industry as 1986-87 President of International Council of Shopping Centers, a

Sembler travelled more than 150,000 miles to give 47 speeches in 52 weeks to the

30,000 members throughout the United States and In Canada, South America and

Europe. He now sits on the Executive Committee of ICSC's Board of Trustees.

When he 1s able, Sembler links his business acumen and his zealous concern

about drug use: speeches he made during his tenure as President of ICSC were

upbeat about the shopping center industry, but mid-point, he included a call to

action for American business:

"An epidemic has overtaken America....more pervasive andmore dangerous than any peril we have ever faced... It isthe worst and hardest to solve^ of the social issues facingour nation today... Drug abuse in the United States isdestroying our productivity... Sapping our nationalstrength.... Draining our national coffers... and killingour children.... Drug abuse wastes lives, ruins careers, s. ctopples heroes...corrupts policemen, educators and sports £figures... It bleeds billions from the economy while paying ^no taxes, endowing no research, nor funding any charitable £>.endeavor....and it is not a problem confined to the ghetto, %nor to the cities....It is a problem that reaches into the |.highest echelon of government and into the lowliest slum... ^It crosses all economic and geographic boundaries... Sembler is known as a coalition builder, able to rapidly organize captains

of business and industry to action. He is a leading fund raiser

and other political, religious and charitable organizations. He served as

Ambassador Sembler has provided strong leadership sincehis arrival at post in October 1989, effectively carrying outall aspects of the Secretary's letter of instruction. Hisextensive business and management background, sound grasp ofbilateral and multilateral issues in the U.S.-Australia >. ?relationship, and warm and engaging personal manner have ^enabled him smoothly and effectively to promote the President's 5policies in Australia and in the Asia-Pacific region. ~

Ambassador Sembler was tested on many fronts early in his 5-tenure. Soon after he arrived, four U.S. cabinet-rank Pofficials — Secretaries Baker, Cheney, Mosbacher, and USTR g"Hills — arrived in Australia for one week: first for the ^annual U.S.-Australia ministerial meeting, followed by the 5first Asia-Pacific Economic Cooperation ministerial. Under 2-Ambassador Semblerfs direction, the Embassy and Congen Sydney °flawlessly handled this unprecedented presence of Cabinet ;§officers and staffs, seeming to effortlessly provide thesupport necessary to guarantee the success of both meetings. Iwas present for these meetings, and can personally attest toAmbassador Sembler's daily involvement in both the support andsubstantive aspects of the meetings. Shortly afterwards, heheld two on-the-record sessions with the notoriously irreverentAustralian press, which previously had been somewhat skepticalabout his qualifications for the job. By all accounts,Ambassador Sembler demonstrated with both skill and confidencehis familiarity with the issues in U.S.-Australia relations.The Australian press no longer questions Ambassador Sembler'squalifications!

Maintaining broad public support in Australia for theU.S.-Australia defense alliance is a top priority for the U.S.Ambassador in Canberra. Ambassador Sembler has excelled atthoughtful articulation of U.S. positions on bilateral andinternational issues. He has visited all the states and


territories of Australia. In these visits, he always schedulesa broad range of meetings with local officials, businesspeople,journalists, and ordinary Australians. He has also givennumerous well-received speeches to business and civicassociations, spreading the word that the United States is bothan important strategic ally and an interested and involvedpartner in Australia's economic development. These publicaffairs efforts of Ambassador Sembler's will win us solidbenefits in the years ahead.

On international issues, Ambassador Sembler has been aneffective advocate in Australia for U.S. policy. He made animportant demarche on Panama that resulted in public support byPrime Minister Hawke for the U.S. action there. In this,Ambassador Sembler drew upon the excellent personal andprofessional relationship he had quickly developed with Hawke.

Ambassador Sembler also orchestrated prominent USGparticipation in a national-level conference in Melbourne on v [?"Drug Control: Legal Alternatives and Consequences." This £effort, coupled with Ambassador Sembler's substantive :?interventions during the conference, underlined both his «/».personal commitment and that of the Bush administration to the §•war against drugs. A speech on drugs given by Ambassador E±Sembler in Adelaide so motivated the audience that it led the ^local business/advertising community to launch a "partnership E?for a drug free Australia" modeled on the U.S. counterpart. 3JThis group has looked to the Ambassador for advice/support as "it develops its national campaign. I believe that such o"activities helped to strengthen Australian public support for a oU.S. connection by demonstrating that our relationship is not .§limited to defense. I would also note that Ambassador Sembler "<has become deeply involved in environmental affairs, which arevery important in Australia, by visiting Antarctica andcultivating good personal and professional relations with theAustralian Minister for the Environment. This may enable us tochart our way through our current differences with Australiaover the Antarctic Minerals Convention.

Finally, Ambassador Sembler has established high morale inhis embassy. He seems to strike an appropriate balance betweengiving clear and strong guidance and letting individuals carryout their responsibilities using their best judgment. He isalways open to advice from his staff, but is quite comfortablemaking hard choices. This was demonstrated when he refused along-standing request from the Naval Investigative Service tostation personnel in Australia, noting that the USG interest inreducing its overseas profile outweighed the Navy's need tohave another officer in Australia.

In a relatively short period of time, Ambassador Semblerhas become a valued member of the EAP team. With the U.S.military presence in Asia and the Pacific currently underreview, the strong security relationship with Australia becomesall the more important. Based upon his sterling performancethus far, I count on Ambassador Sembler for leadership infurther deepening and strengthening the U.S.-Australianrelationship.
