The 2014 Excellence in Construction Awards are an opportunity for us to recognise the high achievers in our industry.

For 138 years Master Builders have built our state’s most iconic structures including the Hotel Windsor, the Melbourne Exhibition Buildings and more recently, the Crown Casino Complex in which we hold these awards for the fourth time tonight.

Over the past 12 months, our members have continued to produce out-standing work in an ever challenging industry. It’s reassuring that the quest for quality by Victoria’s Master Builders has not been undermined by these challenging conditions.

This pursuit of excellence has been demonstrated by the exceptionally high standard of projects outlined on the following pages. These include:• The brilliantly constructed Olivia Newton-John Cancer and Wellness

Centre, Heidelberg constructed by Leighton Contractors;• The beautifully executed Chanel Flagship Fitout, Melbourne by Stag

Shopfi tting; and• The innovatively built Melton Library and Learning Hub, Melton by ADCO

Constructions.

Of course, there can only be one overall winner and this year that hon-our goes to L.U. Simon Builders for their work on the Eden (Stage 1) in Abbotsford.

This project was the fi rst of three stages for a mixed-used development consisting of 205 high end apartments (including six customised apart-ments), eight commercial tenancies and common amenities that include a porte-cochère, concierge, residents’ gardens and roof amenities including a cinema, spas, indoor and outdoor cooking facilities and a boardroom.

Along with all of the other winners, special congratulations also goes to Nicholson Construction who were named Regional Builder of the Year for the Federation College and Manufacturing and Engineering Skills Centre as part of Federation University in Ballarat, Melbourne Facades who were named Best Specialist Contractor and Kate Dawson from Kane Construc-tions who was named Young Builder of the Year.

Master Builders could not accurately assess and rank these excellent achievements without experienced and highly qualifi ed judges. We thank them for donating a considerable amount of their time to the process, and for allowing Master Builders to utilise their expertise.

Master Builders also has the support of many valuable sponsors, includ-ing our long term major sponsor, MC Labour Services and partner Inco-link. Without their help, we would not be able to celebrate the winners in such fi ne style. We thank them for their ongoing support of excellence in the building and construction industry.

The new state-of-the-art Federation College and Manufacturing and Engineering Skills Cen-tre is one of the most impressive structures in Ballarat. The striking external façade consists of multiple finishes with the inspired west eleva-tion referring to the purpose of the facility by representing the cell structure of steel under a microscope. The contemporary internal finish-es are robust and functional to cope with the harsh environment of manufacturing educa-

tion. A unique graphic in the Manufacturing and Engineering Skills Centre reflects the history of Henry Sutton, a leading local inventor from Bal-larat whose revolutionary ideas about mechan-ics in the 1950s continue to provide links with the education of students today at the Federa-tion University Australia.

Foursquare Construction Management Pty LtdProject: D’FINE CREAtIvE WAREHOuSE REDEvELOPMENt, SOutH MELBOuRNEDesigner: D’FINE CREAtIvE

An old warehouse has been transformed into a cutting-edge office facility that reflects the high-level technological sophistication of the occupy-ing IT companies. Structural bracing of the exist-ing façade was required to enable new openings for windows and bi-fold doors, and significant repointing restored the character of the original red brick facade. A huge glass skylight was fitted

into the existing roof above a new glass lift well. An old telecommunications tower was removed and backbone cabling was installed to support I.T. automation and other client specific cabling re-quirements. A large outdoor area that capitalises on city skyline views is one of the many highlights of the building.

With many unique and intriguing features, this 2200m2 facility in Port Melbourne attracts considerable public attention. In fact the sur-rounding environment is now so aesthetically pleasing that both Mazda and BMW have photographed the massive, on site car park in their marketing campaigns. A bike park and gymnasium serve to encourage healthy work life choices for employees. Throughout construction, an incredible 92% of waste was

recycled. Both levels of offi ces are fi tted with acoustic paneling and eco-friendly carpet. Reclaimed native wharf timber was sourced locally to create the fl oating staircase. On the fi rst level, an atrium allows in natural light, and double-glazing to all elevations reduces noise pollution and controls interior temperatures.

