AFFORDABLE HOUSING amp MARIJUANA Like cities aroundthe state the country andthe world Denver isexperiencing a housingcrisis There is not enoughhousing for the people wholive here and what we haveis not affordable for manyThe solution is morehouses condominiums andyes even apartmentsespecially for low andmiddle-income peopleDespite the fact that Denverhas remarkably lowunemployment wages havenot increased at the samerate as the cost of living soteachers service workersfirefighters nurses andmany others canrsquot afford tolive in Denver

In 2016 the Denver City Council contemplated a bill to create an affordable housing fund Duringour lengthy discussions and in a Denver Post opinion piece I proposed using marijuana taxrevenue I argued that this ever-increasing tax revenue could provide straightforward andsubstantial funding And I suggested it was an easy sell to our residents who would be pleasedthat this sin tax would fund a community good The marijuana industry supported the ideaUnfortunately I was not persuasive and my idea was not part of the bill

The bill that passed imposed a fee on developers and added frac12 a mill to residential andcommercial property taxes It was supposed to generate $15 million annually but it has fallenshort of that goal In April the administration proposed doubling the fund to $30 million byincreasing the tax on recreational marijuana to generate an additional $8 million a year andtransferring $7 million more from the general fund on an annual basis The proposal also includesa partnership with the Denver Housing Authority which can bond (borrow against) the existingproperty tax mill to generate $105 million to create and preserve affordable housing and toacquire land for future developments

As a proponent of using marijuana tax revenues to help address our housing crisis I am verypleased with this proposal To strengthen it I would like the annual $7 million general fund transferto formally come from marijuana tax revenues making the total investment from marijuana taxes$15 million I believe Denver residents will support this dedicated revenue source to address ourhousing crisis

HARASSMENT POLICY FOR ELECTED OFFICIALS In Denver and across the US the prevalence of sexualharassment in the workplace has come to the forefront As awoman and a mother I stand with women who are taking a standagainst harassment I have long been an advocate for womenrsquosrights and now support the metoo movement Sexual harassment

has no place at work or anywhere

In light of recent events it has become apparent that while there is a sexual harassment policy forcity employees to bring forth complaints against employees and appointees the policy did notapply to elected officials The members of the Denver City Council are now creating a policy thatis intended to prevent misconduct and to swiftly and fairly address it when it happens The policywill include prevention and training standards a reporting structure investigation standards and aframework for discipline We expect to have a draft policy later this month

TRANSIT-ORIENTED LAND USE LEGISLATION We are lucky to have five light rail stations in southeast Denver Colorado Center YaleSouthmoor Belleview and Dayton (which is actually inAurora but borders Denver) In ideal situations the areasaround stations would be active places where people livework shop and dine Belleview Station is developing intothis ideal scenario Unfortunately some of our otherstations are surrounded by car-oriented uses and storagefacilities which donrsquot encourage ridership To prevent futurestorage and drive-through businesses I have initiated anamendment to our zoning code that will prohibit thedevelopment of storage facilities and drive-throughs withinfrac14 of a mile from light rail stations The Council will bevoting on this bill on May 21

TILE MURAL INSTALLATION Volunteers are needed to help us install the ceramic mural at the art busshelter at Hampden at Ivanhoe on June 2 3 5 6 8 The tiles were painted bycommunity members at the SxSE Festival last summer Adults and teenagers arewelcome to volunteer but please do not bring or sign up children younger than 16Sign up HERE

SOUTHEAST SCHOOLS STEP UP WELLNESS INITIATIVES Did you know that one in six children in Denver isobese Our schools and community partners are collaboratingand stepping up their efforts to improve childhood wellnessright here in District 4 Here are some of their initiatives

Bradley Elementary School PTO members areexploring a Wellness Week safe routes for children towalk and bike to school increasing availability ofhealthy food amp more To get involved contactsuswas128gmailcom Hamilton Middle School is committed to the District 4NoDriveFriday challenge encouraging faculty staff and parents to forgo the use of carson Fridays and opt for alternative transportation like walking biking or using public transit As reported in the March Scoop Samuels Elementary will receive a Great OutdoorColorado Grant to build a nature themed playground where kids enjoy unstructured playand outdoor learning The path will also lead to an outdoor classroom that canaccommodate a group of 30 students with giant boulders where students can read playclimb or sit

