Post earthquake reconstruction services New Zealand

Client Christchurch Earthquake Recovery Authority (CERA)

Having assisted in the crisis response efforts immediately following the 2011 earthquakes, Aurecon is closely involved in several initiatives to rebuild Christchurch. The aim of all reconstruction efforts is about the people as well as the built environment, allowing for the creation of places and infrastructure that help rebuild the resilience of the community. The Canterbury Earthquake Recovery Authority (CERA) is a new government department overseeing the rebuild of Canterbury with Aurecon staff seconded to CERA in key advisory roles.

Aurecon is also part of the Stronger Christchurch Infrastructure Rebuild Team (SCIRT), tasked with the rebuild of infrastructure such as roads, pipes, sewerage and retaining walls. Aurecon teams are also providing vital reconstruction services for ongoing demolition and geotechnical work, and developing options for energy, light rail and land development.

Community Pedestrian Safety Pilot Project (CPSPP) South Africa

Client Trans African Concessions (TRAC)

With 32% of child fatalities in South Africa due to road traffic accidents, TRAC responded to the high country-wide road death statistics by resolving to improve pedestrian safety along a section of the N4 toll route between Pretoria and the Port of Maputo. Aurecon was awarded full project design, management and community consultation of TRAC’s first CPSPP, and co-funded the cost of implementing the CPSPP as part of our Corporate Social Investment programme.

Commencing in 2012, the project is modelled around research indicating successful pedestrian safety projects at schools have two aspects in common: developing leaders (through mentoring and coaching) and keeping the programme visible and exciting (through the creation of an active, involved project steering committee). The project comprises three main aspects: training of potential Community Pedestrian Officers (CPOs), appointing CPOs to teach school children about road and pedestrian safety, and a period of project evaluation.

Upgrading of National Road EN1 from Gorongosa to Caia Mozambique

Client National Roads Administration

The Gorongosa-Caia route is important to the USAID-funded Rural Access Programme and forms an important element of the Roads and Coastal Shipping Programme.

A 243 kilometre section of National Road EN1 was in very poor condition due to lack of maintenance over a 25 year period and severe damage caused to a number of major road-over-bridges during the Mozambican civil war. Aurecon was responsible for the road rehabilitation works and design upgrade of nine of the road-over-river bridges to restore full and free access of travel along this section of road, which still serves as a vital link between the south and north of the country. Services provided by Aurecon included: topographical and engineering surveys; road and bridge condition assessments and detailed material investigations; rehabilitation design of stormwater drainage systems; repair design of bridges and road pavement; preparation of bill of quantities; preparation of works contract documents; and assistance to USAID with preferred sole source contractor.

Queensland Children’s Hospital Australia

Client Queensland Health

Aurecon is providing programme and project management services to Queensland Health for one of the largest public health projects ever undertaken in Australia.

The new hospital design comprises 359 public beds, 12 clinical levels and more than 80 000 square metres of clinical floor space. The programme includes construction of an academic and research facility, relocation of an existing facility and construction of a tri-generation energy plant.

Aurecon’s primary role is project managing for the briefing, planning, design, construction and commissioning phases including a number of advisory services relating to business case development, facilities management and project direction.

The programme of work is being delivered utilising various procurement systems including lump sum, construction management, design and construct, and managing contractor.

Granger Bay Boulevard and Green Point Traffic Circle South Africa

Client City of Cape Town

A novel solution was needed to provide effective access for vehicles and pedestrians to the Green Point Stadium and the Victoria Alfred Waterfront in Cape Town. Aurecon designed an elevated traffic circle with a pedestrian plaza underneath to reduce vehicle and pedestrian conflict.

Archaeological monitoring was required for all excavations due to the historical nature of the site. All existing road pavement and excavated materials were recycled and reused, and works were carried out in a manner which ensured that all existing traffic flows were unhindered.

Mtwara Development Corridor Project Malawi

Client World Bank

The Mtwara Development Corridor was a spatial development initiative incorporating regions of Tanzania, Mozambique, Malawi and Zambia. The aim was to develop a transport corridor that would provide these regions with easier access to the port at Mtwara and other transit corridors.

The purpose of the project was to attract private sector investment for infrastructure improvement, with the aim of reducing poverty and stimulating broad-based economic growth through the creation of conditions conducive to private sector investment and public private partnerships. Developing roads and bridges was one of the focuses.

The project was carried out over three phases, with Aurecon providing specialist legal, regional planning and development, and financial services.

Post flood reconstruction work in Queensland Australia

Client Queensland Local Government Infrastructure Service

Flooding in Queensland during 2010 and 2011 caused a large proportion of the State to be disaster declared. A consequence was extensive damage to infrastructure, primarily transport infrastructure.

Aurecon has supported the Queensland Government, as well as various local Councils, in comprehensively assessing the scale and nature of damage, designing remediation solutions and providing the cost estimates for these solutions. This involved extensive site inspections and the use of geographic information system applications to map affected areas and sites. In some instances these were compiled into applications for Australian Government reconstruction funding.

Building the Education Revolution (BER) Australia

Client New South Wales Department of Education and Training

Following the global financial crisis, the Australian Government decided to improve the quality of Australian school facilities and support jobs in the construction industry. Aurecon was tasked with providing project management services during the planning and delivery phases of the project.

The works package consisted of 235 projects located over a geographical area of approximately 30 000 kilometres. The project delivered new or refurbished educational facilities to every regional government primary school in the area. Classrooms and libraries were constructed with interactive learning equipment and technology was updated to include IT equipment and server racks.

To meet the project’s environmental sustainability objectives, various initiatives were implemented including passive heating and cooling, appropriate ventilation such as turbo vents and flued gas heating.

Gauteng Schools Programme South Africa

Client Development Bank of Southern Africa (DBSA)

The school upgrade programme, a collaboration between the Gauteng Department of Education (GDE), the Gauteng Funding Agency (GFA) and DBSA, aims to address the GDE’s immediate need for 91 new schools and the refurbishment of 273 existing schools.

A complex project, Aurecon’s challenge was to deliver the basic engineering design of 79 schools over a three month period. Business plans were produced that included concept designs, site layouts, full condition surveys and elemental cost estimates. A unique model was used to rapidly assess the expected needs for new schools and the extent of refurbishment required at an existing school. This model provided a set of data that could optimise the use of limited funds, assisting to compile a shortlist of feasible projects.

As part of our focus on knowledge sharing relationships, Aurecon also partnered with and trained a local architectural firm, leaving a long-term legacy for the local community.
