    New Delhi: Chief secretary Vi-jay Dev on Friday asked all dis-trict magistrates and deputycommissioners of police to “fa-cilitate” the commencement of“permissible economic activi-ties” as per the revised guideli-ne of the Union home ministry.

    In an order issued as thechairperson of the state execu-tive committee of Delhi Disas-ter Management Authority,Dev said Delhi government hadbeen apprised that several ofthese activities were not beingallowed by different govern-ment authorities and residentswelfare associations (RWAs),which was contrary to the spi-rit of the Centre’s orders andsubsequent guidelines.

    Giving the lists of prohibi-ted and permitted activitiesas per the revised guidelinesfor Lockdown 3.0, Dev direc-ted all DMs and DCPs to ensu-re that the field officials were“adequately informed andsensitised” about the instruc-tions regarding the permis-sible activities and “strictcompliance” was ensured.

    The directions came days af-

    ter deputy chief minister Ma-nish Sisodia sent him a terse no-te saying Delhi government hadreceived several complaints re-garding private offices in dis-trict centres like Nehru Placenot being allowed to operate,DM and DCP offices putting ad-ditional restrictions for openingindustrial units and RWAsprescribing their own rules forentry of self-employed peoplesuch as electricians, plumbersand domestic workers.

    “These instances are absolu-tely unacceptable and it is the du-ty of district magistrates to ensu-re the economic activity com-mences in the NCT of Delhi,” Si-sodia had said. “It is necessaryfor all of us to fight Covid diseaseand it is equally a mandate onpart of the DMs to ensure that thepermitted activity begins at onceduring the permitted hours. AllDMs and DCPs be accordingly in-structed to give message to all en-forcement officers... to come withthe mindset of facilitators.”

    Dev directed the DMs to is-sue similar instructions underDisaster Management Act2005 “so that the same are imp-lemented in letter and spirit byall field functionaries”.

    New Delhi: For the second time this ye-ar, Delhi government has allegedly rele-ased inadequate funds for the salaries ofteaching and non-teaching staff of 12Delhi University colleges, that too after amonth-long delay.

    The colleges complained that the fundsreleased for two months were so low thatthey could not fully pay the staff for evenone month. TOI earlier reported how colle-ges were facing funds crunch and had tobank on their savings to pay some teachersin March. The funds meant to come in Ja-nuary 2020 was released in March.

    According to the sanction letter issuedby the directorate of higher education on la-te Thursday, Rs 18 crore 75 lakh has been rele-ased as grant-in-aid for the salaries of the100% Delhi government-funded DU colleges.

    But the principal of one of the 12 colleges complained that not only the amo-unt was inadequate for even a month’s sa-

    lary, “the funds sanctioned for one month’ssalary comes to an annual amount that isrelatively less than last year’s. How can col-leges pay arrears as per the new pay com-mission with this less money”?

    To meet the gap in March, many colleges took loans from their studentfunds or used savings meant for in-frastructure projects. “But we can-not do that every month. Even inthis pandemic period, we will haveto withhold some salaries,” saidanother principal.

    The funds are also meant for justsalaries, not other expenditureslike infrastructure maintenanceand electricity bills, claimed a prin-cipal. “They have set a condition that un-less colleges start their governing bodies(GB), there would be no funds. But GB for-mation is entirely between the governmentand the university administration. Whystop people’s salaries?” he added.

    A government functionary, however,

    rejected the allegations, claiming fullfunds, as per the Delhi budget, had beenreleased. “The funds due are clearly out-lined in the budget, they can’t claim wha-tever they wish,” he told TOI.

    The criticism of the government ac-tion has come from various quarters. “The

    government is linking the release ofgrant with GB nominations and pe-nalising the employees who have norole in it. Stopping reimbursementof medical bills, children educationallowance etc is also not justified,”said former DU executive councilmember A K Bhagi.

    Sujit Kumar, a professor at BRAmbedkar College, said “Delhi go-

    vernment is testing our patience in thissituation. Salary is our right but they aretreating us like beggars.”

    DU Teachers’ Association presidentRajib Ray also said “the governmentshouldn’t link the release of grants withGB formations”.

    New Delhi: The evaluation ofpapers already finished inthe Central Board of Secon-dary Education (CBSE) ex-aminations, will begin soonand will be done only in Co-vid-free green zones of thestates. It will be ‘evaluation athome’, with bags of the ans-wer sheets delivered to the re-sidences of the evaluators.

    The circular sent by CBSEto the chief nodal officers,central supervisors, head examiners, has details regar-ding the evaluation work. Asthe lockdown was announced

    the evaluation work was deferred from March 19 andexaminations also could not be held.

