Kentlands is one of the first, and probably the best known, of the archetypal towns and villages of country and city which are designed by architects who actually plan, not just buildings, but entire communities and the towns in which they exist. Lakelands is a similar, adjacent, community with a character of its own.

CONCERNED TAXPAYERS OF MONTGOMERY COUNTY

STATEMENT TO THE MONTGOMERY COUNTY COUNCIL January 22, 2009

Good evening members of the Council. My name is James Hubbard and I am here to register some concerns about the exorbitant cost of the County Executive’s Smart growth initiative. I am a member of and am here to represent the Concerned Taxpayers of Montgomery County, a 501 (c) entity.

In his November 17th memorandum to the Council the County Executive proposes several amendments and supplemental appropriation to the FY09 Capital Improvements Budget for the County.

The items are listed as follows:

Smart Growth Facility Planning, Design Supervision $ 681,000Public Safety Training Campus 6,239,000Public Safety Headquarters 1,674,000MCPS Food Distribution Facility 892,000Equipment Maintenance and Operations Center 7,081,000Additional Funding for EMOC 30,000,000Total $ 46,567,000

The money will come from the issuance of $16,567,000 in general obligation bonds and $30,000,000 in something called “interim financing”.

Montgomery County taxpayers cannot afford this project as it is currently structured. In the first place, we taxpayers are responsible for paying the interest on any debt obligations issued by this county. Second, from which accounts does “interim financing” come? Perhaps the County will borrow from banks or other financial resource. Borrowing money costs taxpayers the interest on that money.

The County Executive states that the final cost for all of this land trading and construction is “revenue neutral”. There is no way that anyone can predict that a multi-year project will be revenue neutral given the current economic conditions.

We would also point out that the above costs are only the beginning of the project; that is, the supplemental appropriation will only cover the planning and design phase of the project.

This county, this year alone is facing a deficit for FY 2010 of almost a Half of a BILLION Dollars. State financial aid for the county will very likely decrease as the State of Maryland begins to grapple with its own huge deficit. County employees are facing furloughs. There is no guarantee that fuel costs will remain low. Tax assessments on homes in Montgomery have been adjusted downward by double digit percentages. In short, county revenue is shrinking and shrinking fast.

The Concerned Taxpayers of Montgomery County are mindful, as this council should be, that voters passed an amendment to the county charter in the most recent election requiring a unanimous vote of council members to raise property taxes by more than the amount of inflation. Our economy may be facing deflation which might mean that property values will continue to fall which will further reduce property tax revenue.

So our question is, “Where is this money coming from???” The County Executive says that sale of the current county service park and the current public service training center will generate the revenue necessary to pay for all of this. But the Office of the County Executive has also published a spread sheet showing that some $69 million in additional tax revenue will be required to complete the project. So much for revenue neutrality.

There is one more thing we should mention. We are not against the principles of smart growth. Some of our members live in a community which incorporates smart growth principles and are very happy with the surroundings. Likewise, we believe that the current county service park can be developed into a transit-oriented smart growth project.

But if we are going to do smart growth we should do it with smart financing. The County Executive has estimated that the County will come out $30 million ahead at the end of this process. But that is only a projection based on facts and figures that are badly outdated. In light of the economic circumstances this County, the State and our Country face today that number is highly suspect. Avalon Bay, one of the developers involved in the land deals has already announced that it will not undertake any new projects. They will only work on those projects already underway.

Among the multiple sites included in the County Executive’s proposal are two major transactions: purchase of Casey 8 and Casey 9 and the sale of the County Service Park (CSP) to two developers. Purchase of the Casey property is NOT by direct acquisition from Betty Casey, rather the sale is accomplished by assumption of a contract to purchase the Casey property held by another developer. That contract was negotiated and signed at the peak of the market. Since then land sales have virtually halted and land values have plummeted. The proposal notes that the purchase price for Casey is “fair market value by mutual agreement”. This is nonsense. It can be by either fair market value, or by mutual agreement, but not by both. We insist that the County not consider acquisition of the property for any more than its current fair market value as verified by a current appraisal which takes into account current market conditions.

The decline in real estate values has certainly hit the citizens of Montgomery County very hard. If the County can manage this properly, taxpayers may be able to benefit from the decline as well.

With respect to the County Service Park, we strongly disagree with any effort to sell the property as proposed by the Executive to a developer with absolutely no competitive process. The Executive further proposes to put the planning process for the CSP in the control of one of the developers. This will certainly result in a plan tailored to that particular developer, and NOT necessarily in the best interest of the citizens. An appraisal of the CSP property should be completed and made public before any discussion further discussion takes place.

While Montgomery County has earned a reputation for open and transparent government, this process could best be described as rushed, non-transparent and for insiders only.

