1. Shipbuilding in South Africa, general

• The South African shipbuilding industry was, starting from the mid 1980’s, for 30 years in decline. For decades very limited private investment and no public investment into new facilities.

• The last large vessel (SAS Drakensberg, 144 m) was built in the mid 1980’s after which no large project has been done in the country.

• Although maintaining a capacity for boat building, only 40 m and smaller vessels in small volumes have been built in recent time.

• Capabilities have been lost, e.g the once very capable SA Navy dockyard in Simonstown is in a state of disrepair with very limited capabilities.

• Due to small volumes and no continuity of big projects, rather undeveloped supplier network.

1. Shipbuilding in South Africa, general (cont.)

• The oil boom in West Africa 2000-2015 created demand for supply and transport vessels which gave the Cape Town based shipbuilding industry a temporary boost. The recovering oil price is expeted to restore volumes.

• There are expectations that the new gas fields in Mozambique will bring new business.

• In 2014 new state interest (Project Phakisa) in the ”Blue Economy”, investment in port infrastructure under way, but yet to significantly boost shipbuilding (please refer to http://www.operationphakisa.gov.za/operations/oel/pages/default.aspx for details)

• Public procurement looks to be increasing with navy projects, fisheries research vessels and salvage vessels in the pipe line. In order to support local shipbuilding, requirements of local build and 60% local content in public tenders.

• Three shipyards for new builds; SA Shipyards, Nautic Africa and Damen. From 2014 new, private investment into shipbuilding in Cape Town (Damen, Nautic Africa).

3. Offshore sector

• The West African oil boom 2000-2015 created demand for maintenance and repair of oil rigs. Some 120 oil rigs are annual towed from the West African oil fields past South Africa to service facilities in South East Asia (mainly Singapore), Cape Town has managed to get part of this business, having annually repaired 4-5 oil rigs.

• There are expectations that the new gas fields in Mozambique will bring new business to Durban.

• The marine diamond mining of the coast of Namibia has traditionally been a main offshore activity, serviced from Cape Town.

• South Africa does not have dry dock facility capable of handling drilling rigs or the new generation drill ships. There has however been recent investment in Cape Town in facilities for servicing oil rigs.

• The deeep sea harbours at Saldanha Bay and Coega are expected to become new centers for service to the off shore industry. Recent launch of major upgrade of Saldanha Bay to make it the new national oil & gas industry hub

• The two main shiprepair companies Dormac and DCD Marine (see above) are the two main players also in the offshore sector, with numerous subcontractors.

• the construction of a new rig repair quay, 380m long and 21m deep, to serve modern rigs that require extra depth. The quay will be able to serve two rigs simultaneously;

• lengthening of quay from 38m to 500m, with a depth of 8.5m. This will allow it to accommodate floating docks;

• building of an offshore supply base which will serve as a one-stop shop to supply oil rigs with services such as food, materials and waste collection.

Conclusions

• Potential for future growth, obvious long term and growing demand for maritime products and services in Southern Africa

• On a global scale, the ship building industry in South Africa will remain small and mainly produce small vessels below 50m, with isolated larger public sector projects

• Public sector projects plagued by delays and uncertainty

• With improving infrastructure, ship repair a growing sector

• Oil in Angola/Nigeria and gas in Mozambique will be a main driver in the private sector. Scope for substantial growth in offshore sector if/when the oil price recovers

• Requirements regarding local content and Black Economic Empowerment, local partnerships a must

• Good-will towards Finland creates opportunities in research partnerships and academic cooperation
