Prepare both a one-paragraph summary and a comprehensive description of the resource and its various elements as it exists today.

The Mallery House is located at 1407 Beaver Heights Lane in Capital Heights, Maryland. The two-story, Shingle Style dwelling was constructed c. 1898 on a lot that is currently 2.884 acres. The lot features many mature trees and shrubs as it slopes to the south towards Eastern Avenue. A paved circular drive is located to the west of the building, while a garage is situated to the north. A security fence encloses the property.

DWELLING

The Mallery House was constructed c. 1898. The Shingle Style dwelling has been enlarged by the construction of several additions and the alteration of a number of architectural elements. The façade (west elevation) now features an enclosed porch. The roof of the southern tower is now pyramidal, replacing the original bell roof.1 The two-story, five-bay dwelling rests on a concrete foundation. The wood-frame structure, originally clad in wood shingles, has been reclad in asbestos shingles. Large interior brick chimneys are located along the ridge of the main block. The hip roof is has been covered in asphalt shingles. All of the original windows have been replaced with vinyl-sash windows with vinyl-clad surrounds. The building includes a wing at the north (side) elevation and a prominent porch on the façade (west elevation). The façade (west elevation) features many high-style architectural details. The north bay of the main block features a two-story semi-octagonal projecting bay. The bay pierces the roof of the porch and continues up to an asphalt-shingle pyramidal roof featuring a crenellated cornice. Fenestration of this bay consists of paired 1/1 windows flanked by single 1/1 windows. The southwest cant on the second story features a single-leaf paneled wood door with lights. The southern bay of the main block features a two-story semi-octagonal projecting bay. The bay pierces the roof of the porch and continues up to a replacement pyramidal roof covered with asphalt shingles. Fenestration of this bay consists of 1/1 windows in each cant and a single-leaf paneled wood door located in the western most bay. Fenestration on the main block of the façade (west elevation) between the two projecting bays consists of paired 1/1 vinyl-sash windows flanked to the south by a single-leaf paneled wood door with a trellis window. The door opening is flanked by 1/1 trellis windows over an empty panel. The second story between the two projecting bays is fenestrated by two sets of paired 1/1 windows. A one-story, one-bay wing is located to the north of the main block. This wing is clad in asbestos siding and capped by a side-gabled roof covered with asphalt shingles. Fenestration of this wing consists of paired 1/1 windows located on the first story of the façade (west elevation). The façade (west elevation) features a full-width two-story wood porch supported by wood posts. The porch contains a metal railing along the second story. The first story of the porch, south of the main door opening, has been enclosed.

Based on the materials, it appears the porch was enclosed c. 1960. Clad in vinyl siding, the enclosure is fenestrated by ribbon of five 2-light sliding vinyl-sash windows. An addition is located below grade, underneath the enclosed portion of the porch. Based on its form and materials, it appears this addition is contemporaneous with the enclosing of the porch. The concrete-block addition is fenestrated by a ribbon of four 2-light sliding vinyl-sash windows and a single-leaf paneled wood door with multiple lights located in the southern most bay. Access to the door opening is via a concrete stairwell located below grade.

The north and south (side), as well as east (rear), elevations of the building were not accessible according to the property’s overseer. Additionally, the interior of the Mallery House was not accessible at the time of the 2007 on-site survey. GARAGE A one-story, two-bay garage is situated to the north of the building. Based on its form and materials, it appears the garage was constructed in the mid-twentieth century. This concrete-block structure is capped by a hip roof covered with replacement asphalt shingles and includes a boxed cornice and overhanging eaves. The interior of the garage was not accessible at the time of the 2007 on-site survey. INTEGRITY The Mallery House has a low integrity of design, workmanship, and materials because of substantial alterations and additions that have resulted in the loss of the original exterior cladding material, sections of the original roof line, and the original footprint of the building. The vacancy of the building affects its integrity of association, setting, and feeling. The building retains its integrity of location in the Kenilworth subdivision. The garage presents a moderate level of integrity of design, workmanship, setting, and location. Replacement of the roofing material has affected its integrity. A common alteration for secondary structures such as this garage, the replacing of the original roofing material has not compromised the structure’s integrity of materials. The vacancy of the Mallery House has compromised the garage’s integrity of feeling and association.

(For compliance projects, complete evaluation on a DOE Form – see manual.)

STATEMENT OF SIGNIFICANCE The Mallery House was constructed c. 1898 at 1407 Beaver Heights Lane Capitol Heights, Maryland. It is associated with a parcel of land comprising 34 lots in the Kenilworth subdivision, which was platted in 1895. Kenilworth followed the development of the streetcar through Prince George’s County. Although the Mallery House is a rare example of a domestic building type constructed in Capitol Heights at the end of the nineteenth century, the building no longer retains sufficient integrity to illustrate its original construction techniques due to substantial alterations and additions. HISTORIC CONTEXT The Mallery House is located in the community of Capitol Heights, Maryland. Located in western Prince George’s County, the Mallery House is located in close proximity to the Maryland and Washington, D.C. border along Eastern Avenue. As Washington grew from a small town to a major city, it began to spill over into the adjoining counties. The city was becoming over-crowded, housing in the city was limited and often consisted of rental housing, public transportation was improving, and the prospect of owning a home out of the city became more appealing.2 The Mallery House was constructed in the newly platted Kenilworth subdivision developed in response to the burgeoning population growth of Washington, D.C. Kenilworth was platted in 1895 from the estate of James H. Fowler, known as “Fife Enlarged.” The 1878 Hopkins Atlas notes James H. Fowler owning a house close to the present-day subdivision.3 Fowler, born about 1796, is listed as a farmer with $5,000 in land holdings, at the time of the 1870 U.S. Federal Census.4

Allen W. Mallery, born about 1863, worked in real estate at the time of the 1910 U.S. Federal Census.5 He and his wife, Mary, subdivided 10 acres of the new Kenilworth subdivision into Blocks 12–15. They had the Mallery House built on lots 18-35 of Block 14. The house had ten rooms, 55 windows, porches on two sides, and was equipped for furnace heat. Complete with several small outbuildings, this house was assessed at the turn of the twentieth century at $4,000.6 The Mallerys defaulted on their mortgage in 1917 and were forced to sell. The property changed hands several times after that, and in 1927 became the subject of a suit in the Court of Equity.7 According to the suit, Harvey Akers conveyed the property to William Gardner but a dispute arose concerning acreage. Akers was returned the property as the final outcome but conveyed it the same year to Frieda Frankel.8 The property changed hands another four times until the present owners, Odell and Laura W. Shumate, purchased it in 1957 from Thomas A. and Hazel M. Scott.9 The Shumates most likely purchased the property to expand their educational company, Kiddies Kollege, Inc. Kiddies Kollege, Inc. was founded in 1947 by Dr. Odell and Laura Shumate with the purpose of preparing children for 1st Grade.10 The Shumates are responsible for the extensive alterations and additions to the Mallery House, as they rehabilitated the structure for use as their second Kiddies Kollege. The first Kiddies Kollege was on J Street in Northeast Washington, D.C., while the third, and latest location, is on Varney Street in Southeast, Washington, D.C. Laura W. Shumate is the widow of Dr. Odell Houston Shumate, a former Dental Surgeon.11 At the time of the 2007 on-site survey, the property was surrounded by a metal security fence.
