On August 29, 2018, graduates from the program were invited to join the current students for a c o u r te s y c a l l o n P r i m e Minis ter Abe at the Pr ime Minister's Official Residence. Prime Minister Abe of fered this encouragement: “I hope yo u w i l l make u s e o f t he knowledge that you have learned and the 'friendship of the sea'network that you have built up over the year to protect the development and prosperity of your respective nations, under our shared principle of protecting a free and open maritime order based on the rule of law.”

On September 25, 2018, Prime Minister Abe mentioned the Maritime Safety and Security Policy Program in a general debate at the 73rd session of the United Nations General Assembly. In the debate, he said, “Maritime order is the rule not of power but of laws and rules. Every year, a class of students who have learned that invariable truth, and who have made it a guiding principle in their lives, heads out to sea from Japan. This is very promising. Training these protectors of a free and open Indo-Pacific is truly a noble mission for Japan.”

FOREWORD / SCOPE AND OBJECTIVES

Promoting International Maritime Order based on the Rule of Law and

Freedom of Navigation through Capacity Building of Coast Guard Organizations

in the Indo-Pacific Region

The Program is aimed at assisting coast guard officers in the region to foster their abilities to formulate high-level maritime safety and security policy and effectively address global maritime challenges.

In recent years, maritime crimes such as drug smuggling, human trafficking, and piracy are significantly increasing and posing serious threats to regional countries including Japan in the Indo-Pacific region. It is, therefore, imperative for us to improve capabilities of coast guard organizations having mandate to maintain regional maritime safety and security. The Maritime Safety and Security Policy Program (MSSP), jointly organized by the Japan Coast Guard (JCG) and the National Graduate Institute for Policy Studies (GRIPS) provides opportunities for young officers of such organizations to acquire necessary abilities to achieve this goal both at policy and field level, with Master Degree level education.

In this one-year program, junior officers from the JCG and other coast guard organizations from Countries in the Indo-Pacific region will study eight months at GRIPS in Tokyo and another four months at the Japan Coast Guard Academy (JCGA) in Hiroshima. At GRIPS, students will study in various courses including international law, international relations, international security, etc. At the JCGA, they will take more prac tically or iented courses, such as marit ime law enforcement and policy, marine environment, and ship management/operations. Students also learn how to effectively deal with variety of maritime events and accidents by undertaking case-studies of past events and conducting table-top exercises on SAR operations, suppression of criminal activities, and maritime disaster response operations.

By the end of the program, students are expected to acquire abilities to creatively formulate policy and effectively address maritime challenges. Most importantly, they are expected to develop strong personal bonds that will enable them to work together to deal with issues and challenges they encounter today and will do so in the in the future.

iBTscore of 79 points or higher, or IELTS Academic score of 6.0 or higher, obtained within 2 years before application.