If one drives north on I-270 just beyond Germantown, one sees a huge sign in the east side of the road. The sign says “FOR SALE – WILL BUILD TO SUIT”. The Staubach Company did not examine this property when it did

the initial study for the county. Nor did the Staubach Company look at any potential property in the eastern part of the county. This seems to be a rather large oversight. Spreading the county jobs across a wider spectrum of the area seems to be a better idea.

In short, as currently structured, Montgomery cannot afford this project at this time.

A Rodent-Free Vacation in Florida – it IS Possible

When I first mentioned to friends that I was revisiting Florida, after more than 20 years away, their first question was “so you’re going back to Walt Disney World?” Actually, no. Despite the

“Disneyfication” of the Sunshine State, I was not at all interested in seeing the Magic Kingdom again. Don’t get me wrong – Walt Disney World is a lot of fun and there are many families who get a great deal of enjoyment out of it. My goal, however, was to find the nostalgic Florida of my childhood, and to see some of the native wildlife.

Oh, the Huge Manatees!

Uncle Otis had a lot of influence on me because he spoiled me shamefully. I think, at that time, I was the granddaughter he never had. If I wanted something, I got it...period. My grandmother once said in front of him that I thought I should have anything I wanted. He looked at her and said, very matter-of-factly, "She should, and I'll make sure she gets it." He was going to give me piano lessons so I could play the pianos in the music room. I was going to make my "debut" at the mansion (that sounds so odd these days), and, as I have written, he was going to have my wedding there when I got married and I would walk down the main staircase in my gown...which I'm sure he would have paid for. Ah, dreams. The problem with them is that you have to wake up.

Uncle Otis' favorite color was blue, he called the shade "Kentland Blue," and it was his mother's favorite color. That's the color all of the shutters and trim on the farm buildings were originally painted. The color was dark blue, but not quite Navy blue. It was a very rich "blue" blue, if that makes sense. I was able to see them in an “up close and personal” way, and I attended interpretive programs where I learned about the very serious threat faced by these beautiful, gentle giants. the only place we’ll be able to see them at all will be in old vacation snapshots. Due to their slow-moving, gentle nature and the destruction of their habitat, they are often the victims of boat propellers – as a matter of fact, they are now identified by the scars they have received from boaters too careless to slow down in protected areas. The most magical portion of my visit was an underwater

viewing experience where I was able to see the creatures eye to eye – and in one instance, there was only a bit of glass between my hand and “Amanda’s” snout. Also resident at the Park were several other native animals, with their own interpretive programs. I learned a lot about my own impact on the environment and the small steps I can take to help ensure that these creatures have a future on the Planet. Humans aren’t the only species sharing this space, and it makes a lot of sense to me that if, by recycling and slowing down in the waterways, I can do my bit to help the animals survive so that the next generations can see them, it’s a very small price to pay.

Mermaids Exist, if You Know Where to Look

Weeki Wachee Springs has a 27-acre park built around a natural spring pumping out over 100 million gallons of crystal-clear water every day, feeding the adjoining Weeki Wachee River. The park itself was founded in 1946 by Newton Perry, a former Navy diver who developed the idea for breathing through partially-hidden air hoses supplied by a compressor.

For more than 60 years, live “mermaids” have been the main attraction at the park, but there’s more to it than being beautiful. The training and expectations are demanding – these ladies have to be able to stay in the 72-degree spring water (which sounds warm, but after a few minutes, it’s downright chilly– try it if you don’t believe me) for up to 45 minutes at a stint, holding their breath for up to 2 1/2 minutes at a time between gulps of air from the hoses. Meanwhile they have to keep smiling and looking as if it’s effortless. The performance was, of course, “The Little Mermaid.” My Dad adored this park when I was a kid, and I was too little to understand just what the appeal was for him. I mean, why is Daddy so interested in Hans Christian Andersen all of a sudden? I’ve since grown a bit wiser… The park has grown considerably since my childhood. It’s now an honest-to-Neptune theme park, in addition to the wilderness cruises and interpretive programs and, of course, the mermaids.

An Antebellum Story with an Unexpected Twist Located on Fort George Island (near Jacksonville), the Kingsley Plantation includes a plantation house, kitchen house, barn, and the ruins of 25 of the original slave cabins. It is no secret to my regular readers that I am a fan of the author Eugenia Price. Her novel, Don Juan McQueen, which was about John McQueen, one of the many owners of this plantation over its lengthy history, is what brought me here, but I found an even more interesting story once I arrived. The plantation house is the oldest still standing in Florida, and seeing the remains of slave cabins is a rarity indeed. The exhibits concentrate on the era of Zephaniah Kingsley, who operated the property from 1813-1839. What I found fascinating about this place was the story of Kingsley’s wife, Anna. She was purchased as a slave, and was freed in 1811. She was active in plantation management and became a successful businesswoman. She owned her own property, as well. When territorial Florida passed laws that discriminated against free blacks and imposed restrictions on African slaves, Kingsley moved his family to Haiti, now the Dominican Republic, where Zephaniah and Anna’s descendants live to this day.