Works to the University of Melbourne Sports Pavilion has improved the amenities for the tenant clubs and for the casual users who are predominately involved in football and cricket. The main oval pavilion has been redeveloped and the surrounding areas and spectator fa-cilities upgraded. All but the heritage listed, existing social room was demolished and work commenced on digging out a basement where the new sports facilities were constructed. The

ground floor was constructed to tie into the remaining heritage listed structure. The grand-stand bench seats are constructed from con-crete with timber inlays, and a canopy cantile-vers out over the seating area. This area also includes a fully glazed, timekeeper’s box and bleachers to either side.

Restoration of the existing façade of this late 1800s bank building in Melbourne was an im-portant component of the brief for this Cha-nel project. Original lead paint was removed, window openings enlarged and painstaking repairs to the brickwork were undertaken. New steel frame windows and Juliet balconies were installed to incorporate the distinctly Eu-ropean design elements associated with the Chanel brand. The finished, six-level building

is the new Chanel headquarters and multipur-pose facility. The building includes high-end retail space, specialised training facilities, staff room and office, secure storage and exclusive entertaining areas.

The scope of works for the New Horizons build-ing includes an extensive use of structural steel to the entire perimeter of the building. The structural steel members were installed within tight tolerances to ensure accurate bracket installation for the façade boxes. The façade boxes were all manufactured off site, primarily in two halves for transportation because some were up to 22 meters long. Attached to the top and bottom of the boxes were the sub-framing

for the aluminium window system. The Kalzip cladding works to roofing and soffit had to be carried out on site due to the complex geom-etry of the building.

This project commenced the transforma-tion of what was a “ghost” property into 560 apartments, a large office area, retail tenan-cies, gymnasium and an open rooftop pool area. The demolition of every façade of two existing towers, removal of hazardous mate-rial and extension of the structure at height presented many challenges that were handled safely, with over 439,470 of Lost Time Injury free man hours completed on the site to date.

The scaffolding represents one of the highest erected in Melbourne CBD and as testimony to the high safety standards achieved, the unique construction and related logistics were incorporated into WorkSafe’s scaffold training course as a case study.

The Melbourne Zoo Lemur Island project is the second major project Lloyd Group has deliv-ered for Zoos Victoria in two years. Located right at the main entry the project required considerable traffic and pedestrian manage-ment. The works involved demolition of a pre-vious Orangutan containment building with its existing moats. Recycled timber was used for a new boardwalk and sustainable sourced rattan

was used for weaving the Lemur Pods and en-try threshold. All exposed structural steel is hot dip galvanized with a three-coat site-applied paint system. Best Sustainable Energy Project

Built ProjEct: Yarra ValleY Water MitchaM head OfficeDESignEr: GraY Puksand

Built were engaged to refurbish two existing 1960’s office buildings. Works included the refurbishment of the façade, an internal, environmentally efficient fitout, and an upgrade of the services, including the installation of a new, tri-generation system in an energy centre, servicing the site. The design aimed to achieve many water related sustainability initia-tives including water conservation, upgrading the rainwater and stormwater collection for reuse, and upgrading all fixtures to achieve the highest water usage efficiency. This project is an example of how commercial construction can be highly sustainable without detracting from aesthetic design intent or functional performance.

Mccorkell constructionsProjEct: circus Oz, cOllinGWOOdDESignEr: lOVell chen

The works undertaken in this project were to enable Circus Oz to relocate to a purpose designed special-ist space, built over two floors. Previously a TAFE centre, concerns with the structural integrity of the building required remediation and coordination of a new structure with the condition of existing build-ings on site. Large structural steel framed rehearsal room facilities were constructed with the Bondor façade panel system using mobile cranes and boom lifts, with concrete slabs poured on ground and inte-grated with specialist sprung timber floors. Façade restoration works included integrating old and new materials in addition to restoring brickwork and ex-isting timber windows.

