Evesham Township Councilhas introduced an ordinance tobond various capital improve-ments, including $1.5 million forthe road improvement program.
Several council meetings dat-ing to Feb. 3 have featured presen-tations from township officials re-garding what roads and what por-tions of roads to include in theprogram.
In the bond is money for workto be conducted on the portion of Willow Bend Road from WestcottAvenue to the traffic light at Tom-
linson Mill Road, Tomlinson MillRoad to Marlton Parkway, the sec-tion of North Elmwood Road be-tween Route 70 and Main Street,and Evans Road from Farming-ton Drive to CommonwealthDrive.
Township officials have previ-ously said the roads were chosendue to their damaged status anduse as “collector roads,” meaningroads outside of developments
that collect heavy traffic frommultiple areas of town.
Work on the roads will consistmostly of mill and overlay work,which Department of PublicWorks Superintendent Tom Kohlhas in the past described as put-ting new tops on the roads.
As law requires, also to be re-done are any curbs and sidewalkslocated along the roads, handicapramps as mandated by the Ameri-cans with Disabilities Act, andtree removal when trees are caus-ing tripping hazards.
It was the tree removal andhigh cost associated with theissue that caused council to re-
consider paving all of WillowBend Road, as officials originallysuggested.
Council asked for a study of how many trees would need to beremoved if work was conductedon the entirety of Willow BendRoad, with a study from a land-scape architect and horticultural-ist later determining that 93 trees

The Evesham Township PoliceDepartment has announced thatit will be participating in the 2015Distracted Driving CrackdownProgram.
This is part of a nationwide en-forcement effort, known asUDrive. UText. UPay. The purposeof the campaign is to undertakevisible, targeted enforcement dur-ing the month of April, which isNational Distracted DrivingMonth. Enforcement activitieswill focus on behaviors that dis-
tract from the actual task of driv-ing, such as talking on a hand-held device or sending text mes-sages.
The campaign will runthrough April 21, and it will con-sist of strict enforcement of dis-tracted driving laws. The depart-ment wants everyone in the town
to be safe at all times, please beaware of this campaign and drivesafely.
From 2003-2012, more than1,600 people were killed in crash-es caused by distracted drivers.Such distractions include: talkingon a cellular phone, tuning aradio or CD player, applyingmakeup, talking to other passen-gers, tending to children or pets,eating and drinking.
As cell phones are one of manydistractions both inside and out-
side the vehicle that can causecrashes, New Jersey law bans theuse of a handheld cellular phonewhile driving.
Drivers who talk or text on ahandheld cell phone while driv-ing face a fine.
Driving requires a driver’s fullattention.

The Samaritan Center for Grief Support, a member of the Samar-itan Family of Services, has an-nounced its April support groupschedule.
“Grief is a natural, healthy

Council restricted from commentingon much at special meeting March 31

It might have been a special af-ternoon meeting of the EveshamTownship Council on March 31,but the comments voiced by resi-dents were in line with those pre-sented at the past several meet-ings since the beginning of Feb-ruary.
Since that time, several resi-dents have been raising issuewith how and when the mayor
and council were answering ques-tions asked by the public duringopen public comment sessions atmeetings.
Township solicitor John Gille-spie has in the past said councilmembers are not required by lawto immediately answer or com-ment on questions asked by resi-dents at meetings, or answer orcomment at all, but at the special
March 31 meeting, EveshamTownship Manager Thomas Cz-erniecki said council was actual-ly legally limited with what itcould and could not respond to.
Czerniecki said because themeeting was a special meetingand not regularly scheduled,there was no comment sectionfrom council members at the endof the meeting as there regularlywould be, and council was ad-vised special meetings are limitedto items that have been advertised
on the agenda.“We can only deal with thesematters,” Czerniecki said.
Of the two members of thepublic to speak at the meeting,first was resident Kenneth Millswho asked about a resolutionamending the temporary generalcapital budget regarding thetownship-owned Indian SpringGolf Course for about $180,000 in
improvements. Mills said hewanted to know if a golf courseconsultant hired by the townshiplast year recommended the im-provements.
“I know that last year we hadthe consultant here that receivedquite a sum of money, and Iwould just like to know if thatmade any kind of impact on theprofitability of the golf course,”Mills said.
When Mayor Randy Brownasked if that was an issue related
to an agenda item, Czernieckisaid it was not related to the capi-tal plan introduced and not a sub-
ject that was advertised.As he was unable to receive an
answer, Mills said he thought themeetings still needed more trans-parency, to which Brown respond-ed that the rules of special meet-

