Attached please see the report and supplemental documents on somatic coliphage monitoring of the Neutralizer biosolids treatment process prepared by BCR Environmental. Submittal of this report is a condition of permit revision FL0043214-016-DW1P-RM, Section VI, Schedules, #3.
Coliphage monitoring was performed by BCR for one year subsequent to placing the new Neutralizer process into operation at the facility.

4/27/2017 Laura Boczek EPA 26 West Martin Luther King Drive Cincinnati OH 45268 Dear Laura, On November 11th 2010, BCR Environmental submitted an equivalent PFRP process proposal and was approved by the PEC as a process that was equivalent to a PFRP process in accordance with 40 CFR 503.32(a)(8). In order for the Neutralizer to be operating as an equivalent PFRP process, the following conditions must be met:
The Neutralizer process is to be used to treat waste activated sludge with a total solids
concentration less than or equal to 4%
Process Operations must be at a temperature greater than or equal to 15°C (59°F)
Following addition of stage 1 Oxidant (chlorine dioxide) ORP is required to be maintained
at a value greater than or equal to +100 mV ORP with a contact time at +100 mV ORP ≥ 1
hour
Stage 1 treatment is followed by Stage 2 treatment which is defined as Nitrite dose = 1500
mg/L sodium nitrite (NaNO2) with pH during NaNO2 contact time ≤ to 2.3s.u.
ORP during stage 2 must be > +100 mV and nitrite contact time at specified pH and ORP is
at least 6 hours
A limitation on the evaluation of the process was claimed by the EPA because the three facilities that conducted Neutralizer testing were done within the same county (Clay). Therefore, new installations of a Neutralizer process must demonstrate pathogen reduction by verifying somatic coliphage reduction when operating as above. Sampling and analysis of somatic phage must be conducted for a period of at least one year in accordance to the sampling method described at 40 CFR 503.16 (a). This approval letter is attached for your reference. BCR performed this testing over a period of 12 months at North Jenson WWTP (3100 NW Hillman Drive, Jensen Beach, FL 34957) and all analyses resulted in ‘non-detect’ or greater than a 3-log reduction (greater than 99.9% reduction) for somatic phage using ASTM 4994, the test results are summarized below:

BCR also performed five (5) somatic phage tests at Tropical Farms WWTP (8595 SW Kansas Avenue, Stuart, FL 34997) over a period of 12 months in 2015-2016. The table below summarizes these results:

All samples were taken in accordance with sampling procedures detailed in the Neutralizer Process QAPP, which was previously approved by the PEC. All lab reports are also attached for your review. As BCR Environmental has met the requirements of this monitoring condition as specified in the National Equivalency approval letter dated Nov 16, 2010, we are requesting removal of the somatic phage sampling and analysis provision for the Neutralizer® process at these facilities.