Built ProjEct: the WilliaM, MelBOurneDESignEr: Bruce hendersOn architects

Situated in a busy CBD location with tight logistics, this apartment project presented intricate challeng-es both in terms of its technical demands and the resulting safety measures required. Complex demo-lition, hazardous materials removal and the exten-sion of the structure at height, are some of the chal-lenges that were successfully managed. Testament to the high safety standards achieved on this project is that it was a proving ground for both accreditation and re-accreditation with the Office of the Federal Safety Commissioner. This accreditation process in-volved robust and rigorous auditing of systems, pro-cedures and performance.

The wall cladding throughout this construction proj-ect was technically very challenging due to the huge expanse of stone, as well as the necessity to match and blend the product consistently, in order to meet the strict quality requirements of the project. As the lobby had more than 3000 pieces of stone, there was a need to carefully match the colours to ensure the continuity and blend across this vast area. The contractor made numerous trips to Italy to source the suitable wall cladding options, ensuring quality controls and sufficient stocks were in place to meet the project requirements.

The builder was engaged to undertake stage 5 of the Northpark Private Hospital’s total development, after the previous contractor who had commenced works was unable to complete the project. The building was designed to be the flagship of the entire site featuring a uniquely identifiable curtain wall façade, consult-ing rooms, minor procedure rooms, meeting rooms, open spaces and adequate parking facilities. Due to the complexity of the project, attention to detail and commitment to quality were essential. Quality control systems were employed to ensure that a high stan-dard of construction was maintained without com-promising the client’s requirements.

This design and construct project comprises a 24 storey building development incorporating 353 single and double bedroom apartments, four tenan-cies and two basement levels of car parking. During excavation and retention works, a large number of existing piles were encountered within the site that severely hindered the ground works resulting in con-stant re-scheduling and programming of the works, as well as some redesigning to accommodate these unforeseen obstacles. Guilfoyle’s distinctive facade is clad in a combination of aluminum batten screens and fins, zinc paneling, painted precast, Vitrabond paneling and coloured glass.

There were many challenging aspects to this Mel-bourne Zoo project including traffic and pedestrian management, which was critical to ensure that the project was delivered on time, and with the appropri-ate safety measures for members of the public and zoo staff. Tree protection was another challenge and a professional arborist carried out the relocation of a number of mature trees. The materials and detailing of the building have been constructed to be extremely robust, using recycled timber for the broadwalk and all exposed structural steel works were hot dip galva-nized with a three-coat, site applied paint system.

Works involved the construction of three building pods linked by a covered walkway, providing a new purpose built facility comprising of twelve separate learning spaces. The materials and detailing of the building have been constructed to be extremely robust and capable of coping with the extreme weather conditions, typical of the environment. Building methods comprised conventional con-crete raft slabs with a significant amount of timber element including wall and roof framing. The build-ing achieved a 5 Star energy rating resulting from a large quantity of wall and roof insulation, high level ventilation and energy efficient glazing and build-ing management systems.

This community redevelopment project involved the demolition of the existing clubhouse and nearby pub-lic toilet facilities in addition to the construction of a new facility, which provided a new surf club across two levels. The builder encountered challenges when asbestos was detected during demolition resulting in construction works being put on hold. When works recommenced, various materials and techniques were incorporated including CFA piles, concrete slabs, concrete sleeper and block work retaining walls, and structural steel and timber. Once the struc-ture and external envelope was completed, works were able to commence internally providing a main clubroom and all associated amenities.

The main scope of works in this heritage restora-tion project involved the replacement of the main house’s roof tiles, roof plumbing and upgrading the storm water system. Initially, full perimeter scaffold-ing was required to ensure safe access to the roof and provide efficient materials loading and removal of a vast amount of waste. The main roofing works involved installing new insulation, removing existing tiles, installing new sarking and timber battens, new copper roof plumbing, new lead flashings, flat roofs to the balconies and tower and installing new terra-cotta tiles in a pattern that match the original design of the house.

