Reliance on Financial Advice
US Department of TreasuryFinancial Regulatory Reform. A New Foundation: Rebuilding FinancialSupervision and Regulation, June 2009 (page 68):
Impartial advice represents one of the most important nancial servicesconsumers can receive.. . . Mortgage brokers often advertise theirtrustworthiness as advisors on di¢ cult mortgage decisions. When theseintermediaries accept side payments from product providers, they cancompromise their ability to be impartial. Consumers, however, may retainfaith that the intermediary is working for them and placing their interestsabove his or her own, even if the conict of interest is disclosed.Accordingly, in some cases consumers may reasonably but mistakenly relyon advice from conicted intermediaries.

Policy Debate on Consumer Protection
US Treasury proposal of Consumer Financial Protection Agency (CFPA):
To address this problem, we propose granting the CFPA authority toimpose carefully crafted duties of care on nancial intermediaries. Forexample, the CFPA could impose a duty of care to counteract anintermediarys patent conict of interest, or to align an intermediarysconduct with consumersreasonable expectations as demonstrated byempirical evidence.
The CFPA could also consider imposing on originators arequirement to disclose material information such as the consumerslikely ability to qualify for a lower interest rate based on her risk prole.
UK Financial Services Authority proposal of complete switch to directpay for advice:. . . require advisor rms to be paid by advisor charges. . . not allow adviser rms to receive commissions o¤ered by productproviders

Commitment value of generous cancellations terms:
Sellers sale advice depends on the incentives of the marginal seller whois indi¤erent between advising in favor or against purchaseGiven that the sellers signal is informative about the buyers utility, themarginal seller must believe that the buyer is MORE likely to cancelthan the buyer believes (on average) when advised in favor of purchase

1] Sales Talk & Cancellation Terms: EXPLOITATION
Expoitation value of restrictive cancellations terms:
Credulous buyers underestimate the probability of having to cancellater compared to the sellerThus the seller can exploit these inated perceptions induced in thebuyer by o¤ering overly restrictive cancellation terms and extract allthe buyers perceived consumer surplus through the initial priceThe buyer is then left with a negative true consumer surplus!
With credulous customers, we nd that:
advice allows the seller to inate expectations about the productsvaluethe seller then extracts more prots through ine¢ ciently restrictivecancellation termsconsumer protection policy is e¤ectivecompetition policy can be counterproduction, because it worsens thequality of advice

2] How (Not) to Pay for Advice
Compensation structure for advice serves two purposes:
To exploit naive customersTo induce information acquisition
For channels/products dominated by wary customers, we predict:
Indirect compensation for adviceBanning commissions is not socially optimalSellers indi¤erent to disclose commissions
For channels/products dominated by naive customers, we predict:
