Biographical Note

Margaret Mary Heckler (née O'Shaughnessy) was born on June 21, 1931 in Flushing, New York to Irishimmigrants. She graduated from Albertus Magnus College in New Haven in 1953 and met her husband,John M. Heckler, while running for Speaker of the House of the Connecticut Intercollegiate StudentLegislature. John Heckler managed her campaign, which she won. Margaret Heckler then attendedBoston College Law School, where she was the only woman to graduate in the class of 1956. She wasadmitted to the bar in Massachusetts and was admitted to practice before the U.S. Supreme Court.

In 1962 Heckler was elected to the Massachusetts Governor's Council, an advisory body to the governor,whose primary responsibility is to approve gubernatorial appointments, pardons, and commutations. In1966, after two terms on the Governor's Council, she chose to run for Congress against a 42-year veteranCongressman and former Speaker of the House, Joseph W. Martin, Jr. It was seen as a risky move bysome members of her party, but Heckler defeated Martin to secure the Republican nomination. Afterwinning the general election she was sworn in as only the eleventh woman in the 90th Congress, out of atotal of 435 Representatives. Pursuing women's rights legislation would become a hallmark of Heckler'scareer in Congress. She was a staunch supporter of the Equal Rights Amendment (ERA), fought forSocial Security benefits for homemakers and widowed women, and championed affordable, safe childcare for working mothers. She was also instrumental in passing the 1974 Equal Credit Opportunity Act,which prohibited discrimination in credit transactions on the basis of sex or marital status, and was a co-founder of the Congresswomen's Caucus. A moderate Republican, Heckler often supported positions thatwent against the more conservative wing of her party.

In addition to her work on women's issues, Heckler was a vocal supporter of veterans' health andeducation benefits throughout her sixteen years on the Veterans' Affairs Committee, from 1967-1983.She was particularly concerned about the physical and mental health challenges facing Vietnam veteransreturning from combat. Heckler also worked on alcohol fuels legislation, food stamp amendments, andnutrition guidelines as a member of the Agriculture Committee from 1975-1980. Heckler representedthe interests of her district, including industrial towns like Fall River and Taunton, by joining otherRepresentatives on the New England Congressional Caucus, Textile Caucus, and Steel Caucus. Afterredistricting in 1980, Heckler lost the 1982 election to incumbent Democrat Barney Frank.

Although she had been a supporter of George H. W. Bush for president in the 1980 Republican primary,Heckler was nominated by President Ronald Reagan to replace retiring Health and Human Services(HHS) Secretary Richard Schweiker in early 1983. Having no medical training or public healthexperience, Heckler vowed to be a "catalyst for caring" at her Senate confirmation hearing, where shewas introduced by Senator Ted Kennedy. During her short tenure at HHS she led the administration'sresponse to the AIDS epidemic and launched the Secretary's Task Force on Black and Minority Health,which resulted in a landmark report on the differences in health outcomes of whites and minorities inAmerica. In late 1985 Heckler was asked to resign as HHS Secretary and accept the post of ambassadorto Ireland after criticism from White House officials about her management of the department andcommitment to the administration's conservative Republican values. She was sworn in as ambassador inDecember, 1985.

Heckler's tenure in Ireland was generally deemed a success, despite her initial reluctance to accept thejob. She promoted U.S. business interests and sought to increase American investment in the country.Her term concluded in August, 1989, eight months after President George H. W. Bush's inauguration.After her retirement from public service Heckler returned to the U.S. to work with Catholic charities andpursue a private career.

Margaret Heckler died on August 6, 2018 in Arlington, Virginia. She was 87.

Scope and Contents

These papers document the career of Margaret Heckler, U.S. Representative from Massachusetts,Secretary of the Department of Health and Human Services, and Ambassador to Ireland. They containcorrespondence, legislative files, scheduling files, photographs, speeches, audio and video recordings,clippings, ephemera, Republican Party materials, and personal materials. The papers date primarily from1962-1989.

Series I contains campaign materials, clippings, correspondence, Council calendars and meetingmaterials, photographs, and press releases from Heckler's first elected position on the MassachusettsGovernor's Council.

