District Newsletter
For the second consecutive year, Minnesota school districts are faced with the very real possibility of no increase in the basic aid revenue formula for schools. This is a serious matter for all Minnesota public schools as the basic aid formula represents approximately two-thirds of most school districts’ revenue. The freeze in basic aid is the direct result of the State of Minnesota’s anticipated budget deficit. The end of the federal stimulus funds that were used the last several years to backfill for the lack of state revenues is also adding to the growing concern that the financial support for our current students is inadequate and not on par with the level of support that has been provided to past students.
School districts around the State will respond differently to this issue due to factors that can vary from one district to the next. Examples of these factors include such things as the amount of the district’s current and anticipated fund balance, the presence of additional revenue sources such as operating referendums, the cost of contracted services with non-district vendors, and the cost of negotiated agreements with employee bargaining units.
These variable factors will also determine the amount and timing of the program reductions and program eliminations that will inevitably be needed if revenue increases do not keep pace with increasing costs. A number of school districts, including some in our area, are in the position of having to make significant program reductions already this spring. Many of these schools have smaller fund balance reserves and do not have the ability to withstand even a temporary revenue set-back without risking cash-flow problems during the coming school year, or even the real possibility of a negative fund balance leading to statutory operating debt. The lack of an adequate fund balance, combined with an on-going decline of revenue-generating student enrollment in some districts, has created an immediate crisis for them that has required an immediate response.
While the St. Clair Public School is not immune from these issues, our current fund balance bolstered somewhat by our operating referendum, a slightly higher than anticipated student enrollment, capped health-care costs, an understanding and reasonable response from several of our vendors, and the carry-over of most of our Federal Jobs for Education revenue into next year, has allowed us to buy a little time and avoid the dismantling of programs needed for student success.
If the dwindling of the State’s financial commitment to students continues, the School District’s response a year from now will have to be different. Programs and support that our students need will be at risk. Your assistance in encouraging the State of Minnesota to find a way to live up to its constitutional obligation to provide our young people with a “thorough and efficient system of public schools” would be greatly appreciated.

St. Clair College in School (CIS) Anatomy & Physiology class took first place at the University of Minnesota CIS Field Day Kiosk competition on Monday, April 18. Students competed against schools such as Eagan, Faribault, Hopkins, Shakopee, Brooklyn Center, and Richfield to name a few. Our winning team consisted of Megan Beetch, Dani Hiller, Nicole Dorn, and Julie Raquet.
Students had to construct a kiosk to educate the public on diabetes and atherosclerosis (a progressive disease of plaque buildup in the arteries) and how it relates to the western diet (and how unhealthy Americans are). Their kiosk consisted of healthy recipes, pamphlets on diabetes and atherosclerosis, they incorporated a video they made on the western diet (then vs. now) in which they interviewed grandparents to determine if Americans ate healthier in the old days as compared to now. Their kiosk also had a quiz for people in which they had to choose which snacks were healthier. In addition, they compared different beverages (water, pop, Gatorade, ice tea, etc) and the amount of sugar each contained.
Kiosks were judged by all the CIS teachers along with several U of M professors. The first place winners received the Golden Femur Award, a traveling trophy issued to the top team each year. Eagan school won the second place Silver Scapula and the third place Bronze Ulna went to Wabasha-Kellogg.
The University of Minnesota CIS is a partnership program between the University and high school teachers and administrators. Students have an opportunity to gain firsthand experience with a faster pace of study and an increased academic rigor while earning university credits.

On Saturday, April 16th, 2011, St. Clair Concert Choir members took part in an educational collaborative workshop with the professional vocal ensemble, From Age to Age.
Students met and worked with the From Age to Age (FATA) choir for a Saturday afternoon workshop led by FATA founder and artistic director, Andrew Miller, to work up 2 music selections which they were later able to perform with FATA at the evening concert at Good Counsel Chapel.
Our students are so fortunate to have this opportunity with this group, which part of its mission being to bring quality choral music into the out-state/rural areas of MN. The students learned a lot about diction, sound production, and tone quality which they in turn can bring back to the other students in the choir.
The performance was an amazing experience for the participants, and they hope to have the opportunity to work with FATA again in the future.