    “Recently, the Centre ac-corded permission to CBSE tocomplete evaluation of the re-maining answer sheets of ex-aminations already conduc-ted. During the evaluationwork, all precautions are to betaken by the functionaries toavoid spread of Covid-19. Furt-her, it has been decided that allthe head examiners and addi-tional head examiners will al-so act as evaluators so that theevaluation can be completedearly,” said the circular issued

    by CBSE, a copy of which waswith TOI.

    Detailing out the guideli-nes, the board said, “evaluationwill only be done in corona freezones/districts/states as decla-red by the authority.”

    The Chief Nodal Supervi-sors(CNS) — mostly heads ofdifferent schools — will haveto work in close contact withthe local administration ofall the states and districts.

    As per the plan laid out byCBSE, bags will be preparedwith 200 answer sheets ineach, which will be sent to

    CNSs with the help of regio-nal offices. The CNSs will beresponsible for arranging ve-hicles to transport the bags tothe residences of the evalua-tors. The CNS will have to ta-ke a picture of the Aadharcard, pan card and schoolidentity card of the evaluatorwhile delivering the bag.

    The evaluators will be gi-ven seven days to evaluateone bag. The answer sheetschecked by the evaluatorswill then be re-checked by thehead examiner and additio-nal head examiner.

    CBSE to pick evaluators from green zones

    New Delhi: A day after a video showing a group of menand a policeman hitting a youthwent viral, the accused cop hasbeen suspended from duty. Theincident occurred in southwest Delhi’s Sagarpur.

    “My brother is not Covid-po-sitive, but mentally challenged.He was accused of being a coro-na patient and beaten merciless-ly. The passersby kept recordingvideos instead of saving him,”said the victim’s sister. The fami-ly also lodged a complaint at Sa-garpur police station.

    The man, who is in his 20s,was chased and beaten by cons-table Kamlesh for allegedly hug-ging people on the road. The yo-uth had stepped out of his housewithout the knowledge of his fa-mily to go to his sister’s house ashort distance away.

    The youth’s sister claimed hewished a few people from his com-munity during Iftaar. The volunte-ers who were given charge of enfor-cing the lockdown saw the youthand chased after him. Seeing themcarrying sticks, the youth startedrunning. The pursuers then star-ted shouting that the youth was Co-vid-positive and hit him.

    Kamlesh later joined them inthe attack. In the video, he is se-en instigating the group to hitthe youth on his back and legs.

    DCP (Southwest) DevenderArya said that a case of assault andcriminal intimidation has been re-gistered and the other attackersare being tracked. A probe will beinitiated to find out if Kamlesh’sseniors were aware of the fact thathe had armed the local youths tohelp him enforce the lockdown.

    New Delhi: Two five-star hotels and a budget establish-ment in the city were made in-to an extension of RajivGandhi Super Speciality Hospital (RGSSH) on Fridayto facilitate the treatment ofCovid-positive officials ofDelhi government, autono-mous bodies, corporationsand local bodies and their fa-mily members.

    In all, 50 rooms each willbe converted into treatmentfacilities at Leela Ambiencenear CBD Ground and Park Plaza in Shahdara. Besi-des, 70 rooms have been boo-ked in Hotel Ginger in VivekVihar. More hotels could beconverted into care centres inthe future if the number ofCovid-positive people conti-nues to steadily rise.

    The government issued anorder to Shahdara districtmagistrate to requisition therooms and place them at thedisposal of RGSSH immedia-tely. RGSSH director has beendirected to consider these ho-tel rooms as part of the hospi-

    tal and provide healthcare fa-cilities to Covid-positive offi-cials. “Serious patients can beshifted to the main hospital,”the order added.

    RGSSH spokesperson DrChhavi Gupta said healthca-re workers and governmentemployees of all groups whotest positive for novel corona-virus would be admitted intothese hotels and providedmedical treatment on a parwith the hospital. “It willwork as a morale booster forall healthcare workers andgovernment employees whoare working on the frontlinein the fight against coronavi-rus,” she added.

    Currently, 118 patients areadmitted at RGSSH, whichhas been designated a Covidfacility by Delhi government.The hospital has the capacityto cater to 500 patients.

    Earlier, Delhi governmenthad turned hotels and com-munity halls into Covid carecentres to accommodate therising number of patients inthe capital. With 338 new ca-ses on Friday, the total num-ber has risen to 6,318.