St. Augustine has been attracting visitors since they’ve first ventured South to avoid harsh winters. Whether it’s the Castillo de San Marcos for history buffs, the beautiful beaches for nature lovers, or the Fountain of Youth for those hoping to stop the inevitable march of time, there’s something for everyone in this gloriously beautiful city. We didn’t get to see nearly as much as we wanted to, and we must have a return visit in order to do it justice. We were, however, able to enjoy the seashore and the shelling on the beaches just north of town, and we got to visit the astounding Lightner Museum and the Oldest House Complex.

The Lightner is housed in the former Hotel Alcazar, built in 1887 and still retaining its Gilded Age glory. Chicago publisher, Otto C. Lightner, bought the building in 1946 in order to hold his enormous collection of Victorian artifacts, and opened the museum two years later. Later, he gave the museum to the city of St. Augustine, and the building is now listed on the National Register of Historic Places. I couldn’t believe that one man had amassed such a collection – music boxes, artworks, antiquities, costumes, Louis Comfort Tiffany works. The list goes on and on. Three floors containing thousands and thousands of items; I was overwhelmed. A site less conducive to sensory overload was the Oldest House. This was another Eugenia Price stop for me. Her novel, Maria, is a fictionalized account of the life of the woman who lived in the Gonzalez-Alvarez House, so of course I was keen to see it for myself. The Complex is beautifully preserved and has many artifacts reaching through 400 years of Florida history. In addition, the courtyard is a peaceful place to rest in the shade and to contemplate all that has come before. The clock seems to have turned back, and even the sounds of the traffic fade away.

There’s so much more for which I just didn’t have time. Still to be seen are the Florida Keys, Sanibel Island, the Everglades, the Miami Beach Art Deco District… I said earlier that my goal was to visit the nostalgic Florida of my childhood. I succeeded beyond my wildest hopes, and learned that there’s much more to be seen when I return – I just hope that I don’t have to wait another 20 years. I’m looking forward to a lifetime of holidays, with nary a mouse in sight.

Marie O’Donnell—The First Kentlands’ Child

Marie O'Donnell was the first child to play in Kentlands after Otis Beal

Kent gave the land that name. In the picture on the left, the Arts Barn is visible, and the child stands in front of the house which is now white with black trim and stands at the entrance to the Old Farm district of Kentlands. The house was doubled in the early nineties before it became one of the early properties of what we now know as the present community. Kentlands was then a part of Rockville and was not annexed into Gaithersburg until the plans for the current community were under way. Marie rode the school bus to school in Rockville.

Ms O'Donnell called Kent "Uncle Otis," and he occasionally referred to her as his "granddaughter." She moved to Kentlands at approximately the age

of two and has fond memories of sitting on Kent's lap while he played Beautiful Dreamer for her.

Marie O'Donnell now lives in West Virginia.

ring story. I had a Kelly Green snowsuit with the leopard fur trim. Later, however, that changed and blue has been my favorite color most of my life. Maybe it's the color of "security," because the years we lived there were so carefree.

When Uncle Otis was growing up his mother was his world. I don't ever remember hearing him mention his father. He talked about how much his mother sacrificed for him to be able to go to law school, and he told me about how he made his first million dollars. When he was a young attorney, he was assigned a case that was very difficult. He worked on it for months, never quite being able to find the legal precedent that he needed. One evening, totally exhausted, he fell asleep over the law book he was researching. When he woke up the book was on his lap and opened. As he scanned the pages he saw the case information that he had been looking for. They went to court and won, and his payment for the case was a million dollars. That was the money he used to purchase Kentland Farms. I don't remember if his mother lived there or passed away before he moved to the farm. I think he did a lot of renovation before he moved in, and she may have passed away while that was being done, but I'm not sure. He did a lot of plastering, painting, refinishing floors, lighting, and so forth. He was still doing them when we moved there. The library was finished during that time. I remember he was so proud of it. It was my favorite room. It had that soft lighting and such a comfortable feeling. I've loved libraries and books ever since I first set foot in that room.

When I was a senior in high school we had to write about a time we remembered that brought back emotional feelings. I wrote about sitting on Uncle Otis' lap as a small child while he played the piano; watching his fingers caress the piano keys while the strains of "Beautiful Dreamer" filled the room. I felt safe, and loved, and totally happy. I can still see the old sweater he wore, with holes in it and worn spots on the elbows. He always wore leather bedroom slippers, and, I'm not sure he ever bought a new pair all of the time I knew him. He wasn't much for clothes. Ruby, who was his secretary when we first moved there, was always on to him about his appearance. She picked out his dress clothes, and, he always looked elegant when he was dressed up. But, around the house, you wouldn't have known he had a penny. There was no pretense about him.

Memories from My Mother

My mother was vibrant and outgoing. She was asked to run for mayor of Gaithersburg when I was in junior high—she thought about it and decided not to. While she didn’t return to teaching

full time after she married in spite of invitations to do so, she substituted in many of the Montgomery County schools, never refusing a call unless she really had to. She knew all the teachers and staff in our schools and most of the students as well.