MY OH MY; MAY IS HERE! May always seems hectic around the counseling office. Along with flowers and showers, May also brings NWEA MAP testing and the final month of school! There is a lot to get done in a short amount of time; I plan to finish meeting with 8th and 10th graders about their EXPLORE and PLAN results, meet with seniors to check in about finalization of after graduation plans,
do grade checks for students trying to stay on track and meet with students who are struggling with personal social issues at home or at school. With all of this going on and only a month left to do it in, the counseling schedule looks pretty crazy! My message board comes in very handy in times like this when I am not usually available for on the spot meetings. Students use my message board to let me know they need to see me and then I find them as soon as I can.
This year, May also brings an end to having Kelly Ann as a counseling intern once a week. She is a student from MSU working toward her Masters Degree in Professional School Counseling. For her, school is done in May, so April was her last month with us. Kelly Ann was able to help St. Clair through the PICE grant, which focuses on getting students prepared for life after high school. She helped meet St. Clair’s needs by setting up individual appointments with students to talk about their after high school plans. I am happy to say she will be back again next year to fulfill one more year of this internship! She is a great resource and I could never thank her enough for all that she did this year. She met with many of our students and she has said numerous times that she looks forward to seeing them again next year!
School isn’t the only hectic place in May! At your house, May is probably a pretty busy time too. Families are preparing to wrap up the school year and planning for summer activities. I encourage everyone, as I have many times before, to put some time aside for volunteering and community service. A wonderful teaching tool for the youth in our area is seeing others volunteer and volunteering themselves for the greater good of society. It gives a feeling of self
satisfaction and it strengthens family bonds in the process! If you want ideas about volunteering, the Greater Mankato Area United Way has a website which can help you find a volunteer opportunity that matches your interests. Just go to www.mankatounitedway.org and click VOLUNTEER. If everyone participated in one volunteer activity each month throughout the summer just think of the difference that could be made!
I am glad to see May is upon us and I know it will pass us by in the blink of an eye. As I check things off of my “end of the year list” I know each family will have their own list to complete. Best of luck in all that you take on this May! I hope everyone gets a burst of energy from the nicer weather and the spring blooms!

Arena. The TEAM Cyclones held a “Twins Opener” pep fest on Friday, April 8. Students had put in positive
reward tickets to enter a drawing for Twins stocking caps, baseballs, and toys which had been donated by the Minnesota Twins team. Then the “Twins Trivia” game winners were announced and more prizes awarded.
April is MCA testing month; May will include NWEA and DIBELS testing. With warmer weather, students are enjoying the outside recess! Spring field trips:

High School Principal’s Report All students except for next year’s 7th grade are registered and the master schedule is complete. We
will send registration forms home in May and also have the students shadow current 7th grade students during the month of May.
We have 8 students signed up for the Health Academy and 3 for the Agri. Science Academy

MCA II testing has started and will continue through the next two weeks, and then the NWEA testing will start.
Superintendent’s Report The “Minnesota and the New Normal” presentation was held on March 29th with an ice cream social
that followed the presentation. There were approximately 75-80 people in attendance. Thanks to Education Minnesota – St. Clair for providing and serving the ice cream and to the people who helped plan and set-up for the event.
Our current transportation contract with Palmer Bus Service includes a 1.8% increase based on the Consumer Price Index for the coming 2011-2012 school year. Recognizing the tough financial challenges faced by school districts, Mr. Palmer has informed us that he will be providing transportation services for the school district for next year at NO increase.
Dan Ireland has announced his resignation as the head boys basketball coach. The time demands of his coaching duties and his regular job are getting difficult to manage. Dan has done a great job for us and he will be missed. Brad O’Donnell will be starting the process of hiring a new head coach soon so that we have someone on board who can assist the players during the summer basketball leagues that many participate in.
We will be bringing in some additional substitute custodial/maintenance help while a couple of our
full time people are on temporary leave. Spring is a very busy time with higher demands on the existing crew. There is a great deal of additional outdoor work at this time of year in addition to the preparations for special events in the school and the planning for the summer cleaning and maintenance projects.
Estimates for two sound and light booth options in the small gym have been received. One option would include using portions of the existing band and choir practice rooms to house the equipment with a window and access door cut into the existing north wall of the gym. The estimated cost for this option is $9843.00. The other option is to construct a separate room along the north wall seating section in the small gym itself. The estimated cost for this option is $6356. No recommendation to proceed is being made at this time. Additional consideration is needed, including the possible budget expenditure priorities for roof repairs/replacements, floor repairs in the small gym, and corrections identified as part of the energy conservation/retro-commissioning project.
The floor in the small gym continues to present problems. The flooring is pulling apart and leaving large gaps between boards. This had been occurring in along the edges of the floor next to the walls, but it is now occurring in open areas on the main floor. We will need to address this concern this summer to avoid having it become a more serious safety issue.

