Purpose of this snapshot The purpose of this snapshot is to provide key stakeholders and the community with regular (quarterly) progress updates on the implementation of the Strategy. It includes updates on notable individual actions each quarter and what is planned for next quarter. A detailed update for all actions in each initiative is included in the Strategy Implementation Annual Report. This snapshot should be read in conjunction with the Strategy Implementation Plan and the Strategy Implementation Annual Report.

Delivering long term outcomes The Strategy’s nine initiatives contribute to delivering healthy waterways and coastal habitats, sustainable land use practices, as well as planning for climate change, protecting Aboriginal cultural values of the marine estate, reducing impacts on marine life, delivering sustainable boating and fishing, enhancing social, cultural and economic benefits and delivering effective governance.

Stage 1 is focused on addressing the most severe threats to the health of the marine estate, particularly water pollution, which was identified as the greatest threat to the marine estate by the NSW community and through an evidence-based threat and risk assessment in 2017.

Program highlights this quarter Of the 53 actions contained in the Strategy, 41 are underway in Stage 1. Many actions have multiple projects (subactions) within them, which means approximately 100 projects of varying scale are currently active this quarter. The highlights this quarter for each initiative are numerous, a selection of highlights illustrating the breadth of work and accomplishments achieved this quarter are below.

Project Highlights

Aboriginal management of Sea Country

The Sea Country School Education Program was delivered to over 200 primary school students on the NSW South Coast in December 2019. In addition, over 100 Aboriginal people were trained by Transport for NSW staff and obtained their boat licence.

Clean coastal catchments

50 macadamia orchards were assessed with 26 completed to date, resulting in incentive grants and contributions growers. Integrated Orchard Management was implemented on 171 ha to reduce erosion.

On-ground works

Local Land Services led significant work to improve estuarine water quality – including planting over 4km of riparian vegetation, erecting approx. 18km of fencing to reduce stock impacts on riparian areas and sealing over 5km of dirt roads to reduce erosion into coastal waterways.

Commercial fishing observer program

The design of an observer-based ocean trap and line fishery survey was finalised to monitor wildlife interactions and bycatch in fishing gear. Field sampling commenced mid-September, with 22 trips completed by December. In the estuary general fishery observer program sampling continued with 71 trips completed by December (44 in this quarter).

Initiative summaries include updates on notable individual actions each quarter and what is planned for next quarter. A full update on all projects (actions and sub actions) will be reported in the Strategy’s Implementation Annual Report. For more information on the location of projects refer to Figures 5-8 in Appendix B.

Initiative 1 – Improving water quality and reducing litter Initiative 1 is split into two sections:

• 1a reports on work led by Department of Planning, Industry and Environment – Environment, Energy and Science (DPIE–EES) primarily addressing water quality issues in the Central Region of the marine estate, and coordination of marine litter projects

• 1b reports on the work led by Department of Primary Industries – Fisheries (DPI-F) which primarily focuses on improving diffuse source water quality in the regions, including on-ground works and floodplain management.

The summary for Initiative 1 is split into 1a and 1b for reporting purposes.

1a - DPIE-EES Project summary A wide range of projects are underway to improve water quality and reduce litter entering the marine estate. Water pollution was identified as the greatest threat to the marine estate and is a priority initiative under the Strategy.

Work with local government is progressing well in pilot areas to enhance uptake of the Risk-based Framework (RbF) to improve waterway health and integration into coastal management programs. Research and monitoring of waterway health continue to increase the knowledge base, which informs policy and education campaigns.

A tender has been awarded to a consultant for the Northern Beaches pilot and the first two milestones met. Wollongong City Council and Shellharbour City Council contributed to the Lake Illawarra pilot to address landscape variability in developing stormwater controls and ensure delivery of the draft Lake Illawarra Coastal Management Program (CMP).

Build capacity to implement the Risk-based Framework

Statewide A consultant report summarising outcomes of internal and external stakeholder engagement on the framework has been completed and informs next steps in the project.

Water quality Objectives Update 1.2.5

Statewide A tender has been awarded to a consultant. A detailed workplan, methodology and communication and engagement strategy has been completed.

Key milestones have been achieved to date with collaborative agreements in place and contributions from government agencies, landowners, local government and industry. On-ground works are happening across NSW as a number of key measures including riparian rehabilitation, bank stabilisation and road improvements are completed to improve the health and quality of our waterways.

The Richmond River Water Quality Monitoring Strategy (RRWQMS) steering committee convened to help integrate Phase 1 with Southern Cross University PhD studies, Coast and Estuary funded projects and the Richmond River Estuary Management Plan. Draft version of Richmond River Water Quality Monitoring Strategy released by DPIE-EES.

Coastal floodplain management 1.2.7

Northern Region

Drainage Management workshops 3 and 4 held with key interagency representatives. Review of historic drainage unions has commenced. Initial assessment of drainage management and regulatory framework complete. Drafting of drainage management template underway within DPIE Water (first draft completed).

Coastal floodplain management 1.2.8

Northern Region

Water Research Laboratory (WRL) floodplain audits: fieldwork progressing with 122 soil profiles taken, 582 soil samples tested, and 590 structure surveys completed. Identified 560 primary and alternative sites across the study area for sampling purposes. Ongoing consultation with local and state government agencies about the project and authorisation to undertake sampling on Crown road reserves.