I recently got in touch with a friend from high school who told me that she saw my mother do a kindness for someone once, and while she could not remember what the gesture was, it changed not only the way she looked at my mother but the way she looked at teachers from then on.

A few years ago, I was attending a city dinner, and man at the table whom I did not know told me that he had had some type of problem, like dyslexia, my mother had really helped him.

Adah Helz was a woman who believed in contributing to the community she belonged to. She cooked for church dinners, ran the PTA fundraising dinners for the Lions Club, was active in the League of Women Voters and in political causes which she felt were crucial. Everyone knew her, and she kept her close friends for a lifetime.

And yet—you could never really know her.

Perfecting Your Putt

You’ve just gotten out of the bunker and now it’s time to make the putt.

What should be one stroke, turns into two and then three, and what you thought was going to be easy is now just plain frustrating. What went wrong? Most likely, you didn’t take into consideration the undulating topography of the green, and you didn’t practice your putting routine.

When it comes to putting, sticking to a routine is necessary for making consistent strokes. Putting is extremely personal. Whatever your style, the key to a good putt is developing a stroke you can repeat and one that produces overspin for a consistent roll. The way you set up will determine the path of your stroke and the position of the putter face at impact.

The shoulder-controlled, pendulum-type stroke is the most effective for consistent putting. A solid repeating pendulum stroke allows your arms complete freedom of movement. Here’s how you set up your putt.

· Take a comfortable wide stance with feet slightly wider than shoulders and your knees flexed like you are about to sit down.

· Your weight should slightly favor your left leg, and your elbows should be relaxed and spread to the point where your upper arms rest lightly on your rib cage.

Marien Helz's Past Columns

Marien Helz is originally from Gaithersburg and began writing the Growing Up in Gaithersburg column for an HOA paper in 2003.

She published fiction in college, and later, four books of poetry under her married name and decided to continue publishing prose under the pen Helz and poetry with the pen Perry.

She holds a Master's degree in English and American literature from the University of Iowa, a Master of Fine of Arts degree from the world renowned Iowa Writers' Workshop [the only organization to receive the National Humanities Medal, presented by the U.S. government in 2003], a Master's degree from

the University of Buffalo Reading Specialist Program, and a PhD in English Research from the University of Buffalo.

She splits her time between Kentlands and a classic village in the Buffalo-Niagara region of Western New York state where she is a college professor–a profession she began at the age of twenty-two. She lives with her husband, Franklyn (Lyn) Perry, and their Belgian Malinois Shepherd and is devoted to her four children, a daughter, a son, a son-in-law, and a daughter-in-law, and especially to her new grandson.

believed to be her mother at eighteen months, loss of her maternal grandmother and caretaker at seven, loss of her father at nine, loss of her home and every material object she had known at her father’s death, loss of living with her brothers. No one who spoke with her would guess at what she had been through: she was always cheerful and upbeat or helpfully friendly and sympathetic to a friend in need. She would visit a relative to help with their children and after the first day would know the postman’s first name. She would show a niece through Congress and be escorted to a special seat by a Senator from the party other than hers.

But there was a line that you could never cross. It was an invisible force-field fronting the inner sanctum of her soul. If you paid her a compliment, she would brush it off as though it were a housefly. In all probability, strangers knew her better than did family. My father adored her with all his being and was devoted to her from the moment he saw her to beyond her death. He, likewise, was everything to her and brought her all the things in life she wanted and that she prized, but even he would not be told of the sorrows she’d known except as she called out in dreams about her childhood loss.

If anyone ever suggested to her that her life had been difficult, she would at once contradict them and state that she had had a really good life and a really good childhood—and in many ways, that was all true because she made the best of everything. She’d used money left to her by her mother to get a BA degree at Ohio State. She got a teaching job which she retained through the Great Depression, and got a Master’s degree studying under a nationally renowned professor.

The first thing I always knew about my mother, when I was growing up in Gaithersburg, was that she loved our town with all her heart. She knew the very spirit of the town and all its people. The other thing I knew was that she loved Ohio, her homeland, with the devotion of its most loyal daughter.

If there is one symbol for her, it is the rainbow. After each devastating storm of her life, she gleamed through like a rainbow.

Erin Pickett and her husband and daughter have lived in Lakelands for three years and lived in the Kentlands for two years prior to that with her in-laws who still reside there. They have a golden retriever who “is three going on two.”

She holds a Bachelor’s degree from Rutgers and a Master’s from the behavioral neuroscience program at American University.

After commuting to work leading to long hours away from home, and then getting a “work from home” job, Ms Pickett is now a stay-at-home-Mom spending her time doing “crazy radical things like counted cross

stitch, learning how to make bread from scratch, struggling to keep up with the laundry, practicing the multiplication tables with my daughter….” Update: Erin's family now includes a set of boy and girl twins born in 2006—which is why she hasn't been able to write for us recently.