T-BALL FOR KIDS ENTERING KINDERGARTEN
AND FIRST GRADE Pre T-Ball is for all students who will be entering kindergarten or 1st grade in the coming school year. This program is designed to introduce your child to T-Ball. We would like this to be a fun learning experience for your child. There will be little or no emphasis on competition and sportsmanship will be stressed. Our season will run from June 7th to July 14th. Practices will be held on Tuesday mornings, June 7th through July 12th, 9:00 – 10:00 am at St. Clair Memorial Park. Games will be held on Thursdays and start on June 9th and run through July 14th at St. Clair Memorial Park. Games will be played starting at 4:00 pm. Team Rosters and Game schedules will be emailed /mailed to all players who are registered. The registration fee is $30.00 which includes a t-shirt. A $10.00 late fee will be charged for all registrations received after the deadline and a t-shirt will not be issued. Register by Friday, May 20th.

CYCLONE BOYS FALL YOUTH FOOTBALL LEAGUE
FOR STUDENTS ENTERING GR. 4-6 Our 2011 St. Clair Boys Fall Youth Football League is for students who are entering grades 4 – 6. Registration should be received by July 1st. Again we will have the opportunity to have a 4th grade team, a 5th grade team and a 6th grade team. Teams in our league include Alden Conger, JWP, MR, Madelia, Medford, Truman, and USC. Games will start August 27th. Games are played on Saturday mornings/afternoons with practices to be held twice a week starting early August and running through mid-October. We will have a team meeting in early August for those students who have registered. Full pads and Jersey are required and are included in registration fee. This will be a great opportunity for all skill levels and abilities. We will guarantee a learning experience for beginners to the more advanced players. A game and practice schedule will be emailed / mailed to participants. Cost: $70.00 (includes playoff game, use of equipment and game jersey). There is an additional $27.50 fee if you need to order a practice jersey. Deadline for registration is July 1st.

CYCLONE GOLF CAMP FOR AGES 6 AND UP
Our 2011 St. Clair Cyclone Golf Camp is
for students who are ages 6 and older and is in conjunction with Terrace View Golf Course. The instruction sessions are designed to introduce juniors to golf and also acts as a refresher course for students who have been through the program before. Each class will cover the basics of putting, chipping, and iron play, use of woods, golf etiquette, rules, safety and sportsmanship. Each class period will be held from 9:00 am to Noon on Tuesday, Wednesday, and Thursday each week. Thursday’s session will include a tournament format. The entry fee includes instruction and play, use of the driving range, use of the practice equipment, daily beverages and a free round of golf on the Par 3 course after the class is completed. In case of bad weather, Friday will be used as a make-up day. Cancellations will be announced on the area radio stations. Each session will have at least 3 instructors on hand. The sessions fill up fast, so sign up early! On July 13th Terrace View will hold Junior Golf Tournament on the Par 3 for ages 6 – 12 and on the Regulation Course for ages 13 – 16. It will begin at 9:00 am. Sign up by July 8th. Flights will be according to age and gender. The cost is free to Camp participants. The cost is $8 to Non-Terrace View Golf Camp participants.

Our 2011 St. Clair Cyclone Saturday Youth Soccer Program is for students who are age 4 through age 18 by September 1st 2011. Let’s gear up for the Fall soccer season! Soccer fundamentals and rules will be taught with practice drills and sportsmanship emphasized. Practices and games will be played on Saturday mornings, beginning Saturday, September 11th and running through Saturday, October 16th. We are always looking for volunteer coaches, assistants and referees. You can mail in your registration form and fee or join us at the Fall Soccer Sign up and try on uniforms. Zap Camp—Engineering & Technology Open to students age 11 - 15 Campers will enjoy a hands-on experience in Mechatronics and Computer Integrated Machining. They will interact with robots; work with circuit boards, spider housing, motor controls, machining centers, and software programs. Campers will plan, design, and implement a take-home project. Participants will visit with engineers and technicians at their worksite. They will have an opportunity to interact with other young people and share what they learned with their family and friends at a camp picnic. All materials and lunch are provided. How to Sign Up:
Complete a registration form for each individual registering All registrations must be made in person or by mail. NO PHONE RESERVATIONS. Make checks payable to: St. Clair Community Education Classes are filled on a first-come, first-serve basis. Class Confirmation: There will not be a confirmation of registration. You are enrolled in the program once you have submitted your
registration fee to the Community Education Office. You will receive a letter or phone call if the class is filled or cancelled. Refund Policy: A request for a class refund must be made a minimum of one week prior to the starting date. Otherwise fees are
refunded only if a class or trip is cancelled due to insufficient registrations.

Congratulations to the 5th grade girl’s basketball team!
After a successful season, they ended with a Championship win defeating Maple River, JWP and Rochester for 1st Place of
an 8 team tournament!
5th Grade Girls Basketball Team members are: Kiri Scott, Bailie Thom, Bailee Weis, Abby Nicolai, Olivia Drummer,
Michaela Karels, Morgan Karels, Taryn Hall, Ciara Flugum, Noelle Flugum, Therese Klages, and Megan Bodine.