Works required the preservation, refurbishment and restoration of the existing 1891 heritage protected Bridge Inn Hotel, in addition to the construction of a new adjoining facility comprising gaming, TAB, sports bar, lounge bar, bistro and dining. The nature and complexities of the site, heritage building and constant design evolution, challenged the project team and required a collaborative approach by all team members. Where possible, all existing heri-tage features were retained and restored, including double hung sash windows, cornices and mouldings. The new building hosts an array of fresh and innova-tive material and finishes.

This functional and attractive two-storey golf club-house is not the average clubhouse. The facility also includes 24 private guest suites. Construction meth-ods include a concrete ground slab with structural steel frame to support the upper ground floor con-crete slab, which was a truss deck system and roof frame. The external façade comprise a number of different finishes, which enhance the overall look of the building. There is a large focus on façade glazing, particularly to all guest suites and members’ areas. The internal fitout includes a strong theme of timber paneling and pattern-matched carpets to all guest dining, and function areas.

This development consisting of lower ground, ground, first and second floor was required to be carried out in two stages, as the existing RSPCA facilities remained occupied during construction. Construction incorporates post-tensioned concrete slabs and Brighton lite cement precast panels with a steel frame metal deck roof. A combination of alu-minum composite panels, glazed curtain wall and striking vertical sun fins create the building’s unique façade, reinforcing its bold statement. The nature and complexities of this site and design require-ments impressed the importance of communication to enable the successful completion of the project.

Eden Apartments are the first stage in a three stage mixed used development, consisting of 205 high-end apartments, eight commercial tenancies and common amenities. The structure comprises of both in-situ and precast concrete elements, vertical ele-ments and efficient, post tensioned slabs. The two cores are precast with wet-joints. Structural steel was also utilised throughout the project, the most significant element being the double height glazed façade support to the lower ground restaurant and level eleven residents’ amenities area. One of the more significant features of the site is the very dif-ferent nature of the adjacent land, the natural land-scape of the river corridor contrasting with the busy urban interface of the streetscape.

This project called for an early works contract, in-cluding the demolition of an existing, three storey brick and concrete carpark structure including a basement to half the site, and the head contract included the design and construction of a 30 level residential apartment tower. The precast, concrete panels that are a dominant feature of the east eleva-tion, as well as the overall building design, although simplistic in colour and finish, have provided a high quality, long lasting and zero maintenance finish. The use of high quality, double-glazing, of bronze and grey colour in certain areas, with floor to ceil-ing windows to balconies, offer sensational city and river views.

The scope of works involved the design and con-struction of the Trinity Apartment Building, an eight level development comprising 51, two and three-bedroom apartments, two double storey re-tail shells, and associated car parking. Innovation was the key to meeting the client’s budget and the builder was able to incorporate many systems into the project. By designing and constructing a precast piles/ground beam foundation system, in lieu of the originally designed pile caps, significant excava-tion of contaminated bad ground was avoided, and greater bearing capacity was achieved for the upper structure. Through many initiatives, this project suc-cessfully met time, cost and the quality objectives of the stakeholders.

The 20-storey tower required the addition of five levels of chambers and an additional level for the plant room. The structure incorporates structural steel framing with a Hebel plank floor slab and glass façade. The use of this lightweight construction has allowed the tower to increase by an additional six floors, compared to the more traditional construc-tion approach of concrete columns, beams and floor slabs. The additional five levels of floor area have al-lowed for 82 additional chambers, with each cham-ber individually designed and modified to suit each tenant. 205 GIPPS, Abbotsford is an innovative, multi-level, inner suburban, affordable housing project spread over three buildings, providing 59 apart-ments, 60 car spaces, a shared internal courtyard and retaining the heritage brick façade of the orig-inal boot factory. Work was set in two stages with separate contracts for demolition and excavation, and construction and fitout. During the design stage, a traditionally reinforced concrete structure was elected as a result of achieving zero deflec-tion in the structure required for the brick façade. The other main part of the structure is the three, precast cores of lifts and stairwells.