Amy Sowinski is studying physical education at a community college. She also works for the YMCA as a School Aged Child Care Aid and as a Youth Sports Coach. The Future of Humanity

The title “The Future of Humanity” should catch your attention. I generally don't like to make predictions, even about reasonably certain future events. There are too many things that could change, luck and circumstances can play a role, and frequently no one cares. Even if I am right, and consistently right (which I assure you is not the case) the only people who really care about the future are people who bet on coming events like horse races or prize fights. So, given this brief explanation, what am I talking about?

I like history. Since my earliest days, reading in our family den, looking at the books and trying to read the words, I have always loved reading about history. I came to the conclusion that knowing what had happened in the past might possibly indicate what might happen in the future. I had never heard of the Spanish philosopher George Santayana who said “Those who cannot remember the past are condemned to repeat it.”

I applied this little homily to many parts of my life, and even ruminated in my more deliberative and thoughtful moments about issues relating to politics, social welfare, military operations, and the like. Most of these were generally idle ruminations, strung together in a logical fashion. But, I was acutely aware of the fundamental basis of the entire train of thought: it was always based upon my initial assumptions, or if you like, the initial data. Louis Solomon's Past Columns

We are pleased to present viewpoint columns by Louis P. Solomon.

Most of Louis Solomon's career was spent in the military-industrial community working on anti-submarine systems. He has also taught at the university level and founded the firm, Planning Systems. His current interests include co-authoring books of fiction and non-fiction. Solomon holds an MS degree in Aero/Astro from MIT and a BA and PhD in Engineering from UCLA.

Solomon is an avid amateur small boat sailor and cruises his sailboat, Dream Maker, on the Chesapeake Bay and up and down the East Coast. He lives in the Kentlands with his wife, Leslie Marks.

regardless of how happy or miserable they make you feel should always be considered with a healthy degree of skepticism. This practice of being skeptical of my own conclusions, and those of all others as well, has proven a valuable practice over my life.

But now, I have come to a series of thoughts about the future of humanity. This is based upon a presentation called The Crash Course, available for your edification on the Internet. The course may be found at: http://

www.chrismartenson.com/crashcourse. It was developed over several years by a young man named Chris Martenson. It takes over three hours to listen to the presentation, punctuated by pictures and graphs. For ease of understanding the presentation is divided in to twenty separate chapters. The course itself focuses on three inextricably intertwined major areas of focus: Economics, Energy, and Environment. The course shows that all of these individual areas are terrible problems for humanity as a whole, and the steps taken to alleviate one might possibly be deleterious to the others.

Mr. Martenson explains how the world economy and the US economy, in particular, works. It is becoming harder to separate the operation of the US economy from those of other countries. In fact, while this is somewhat of an overstatement, the economy must now be considered as global in character. The current turmoil is a direct result of the monetary system that we have used, and, I am happy to tell you that it can be changed. The pain for all the people of the world will be terrible, and the power structure that has existed since the Middle Ages will be upended. I cannot even guess how things will change. But, it can be addressed.

The Environment picture is rather fuzzy. While it is generally agreed by most scientists with data in their hands that the planet is getting warmer, it is not clear that this is the result of man. It may simply be a variation in the heating and cooling cycle of the planet. We are attempting to do something about carbon emissions, but there are other issues that demand our attention and about which we have done very little, if anything. The lack of freshwater, the rising of the sea levels, and growth of diseases that seem not to be amenable to modern medical discoveries. If there is a solution to this problem it is not clear that we have even specified and defined the problem, much less considered an executable strategy to solve it.

But the Energy picture is very disturbing and black. In the roughly 150 years since the Industrial Age began we have found and used up most of the oil and other fuels we can use for energy generation. This is not saying that there is no more oil. But, it does say that we have used probably 50% of it, and the remaining 50% is going to be much harder to find and process than the original 50%. The other forms of energy are limited either by rate (the sun shines at a steady rate but there is no possibility we can make the sun shine more than it does already) or quantity. Tides are a never ending source of energy, but they are available in only limited amount. No, energy is going to become more and more scarce.

Mr. Martenson points out two other things that are terrible to contemplate. First, the population of the world

is increasing at 70 million people per year. This means that the demand for energy and food will increase each year. Second, As energy becomes more scarce, or costs more, the standard of living will go down for virtually everyone. There will always be a miniscule percentage of people who will enjoy life as it is available, but almost everyone else will see a steady, continual decline in their standard of living in all things that affect it. Less and poorer quality food, less heat, less water, less space, etc. And, what is the solution?

In essence, there is none. Unless we can reduce the population of the world by (say) 90%, and have it remain static, using only renewable resources of all kinds (energy, water, food, etc.) we will rapidly (within the next 100 years or less) be unable to sustain life on Earth as we currently know it. This is not a political answer. This answer is based upon data relating to physics. There is no politically pleasant answer to our global problem.

