Education is critical for promotingsustainable development andimproving the capacity of the peopleto address environment anddevelopment issues (Principle 36,Agenda 21, the United NationsConference on Environment andDevelopment, Rio de Janeiro).

An international consensus hasemerged concerning the critical roleof education in achievingsustainable development. Educationfor sustainable development is alsoof key importance to supportadvances in other spheres, such asscience, technology, legislation andproduction.

The main objective of theDevelopment Management (DM)programme is to address thefundamental challenges ofsustainable development througheducation and research. Both at alocal and a global level, there is arecognised need for this type ofcompetence.

The master’s programme inDevelopment Management is part ofthe NOMA programme (Norad’sProgramme for Master Studies). Themaster’s programme wasestablished in 2005 under theoverall auspices of the UnitedNations University (UNU). Theprogramme is implemented by anetwork of universities in the Southand the North. The University ofAgder’s main partner in theprogramme is the University ofRuhuna , Sri LankaThe other partner universities are:> Mzumbe University in Tanzania > Mekelle University in Ethiopia > Makerere University in Uganda > Kwame Nkrumah University of

Science and Technology in Ghana.

Idea behind the study programmeThe Development Managementprogramme is primarily concernedwith development, and withfacilitators and obstacles todevelopment, whether these areenvironmental or social, economic or

3political. On a global level, severalinteracting factors have led toincreased pressure on theenvironment, such as populationgrowth, overexploitation andmismanagement of naturalresources and environmentalpollution.

The programme raises issues suchas how some countries haveprogressed to a very high level ofincome without having strongresource endowments, how othercountries have been able to developthrough effective use of their naturalresources, how some countries havebeen able to propel periods of stronggrowth by excessively exploitingtheir resource base, and how somecountries seem to be prone to "cleptocratic" and dictatorial rule -amazing riches to the few andpoverty to the many.

The relevance of the studyprogrammeA serious constraint in many poorcountries is the lack of managerialcompetence. Such competence isneeded for the development andimplementation of policies andpractical solutions to social,economic, and environmentalchallenges. It is clearly recognisedboth by national and internationalinstitutions that there is a need toincrease the competence andcapacity that can contribute to apositive development process. InNorwegian developmentcooperation, this aspect has beengiven high priority.

Programme objectivesThe objective of the studyprogramme is to familiarizestudents with theories and findingsconcerning development, and toprovide managerial tools to practicalproblems. Solutions to problemsneed to be sought from a variety ofdisciplines, including economics andthe functional areas ofmanagement, political science,sociology, anthropology, and

geography. A wide variety ofinstitutional contexts need to beconsidered, including local andinternational private business, non-government organizations (NGOs),central and local governments,international and nationalregulatory and donor institutions. Inaddition, graduating students will bewell-skilled in cross-culturalcommunication and collaboration.

5Teaching methodsThe master's programme isinnovative in its linking of educationand research on sustainabledevelopment with new informationtechnologies, with particularemphasis on on-line learning (e-learning pedagogy). Most of theteaching, instruction, tuition andsupervision will take place on theInternet through the FronterLearning Management System(LMS). As the pedagogics has asocial constructivist approach,group work, discussions and joint

assignments are important. Eachstudent is expected to participateactively, taking his or her share ofresponsibility for own learning aswell as taking part in thedevelopment of an optimal learningenvironment.

The study programmeThe master's programme inDevelopment Management is a foursemester full time studyprogramme, comprising 120 ECTScredits. (ECTS = The EuropeanCredit Transfer System)

Master´s thesisHalf of the third semester and theentire fourth semester will be fullydevoted to the writing of a master'sthesis - building upon courseworkand fieldwork, and focusing onproblems and issues of high interestto the individual student and thesocieties and institutions theyrepresent.Students are encouraged to dofieldwork in connection with themaster's thesis. Norwegian studentswill be encouraged to do fieldwork ina developing country as we considerthis experience to be of particularvalue for research on environmentand development issues. Studentsfrom partner universities in SriLanka and Africa will do fieldwork intheir own country.Co-operation between students is afundamental idea for the entireDevelopment Managementprogramme, including the thesiswork.

Face-to-face sessionsThe first semester begins with aface-to-face session of 2-3 weekswhere students, professors andtutors will meet. The first meetingwill be at the University of Agder(UiA) in August. The idea of the firstsession is to get to know each other,have a brief introduction to learningresources, computer technology andapplied pedagogics.

The second session will take placeat the end of May / beginning ofJune (4 weeks), second semester,at one of the partner universities.Norwegian students can apply foradditional loan / stipends fromLånekassen in connection with theface-to-face session and field workin developing countries. Please note that face-to-facesessions are compulsory.

Entrance requirements andenrolmentThe applicant must hold a three-yearbachelor's degree (of minimum 180ECTS credits) or equivalent. Theprevious education must includeeither a two-year integrated studyprogramme or a concentration worth80 ECTS credits in a social sciencediscipline, of which at least 20 ECTScredits must be intermediate levelcourses. Examples of relevantconcentration areas/social sciencedisciplines are business and publicadministration, other areas ofmanagement or developmentstudies and fields of social sciencessuch as political science, sociology,geography or anthropology. Inaddition, applicants need to have astrong command of the Englishlanguage, oral and written. Non-native English speakers fromoutside the the European EconomicArea (EEA) must document their

Refer towww.uia.no/en/degreeApplicants must be familiar with theuse of computers and the Internet.Preferably students should haverelevant working experience, e.g.within administration, management,teaching, research or relevant project work. Internationalapplicants from outside the EEA thatare not part of the NOMA scholarshipprogramme, seewww.uia.no/en/degree for furtherinformation about entrancerequirements. The programme seeksto recruit students who areinterested in working withdevelopment programmesinternationally or in their homecountry. Applicants should have aninterest in seeking careers in NGOs,national and internationalinstitutions, in the educationalsector, or in special "development"

roles of public service or businessadministration. The master´sprogramme may qualify foradmittance to relevant PhDprogrammes.

NOMA scholarshipsThere are a total of 12 availablescholarships for each batch ofstudents. These scholarships aredistributed between the partneruniversities. Only applicants fromthe partner universities can applyfor NOMA scholarships. The NOMAscholarship will cover a monthlyallowance, tuition fee, travelexpences, food and lodging inconnection with face-to-facesessions, curriculum and a laptop.All applications from Tanzania,Uganda, Ghana, Ethiopia and SriLanka must be sent to the involveduniversities.

> be able to to seek solutions to development challenges from an interdisciplinary perspective, combining knowledge from a variety of fields, including management, economics, political science, sociology, anthropology, and geography

Trainee programmeThe Centre for Development Studiesis working to establish a traineeprogramme for Norwegian studentswho have graduated from theMaster´s programme inDevelopment Management. Thetrainee programme will beestablished in collaboration withNGOs and other organisations inNorway and will be a goodopportunity to gain workingexperience in the field ofdevelopment and management.

11UiA Development StudiesProgrammes University of Agder has offered aone- year programme indevelopment studies since 1981.The programme has for a number ofyears been among the most popularat UiA, with a high number of wellqualified applicants. In 2003 UiAlaunched a three-year bachelor´s

programme in Development Studies.The master`s programme inDevelopment Management startedin 2005. Nearly 30 members of thefaculty have participated in jointNorth-South research collaborationprogrammes, mainly with partnersfrom Mzumbe University, Tanzania,and with Gadjah Mada University inIndonesia.
