SENATE BILL 131 Archbishop Gomez is asking all Catholics to contact their Assembly members and Senators and urge them vote “NO” on Senate bill 131. Simply tell your elected officials to vote “No” because this legislation fails to protect all victims of childhood sexual abuse, discriminates against Catholic schools and other private employers, and puts the social services and educational work of the Church at risk. The Bishops of the California Catholic Conference believe it is urgent for all Catholics to act now. To Contact your Elected Officials, visit our webpage: www.LAfaithfulCitizen.org

Background on SB-131 1. Senate Bill 131 now before the California Legislature, would suspend for one year deadline (called a “statute of limitations”) to give childhood sexual abuse victims the chance to sue their abusers employers for damage resulting form their abuse. 2. SB-131 is not good legislation because it does not protect all children. In fact, the bill only allows lawsuits to be filed by children who were abuse in religious and other private schools and organizations such as the YMCA or Little League. Children who were abuse by public school teachers or other public employees are especially not protected by SB 131. That means this legislation offers no protection for the 92 percent of California’s children who attend public schools or for children in foster care or in other public settings 3. SB-131 unfairly targets only Catholic-run and other private institutions because it only allows lawsuits against private schools and organizations and specifically exempts public schools and other public institutions. The sexual abuse of children is a social reality. It is not limited to private institutions. Any legislation that seeks to deal with this grave problems should be applied to protect victims in all institutions in society– Public and private—equally. 4. SB-131 does nothing to increase penalties against the actual abusers of children. The bill allows for monetary damages to be imposed on private employers. But it does not impose any civil or criminal penalties on the perpetrator.

World Youth Day The United States Conference of Catholic Bishops announced that World Youth Day facilities in Rio de Janeiro will include a special Welcome Center for English-Speaking pilgrims, which will serve as a hub of activities during the six-day event, July 23-28, including live music from Steve Angrisano, Jesse Manibusan, the Jacob and Matthew Band and Daniel Rose. The Center will be located at Vivo Rio, a performing arts facility in the eastern Flemengo area of Rio, on the shores of Guanabara Bay. On Wednesday July 24, the United States will hold a special gathering for U.S. pilgrims in the evening hours. Throughout the week, Canada’s Salt+ Light TV and New York’s The Catholic Channel (Sirius XM) will conduct interviews with pilgrims in Rio and young people tuning in from other countries. According to the USCCB, in May, more than 7,000 U.S. youth had registered to attend the event, including groups form the Dioceses of Fresno and San Bernardino. The office of Media Relations of the Archdiocese of Los Angeles would like to compile an accurate number of the pilgrims attending the event from this archdiocese.