So, it is with sorrow that I tell you that we, the people who live now, have managed through dumb luck to have lived at the best time in the world's history. The path from this point forward is bleak with no hope of a solution.

On the other hand, one of my old and close friends pointed out to me that I now stand in the line of prognosticators who have said such things as: "...everything that can be invented has been invented" (Charles H. Duell, Commissioner, U.S. patent office, 1899. This is inaccurate and was never said, but it sounds wonderful.) Or "this country only needs five (5) computers." (Watson of IBM).

My friend agrees that I may be correct, but prefers to believe that something will happen to prove my prediction to be wrong. For example: Success in harnessing fusion will solve the energy problem, including that of producing plenty of fresh water for everyone. Breakthroughs in medical knowledge can revolutionize the treatments -- things never dreamed of in the last century have been accomplished today by modern medicine, which is sure to progress in similar fashion into the next century. The financial picture is blurred by the human nature that breeds greed and corruption, and perhaps nothing can be done about that. He agrees that I am probably right about the economic future, but maybe not. There has to be hope.

The world will have to address the issue of the continuing existence of mankind with a clear eye, understanding, and willingness to make impossibly emotional, demanding decisions. We have never seen such an agreement encountered in the entire history of mankind, and I personally doubt that we can do it.

I find this entire subject disturbing. It will require all of us to think about it and force our leaders to take actions that might save humankind. Without careful, calm, and thoughtful effort, we are doomed.

Happy New Year. Oh, one other amazing fact. The Mayan and other completely unrelated calendars (Nostradamus) simultaneously predict the end of the world on 21 December 2012. I always laughed at such nonsense before; now I am not so sanguine.

Stork Vision Teams with CAPPA to

Deliver for Operation Special Delivery

For most expectant mothers, pregnancy is an experience they blissfully share with their partners. However, for many military families, the call to duty leaves expectant mothers behind to face delivery alone. Two concerned organizations have stepped up to help fill the gap left by absent husbands and partners.

Stork Vision, a national prenatal ultrasound imaging company, is partnering with the Childbirth and Postpartum Professional Association (CAPPA) to raise funds and awareness for Operation Special Delivery, a program that provides labor doulas at no cost to expecting military moms.

"Having your loved one deployed-or worse, killed or seriously injured- and having to face the prospects of giving birth alone is unbearable," said Renee Caldwell, Stork Vision President. "To be able to provide a loving and helpful presence to military moms is just a small way of trying to repay an enormous debt of gratitude for their family's sacrifice in service to our country."

Executive Chef Hitches His Star to Lakewood Country

Club

When Lakewood Country Club began its nationwide search for an executive chef, little did the selection committee know that the culinary wizard they were looking for would be right in their own back yard. Tim Elliott, one of the DC area’s top chefs, will now be leading the culinary team for Lakewood Country Club members as the club’s new executive chef. Well known in the area’s culinary circles, Elliott helped open Mie N Yu restaurant in Georgetown, DC, in 2003 and served as its executive chef. A graduate of Baltimore International Culinary College, Elliott began his career with Marriott opening and reinventing many of its dining venues in DC, Maryland, and Virginia.

In announcing Elliott’s move to Lakewood, Board President Ian Altman said that after tasting Tim’s “inspired creations” during a taste-off with a small list of finalists, the selection committee was unanimous in its decision to place him in the executive chef position. “In such a volatile economic environment, we are honored that Tim sees a secure future with Lakewood. Gaithersburg, Rockville Offer

Environmental Rainscapes Rewards to Residents

The cities of Gaithersburg and Rockville are joining forces to offer a Rainscapes Rewards program to residents of the two municipalities. The program offers incentives for property owners that install natural drainage projects. These projects reduce the amount of stormwater entering local streams, increase the groundwater supply, reduce chemical and nutrient pollutants entering waterways, and may help reduce water utility bills.

In the first phase of the program, Gaithersburg and Rockville are offering a $50 per barrel (up to a maximum of four barrels) rebate for households within their city limits that install rain barrels. These are containers that are connected to existing downspouts to collect rainwater from rooftops. Rooftops can account for over 40 percent of impervious cover in residential neighborhoods, and stormwater runoff is the leading type of residential non-point source pollution entering local waterways.

The barrels can be made of plastic or wood, they come in various designs and

Operation Special Delivery provides trained volunteer doulas for pregnant women whose husbands or partners have been severely injured or who have lost their lives due to the current war on terror, or who will be deployed at the time that they are due to give birth. A doula is someone who is specially trained to give informational, emotional, and physical support to women during childbirth.

The program was started by Patricia Newton, a New Jersey doula who wanted to help expectant moms who had lost a husband or partner in the tragedies of september 11, 2001. The response was so overwhelming that in 2005 she turned the program's administrative duties over to CAPPA.

Stork Vision will be accepting donations for Operation Special Delivery at each of its 19 locations in 11 states from now until March 30, 2009.