We seem to often preach howimportant it is to stay localfor the summertime. And
that’s because it’s true. The 102 daysbetween Memorial Day and Labor Dayweekends are crucial for the JerseyShore, which, no matter where you
live in our fine state, has a vital impacton our economy.
The devastation that was caused byHurricane Sandy seems like a distantmemory, but some Shore towns arestill fighting to fully recover. Thosethat have recovered still desperatelyneed visitors; they still need our sup-port.
Beach Season 2013, the one immedi-ately following Sandy, was not a goodone. As if rebuilding from Sandy was-n’t bad enough, an incredibly wet Junekept visitors away from the Shore dur-
ing prime weekends. Sales for storesthat year in the hardest-hit areas wereoff anywhere from 20-40 percent, ac-cording to state economic reports. Gov.Christie’s office estimated companieslost more than $63 million in businessdue to the storm.
Last year got a little better, but itwasn’t back to pre-storm numbers. ATourism Economics report, presentedby the state Division of Travel andTourism, found that visitors to theShore rose 4.4 percent statewide lastyear, but spending didn’t keep pace, in-
creasing only 3.7 percent. Directtourism employment fell 1.3 percent,the first time it declined since 2010, butthat was mainly due to hard times inAtlantic City.
So what’s the message here? It’s sim-ple: Visit the Shore this summer, visit
often, and spend money there.New Jersey residents often take our
coastline for granted, but we shouldrealize how lucky we are to have sucha gem this close to home. So let’s pay itback this summer. As hard as it mayseem to fathom, there are only sixweeks until the official start of thesummer beach season, but there isstill plenty of time to plan your sum-mer vacation at the Jersey Shore.
The beach towns need your support.Let’s all dedicate at least part of oursummer to giving back.

along the road were at risk.As such, council decided that
this year, only the portion of Wil-low Bend Road from Westcott Av-enue to Tomlinson Mill Roadwould be paved to save money.
In addition, waiting to pavepart of the road will give officialsmore time to speak with residents
along the other portion of theroad and get their input on thenumber of trees that would po-tentially need to be removedwhen paving eventually takesplace.
“There will probably be twoparts to that, phase one and phasetwo,” Kohl said. “We’ll go theother way toward Main Street if
things work out for phase two, butthis year it’s Westcott to the traf-fic light. There were some ques-tions with trees. There’s a lot of sidewalk work there.”
According to Kohl, the town-ship has done well in the biddingprocess in the past, and as such,two additional roads are goingout as optional bids – the overlayof Sycamore Avenue and work onChestnut Avenue.
Kohl said Sycamore Avenuehad some base repairs done two
years ago, resulting in the cur-rent need for only overlay. Chest-nut Avenue also requires onlybase repairs and overlay.
“What’s nice about those tworoads is there’s no curves, there’sno drainage,” Kohl said.
A public hearing and potentialfinal adoption of the bond ordi-nance is scheduled for April 14.

porary budget, and then went onto explain that a second resolu-tion on the agenda put thechanges into place, with a sepa-rate ordinance on the agenda au-thorizing the bonding of themoney, with a public hearingscheduled for April 14.

As the nation’s population con-tinues to become more diverse,the Burlington County LibrarySystem will join libraries acrossthe country celebrating El día delos niños/El día de los libros(Children's Day/Book Day) BCLSwill participate in the celebrationby presenting “Building STEAMwith Dia," a five-week series of science, technology, engineering,art and math activities for chil-dren beginning in April.
Known as Dia (Diversity in Ac-tion), El día de los niños/El día delos libros is an ongoing, national-ly recognized initiative that em-
phasizes the importance of advo-cating literacy for children of alllinguistic and cultural back-grounds.
BCLS was one of 18 library re-cipients nationwide to be award-ed a $1,500 mini-grant from theAmerican Library Association,The Association for Library Serv-ice to Children and Dollar Gener-al to fund the STEAM (science,technology, engineering, ar t and
math) related activities.Recommended for children
ages 7 to 12, the BCLS “BuildingSTEAM with Dia” program willbe presented at the county libraryin Westampton, and the MapleShade, Evesham and Pembertonbranches. Participants will exper-iment with building kits, createart and learn about artists, scien-tists and inventors from diversebackgrounds.
Younger children are welcomewith adult assistance, and atten-dance at all sessions during thefive-week program is not re-quired.

play area, a fenced outdoor playarea, a nurse’s office, bathroomsand a separate entrance exclusiveto Evesham’s Teddy Bear Acade-my families. Last year, the chil-dren had fun participating in ac-tivities and special events such ascamping week during the sum-mer and a Thanksgiving feast, aswell as much more. Perlmutterplans on continuing the fun thisyear.
“Our program provides an at-mosphere that encourages chil-dren to explore and be creative,while being safe and securethroughout the day,” Perlmutter
said. “We’ve been providing qual-ity before- and after-school carefor school-aged children enrolledin the district for more than 24years.”
Teddy Bear Academy has threeoptions to fit most families’ sched-ules. Full-day childcare is avail-able year-round for children agedsix weeks to pre-kindergartenfrom 6:45 a.m. to 6 p.m. A half-daypreschool program for children
aged three and four is availableyear-round from 8 a.m. to 12:30p.m. Awrap-around program forchildren in the pre-school pro-gram at Rice Elementary Schoolprovides before- and after-schoolcare from 6:45 a.m. to 6 p.m., aswell as full-day care when Rice El-ementary School is not in session.This program is available fromSeptember to June.
All children in the preschoolprogram must be 3 or 4 years oldon or before Oct. 1 and fully potty-trained, to meet program require-ments.
