    [On December 17, 2015 I was working in full uniform and marked patrol car as

    3David31. I responded to a report of a suspicious incident at 1 Westlake AVN The call stated, "complainant boyfriend has a wound fire going

    complainant says she doesn't know what happened maybe an assault but she

    doesn't know he was at a bar before the came home fire going."

    I arrived at the address with Seattle Fire Department Aid Car 2. Officers

    Belfiore, Keranen, Traverso arrived and we all went into the apartment buildinwith SFD. We arrived at the third floor and found the apartment. I knocked o

    the door and Subject Keffeler answered the door and she appeared to in shockand intoxicated. I asked Keffeler what had happened and where her boyfriend

    was. She went to walk away from the door back into the apartment and then Iheard a male's voice. Victim came to the door holding his left side and

    his hand was covered in blood. It appeared the rest of was wet as if he

    had been in a shower. was wearing only pants and the pants were coveredin blood. had an obvious wound that appeared to be a stab wound. The

    wound was about 2 to 3 inches long going vertical. SFD began to treat him.

    Keffler was wearing a t-shirt that consisted of a white torso with marron shor

    sleeves and grey sweatpants. It did not appear that Keffler had been had beenin any type of struggle there were no visible wounds that I could see onKeffler. There was a small amount of blood on Keffler's shirt near her left

    breast and a small amount on blood both hands. When asked about the blood

    Keffler stated it was blood as she was trying to treat his wounds.There was no bandage on when we arrived and there was no sign inside the

    apartment of anything used to cover or treat stab wound.

    I attempted to interview Keffeler and initial she stated her boyfriend just

    showed up at the apartment with the wound. As we entered the apartment

    building there was no signs of blood through the lobby into the elevator orthrough the hallway or near the outside of the apartment building or the

    outside of apartment door. Keffeler then stated she and were

    walking home from the bar and he was bumped by an unknown person and when theygot home they noticed was hurt. I attempted to get more details as to

    where and what direction they were walking and Keffler refused to answer.

    Keffeler's story did not stay consistent and continued to change finally shestated she was no longer going to talk to Police.

    I asked Officers Belfiore and Keranen to check inside the apartment. Officer

    Belfiore came back out and asked me to join him inside the apartment. I

    entered the apartment and noticed blood leading from the front door to the

    kitchen area. The apartment was in disorder. There was clothing lying aboutand there were several kitchen knives lying about. There was an open suitcase

    with clothing lying around it as well. There was a chair with a large red wet

    stain that appeared to be blood near a table. There was a trail of bloodleading from the kitchen area to the bathroom. Inside the bathroom there was

    more blood on the floor and blood in the bathtub. I then noticed blood spatte

    on the wall and near the blood spatter there were several stab marks in thewall. Just outside the bathroom was the bedroom and the bedding appeared to b

    wet. I requested Sgt Nicholson to respond to the scene to screen the incident

    After Sgt Nicholson arrived I briefed her on the incident. Sgt Nicholson

    requested Homicide to call her and Sgt Pratt called.

    did not initially give a statement and was transported to HarborviewMedical Center via SFD Medic Unit. asked for Spanish speaking Officer

    before being transported and Officer Bourdon, a Spanish speaking Officer,

    responded to HMC to interview .

    After was transported I attempted to locate keys for the apartment to

    insure the door was locked before we left. I asked Keffler is she knew wherethe keys would be and she stated does not allow her to have a key and

    they are usually on his person. I was able to secure the door before leaving

    the scene.After screen the incident with Homicide they declined to come out. We

    attempted to make contact with apartment 308 the neighbor of 310 but no one

    answered the door. Officer Bourdon reported that he attempted to interviewand the story that gave kept changing but at no time did he

    implicate Keffeler as the person that assaulted him.

    I asked Officer Keranen to take pictures of the apartment and the outside of

    the apartment building. Officer Keranen told me she found a kitchen knife tha

    was covered in blood in the kitchen. Officer Keranen recovered the knife and

    placed it into evidence and uploaded the photos she took to DEMS and completedan Officers Statement.

    Officer Bourdon recovered the pants was wearing and completed a statemenand submitted the pants into evidence.