The Skate Park is located at the Activity Center at Bohrer Park, 506 South Frederick Avenue, and welcomes skateboarders and in-line skaters during all sessions. BMX bikers are allowed every day except Wednesdays and Saturdays.

Safety equipment regulations require helmets, while elbow and knee pads are optional. However, all safety equipment is highly recommended and in-line skaters must wear wrist guards. Protective gear is available for rent.

The 12,300 square foot park contains a dozen ramps, rails and boxes to trick off of, and all the means necessary to do it. The park features amenities including a state-of-the-art stereo system to play all the latest tunes, several quarters, a spine, bank, and several smaller obstacles. School Supply Donations Needed

The City of Gaithersburg Education Committee, in conjunction with the Division of Community Services, is kicking off a month-long school supply collection drive. As part of the GREAT program (Gaithersburg Recognizing Educational Achievement Today), the committee is collecting school supplies for distribution to Gaithersburg area schools in the spring. After surveying educators several years ago it was found that supplies for teachers and students are much needed during the mid- and latter parts of the school year.

Items specifically in need include: Stickers and notebook dividers, scissors and glue sticks, loose leaf paper and backpacks, solid color folders, 3-ring binders - 1, 2 and 3 inch, pencil pouches for binders, crayons, books for summer reading, small pencil sharpeners, colored and #2 pencils, and red/black sharpies, large washable markers, yellow highlighters, hand sanitizer, and Ziploc bags.

Donations may be brought to the Community Services office in the Wells/Robertson House at 1 Wells Avenue (next to City Hall) between 10 a.m. and 4 p.m. Monday through Friday during the month of March. Please contact Community Services program manager Maureen Herndon at 301-258-6395 x2.

Gaithersburg Seeks Help in Identifying Vacant

Properties

In order to preserve public safety and promote the health and welfare of its neighborhoods, the City of Gaithersburg has established a “Vacant Property” reporting system. Neighborhood Services staff has been proactively tracking and inspecting bank-owned foreclosures for several months in an attempt to protect the City’s housing stock and the quality of life in our neighborhoods.

Not all vacant properties are in bank-owned foreclosure status, however. So that these do not go undetected, we are requesting resident assistance in reporting vacant properties to us online at [email protected].

Once a property is identified, staff will inspect the structure to ensure it is secure and safe. Property owners will be notified of existing property maintenance violations including lack of maintenance of exterior structures, grass over 10 inches, weeds, accumulation of rubbish or garbage, and inoperable or abandoned vehicles.

Mothers, Daughters Invited to High Tea at Kentlands Mansion

The elegant surroundings of Gaithersburg’s historic Kentlands Mansion make the perfect setting for a leisurely afternoon of quality time for mothers and daughters. A very special mother-daughter tea will be held on Sunday, May 17 from 1:30 to 3:30 p.m. An assortment of sandwiches, desserts and teas will be plated and served.

Enjoy egg salad, chicken salad, ham and turkey sandwiches, accompanied by a fresh fruit assortment of red and white grapes, pineapple and strawberries. Rounding out the delectable meal will be cookies, brownies, lemon bars, cinnamon stars and chocolate covered bananas. Featured teas include Earl Grey, blackberry and raspberry.

Cost for the tea is $20 per person for adults and $15 for children aged 12 and under. Reservations are required, and may be made with cash, check, Visa, MasterCard, and Discover Card. Family seatings of four, six or eight people can be accommodated. Individuals or parties of two will be seated with other guests. Kentlands Mansion is located 320 Kent Square Road in Gaithersburg.

Public Comment Sought on

Gaithersburg FY 2010 Budget

The proposed City of Gaithersburg Fiscal Year 2010 budget will be available for review and comment in late April. There is ample opportunity throughout the process for the public to provide input and feedback on both the operating and capital improvement plan budgets.

Public testimony will be accepted during the Budget Public Hearing. The public may also speak during the Budget Work Sessions. These meetings, held in the City Hall Council Chambers, are televised live on Gaithersburg TV, Comcast Channel 13 within the City limits. Gaithersburg TV can also be viewed live online at www.gaithersburgmd.gov/tv. The meetings are archived on the website for on-demand viewing at any time.

Gallery Features “Views of our Environment: Nature and Travel”

The City of Gaithersburg presents “Views of our Environment: Nature and Travel,” a photography exhibit by members of the Silver Spring Camera Club at the Kentlands Mansion Gallery January 30 through March 29, 2009. The Mansion is located at 320 Kent Square Road in Gaithersburg. An artists’ reception will be held on Tuesday, March 3 from 7 to 8:30 p.m.

Kentlands Mansion to Host Multi-Media Exhibit of Gaithersburg Fine Arts

The Gaithersburg Fine Arts Association will hold its 23rd annual juried exhibition from April 3 through May 31, 2009 at Kentlands Mansion, 320 Kent Square Road, Gaithersburg. An artists’ reception, open to the public, will be held on Tuesday, April 21 from 7 to 8:30 p.m.

