Message from the President and Vice President …
We were very pleased with the large turn-out at our February meeting. Over 50 individuals were in
attendance to hear Mr. Gary Schilling’s briefing on the “BRAC Program at Aberdeen Proving Ground”.
Thank you to Mr. Schilling for an excellent and timely briefing.
As spring approaches, along with warmer weather, we hope that we will see similar attendance at future
meetings. Also, thank you to those that have provided suggestions for speakers. We are always
looking for more of your suggestions.
The next Chapter Meeting will be held on 19 March. Our speaker will be Mr. Carl Penski from HQUSACE.
Mr. Penski’s topic is "MILCON Programming Overview: From a gleam in someone's eye to actual
brick & mortar." So, mark your calendar and make plans to join us on
March 19th.

CDFM Testing… Unable to plan for your CDFM exams with your own personal schedule? You are in luck. Check out the following special test arrangements we have made with ASMC HQs.
The next CDFM testing session will be held on 13 April at the Maritime Learning Center (MLC), located at the Maritime Institute of Technology Training and Conference Center, Linthicum Heights, MD
Please note – preregistration is required. Contact Alan Smith ([email protected]) NLT the Monday prior to the test date. Please keep in mind that once you have registered to take an exam you are expected to honor your commitment and take the test as scheduled. This is a great opportunity, so please sign-up and obtain your certification without all the hassles.

ASMC Selects New Executive Director
Mr. Tucker replaces the Honorable Robert Hale who was recently confirmed by the U.S. Senate as the Under Secretary of Defense (Comptroller/Chief Financial Officer).
Mr. Tucker is well known in the Department of Defense (DoD) financial community. He has extensive experience in Defense accounting, audit, and budget and has demonstrated a strong commitment to the professional goals of ASMC by serving as Chair of the CDFM Commission. He joins ASMC from the accounting firm of Grant Thornton LLP where he spent 12 years, and served as a Director in the Defense and Intelligence practice. During his federal service he was DoD Deputy Chief Financial Officer from 1990 to 1997. Previous to that he was Deputy Inspector General of the Department of Housing and Urban Development, Deputy Assistant Inspector General (Audit) in the Office of the DoD IG, and Director of Training and Education in the Office of the Secretary of Defense (OSD). He began his federal career with the Army Audit Agency, and progressed to staff positions as an auditor and budget analyst in the OSD Comptroller organization before joining the Senior Executive Service in 1979. He retired from the Civil Service in 1997 with 34 years of service. Mr. Tucker is a Certified Defense Financial Manager (CDFM), a Certified Public Accountant (CPA), a Certified Internal Auditor (CIA), and a Certified Government Financial Manager (CGFM). He is the recipient of the Defense Medal for Distinguished Civilian Service, with oak leaf cluster and was twice named a Meritorious Senior Executive. A graduate of the University of Maryland with a Bachelor of Science degree in Accounting, he is also a graduate of the Federal Executive Development Program sponsored by the Office of Personnel Management.

We would like to congratulate Crystol Callender on winning the spring 2009 $250.00 book scholarship – announced at the February Chapter meeting.
Another $250 textbook scholarship will be awarded for the fall semester. Scholarship recipients will be selected by a lottery drawing.

Frozen Chocolate "Soufflés"
Prep Time: 10 minTotal Time: 5 hr 10 minMakes: 8 servings, one "soufflé" eachIngredients: 3 cups milk
1 pkg. (8-serving size) or 2 pkg. (4-serving size each) JELL-O Chocolate Instant Pudding2 cups thawed COOL WHIP Whipped Topping16 OREO Cookies, finely chopped (about 2 cups)8 maraschino cherries
Directions: POUR milk into medium bowl. Add dry pudding mix. Beat with wire whisk 2 min. Gently stir in whipped topping. SPOON 2 Tbsp. of the chopped cookies into each of eight 8- to 9-oz. paper drinking cups. Cover evenly with half of the pudding mixture. Press gently with the back of a spoon to eliminate air pockets. Repeat layers. Cover with foil. FREEZE 5 hours or until firm. Remove from freezer about 15 minutes before serving.Let stand at room temperature to soften slightly. Peel away paper to unmold onto dessert plates. Top each with a cherry. Store leftovers in freezer.