    At the time of this report was going into surgery to repair the damagedue to the assault. Sgt Nicholson was informed of the update and she updated

    After returning to the West Precinct an updated was noticed on the call that

    was not broadcasted. The update stated "02:57 PR3/7211 (M)THE GIRLFRIEND FIRS

    CALLED SHE SAID IVE HAD AN ACCIDENT AT MY BOYFRIENDS APARTMENT...THEN SHE SAIDSHE DIDNT KNOW WHAT HAPPENED...WHEN ASKED IF THERE HAD BEEN ANY ARGUMENTS SHE

    On 12/17/15 at 0247 hours, I was working uniformed patrol, unit 3M11, with

    Officer Belfiore. I responded to a report of Suspicious Circumstances

    involving the complainants boyfriend having a "wound" at 1 Westlake AV N.

    Officer Belfiore and I went into the apartment to make sure no one else wasin there. As we entered, we noticed there was a bunch of blood in the

    kitchen. There was a knife on the stove with a bloody handle. The bathroom

    had blood splatter on the wall and the bathtub was full of blood. There was

    blood smear on the wall of the bathtub. In the bedroom right off thebathroom, the bed was soaking wet towards the bottom. The comforter on the

    floor next to the bed had what appeared to be blood on the corner.

    I took pictures of the scene and uploaded them into DEMs. While taking

    pictures, a knife covered in blood was found in the knife block to the left

    of the stove. I recovered the knife and submitted it into evidence.

    ASLT BUT SHE DOESNT KNOW..HE WAS AT A BAR BEFORE HE CAME HOME..FIREGOING". 3D31 J.Moran 6834 and 3M11 J, Belfiore 7525 AND K.V.

    Keranen-Vermeulen 8330 and SFD were on scene upon my arrival.All partieswent to apt 310 and a w/m and w/f answererd the door. The w/m ,later I.D.ED

    as /1987, was bleeding and I could see what appeared

    to me as a serious knife wound on the left side of his stomach. The w/f

    later I.D.ed as Keffeler,Stormy said he told her that he got stabbed at anunknown location. Keffeler said decided to take a shower and he soon

    hallway.Sgt Nicholson 6952 came on scene and R/O Belfiore had Sgt Nicholsoncheck out the apt. I also entered the apt and I did notice water on the

    floor,especially around the table area. I also saw blood on the kitchen

    floor with blood on a seat of a kitchen chair with a blood trail goinginto the bathroom. I did not look in the bathroom itself. I then returned

    to the hallway. was going to be trans to HMC and Sgt Nicholson asked

    me to follow AMR up to HMC. I followed AMR and we arrived at HMC. Ifollowed AMR and into an ER area. I also met up with 3M22 J.Bourdon

    On December 17, 2015 I was working in full uniform and marked patrol car as3David31. I responded to a report of a suspicious incident at 1 Westlake

    AV N The call stated, "complainant boyfriend has a wound fire going

    complainant says she doesn't know what happened maybe an assault but she

    doesn't know he was at a bar before the came home fire going."

    I arrived at the address with Seattle Fire Department Aid Car 2. OfficersBelfiore, Keranen, Traverso arrived and we all went into the apartment

    building with SFD. We arrived at the third floor and found the apartment.

    I knocked on the door and Subject Keffeler answered the door and she

    appeared to in shock and intoxicated. I asked Keffeler what had happenedand where her boyfriend was. She went to walk away from the door back into

    the apartment and then I heard a male's voice. Victim came to the

    door holding his left side and his hand was covered in blood. It appearedthe rest of was wet as if he had been in a shower. was wearing

    only pants and the pants were covered in blood. had an obvious wound

    that appeared to be a stab wound. The wound was about 2 to 3 inches longgoing vertical. SFD began to treat him.

    Keffler was wearing a t-shirt that consisted of a white torso with marronshort sleeves and grey sweatpants. It did not appear that Keffler had been

    had been in any type of struggle there were no visible wounds that I could

    see on Keffler. There was a small amount of blood on Keffler's shirt near

    her left breast and a small amount on blood both hands. When asked aboutthe blood Keffler stated it was blood as she was trying to treat

    his wounds. There was no bandage on when we arrived and there was no

    sign inside the apartment of anything used to cover or treat stab

    wound.

    I attempted to interview Keffeler and initial she stated her boyfriend just

    showed up at the apartment with the wound. As we entered the apartmentbuilding there was no signs of blood through the lobby into the elevator or

    through the hallway or near the outside of the apartment building or the

    outside of apartment door. Keffeler then stated she and werewalking home from the bar and he was bumped by an unknown person and when

    they got home they noticed was hurt. I attempted to get more details

    as to where and what direction they were walking and Keffler refused toanswer. Keffeler's story did not stay consistent and continued to change

    finally she stated she was no longer going to talk to Police.