The Gaithersburg Fine Arts Association provides a forum for members to collaborate on activities that expand on their individual artistic undertakings. Founded in 1970, GFAA is growing as an organization by providing educational programs, promotional opportunities and outreach to local audiences and the broader artistic community.

The Club membership is diverse in photographic skills, experience and training, ranging from novices to advanced practitioners. Most of the members fall somewhere in-between, continuously expanding their knowledge and refining their skills in both digital and film photography.

The various interests and perspectives of its members often merge in monthly Club meetings, where a common passion for photography is evident. Meetings include presentations by outside professionals, member image competitions and a variety of hands-on learning activities. Monthly field trips take members to favorite and often little-known sites in the DC area.

Currently, there are more than 70 members, many of whom regularly exhibit, actively teach, or contribute to upper Montgomery County arts events. The group meets monthly to conduct business, engage with varied presenters, and plan and produce exhibits. The members of the GFAA are proud of the skill and the increasingly accomplished work they create. Its juried exhibits are gaining positive attention and comments. Members are seeking to expand on local opportunities with the goal of enlarging their audience and stimulating the artists to think in terms of theme shows.

Arts Barn Invitational

Gallery Presents Works of Cohen’s Students

Highly respected local artist and teacher Howard Cohen will exhibit artworks by his current students in the Arts Barn Invitational Gallery March 5 through 31, 2009.

Mr. Cohen has been teaching oil painting classes at the Arts Barn for the past six years. He currently teaches three weekly oil painting classes in the Arts Barn for both beginner and intermediate students. He is an award winning artist and a past member of the Gaithersburg Council for the Arts.

Out for Arts Presents the Magic of Benjamin Corey

Montgomery County Plein Air Artists

Exhibit at Gaithersburg City Hall Gallery

The City of Gaithersburg hosts a multi-media exhibit of the Montgomery County Plein Air Artists at the City Hall Gallery March 20 through May 17, 2009. The Gallery is located on the second floor of City Hall, 31 S. Summit Avenue in Olde Towne, Gaithersburg. An artists’ reception will be held on Thursday, April 9 from 7 to 8:30 p.m.

The Montgomery County Plein Air Artists are a unique group of individuals who paint all of their works outside, or en plein air. They are inspired by the rushing waters of Great Falls, the wind in the spring leaves at Brookside Gardens, and the warm sun and the cool snow scenes on the Canal Locks that are all indigenous to our beautiful Montgomery County. The exhibit at City Hall, featuring oil, watercolor, acrylic, and pastels, serves as the group’s debut in the City’s collection of galleries. Visitors will be able to feel the beauty of the nature that surrounds us captured in works by these talented artists who created them “En Plein Air.” Works in the exhibit are available for purchase.

Eight Events Planned for Gaithersburg’s Green Week

Celebration

The City of Gaithersburg invites residents to participate in eight activities that celebrate and improve the environment during Gaithersburg’s Green Week, April 17 through 27, 2009. In addition to being fun and educational, there are also great ways for students to earn service learning credits while making Gaithersburg a better place to live.

Environmental Family Fun Night

Friday, April 17, 7 p.m., Activity Center at Bohrer Park, 506 S. Frederick Ave.

Green Week kicks off with a special recycling-themed Environmental Family Fun Night. Kathleen Jacobs brings recycling to life in “Magic Pots and Recycled Bottles,” a fun and exciting show that uses recycled materials to create imaginative characters and the world in which they live. Admission is $2 per person, with a maximum of $5 per family. Children under the age of two are admitted free. All children must be accompanied by an adult. To register, call 301-258-6350.

During the assembly, the Maryland Department of Natural Resources will present the City with its 20th Annual Tree City Award and the Mayor will donate a tree to the school.

Save energy and reduce greenhouse gas emissions by changing at least one light in your home to an ENERGY STAR qualified light bulb. To save the most energy and money, choose high-use fixtures such as kitchen ceiling lights, living room lights, bathroom vanity, and outdoor porch or post lamps. According to the U.S. Environmental Protection Agency, if every American home replaced just one light bulb with an ENERGY STAR, we would save enough energy to light more than 2.5 million homes a year and prevent greenhouse gases equivalent to the emissions of nearly 800,000 cars.

Green Week and Arbor Day Proclamation continueg

Green volunteer activities go hand-in-hand with the environmentally-friendly characteristics of the Youth Center at Robertson Park. The Gaithersburg Youth Club (GYC) is a program designed specifically for middle school students to provide safe, well-supervised and fun activities for participants during their off-school hours. On Wednesday, April 22, students will earn student service learning hours by planting the City’s first green streets project on Rabbitt Road.

Lug-a-Mug Day

Choose to lug-a-mug while out and about instead of using a disposable cup. Each time a resident reuses his or her mug results in one less cup in the landfill. Each year, the Mayor and City Council and Environmental Affairs Committee recognize individuals and groups for their commitment to the environment.