Building B, a multi-purpose space, was designed to connect the old with the new. The new structure was required to link in with the existing weatherboard facades without compromising the integrity of the existing structure.

This project involved the transformation of the former Scientology Building into the new Chanel Headquarters in Melbourne. Works on the late 1800s bank building involved significant structural altera-tion, extension and then a high-end refurbishment in line with strict brand requirements. The complicat-ed construction works required a lateral approach working up and down at the same time with mul-tiple work faces operating simultaneously with strict management logistics to meet the tight time frames. Refurbishment and rebirth of the building required extensive structural alterations to suite the new re-tail use, in addition to the restoration of the existing façade, an important component of the Chanel brief.

The scope of works carried out on this building in-cluded the extensive use of structural steel installed to the entire perimeter of the building. The external aluminum windows were all fabricated and glazed off site, which enabled maximising the site installa-tion efficiency and the ability to maintain a consis-tently high standard of workmanship. In addition a bespoke sub framing and installation system was developed, which allowed both inclined and angled windows to be easily installed, similar to installing horizontal windows. Involvement of all parties, be-ginning with design, through to the review of instal-lation methodology, was undertaken with a united and cooperative approach.

The selection of materials for this forum is tectonic in its functional response and is underpinned by plan-tation plywood joinery, adjustable natural daylight, low energy light fittings, hard wearing upholstery and displacement air handling, utilising the floor ple-num of the amphitheatre. This project proved to be a challenge due to the complex geometric ceiling structure, extensive excavation in an occupied build-ing, stepped curved platforms and joinery along with miles of cabling and discreetly concealed con-trol equipment. This all reinforced the importance of a very close relationship between the client, design team and subcontractors in order to get the project completed on time and on budget.

This project comprises two new buildings, PC2 ca-pable. The structure is a variation on the traditional footing slab, steel, precast construction methodol-ogy. As the precast panels formed the perimeter formwork in a number of scenarios, the panels were installed prior to the slabs. Once installed the slabs were poured up to the panels with doweled joints connecting them together. All open warehouse and production areas were specified to have Lysaght Spandek product cladding installed internally. Ex-ternal finishes include Alucobond, Kalzip, patterned precast panels and metal roof decking products.

Aqualink is one of the most modern and innovative aquatic and leisure centres in Australia in terms of its environmental and sustainable design features, diverse acquatic facilities, spacious and flexible pro-gram spaces and broad range of services. The two-level structure consists of concrete floors, insitu col-umns, post tensioned suspended slabs, combined with a steel framed roof. The external façade was predominately constructed with Kingspan insulated wall and roof panels, LED lit Danpalon architectural cladding, large glass to the north and west facades, and feature glazed brickwork. Applied surfaces such as tiles and paints were chosen for their durability, servicing and ease of cleaning.

Costco expected the highest level of finish on the concrete trading floor requiring considerable time and effort by the project team, contractor and client to minimise the risk of defective areas and to achieve a satisfactory project outcome. The steel superstruc-ture was entirely shipped in from China, demanding a low tolerance on construction levels and placement of cast in items. The complexity and difficulty for internal finishes was largely in the food preparation area and ensuring installations meet food code re-quirements, entailed significant research. Significant civil works were required to re-route overhead power lines to underground, decommission and divert an electricity substation, and re-route a high voltage ring main around the site.

Strength-ened by the project safety management plan and procedures, the project strived to achieve an injury free workplace. Cockram promotes a safety manage-ment place through more than just policy and proce-dure. The idea of rewarding those for working safety, as well as seeking assistance to achieve a safe work-place, encourages all on site to get involved.

The tender process for this project was incorporat-ed in two parts. The first called for the design and build of the ‘Creation Cinema’ and the second, the design and build of ‘Our Story - 200 Years’. During the tender process a lot of time and effort was taken developing ideas and methods that would provide practical cost effective solutions to allow the client’s design intent to be realised. This included solutions for structural methods and materials, aesthetic de-tailing and material selection that were identified in the tender by the client. Due to Museum Victoria be-ing an open working museum, the overall approach was to build, fabricate and pre-assemble as much of the project off site, then deliver and install.