This fall we will work with area schools for a back-to-school NoDriveFriday challenge Staytuned

PROJECTS IN THE DISTRICT

Shred415 a Chicago-based fitness club chain will open their first club in Colorado at theShoppes at Highpointe Center (I-25 amp Hampden) The company plans to open 30 newfitness studios in the state Read more UMB is constructing a smaller bank closer to the OneidaHampden corner UMB has soldthe eastern half of their property (where the old bank is) to Centura Health which has also

purchased the adjacent purple building The old bank will betorn down in September Centura plans to build a 24000 sqft medical building that will include a free-standingemergency room internal medicine practice amp imaging

Centura is legally permitted to construct this building for thisuse Councilwoman Black met with Centuraand expressed that this use is not desired by area residentsResults of our various visioning processes and the idea ofcreating new uses here that engage the park likerestaurants were preferred Unfortunately she was not successful and Centura says that they will move forward They may plan a communitymeeting to share their plans To say the least we are disappointed Similarly Garts Properties which owns the last remaining undeveloped Southmoor parcelon Monaco near the movie theater is selling the land to a day care provider While thereis a need for day care it is very disappointing that the Garts moved forward with the salewhen they knew we were just beginning a community planning process The former Rockies Inn at I-25 amp Evans will be redeveloped asa Green Box Storage Their site plan is currently being reviewedat the Cityrsquos Planning Department Councilwoman Black continues to work on the old K-Martconundrum A developer has made some progress with Sears intaking over the lease and is trying to negotiate with the owner topurchase the property The south bridge in Bible Park officially re-opened to the publicin March A contractor has been selected for the east and westbridges which will be fabricated installed and open to parkusers by September 2018

Shred415 a Chicago-based fitness club chain will open their first club in Colorado at theShoppes at Highpointe Center (I-25 amp Hampden) The company plans to open 30 newfitness studios in the state Read more UMB is constructing a smaller bank closer to the OneidaHampden corner UMB has soldthe eastern half of their property (where the old bank is) to Centura Health which has also

purchased the adjacent purple building The old bank will betorn down in September Centura plans to build a 24000 sqft medical building that will include a free-standingemergency room internal medicine practice amp imaging

Centura is legally permitted to construct this building for thisuse Councilwoman Black met with Centuraand expressed that this use is not desired by area residentsResults of our various visioning processes and the idea ofcreating new uses here that engage the park likerestaurants were preferred Unfortunately she was not successful and Centura says that they will move forward They may plan a communitymeeting to share their plans To say the least we are disappointed Similarly Garts Properties which owns the last remaining undeveloped Southmoor parcelon Monaco near the movie theater is selling the land to a day care provider While thereis a need for day care it is very disappointing that the Garts moved forward with the salewhen they knew we were just beginning a community planning process The former Rockies Inn at I-25 amp Evans will be redeveloped asa Green Box Storage Their site plan is currently being reviewedat the Cityrsquos Planning Department Councilwoman Black continues to work on the old K-Martconundrum A developer has made some progress with Sears intaking over the lease and is trying to negotiate with the owner topurchase the property The south bridge in Bible Park officially re-opened to the publicin March A contractor has been selected for the east and westbridges which will be fabricated installed and open to parkusers by September 2018

AFFORDABLE HOUSING amp MARIJUANA Like cities aroundthe state the country andthe world Denver isexperiencing a housingcrisis There is not enoughhousing for the people wholive here and what we haveis not affordable for manyThe solution is morehouses condominiums andyes even apartmentsespecially for low andmiddle-income peopleDespite the fact that Denverhas remarkably lowunemployment wages havenot increased at the samerate as the cost of living soteachers service workersfirefighters nurses andmany others canrsquot afford tolive in Denver

In 2016 the Denver City Council contemplated a bill to create an affordable housing fund Duringour lengthy discussions and in a Denver Post opinion piece I proposed using marijuana taxrevenue I argued that this ever-increasing tax revenue could provide straightforward andsubstantial funding And I suggested it was an easy sell to our residents who would be pleasedthat this sin tax would fund a community good The marijuana industry supported the ideaUnfortunately I was not persuasive and my idea was not part of the bill

The bill that passed imposed a fee on developers and added frac12 a mill to residential andcommercial property taxes It was supposed to generate $15 million annually but it has fallenshort of that goal In April the administration proposed doubling the fund to $30 million byincreasing the tax on recreational marijuana to generate an additional $8 million a year andtransferring $7 million more from the general fund on an annual basis The proposal also includesa partnership with the Denver Housing Authority which can bond (borrow against) the existingproperty tax mill to generate $105 million to create and preserve affordable housing and toacquire land for future developments

As a proponent of using marijuana tax revenues to help address our housing crisis I am verypleased with this proposal To strengthen it I would like the annual $7 million general fund transferto formally come from marijuana tax revenues making the total investment from marijuana taxes$15 million I believe Denver residents will support this dedicated revenue source to address ourhousing crisis

HARASSMENT POLICY FOR ELECTED OFFICIALS In Denver and across the US the prevalence of sexualharassment in the workplace has come to the forefront As awoman and a mother I stand with women who are taking a standagainst harassment I have long been an advocate for womenrsquosrights and now support the metoo movement Sexual harassment

has no place at work or anywhere

In light of recent events it has become apparent that while there is a sexual harassment policy forcity employees to bring forth complaints against employees and appointees the policy did notapply to elected officials The members of the Denver City Council are now creating a policy thatis intended to prevent misconduct and to swiftly and fairly address it when it happens The policywill include prevention and training standards a reporting structure investigation standards and aframework for discipline We expect to have a draft policy later this month

TRANSIT-ORIENTED LAND USE LEGISLATION We are lucky to have five light rail stations in southeast Denver Colorado Center YaleSouthmoor Belleview and Dayton (which is actually inAurora but borders Denver) In ideal situations the areasaround stations would be active places where people livework shop and dine Belleview Station is developing intothis ideal scenario Unfortunately some of our otherstations are surrounded by car-oriented uses and storagefacilities which donrsquot encourage ridership To prevent futurestorage and drive-through businesses I have initiated anamendment to our zoning code that will prohibit thedevelopment of storage facilities and drive-throughs withinfrac14 of a mile from light rail stations The Council will bevoting on this bill on May 21

Shred415 a Chicago-based fitness club chain will open their first club in Colorado at theShoppes at Highpointe Center (I-25 amp Hampden) The company plans to open 30 newfitness studios in the state Read more UMB is constructing a smaller bank closer to the OneidaHampden corner UMB has soldthe eastern half of their property (where the old bank is) to Centura Health which has also

purchased the adjacent purple building The old bank will betorn down in September Centura plans to build a 24000 sqft medical building that will include a free-standingemergency room internal medicine practice amp imaging

Centura is legally permitted to construct this building for thisuse Councilwoman Black met with Centuraand expressed that this use is not desired by area residentsResults of our various visioning processes and the idea ofcreating new uses here that engage the park likerestaurants were preferred Unfortunately she was not successful and Centura says that they will move forward They may plan a communitymeeting to share their plans To say the least we are disappointed Similarly Garts Properties which owns the last remaining undeveloped Southmoor parcelon Monaco near the movie theater is selling the land to a day care provider While thereis a need for day care it is very disappointing that the Garts moved forward with the salewhen they knew we were just beginning a community planning process The former Rockies Inn at I-25 amp Evans will be redeveloped asa Green Box Storage Their site plan is currently being reviewedat the Cityrsquos Planning Department Councilwoman Black continues to work on the old K-Martconundrum A developer has made some progress with Sears intaking over the lease and is trying to negotiate with the owner topurchase the property The south bridge in Bible Park officially re-opened to the publicin March A contractor has been selected for the east and westbridges which will be fabricated installed and open to parkusers by September 2018
