A puzzle involves a numerous small, often oddly shaped interlocking tiled

pieces that require assembly to create a singular picture. Each piece has a small part of the picture on it and when completed, it forms the

complete picture.

The strategic environmental assessment ensures social, economic and

environmental requirements are considered during the planning and

development process and also allows for public participation.

Where marine spatial plans exist, they can serve to reduce conflicts

understood by all sectors, is seen as an important step.

“Maritime spatial planning is about planning and regulating all human uses of the sea, while protecting marine ecosystems. It focuses on marine waters under national jurisdiction and is concerned only with planning activities at sea. It does not cover management of coastal zones or spatial planning of sea-land interface, but it must be articulate with coastal zone”