Ian Lee North East Region Judge

Born and bred in Geelong, Ian com-pleted a Carpentry & Joinery ap-prenticeship in 1958 mainly building houses & maintenance. After meet-ing the love of his life in Hobart af-ter a yacht race Ian and his wife set up home in Hobart and set about building Spec homes until 1977 when the desire for some warmer weather bought about a move to the Gold Coast where he continued with Spec Building. In 1980 Ian re-turned to his home town of Geelong where he continued building now with the help of his two sons. Ian has been retired for almost 10 years enjoying quality time with his wife which includes sailing in the sum-mer & an annual caravan holiday to Queensland for 3 months during the chilly winter months.

Angelo Inguanti North East Region Judge

Born in Werribee South and brought up on a large market garden farm, Angelo spent his life until 18 years working on farm together with his father and 4 brothers until he heard the “calling” to be a carpenter. An-gelo carried out his apprenticeship under the guidance of a successful joiner in the local town and gained extensive cabinetry/carpentry skills. Losing a couple of fingers on a “buzzer” did not deter him from obtaining his building registration and from a young age, Angelo built many homes, including spec homes and order homes in the north west-ern metropolitan areas. In the last 10 years, and after taking a little relaxing weekend trip to the Bellarine, both Angelo and his wife fell in love with that beautiful region and decided to move camp leaving behind 4 children and 8 grandchildren spread over ar-eas of Werribee, Woodend & Wal-lington. The boys in the family are also involved in the building indus-try and call on Angelo to assist from time to time. Recently moved into a newly built “last” home and retreat in Point Lonsdale which has beauti-ful water & countryside views, Angelo and his wife are encouraged to stop and smell the roses. So they have de-cided to retire and take time to enjoy the simple things in life; family times, tending to their veggie and fruit trees and many variety of rose plants which Angelo’s wife adores and tak-

ing time to travel. In saying that, one cannot get the building industry out of one’s system and therefore An-gelo still enjoys taking part in related activities such as judging homes for their relevant awards.

Bill MillerSouth East Region Judge

Married with 3 Children and 8 Grandchildren, Bill enjoys an active lifestyle playing golf, bike riding, fishing and touring the outback. The new state-of-the-art Federation College and Manufacturing and Engineering Skills Centre is one of the most impressive structures in Ballarat. The striking external façade consists of multiple finishes with the inspired west elevation referring to the purpose of the facility by representing the cell structure of steel under a microscope. The contemporary internal finishes are robust and functional to cope with the harsh environment of manufacturing education. A unique graphic in

the Manufacturing and Engineering Skills Centre reflects the history of Henry Sutton, a leading lo-cal inventor from Ballarat whose revolutionary ideas about mechanics in the 1950s continue to provide links with the education of students to-day at the Federation University Australia.

Some of the features of the original ware-house were retained in the redevelopment of this office building in the heart of Geelong. The new facility takes advantage of the ideal location, and the available light and volume of the open truss ceilings of the existing ware-house. The new building comprises meeting rooms, a training room, private offices, and open-plan office areas that are linked by in-formal gathering and breakout areas. The of-

fice has an industrial aesthetic drawn from the original warehouse with material of the exist-ing shell juxtaposed with simple new material to create a free flowing work environment.

The majority of an existing fire station was demolished to make way for the new state-of-the-art Anglesea Fire Station development. It was essential that construction methods, ma-terial used and systems installed were moni-tored and kept to an extremely high standard to achieve a zero net carbon emission and 6 Star energy rating. The existing slab was re-used as it met the requirements for the new facility. Recycling the slab also reduced finan-

cial and environmental costs. A photovoltaic solar system was used for energy efficiency and rainwater was harvested for toilets, filling vehicle water tanks and cleaning.
