Jim Keohane officially took up his responsibilities as MOSL Chair on 1 September 2017. Jim is keen to start meeting with members and will be co-hosting a member CEO event on Wednesday 25 October in central London with our CEO Chris Scoggins. The event will be an opportunity for Jim and Chris to discuss where we are with the MOSL Strategic Review and to talk about the MOSL Business Plan 2018/2019, which the Board will be recommending to members in December. “I am delighted to be appointed as Chairman of MOSL at this interesting time for the water sector following the recent market opening,” said Jim. “I look forward to working with the Board, the MOSL team and all of the other stakeholders in the sector.” Jim has over 30 years of business experience in the energy, utilities and aviation sectors. He is an experienced non-executive director, currently serving as Senior Independent Director at the Low Carbon Contracts Company and as Chairman of the Harwich Haven Authority. Jim has previously worked for the Civil Aviation Authority and was its Deputy Chairman from 2007 to 2008. He has also been a non- executive member of the Gas and Electricity Market Authority (GEMA) since 2009. Chris also explained, we are continuing to liaise with our retailer members about the discrepancy between the Market Arrangement Code (MAC) and its Articles of Association in respect of the election process for the Retailer Director to the MOSL Board. We will consult with members on the best option to achieve consistency between the MAC and the Articles of Association. MOSL office move

We are moving on Wednesday 1 November 2017 to a new office in Monument, central London.

The new space is large enough to host Panel meetings, Panel sub-committee meetings and other forums, which will deliver significant cost savings and collaboration opportunities.

The office is still accessible via the Central line, as well as several

other underground lines and walking distance from London Bridge and Cannon Street train stations.

Our new office address will be: MOSL, 4th floor, 16-18 Monument Street, London, EC3R 8AJ.

Our monthly market charts have been published today on Friday 13 October.

These charts provide key information about the non-household water market including switching rates, aggregate settlement values

New opt in process

Kissflow is being updated to make the notifications process between trading parties, MOSL and Ofwat simpler.

The web based app is much faster, designed to work in conjunction with the CMOS ‘agreements’ structure and will reduce errors.

Kissflow is an online workflow management tool used by trading parties to submit applications such as disputes and opt in preferences.

A reminder of the email sent to Contract Managers is available via the MOSL website.

Change proposal updates

‘Requesting a new connection SPID or entry change of use SPID when the retailer is unknown’ has been raised as a new change proposal, CPW022.

This change proposal will allow a wholesaler to leave the ‘retailer’ field blank when requesting a new connection SPID or entry change of use SPID from the market operator, in the case of a customer not having chosen a retailer. Details of this new change proposal can be found on the MOSL website.

The proposer sought initial industry views at yesterday’s User Forum, where one attendee said “I do not believe the removal of the validation rule would cause any issues.” The proposal and views will be discussed at the next Panel meeting on Tuesday 31 October.

CMOS

Since market opening, CMOS 3.0 is the first release focused on new functionality rather than defect resolutions.

The functionality changes included (not limited to) a new volume transfer process, changes to trade effluent, tariffing updates and cross border meters. A full breakdown is available via the release note.

Additional usability changes have also been introduced to CMOS alongside the functional content such as performance improvements on the low volume interface (LVI) and legacy meter read history.

Deployment is on track to deliver to plan. Production environment deployment commenced on Friday

29 September and the system opened to trading parties on Saturday 30 September, ahead of schedule.

Following this, some undelivered open defects and raised observations were identified. Resolutions are in place to deploy to the test system (aka MPS2) on Friday 13 October and to the production system on Friday 20 October. Four defects on reporting market data set (MDS) files were also identified, which were immediately resolved and deployed as a patch into the production system in time for the MDS publication on Friday 13 October.

Digital Strategy Committee

We plan to introduce a new Digital Strategy Committee in place of the CIO Forum. The new committee would include senior lead representatives in digital, technology and IT.

The committee’s responsibilities would include leading on aligning digital priorities across the Operations Release Working Group (ORWG) and Market Performance User Group (MPUG). It would also advise the Panel on technology and support MOSL in the development of digital strategy and technology implementation.

We plan to run a short consultation with members on the Terms of Reference for the committee, before launching nominations for voting member positions on the committee. We will update you with more information about the consultation soon.