    पटल नगर क पास रेलवे क से पैदल रेलवे टशन जा रहे मजदूर को चाक िदखाकर बदमाश ने लूट िलया। गनीमत रही िक भाग रहे एक बदमाश को मजदूर ने ही दौड़ कर पकड़ िलया, िजसक बाद 3 अ य बदमाश को पुिलस पकड़ लायी। डीसीपी स ल संजय भािटया ने बताया िक पुिलस ने चार बदमाश को पकड़ा है, िजसम एक नाबािलग है। बदमाश का नाम अमर उफ बाजा (22), सोनू (21) और

    अजुन (21) है। आरोिपय ने 6 मई की सुबह 3 बजे वारदात को अंजाम िदया था। उस दौरान सभी मजदूर मायापुरी से

    पैदल ही रेलवे टशन जा रहे थे। वो लोग ेम नगर रेलवे क क पास पहुंचे

    थे, जब बदमाश ने चाक िदखाकर उनको लूट िलया। सबक पास बहुत थोड़-थोड़ पैसे थे, जो उ ह ने घर जाने क िलए बचाये थे। लॉकडाउन क कारण वैसे ही काम बंद था, तो धीरे-धीरे पैसे खच कर रहे थे। पुिलस क मुतािबक, जब बदमाश वारदात को अंजाम देकर भाग रहे थे, तो पीिड़त मजदूर ने अमर नाम क बदमाश को पकड़ कर पुिलस को सूचना दी। उ ह ने बताया िक इनकी तलाशी लेने पर लूट क सभी सामान ज त कर िलए गए ह। आरोपी िद ली क ही रहने वाले बताए जा रहे ह।

    “The idea of store-on-wheels isthat customers should not feel suffo-cated that they can’t go out andshop, and feel the same pleasureright at their doorsteps,” said Vish-nu Prasad, MD of Future LifestyleFashions that owns Central andBrand Factory.

    Future Group has already re-ceived approval for store-on-wheels from six resident welfare

    associations (RWAs) in Bengaluru, andit is reaching out to more RWAs in manystates. “The fear of going to crowdedplaces will continue for some time, maybe six months, and hence these will con-tinue,” Prasad said.

    Tata Group jeweller Tanishq is pilotingtry-at-home in Bengaluru and plans toroll it out in two more cities by June.

    Ajoy Chawla, CEO of the jewellery divi-sion of Titan that runs Tanishq, said itwill wait till RWAs’ anxiety is reduced totake this initiative nationwide, adding

    this will be a long-term feature irrespec-tive of Covid-19. “Shoppers may want toget back to this traditional style of buy-ing jewellery to avoid driving and park-ing in the new normal world,” he said.

    South India’s largest cell phone retailchain Sangeetha Mobiles and East In-dia’s largest electronics chain GreatEastern Retail, too, are firming up store-on-wheels plans.

    Subhash Chandra, MD of Sangeetha Mo-biles, said such mobile shops will have en-tire merchandise, but there won’t be anyproduct demonstration as several brandshave prohibited it. Many chains are offer-ing virtual tour of their stores to custom-ers through store cameras and WhatsAppvideo calls with sales executives provid-ing assistedshopping.

    Departmental store chain Lifestyle is yetto open stores but has started ecommerceoperations with assisted shopping bystore staff in green and orange zones, itsmanaging director Vasanth Kumar said.

    Ritesh Ghosal, chief marketing officer ofTata-owned electronics chain Croma, saiddaily traffic on its web store has increasedby 50% over the last week while operation-al stores are enjoying double digit growtheven though they have to down the shutterby 6 pm or 7 pm.     After mounting pressure from NMMC,the APMC had conducted screening ofmarket operators. “We had found 20 positi-ve patients in the screenings carried out bythe APMC and in another screening carri-ed out of the traders at the grains market,we had found 8 positive patients,” said Na-rendra Patil, a labour leader. He said that areview meeting will be held to discusslong-term measures about maintainingthe supply chain.

    Pune: The Agricultural Produce Marke-ting Committee (Mumbai) will remain clo-sed for a week from May 11 as a number ofmarket functionaries and people related tothe whole supply chain tested positive forCovid-19. However, the state governmenthas asked traders to operate the market fortwo days on Saturday and Sunday andsupply goods required for the city's needsfor the next 10 days to ensure no shortages.

    The health department of the NaviMumbai Municipal Corporation(NMMC) had sought the closure of theAPMC on April 28, which was not accep-ted by the state government.

    Some of the internal roads of theAPMC, where infected patients were fo-und, had been sealed. The state govern-ment has been trying to keep the supplychain uninterrupted to avoid profitee-ring and black marketing.