    I asked Officers Belfiore and Keranen to check inside the apartment.Officer Belfiore came back out and asked me to join him inside the

    apartment. I entered the apartment and noticed blood leading from the

    front door to the kitchen area. The apartment was in disorder. There wasclothing lying about and there were several kitchen knives lying about.

    There was an open suitcase with clothing lying around it as well. There

    was a chair with a large red wet stain that appeared to be blood near atable. There was a trail of blood leading from the kitchen area to the

    bathroom. Inside the bathroom there was more blood on the floor and blood

    in the bathtub. I then noticed blood spatter on the wall and near theblood spatter there were several stab marks in the wall. Just outside thebathroom was the bedroom and the bedding appeared to be wet. I requested

    Sgt Nicholson to respond to the scene to screen the incident.

    After Sgt Nicholson arrived I briefed her on the incident

    After was transported I attempted to locate keys for the apartment to

    insure the door was locked before we left. I asked Keffler is she knewwhere the keys would be and she stated does not allow her to have a

    key and they are usually on his person. I was able to secure the door

    before leaving the scene.

    Officer Bourdon reported to me that he attempted to interview and the

    story that gave kept changing but at no time did he implicate

    Keffeler as the person that assaulted him.

    I asked Officer Keranen to take pictures of the apartment and the outside

    of the apartment building. Officer Keranen told me she found a kitchenknife that was covered in blood in the kitchen.

    *ICV was not activated since contact occurred inside the ER*On 12-17-2015 I was working in uniformed and in a two officer marked patrol

    vehicle with Ofc Margolina #7693 for the City of Seattle as unit 3-Mary-22.

    At approximately 0308 hrs I was requested as a Spanish speaking officer by

    Ofc Belfiore to respond to Harborview Medical Center to interview astabbing victim. The stabbing occurred at 1 Westlake Av N and the

    victim was identified as V/ wanted to talk in Spanishand the officers at the scene were not getting the details of the incident.

    Officers remained at the scene with V/ girlfriend.

    The call stated the following: COMPLS BOYFRIEND HAS A WOUND...FIRE

    GOING...COMPL SAYS SHE DOESNT KNOW WHAT HAPPENED...MAYBE AN ASLT BUT SHEDOESNT KNOW..HE WAS AT A BAR BEFORE HE CAME HOME..FIRE GOING.

    Since I'm a natural born Spanish speaker I went to contact V/ at HMC.

    V/ arrived at the ER and I waited until he was treated by the hospitalstaff. V/ had a approximately 2"-4" open laceration/stab wound on his

    left side stomach area.

    I introduced myself and asked V/ what happened. V/ appearedintoxicated and was cooperative with the medical staff.

    V/ gave me different stories of what occurred. V/ first stated

    that he was at the Pink door having dinner came outside and felt some painand later found out at his apartment that he had a stab wound. I asked

    V/ who stabbed him and he didn't know. V/ couldn't even give me a

    suspect description.

    I enquire into more details and information and he told me that he was atthe Pink door with his girlfriend and after the Pink door they went to

    Kells Irish restaurant. V/ stated that they left Kells and that he

    gave money to a homeless person in the street. I asked if the homeless

    person was the suspect and he said no. I asked for a description of thehomeless person and he couldn't describe him.

    Once again I enquire into more details and V stated that he was

    drinking with friends and couldn't remember anything else.V/ maintained that the incident happened outside but couldn't remember

    anything.

    I told V/ that how he didn't know when and how he was stab and hedidn't answer. I asked V to tell me the truth and if her girlfriend

    Stormy Keffeler did it and he say no. V/ stated that it was impossible

    for her to do something like that. V/ asked for her whereabouts and Itold him that she was still at the apartment with officers.

    I contacted Ofc Belfiore and he told me that they had found the knifeinside the house and that there was blood in the walls.

    V/ wound was serious enough that he was going to go to surgery.I then told V/ what Ofc Belfiore told me and he didn't respond. I

    asked again if his girlfriend stabbed him and he stated that she didn't do

    it.V/ was then rush to surgery and I gave him a business card with the

    case number. I also told V that SPD Homicide Detectives will probably

    contact him later for information since he didn't provide much to me.I didn't have enough time to get an audio recorded statement or get more

    details.

    I contacted Ofc Belfiore and told him my findings.We then secured V bloody clothes for evidence.At the West Precinct I completed and submitted the above statement. I also

    submitted the bloody clothes into evidence.

    Sgt Nicholson screened the incident.
