budget is set for this year – top priority Is ESL courses for parents of enrolled students.

Transitioning from adult education to community college and careers; Kathy will be going to Summit in November, put in suggestion for North Bay TIP program and was selected; will be helping for North Bay TIP program in Napa this coming week

b. Member and Partner program updates – All Ken – classes have begun for parents at SRH program and Davidson program; nothing yet started at Venicia Valley school; is using adult ed funding to support meaningful parent engagement (newcomers – learning the school culture, navigating technology to support their students); looking at doing similar work at the MCOE community school (Canal Welcome Center) Kathy/Julia – no students showed up to new GED class; if no one shows up this semester, will try again in the spring; Jaemi Naish will add info. to TAS website; 5 seats are still open in Homeward Bound program

Lynn – Aimee Jasa, adult education counselor met with all students getting them enrolled on Naviance; Amy is using “Remind 101”

Jaemi – opened up another ESL section– very busy; GED has started; PR video; hoping to stop expansion for a while and defer to other orgs Katheryn – hired Marc Woerlein, increasing Priscilla’s effort on AEBG; trying to be smarter about programs; Basic Skills Initiative – new grant with new opportunities; working on Strong Workforce Grant and looking for crossovers/partnerships with adult education programs c. Marin County AEB Program Outreach & Support Coordinator Report November 9, 2016

October, 2016 activities

Contacted/met with:

• Deanna Euritt, ED, Novato Human Needs • Leslie Murphy, CEO, W. Bradley Electric • Conducted interviews for the next North Bay TIP class to be held at Napa Valley College.

One Marin County resident will participate.

Novato Human Needs had on site ESL classes through College of Marin and Tam Adult. Although they would like to re-instate on-site ESL, I have encouraged them to send students to either IVC or the Novato program at Hill Education Center. Marketing materials for both ESL and GED were given to the agency. They are also interested in an IVC campus tour for their client counselors in Spring 2017.

Attended the BACCC meeting on 10/6 to discuss Super Region data collection investigation work. A fiscal agent was selected and will invoice interested consortia. Marin Consortium has approved $3,000 for this effort.

Currently, one student is participating in the COM funded Fresh Starts Academy, 10/12 – 11/3/2016. The next session will begin on 12/16/16. Two students have indicated interest for the December class.

Attended a CASAS update meeting on 10/12/16 at the Richmond Adult School. Presentation underscored the alignment with WIOA for data collection. Attended North Bay Industry/Career Pathway Summit on 10/24/16. Garnered some ideas for future short term CTE (G coding). Attended 10/25 GED Roadshow for updates on teaching and test taking strategies for students. Presenters also covered the changes in the test scoring. NB TIP has been selected as a break-out presentation at the November Summit. Bill Scott will co-present. Our presentation will be on November 2nd at 8:30 am. Included in the meeting packet is a draft newsletter and survey for stakeholders. Upcoming:

AB 526, Pupils: Attendance at Community College Clarifies that caps of high school pupils at community colleges; does not apply to students enrolled in College and Career Pathways (CCAP) program in which a majority of pupils are low-income, ELLs, or foster youths.

AB 1557, School Facilities: Nonprofit Youth Organizations: Sport Requires school districts to allow certain nonprofit organizations and clubs to use school facilities or ground with charges not to exceed direct costs

AB 1787, Open Meetings: Public Comments: Translation If a local legislative body limits time for public comment at open meetings, it must provide twice the allotted time to public who utilize a translator.

AB 1840, State Agencies: Interns: Hiring Preferences Requires state agencies, when hiring for internships and student assistant positions, to give priority to qualified foster, homeless, or formerly incarcerated youth but cannot require the applicant to identify which category of eligibility.

AB 2063, Work-Based Learning Opportunities: Education Establishes option for students who are at least 14 to participate in work experience education and increases time from 25 hours to 40 hours per semester

AB 2828, Personal Information: Privacy: Breach Expands data breach notification requirements

SB 3, State Minimum Wage Increases minimum wage each year to eventually reach $15/hour in 2022 for employers with 26 or more employees

SB 66, Career Technical Education Specifies that performance accountability outcome measures implemented by the Chancellor of the CCC for the Economic and Workforce Development (EWD) program should align with the outcome measures for the federal Workforce Innovation and Opportunity Act (WIOA) and authorizes the Department of Consumer Affairs (DCA) to make specified licensure information available to the chancellor for purposes of evaluating outcomes for students who participate in CCC CTE programs.

HR 4495 Education for Jobs Act – amends title IV of the Higher Ed Act to make an individual eligible to apply for a loan under the Federal Direct Loan program if that individual is carrying at least three credit hours for course of study, is enrolled in an educational program leading to a degree or certificate, and was employed on a full-time basis for at least 10 years, referred to subcommittee

S 2053 Maritime and Energy Workforce Technical Training Enhancement Act – awards grants to expand programs in maritime and energy workforce technical training, referred to subcommittee

S 3341 American Apprenticeship Act – establishes and strengthens projects that defray the cost of related instruction associated with pre-apprenticeship and apprenticeship programs, referred to subcommittee

Bipartisan group in the US Senate is working to lift the Federal ban on tracking individual students though college and into the workforce. The tug of war over the “student unit record” could be a flashpoint in the debate over reauthorizing the Higher Education Act.

