Transcript of Marine Alliance May 2011
Debate is roaring about restrictions to
fishing grounds as part of the Australian
Government‟s Bioregional Plans. Media
stories are focused on two opposing
positions - the fishing communities
calling for no closures, and the local and
international environmental organisations
seeking comprehensive protection.
But in all of this, at what at times seems
to be just political positioning, little is
being presented on achieving a balance
between access and protection through
joint initiatives such as co-stewardship. A
balance of protecting both the livelihoods
of the fishing industries and ecosystems
could be achieved if everyone was
willing to sit down around the table, and
listen, and then work together. The
International environmental groups and
their Australian partners are presenting a
strong case for why key areas along the
Australian and the Coral Sea should be
protected, but key access industries
such as charter fishing have for the most
part not considered the options. Page 4

World Releases at Sanctuary Cove
The 23rd Sanctuary Cove International
Boat Show is on this month from the
19th - 22nd. The 2011 Show has
attracted over 380 exhibitors with more
than 160 boats on water and 70 world
or Australian releases. More on page 5.
Medallions for marine adventure crew
Marine adventure crews around the
Pacific, including Australia can now
apply for a Pacific Marinelife Institute
Marine Crew Medallion. The crew
medallions are designed to recognise
the experience of each crew member
and when be used in the marketing
materials of the operator, will make it
easier for agents to determine the
quality of crew. Read more on page 4.
2011 O2G Challenge Oceans 2 Green Program will launch its
2011 O2G Challenge in May. Marine
adventure operators, marinas and
service providers can take up the O2G
challenge to offset 20 percent of their
eco footprint in 2011. Oceans 2 Green
allows businesses to offset their carbon
emissions, as well as diving, fishing and
vessel impacts; through a series of
rehabilitation programs. More on page 4.

Seastar Rating Updated
Pacific Marinelife Institute launched a
revised Seastar Marine Tourism Rating
Logo in April. The new simplified design
retains the marine theme with the
recognisable seastar and is designed to
be more easily interpreted by the
travelling public, as well as still strongly
associate the marine adventure
certification program with the Institute.
Available exclusively to members of the
Institute‟s Adventure Network, Seastar
Marine Tourism Ratings allow travellers
and agents to easily recognise the
quality of a marine adventure, as well
as be confident that operators who
display the Seastar are actively
involved in conservation programs and
offsetting their eco footprint.
Seastar Rated businesses are required
to comply with 7 Essential Standards,
play an active role in marine research
and offset a percentage of their eco
footprint. For more information contact
David Joyce on 0412761016.
Logs Boost History Project by 12000 Days
Logs and personal diaries from game
fishing skippers in Cairns, and charter
vessels operating out of Gladstone to
the Swains reefs have boosted the
Institute‟s Fishery History project by
over 12000 days. Data from the project
is being transferred into the FishStats
Program to assist research into the
spawning closures and climatic trends
on the reef fisheries.
ReefHabitat Great Fish Count Announced
ReefHabitat Project will run the Great
Fish Count on the second weekend of
each new season. Offering divers and
snorkellers great prizes and bonuses
for joining the ReefHabitat Project on
Count Weekends. No matter what level
of experience, participants in the Great
Fish Counts will be able to support reef
research by submitting a ReefHabitat
log or photos/video taken over the
weekend.
Blog Network Online
By June the Marinelife Blog Network
will be fully live. Offering readers the
latest project news, gear reviews and
travel stories. Pacific Marinelife Institute
will use the Google hosted Network,
with dive, fishing, boating and marine
conservation focused blogs while the
new online Marinelife Hub is designed.

Looking beyond 2011 Institute Founder Ray Joyce clocks up 18
years of monitoring the Gold Coast rocky
reef fishery in June. It will be marked with
further steps by the Institute to go back to
the beginning, focusing on the research
and working with the community on the
establishment of volunteer programs.
What the first five months of 2011 has
proven is that one of the biggest hurdles
facing the marine tourism and wider
marine industries in the lack of accessible
information it has at hand to use in the
ever increasing representation. While the
Pacific Marinelife Institute will continue
representation roles and developing its
own accreditation schemes, it will have a
renewed focus on independent data that
the wider marine industry can use in eco
best practice programs and improving the
resources it has to use in current and
future management reviews.
Pacific Marinelife Institute is re-launching
its ReefHabitat volunteer diver program,
expanding FishStats east into the South
Pacific and developing its own dolphin
research supported by the Friends of the
Dolphin Program. This refocusing on
research will be complemented by the
launching of our Marinelife corporate
volunteer teams, a new Ocean Explorer
Club and Oceania Sportfishing Club, as
well as volunteer tourism programs.

Bioregional Plan Debate Is the answer Co-stewardship?
Continued from page 1
In the case of access dependent groups
such as Game Fishing, their eco footprint
can be considerably minimal if non-bait
techniques are used and correct tag and
release methods are implemented. With
the development of larger vessels that
have the ability to access the Coral Sea,
the benefits of the charter fishing fleet as
a research resource into areas widely
regarded as unstudied, could be far
more beneficial than the low impact they
would create.
Pacific Marinelife Institute has for some
time promoted the benefits of industry
based co-stewardship in protecting the
environment. While Australian has
pioneered in key areas of reef protection,
some sectors of the marine tourism
industry have been slow to adopt an
active role in long term monitoring and
research. Implementing Institute projects
such as FishStats and ReefHabitat, and
combined with managed access to key
sites would prove to be a win for both
sides. Low impact fishing activities could
easily co-exist along side conservation to
achieve long term sustainable access.
There is no doubt that some areas are in
need of protection, and key species
require better management, but simply
locking vast regions away without long
term active monitoring in widely
inaccessible areas, will not ensure the
conservation measures are achieving
there aims. All sectors of the marine
tourism industry can have a role in co-
stewardship of key ecosystems.
2011 O2G Challenge Oceans 2 Green Program will launch its
2011 O2G Challenge in late May. Marine
adventure operators, marinas and
service providers can take up the O2G
Challenge to offset 20 percent of their
eco footprint in 2011. Oceans 2 Green
allows businesses to offset their carbon
emissions, as well as diving, fishing and
vessel impacts; through a series of
rehabilitation programs. Visit the O2G
page on the Institute‟s blog for the latest:

Marine Crew Medallion Pacific Marinelife Institute has launched
a new Marine Crew Medallion to award
crew, captains and guides as they reach
experience milestones. Medallions will
be awarded after 1 year, 5, 10 and 25
years of experience in categories such
as Adventure Skipper, Gamefishing
Deckhand, Sportfishing Guide, Scuba
Dive Instructor and Helmet Dive Guide.
Each category, in addition to the years of
experience will require minimum number
of days or dives, and all crew will be
required to meet minimum training
standards. As well, all Medallion holders
will be required to support Institute
research projects and abide by a set of
Essential Standards.
Operators can promote the Medallion
Status of their crew, and agents as well
as travellers will be able to use the
Medallions to identify the experience and
environmental commitment of the people
guiding their adventure. For more

Fishing Assistance
Environment Minister, Tony Burke has
released the Australian Government‟s
policy of supporting commercial fishing
operators and communities if they are
affected by the establishment of new
Commonwealth marine reserves.
Data such as fisheries catch records and
other industry information will be used to
determine forms of assistance. A draft
bioregional plan and marine reserve
network for Australia‟s south-west will be
released shortly and followed by a
further three month consultation period.
Plans for the north, north-west and east
regions are being developed and will be
rolled out this year. For more information
