Introduction to LEED
The LEED for Existing Buildings Rating System helps building owners and operators measure
operations, improvements and maintenance on a consistent scale, with the goal of maximizing
operational efficiency while minimizing environmental impacts.
LEED for Existing Buildings addresses whole-building cleaning and maintenance issues
(including chemical use), recycling programs, exterior maintenance programs, and systems
upgrades.

Improve occupant performance
Reduce absenteeism and turnover. Providing a healthy
workplace improves employee satisfaction
Decreases productivity losses per year. In USA an estimated $29-168
billion in national productivity is lost per year.
• There is currently no LEED EB O&M certified building in Kuwait, there are currently two LEED EB O&M registered buildings.
• There is currently one LEED EB O&M certified building in Dubai, which is also the only one in the Arab World.
• There are only 12 LEED EB O&M certified buildings outside of the USA (based on 2010/2011 studies).
• LEED EB O&M will transform the way buildings are operated enabling an environmentally and socially responsible, healthy and prosperous environment that improves the quality of life.

Minimum Program Requirements (MPR)
1. Must comply with environmental laws.
2. Must be a complete, permanent building or space.
3. Must use a reasonable boundary.
4. Must comply with minimum floor area requirements (93 m2 gross floor area)
5. Must comply with minimum occupancy rates
- Full time equivalent occupancy (FTE): 1 or more FTE
- Minimum occupancy rate: 12 consecutive months
6. Must commit to sharing whole-building water and energy usage data.
7. Must comply with a minimum building area to site ratio (no less than 2%)

Limited choices of sustainable materials in the local market.

MR P2: Solid Waste Management PolicyIntent: To facilitate the reduction of waste generated by building occupants that is hauled to and disposed in landfills or incineration facilities
To Manage Solid Waste in a Manner That Will:
Protect the environment and public health
Conserve natural resources
Minimize land filling and/or incineration and reduce toxicity
Challenges Faced In Kuwait
Difficulty is faced when developing a solid waste management policy for the building as this is a relatively new procedure in Kuwait.
This should be done with complete cooperation and commitment with staff for disposal of waste.
Difficult to locate local companies that will recycle or dispose of waste in a responsible manner.
MRC1: Sustainable Purchasing- Ongoing Consumables
Intent: to reduce the environmental and air quality impacts of the materials acquired for use in the operations and maintenance of building.
Requirement: to maintain sustainable purchasing program covering consumable materials (papers, notebooks, envelopes, toner cartridges, batteries and desk accessories) where sustainable purchases are of at least 60% of the total purchases.

Limited ( if none) availability of locally produced sustainable ongoing consumables.
Limited number of vendors supplying sustainable consumable goods in the local market.
Possibility to obtain materials containing pre or post consumer materials but not with the specified percentages mentioned in LEED.
Lack of cooperation with some potential suppliers of sustainable consumable goods.
Awareness and understanding of the building owner to buy sustainable materials with relatively higher cost.
MRC 2 – Sustainable Purchasing : Durable Goods
Intent: To reduce environmental and air quality impacts of the materials acquired for use in the operations and maintenance of buildings.Requirements :To maintain sustainable purchasing program covering durable goods (electric-powered equipment & furniture) 40% by cost.
The sustainable criteria for electrical equipment is energy star qualified.
Challenges Faced in Kuwait
Although energy star qualified equipment are available in the local market, not all the types of electrical equipment used are energy star qualified.
The qualified equipment are higher in cost.
MRC 2.2 – Sustainable Purchasing: Furniture
Criteria for sustainable purchases
Materials harvested and processed or extracted and processed within

Challenges Faced in Kuwait
Very limited number of vendors supplying such sustainable furniture.
Need to request relatively large quantities of furniture to be able to order the furniture from reliable vendors located out of Kuwait.
High cost of sustainable furniture, which needs cooperation and dedication of the building owner to purchase at high costs.
Limited number of designs and colors
MR C3: Sustainable Purchasing-Facility Alterations and Additions
Intent : This credit is to select building materials that will decrease the emission of harmful gases (VOCs) to the environment therefore improving the general quality of surrounding air. 1 point is earned for this credit.
During the performance period the cost of sustainable purchases should be 50% of the cost of the total purchases.
An additional exemplary point can be earned if sustainable purchases for facility alterations is 95% of the total purchases.
Health Effects of VOC Exposure
Key signs or symptoms associated with exposure to
VOCs include
Conjunctival irritation
Nose and throat discomfort
Headache
Allergic skin reactionShortness of breath which may
lead to asthma & cardiac disordersNausea
Fatigue
Dizziness
Psychologically, staff will not be comfortable working in an
environment that may cause any of these symptoms and
productivity will be low.
Challenges Faced In Kuwait
Kuwait is a relative new market for LEED certified materials, therefore difficulty is faced locating LEED materials required for this credit available locally.
LEED certified materials will be more expensive therefore difficulty is faced is persuading upper management to purchase the more expensive item.
Many LEED certified materials do not have a local supplier, problems are faced with upper management acceptance when requesting items with no locally supplier.
If and when the material is located locally, there will be a limited variety of designs and colors.
MR C4: Sustainable Purchasing Reduced Mercury in Lamps
Intent:To reduce the amount of mercury brought on-site through
purchased lamps. This is achieved through developing lighting purchasing plan that specifies maximum levels of mercury permitted in lamps including
lamps for both indoor and outdoor fixtures.1 point is earned for this credit.
Facility managers should take a list of existing lamps, and teams should work with an official lighting supplier to determine which products are acceptable for compliance with this credit. Keep technical specs for all lamps that include their life expectancy, light output and mercury content. Provide training and special recycling program for lamps.
No obstacles were faced but lamps should be purchased from an authorized dealer to obtain reliable technical specifications showing mercury content in the lamps. Buildings constructed before 1995 may have installed lamps with high mercury content.
MR C5: Sustainable Purchasing-Food
Intent: The aim of this credit is to reduce the environmental and transportation impacts associated with food production and distribution. 1 point is earned for this credit.
This requires maintaining a sustainable food purchasing program that satisfies purchasing of at least 25% of total combined food and beverage purchases (by cost) during the projects performance period of a project.
Challenges Faced In Kuwait
Difficult to find available in Kuwait foods and beverages that bear one or more of the following certifications, and if found they will be very expensive.• United States Department of Agriculture (USDA)