    New Delhi: The Covid-19 pan-demic has taken a toll on the fi-nancial health of doctors wor-king in private medical facili-ties. Several major private ho-spitals have complainedabout mounting losses, asthey have stopped elective sur-geries and are getting fewerpatients in the wake of thepandemic. Some have resor-ted to cutting salaries of doc-

    tors to reduce cost, severaldoctors working in big privatehospitals told ET, speaking oncondition of anonymity.

    On one hand, there is a signi-ficant drop in occupancy toaround 30% due to stoppageor reduction in elective workand international patients,leading to a sharp drop in re-venue. On the other, costs ha-ve increased as disinfection,sterilisation, infection cont-rol, personal protection equ-ipment, setting up isolationwards, staff rotations and qu-arantines are all essentialnow.     seeking comment.“We have got 200 rooms. The Delhi

    government had approached us. As perthe instructions that we have received, allthe guests are supposed to pay for therooms. The government is not footing thebill. In our case it’s ̀̀ 4,000 for a singleroom and ̀̀ 4,800 for a double room, in-clusive of meals plus taxes,” said TarunThakral, chief operating officer at LeMeridien. “I think they are giving optionsto arriving passengers to choose fromhotel categories and rates.”

    The Delhi government has reportedlyallocated 1,200 rooms in Delhi and Nation-al Capital Region for the purpose.

    Western India said it has been in constanttouch with the authorities in Maharash-tra and has arranged more than 1,500rooms at discounted rates in Mumbaiacross categories. “We are waiting formore details like flight arrivals and trav-eller details. Right now we have allocatedrooms only in Mumbai but there could betravellers from cities like Pune. We havebeen in touch with authorities on a regu-lar basis. These rooms are across cate-gories ranging from one to five-star ho-tels,” said Bharat Malkani, who is on theadvisory council for HRAWI.

    THE Park Hotels said the chain’s Hyd-erabad and Chennai hotels have beenapproached. “Discussions are going onover the number of rooms required,” saidthe spokesperson.

    An Accor spokesperson said the chain'sNovotel hotels in Lucknow and Chennaihave been approached for the exerciseand that discussions are still underway.

    “At ibis New Delhi Aerocity, there are200 rooms which have been committedfor the repatriation exercise. Otheribis hotels in Kochi, Hyderabad andNavi Mumbai have been approachedfor this exercise but we have not com-mitted to anything so far,” said theAccor spokesperson.

    New Delhi: As India begins its biggestrepatriation exercise to bring back 14,800nationals stuck in 12 countries, the gov-ernment is earmarking a range of hotelrooms across the spectrum, from one starproperties to plus five-stars, for quaran-tining these travellers who will be land-ing in different cities.

    Hotels newly earmarked in Delhi in-clude the Taj Palace Hotel, Shangri-La’sEros Hotel and Le Meridien, according topeople aware of the matter. Besides TajPalace, the Indian Hotels Company hasearmarked rooms in five of its hotels inBengaluru for the exercise, including inTaj MG Road, Taj West End and the Vivan-ta hotel in Whitefield.

    “We are glad to be able to offer supportand care for our community,” said aShangri-La spokesperson. “The hotel (inDelhi) will accommodate some of thesereturning travellers as and when re-quired. During this period, we will takeall necessary precautions and strictlyabide by the guidelines provided by theMinistry of Health and Family Welfare,”.

    WHO Recommendsa ‘Solidarity Trial’to Speed Up Vaccine

    New Delhi: The World He-alth Organization has propo-sed a solidarity trial with anadaptive design to help speedup the availability of a vacci-ne for Covid-19. Participantswill be enrolled continuous-ly during the trial and vacci-ne candidates that are notworking will be droppedfrom testing.

    WHO is working on the prio-ritisation criteria, SoumyaSwaminathan, chief scien-tist, told ET. “The processhas not yet started and is un-der discussion now. Theprioritisation criteria willbe published soon,” she said.

    There are about 90 vaccinecandidates in various stagesof testing for Coivd-19, altho-ugh only a few are likely tomake the cut. According toWHO, all sites with sufficienttransmission rates can be in-cluded in the trial.

    “Participating sites must beable to determine whethertrial participants develop Co-vid-19, perform safety follow-up, and assure multiple waysto contact participants to as-sure follow-up and reten-tion,” WHO said, outliningplans for a clinical trial thatwill test many vaccines in asingle study and not separa-tely. “Some sites may not eva-luate all vaccines (due to lo-cal regulatory constraints,product availability or otherlimiting factors).”
