After long arguments, they decide that the viceroy has to resign. .................................. The Cabildo decides to form a junta headed by the viceroy. .................................. The people show their indignation when they find out that Cisneros is still in command. All the members of the junta resign. .................................. Many people gathers at Plaza Mayor. The members of the Cabildo acknowledge the authority of the revolutionary junta. In this way, the first autonomous government is formed.