Series II documents Heckler's eight terms in the U.S. House of Representatives and includes extensivefiles from her work on the Agriculture, Joint Economic, and Veterans' Affairs Committees, as well asmaterials on other legislation of interest to her. Also included are campaign materials, correspondence,district files, scheduling files, speeches, photographs, audio and video recordings, artifacts and ephemera,and materials highlighting Heckler's involvement in Republican Party activities.

Materials from Margaret Heckler's tenure as Health and Human Services Secretary are found in Series IIIand include briefings, budget proposals, Cabinet meeting minutes, correspondence, memos, photographs,press releases, speeches, subject files, and travel files. This series also includes briefings, speeches, andConvention materials from Heckler's participation in President Ronald Reagan's re-election campaign in1984.

Heckler left Health and Human Services in 1985 when she was appointed Ambassador to Ireland. SeriesIV contains materials from her four years in Dublin and includes correspondence, diplomatic cables,

memos, scheduling files, travel files, and photographs relating to her social, political, and ceremonialengagements throughout Ireland.

Historical Note

Margaret Heckler ran nine Congressional campaigns from 1966 to 1982. In her first campaign in 1966 shedefeated former Speaker of the House Joseph W. Martin, Jr., a 42-year veteran of the House of Representatives,to secure the Republican nomination. Heckler ran unopposed in 1972 and 1976. After redistricting, Heckler lostreelection to incumbent Democrat Barney Frank, in 1982.

Scope and Contents

Campaign materials include advertising, audio and video recordings, campaign organization memos andmeeting notes, clippings, Congressional ratings and voting records, correspondence, endorsements, fundraisingfiles, photographs, information on opponents, and polling data. Files labeled "good letters" or "favorablecorrespondence" are often found with the campaign materials and contain thank you letters and other supportivecorrespondence from constituents, government officials, interest groups, and local business leaders. Of particularinterest is a file on the Ralph Nader Congress Project in the 1972 campaign files and another on Watergate in the1974 files. Bumper stickers, pins, buttons, and keychains from the 1978 and 1982 campaigns are also included.

Files encompass committee work, information on individual bills, caucus materials, and background informationon legislative topics. Heckler's longest committee assignments were on the Committee on Agriculture, theJoint Economic Committee, and the Committee on Veterans' Affairs; these are well represented and are listedalphabetically by their more common names of Agriculture Committee and Veterans' Affairs Committee.Committee files relate to specific legislation under consideration by the committee as well as backgroundmaterials, reports, and briefings on topics that fell under the committee's purview and on legislation of particularinterest to Heckler. Examples would be the extensive files on alcohol fuels and nutrition education in theAgriculture Committee materials, and on veterans' health and education benefits in the Veterans' AffairsCommittee files. Materials in the committee files often include briefings, copies of testimonies and statementsat hearings, issue mail, reference material, Dear Colleague letters, committee reports, and occasional pressreleases. Files on other legislation not related to Heckler's committee work include similar materials. Historical Note

Margaret Heckler served as Secretary of the Department of Health and Human Services from March of 1983to December of 1985 when she was sworn in as Ambassador to Ireland. As Secretary she was responsiblefor overseeing numerous federal agencies including the Food and Drug Administration, the Social SecurityAdministration, and the National Institutes of Health, among others. Two major initiatives during Heckler's tenurewere the National Initiative on Technology and the Disabled and the Task Force on Black and Minority Health. Thelatter resulted in a consequential report on the health status of racial and ethnic minorities in the U.S., known as theHeckler Report.

Scope and Contents

Materials include briefings for meetings and events, budget proposals, correspondence, memos, photographs, pressreleases, speeches and Congressional testimonies, subject files, and travel files. Margaret Heckler focused on anumber of health issues during her tenure, including AIDS, developmental and physical disabilities, homelessness,organ transplants, and enforcement of child support payments. Materials on these topics are found in the subject filesand task forces and initiatives files. Republican Party materials document Heckler's role as a surrogate for the 1984Reagan-Bush presidential campaign. Public relations materials provide a detailed look at her schedule through event

The largest piece of this subseries is the scheduling files, which include invitations,memos, notes, schedules, and correspondence. The monthly scheduling files often include lead-upcorrespondence, memos, and notes that sometimes date from previous months. Also included are clippings,interview preparation notes, photographs, and speeches. Heckler appears in most of the photographs as well asother notable people including Supreme Court Justice Sandra Day O'Connor, Vice President George H. W.