The Higher Education Act (HEA) was recently amended to restore the ability to benefit (ATB) provisions, thereby allowing individuals without a high school diploma, or its equivalent, to access Title IV financial aid, if they are enrolled in a recognized career pathway, consistent with WIOA.

This Member Agreement Addendum is entered into between Marin Community College District, hereinafter referred to as “COM” or “Fiscal Agent”, and Tamalpais

Union High School District (TUHSD), Novato Unified School District (NUSD), Marin County Office of Education (MCOE), and San Rafael City Schools (SRCS), hereinafter referred to as “Members.” This agreement will commence on July 1, 2016 and conclude on June 30, 2017. The purpose of this agreement is to establish

the responsibilities of both parties, Fiscal Agent and Members, in serving the Marin County Adult Education Block Grant Consortium, hereinafter referred to as “Consortium.”

Basis & Terms:

• Fiscal Agent will distribute AB104 funds in the amount of 1/12 of total allocation to Members per month.

• Following the preliminary disbursement, which consists of funds from July, 2016 to the initial month of disbursement, there will be no more than 1/12 of the total funds disbursed each subsequent month.

• The Marin County Adult Education Block Grant Consortium apportionment

funding will be released by the Fiscal Agent over the 12 months during the 2016-17 fiscal year.

• Members must continue to expend remaining FY 15-16 funds on program

activities through December 31, 2017. Invoicing and expenditure approval

is required for FY 15-16. Members shall use template created by Fiscal Agent for this purpose.

• Final reporting for FY 15-16 will be in January 2018 and closeout will occur March 1, 2018.

• It is recommended that Members expend FY 16-17 funds on program

activities after FY 15-16 funding has been exhausted. FY 16-17 funds and programming expenditures are allowable through December 31, 2018.

• Following the State’s apportionment disbursal schedule, Fiscal Agent will release a proportionate amount to Members each month,

within 45 days, following College of Marin’s initial receipt of funds from the State.

• In FY 15-16, Members TUHSD and NUSD are required to separate

expenditures for “Maintenance of Effort (MOE)” and Consortium expenditures by the seven program areas and by objective. A template will be provided to Members by the Fiscal Agent which will include a listing of

expenditures by appropriate object code. FY 15-16, FY 16-17, and FY 17-18 shall not be co-mingled. Performance year funding must be separated by fiscal year.

• Members will designate a fiscal person/persons with proper authority to certify all information submitted to the Fiscal Agent. Members acknowledge and accept all responsibility for program related expenditures and certify that expenditures are in compliance with the approved objectives, rules and

regulations that govern the Adult Education Block Grant (AEBG) program. Furthermore, Members accept all liability for any disallowed costs, should they arise.

Fiscal Agent Responsibilities: The Fiscal Agent will establish procedures and work with Members to set up a system for State reporting and distribute funds according to the terms in this agreement. The Fiscal Agent will provide members with

templates for narrative and financial reporting, which is due on dates established by the Fiscal Agent (see due dates below). Member Responsibilities:

for costs associated with the Marin County Adult Education Block Grant Consortium regional and annual plan, as prescribed by AB104 AEBG budget

AB104 (AEBG) legislation. Members will submit copies of their agency’s fiscal documents to verify expenses used for approved AEBG purposes and will comply with the monitoring and reporting requirements described in the section below. All

• Members shall be responsible for monitoring their own activities and providing the Fiscal Agent with all information the Fiscal Agent shall require in order to fulfil the responsibilities of State reporting.

progress prior to the State reporting due dates using the following timeline. Additional/other reporting dates may be required by State and this information will be communicated to Members. (Dates subject to change):

Adult Education Block Grant (AEBG) Program Data and Accountability funding is to be used in accordance with AB104 Legislation Section 40, §84920. A consortium receives its apportionment on the condition it submits a budget and a workplan, by December 20, 2016, that complies with the legislative intent provided in §84920(a-f) and program instructions issued by the AEBG Office.

The Consortium agrees, in receiving its apportionment, to adhere to any additional restrictions, funding reductions, limitations or conditions that may affect the provisions, term, or funding of this agreement in any manner. The parties hereby agree that the AEBG Office will notify the consortium of any such changes in writing.

AEBG Program Regional Consortium Funding Appropriation

AEBG Data and Accountability funding will be disbursed by June 30, 2016. Activities must end by December 31, 2017. A final report is due in January 2018, with the close out report due the following month.

Statement of Work (Annual Workplan)

Respond to the short term data reporting needs required by AB 104.

Activities

1.1 Participate in AEBG webinars to understand data requirements.One consortium member, at minimum, will participate in weekly webinars and share a summary with all members on pertinent guidelines and objectives to be met through data reporting.

