Why was it necessary?

Visual Impairment in the world:

285 million visually impaired people

90% in developing countries

19 million visually impaired children

approximately 1,4 blind children

Principles of non-discrimination, equal opportunity,

accessibility and full and effective participation and

inclusion in society, proclaimed in the Universal

Declaration of Human Rights and the United Nations

Convention on the Rights of Persons with Disabilities

challenges that are prejudicial to the complete

development of persons with visual impairments or with

other print disabilities, which limit their freedom of

expression, including the freedom to seek, receive and

impart information and ideas of all kinds …

What are the solutions provided?

Core Principles:

Requires parties to adopt national law

limitations and exceptions to facilitate access

to formats of works accessible to persons who

are blind, visually impaired, and print

disabled; (Art. 4)

Provides for the cross-border of accessible-

format works in order to increase efficiency

and avoid duplication of effort. (Art. 5)
