply line, 4 Nos.

T/wells, 4 Nos. OHSRs, 7500 Nos. house connections, 107.30 Km. Lateral

sewer, 17.50 Km. main sewer, 20000 Nos. house connections, 1 No. MPS (90

MLD), 1 No. IPS (15 MLD), 1 No. STPs (27.50 MLD), 173970 Sq.mtr CC.

road, 218750 Sq. mtr metalled road and 3520 Nos. street light points with

O&M for 10 years. Presently, 4 Nos. bores has been completed, 24.5 Km

Water Supply lines laid, 3 Nos. OHSR completed(Civil work), 4th foundation

completed & staging is in progress. Progress of work completed at site is

52% and the work shall be completed upto Feb, 2017. 50.00 Km Lateral

Sewer, 10.80 Km Main Sewer and 1420 houses connected with Sewer line

and 77 Km Sewer cleaned and further work is in progress. Progress of work

at site is 48.7%.

6. To transform service delivery of potable water supply system based on

Surface Water in Amritsar City, the Govt. of Punjab requested the World

Bank for providing Non-Lending Technical Assistance (NLTA). The World

Bank awarded this feasibility study to consultancy agency M/s. Royal

Haskoning DHV Company Pvt. Ltd. The Consulting agency finalized the

feasibility report with an estimated cost of Rs.1358 Cr. which has been

submitted to the Govt. of Punjab for final decision and approval.

WadalaBhittewad (Near Village Ghausabad) and Intermediate Pumping

III) Health Department

Municipal Corporation, Amritsar organized fort nightly Sanitation

week w.e.f. 2nd October to 30th October, 2016. During this time period, massive

sanitation drive was conducted to clean all main roads under the jurisdiction of

Municipal Corporation, Amritsar. Review meetings regarding Swachh Bharat

Mission were also organized under the Chairmanship of Honb'le Commissioner,


Micro plan of Integrated Municipal Solid Waste Management Project for

Amritsar cluster was also approved by the Government. Now the consortium of

M/s. Essel Infra projects limited & M/s Hitachi Zosen India Pvt. Limited, Mumbai

has been started the work of collection & transportation of garbage from the 52

wards of Municipal Corporation, Amritsar w.e.f. 14th August, 2016. All the

Sanitary Inspectors have been directed to inspect the working of company and

make sure that 100% lifting of garbage from the concerned areas is going on.

Amritsar Municipal Solid Waste Limited has started the garbage collection from 23


wards of the city. The company was directed to start the lifting of garbage from all

the wards of the outer city at the earliest.

Commissioner, Municipal Corporation, Amritsar holds meetings with

sanitation staff along with the representatives of the Amritsar Municipal Solid

Waste Limited regarding the sanitation of the city. A random checking of the roads

was done by the Ld. Commissioner, Joint Commissioner and the necessary

directions were issued to the Chief Sanitary Inspectors and Sanitary Inspectors to

ensure 100% lifting of the garbage and cleaning of the roads.

Special Night checking of Mechanical Sweeping work was done by Joint

Commissioner, M.C. Amritsar and the concerned company as well as Sanitary

Inspectors of the area were directed to submit their checking reports regarding the

performance of company. The company was directed to ensure 100% cleaning and

washing of the roads / footpaths as per agreement. A special checking of the night

sanitation of the roads from Airport road to G.T. Road was made by the Ld.

Commissioner.

V) LAND DEPARTMENT:-

The Land department of Municipal Corporation, Amritsar has constituted

two teams under the supervision of inspectors for the removal of temporary

encroachments from foot paths and roads. Other than dealing with the complaints

received in the department, these teams remove temporary encroachments from

different parts of the city. Removal of encroachments is an ongoing process and is

being under taken on daily basis.

Other than this, Enforcement Monitoring Committees have been

constituted which conduct weekly meetings and are regularly removing permanent

encroachments from different parts of the city at regular intervals.

Also, shopkeepers in the markets are being regularly requested through

public address systems to keep their merchandise/goods within their

shops/premises and not to display them on roads/footpaths. Other than regular

removal of temporary encroachments from roads and footpaths from different parts

of the city, major anti encroachments drives were carried out by the sub-

enforcement committee's at Bus Stand, Lawrence Road, Company Bagh, Ranjit

Avenue, Majitha Road & Kot Khalsa. Also Land Department collected around Rs.

4.44 Lacs against Rent of shops and Rs. 1.23 Lacs against Tehbazari during the

month.