1.2 Train member organizations on WIOA data elements. Report progress at governance meetings.

Have consortium member who is a WIOA participant provide training to other members on WIOA data requirments. Present tools used by WIOA participant to gather required data elements from students.

1.3 Assemble a sub-committee to investigate data reporting tools which can be used by each member and report findings at governance meetings.

Contact vendors members are interested in learning about. Chek with neighbors in Sonoma, Napa, and Solano counties to see what data product they will use as we often "share" adult students.

1.4 Develop a common registration/intake form and implement use by all members.

Through the work of a sub-committee, develop a data gathering form to be used by members which tracks to WIOA data collection guidelines.

1.5 Contract with a consortium wide data administrator for May - August 2017

Gather, assemble, organize required data for 2017 submission. Traing consortium data coordinators for 2018 collection process.

1.6 Hold CASAS and TopsPro Enterprise information and implementation training for members.

Learn about data collection tools, software, and reports used in adult education field.

Participate in BACCC conference calls regarding a north bay regional approach to data gathering and decision-making on which data product to implement in each consortium. Attend Bay region California Council on Adult Education quarterly meetings (CCAE) for updates on data gathering at adult schools.

Community college participation in north bay BACCC conference calls and meetings and report back to Governance Committee meetings. CCAE attendees to do the same.

Foster regional and local system integration efforts pertaining to assessment and intake of adult students.

Activities

2.1 Continued collaboration with field and adult education consortia to determine which data tools they will implement.

Learn about data options and what is being considered by other LEAs. Be apprised of data work being done by the Bay Area Community College Consortium (BACCC) via webinars and work meetings.

2.3 Implement CASAS, TopsPro Enterprise for non-WIOA members Novato Unified, MCOE and San Rafael districts to track and assess students.

Ensure programs are caputring data in reliable systems. Work with all members to agree upon data points to be collected. Arrange for CASAS demonstrations or training for implementation when needed.

Inventory current data tools used at each member site to ensure a data collection program will be compatible with each member data base. Implement quarterly or bi-annual review of regional data at governance meetings and discuss outcome, findings, achallenges, and successes.

Create a grid of current member data collection systems in use. Provide a snapshot of students being served and program areas.

Support data sharing efforts to bolster performance accountability and program evaluation while leveraging broader statewide efforts to build a federated and aligned workforce and education performance accountability system.

Activities

3.1 Determine if a data collection product is beneficial in meeting the data reporting requirements.

Discuss mertis of using a data collection tool throughout the county and methods which can gather required future data. Evaluate whether a data collection tool will help the county in gathering facts about student participants.

3.3

Meet with product vendors to learn about system offerings and customization options for newly developed courses at partner agencies. Determin who "completers" are by program and identify common metrics and tracking points.

Identify vendors to contact regarding data collection product which can retrieve student records from a variety of programs used throughout the county. Ask vendors to provide demonstrations of their tools as needed or required. Accountability review and evaluation to compare data outcomes of same/similar programs. Develop a local data outcome pilot of data comparison among members.

3.4 As data requirements are announced, share performance objectives with members and partners in Marin County.

Members will be updated at monthly governance meetings. Stakeholder meetings will be held periodically to update partners and community members.

Discussion and evaluation of the need for a dedicated data reporting staff member to implement any new system or procedures approved by consortium, coordinate collection and analysis of Marin County AEBG data for comdparison to surrounding counties, LMI and employment rate analysis and directed follow up on student outcomes.

Conduct polls of other consortia regarding the need for a data staff member. Remain apprised of BACCC and CCAE work on behalf of north bay community colleges and adult schools and their decisions regarding the use of a common data system and procedures

3.6

Determine need for a consortium data administrwho will be charged with implementing data collection and data harvesting systems as determined by consortium members. Data administrator will be responsbile for compiling periodic consortium data reports, working with members to analyze data, correct data to instill data integrity, and compile annual data report for submission to the state.

Big Improvements in Adult EdProgramming: How AB 104 funds

Now in its second year, here's theprogress made in adult education:

Increased ESL classes atTamalpais Adult School andCollege of Marin, Indian ValleyCampus (IVC) resulting in serving145 more students.A new employer-based ESLclass in the healthcareindustry as well as a careertechnical education course forin-home caregiving incollaboration with SparkPointMarin.Hired a dedicated adulteducation counselor for GEDand ESL students in the NovatoUnified School District programs.Offered a 120-hourpre-apprenticeship course atCollege of Marin, Indian Valley

Campus, in conjunction with theNorth Bay Labor Council and theWorkforce Alliance of the NorthBay, graduating 16 students.Partnered with HomewardBound to offer an acceleratedCulinary Academy course.Three students graduated,earning ServSafe Food Handlercertificates (industry requiredcertifications). More 4-weeksessions will be forthcoming.Launched a new familyengagement program atDavidson Middle School and SanRafael High School. Participantswill attend nine sessions on howto support their student’sacademic success. A whopping85 families are participating!

introduced students to careers to

sheet metal, construction, electrical,

College of Marin's partnered with

Homeward Bound, helping

underprivileged adults complete

training for entry-level positions in