Oyster reef restoration

1.3.1

Port Stephens

Crown Land permit obtained and construction of Port Stephens site initiated and accompanying media release drafted. Presented project at the NSW Coastal Conference. Remnant oyster reef site mapping continues. Environmental Trust project with Macquarie University started on innovative products for reef construction.

Riparian vegetation, bank stabilisation and gravel roads

North Coast Mid-North Coast and South Coast

In the Ballina area in this quarter 19.23ha/7.6km of riparian vegetation was improved and 4 sites totalling 2890m of road sealing occurred to reduce erosion.

South Coast LLS has contracted works to deliver 43.8 ha of riparian vegetation improvements over 10.2 km, 15 road sites over 3.2 km and 520 m bank protection.

Clean coastal catchments

Northern Region

50 macadamia orchards assessed with 26 completed to date, resulting in incentive grants and contributions from growers. Integrated Orchard Management implemented on 171 ha to reduce erosion. Monitoring equipment fully installed across five sites and close to fully functional. Research, on-farm demonstration sites and industry engagement all progressing well. Fertiliser industry engagement activities progressing well. Blueberry and greenhouse vegetable current practice/behaviours assessment has commenced.

WRL to finalise data collection and processing. Commence remediation action plan methodology and remediation plan development stages of the project.

Biodiversity offsets

Statewide Finalisation of first draft strategy and information about aquatic habitat offsetting for internal review. Initiate an investigation of options to value the range of environmental and wellbeing benefits provided by quality key fish habitats.

Oyster reef restoration

Port Stephens

Completion of Port Stephens on-ground works. International conference hosted (March 2020). Various media products produced. Scoping for future sites can begin. Mapping continues. Historical study commences.

Initiative 2 – Delivering healthy coastal habitats with sustainable use and development Project summary Improved foreshore and waterway management – rehabilitating vegetation, restoring fish passage, investigating and reviewing policies and potential impacts related to dredging and foreshore structures. A multiagency and local government collaborative effort.

Policies, management strategies and key works on track to meet planned milestones and deliverables. Cross agency collaboration and coordination is developing and has enabled the progression of the draft statewide policy for the Management of Coastal Crown Lands and the NSW Coastal Design Guidelines.

Initiative 4 – Protecting the Aboriginal cultural values of the marine estate Project summary Increasing Aboriginal participation in Sea Country management. Building skills in Aboriginal communities through training programs, enabling input of cultural knowledge and expertise into management decisions through Aboriginal officers, and supporting projects caring for Sea Country.

Projects are connecting with Aboriginal people at public schools to provide educational training that will build capacity in Aboriginal youth to increase Aboriginal representation and involvement in Sea Country management and decision making.

Initiative 6 – Sustainable fishing and aquaculture Project summary Ensuring viable recreational, Aboriginal and commercial fisheries now and into the future. Enhancing fishing opportunities with stocking and deploying artificial structures, ensuring best practice across fisheries through policy reviews and education programs, and exploring new business ventures.

Initiative projects are working to mitigate threats to our fisheries and their associated ecosystems with the development of new harvest strategies for key species, training and education programs to enable best practice fishing methods, and fish enhancements in reach of populous areas.

Initiative 7 – Enabling safe and sustainable boating Project summary Projects achieving safer and sustainable boating - developing new mooring technology to minimise seagrass impacts, improving infrastructure including boat ramps and navigational aids, and delivering education campaigns to reduce environmental impacts.

The NSW Boating Now Program is providing local government and other organisations with grants to improve access to waterways and safe in boating. Audits and reviews are underway, examining current infrastructure to ensure maximum safety and enjoyment for boaters.

Statewide The NSW Government has announced $28 million under Round 3 of the NSW Boating Now Program for maritime infrastructure and facilities needed across NSW for safe, accessible and enjoyable recreational and commercial boating. This investment also supports broader economic and social benefits for local communities and visitors. Applications under Round Three closes 27 March 2020.

Improved mooring management

7.1.2

Port Stephens

NSW Maritime is trialling a new type of mooring apparatus to protect sensitive seagrass communities while keeping boaters safe. Four Hybrid Environmentally Friendly Moorings have been installed at sites around Shoal Bay. These moorings use a 4.5t concrete gravity-weight to anchor the MarineFlex elasticated rode system.

Unlike conventional moorings which use a heavy chain rode to absorb dynamic loads when the mooring is in use, the MarineFlex system is positively buoyant and does not impact seagrass around the anchor. The use of gravity-weight anchors ensures that these moorings can be easily maintained for boaters’ continued safety.

Transport for NSW will continue to observe trial progress and enhance moorings management in NSW.

Enforcement of environmental standards and regulations

Statewide Approximately 700 inspections were completed in the first six months of the 2019/20 Financial Year. This accounts for about 10% of all powered domestic commercial vessels operating in NSW.

Initiative 9 – Delivering effective governance Project summary This initiative ensures robust and transparent processes are implemented to deliver efficient and effective results from the Strategy. This includes a consistent multiagency governance structure and project management approach.

Project management methodologies are now in place. Transparency and accountability are a critical component and completed on a quarterly basis. The Year 1 Annual Report is completed and presents the public with an in depth look at the progress and value of the Strategy.