160km
Due to Kuwait covering a small area, the requirement that at least 25% food and
beverages purchases by cost are produced within a 100 miles radius(160 km) can be
easily achieved, therefore this point is gained easily by using food and beverages produced
locally.
MRC 6 – Solid Waste Management: Waste Stream Audit
Intent: To facilitate the reduction of ongoing waste and toxins generated by building occupants and building operations going to landfills or incineration facilities.
Requirements: To conduct a waste stream audit of the building entire ongoing consumables waste stream during the performance period (durable goods waste and construction waste are not included).
Challenges Faced in Kuwait
Awareness and cooperation of building occupants with the audit team which requires sorting of the generated waste during the whole time of the audit period.
Commitment of the recycling party with audit team.
MRC 7- Solid Waste Management: Ongoing Consumables
Intent:To facilitate the reduction of waste and toxins generated from the use of ongoing consumables by building occupants and building operations going to landfills or incineration facilities.
Maintain a waste reduction and recycling program for low cost materials including paper, toner cartridge, glass, plastic, cardboard food waste and metals.
Reuse, recycle or compost 50% of ongoing consumable waste stream by weight or volume.
Have battery recycling program for at least 80% of discarded batteries.
Challenges Faced in Kuwait
Cooperation of building occupants in sorting wastes and dropping waste at the specified waste container.
Commitment of cleaning staff to transfer waste continuously from collection points in the building to the recycling area.
Acceptance of building occupants to minimize waste as possible, as well as work or use recycled materials.
Continuous monitoring to the recycling program of solid waste stream.
MR C8: Solid Waste Management-Durable Goods
Intent: To reduce durable goods waste from building occupants going to landfills or incinerators. 1 point is earned for this credit.
Maintain a waste reduction and recycling program for durable goods including computers, monitors, copiers, printers, scanners, televisions.etc.
Reuse or recycle 75% of the durable goods waste stream by weight, volume or replacement value during the performance period of a project. In Kuwait recycling is usually done by volume.
Challenges Faced In Kuwait
Gaining cooperation from occupants, staff and cleaning staff to dispose of durable goods in the correct allocated waste bins and to commit to it.
Convincing occupants and staff to set up a formal reuse program for furniture and electronics.
Difficulty is faced establishing a method to track and calculate all landfilled and diverted durable goods.
MR C9-Solid Waste Management Facility Alterations and AdditionsIntent: To keep construction and demolition waste out of landfills by reusing appropriate materials. To divert at least 70% of waste by volume generated by facility alteration and additions. This is applied only on base building elements. 1 point is earned for this credit.
It Will be Challenging to Implement All of the Following: Creating and using a waste
management strategy for construction materials. Qualifying materials include those that are removed and reused.
Designing with standard-sized materials. Avoid waste from cutting materials to odd sizes.
Designing spaces with easy deconstruction, such as using bolts in place of glue.
Minimizing waste on the site, such as by over packing.
Creating a tracking program for all waste to ensure uncontrolled waste is not leaving the job site.

Gaining complete cooperation from contractors
Finding and Working with a waste hauler who is willing to establish a system for managing and tracking construction waste.
To Implement LEED we have to change the general mindset, awareness and dedication of the public.
For LEED to Be Implemented Successfully in Kuwait
• There has to be complete building management and building occupant cooperation.
• All people involved with the building have to be dedicated to making a change.
• As mentioned in the previous slide, the general mindset and awareness of the public has to change to make more people care.
On a Final Note
• The Kuwait Green Building Council was established in March 2012. One of their main objectives is working to ensure Green certified materials and products will be readily available in the Kuwaiti market.
• Their vision is to encourage and engage both public and private sectors to adopt sustainable measures in the development sector in Kuwait.
