ESCAMBIA SOIL AND WATER CONSERVATION DISTRICT BOARD OF SUPERVISORS' MINUTES March 18, 2015 Board Members in Attendance Mr. Lynn Lard, Chairman, and Mrs. Anne Bennett, Treasurer. Attendees Mr. Brent Wipf, Escambia County Water Quality Division; Ms. Barbara Albrecht, Director of Panhandle Watershed Alliance; Ms. Bethany Bennett, Guest; Mr. Joshua McElhaney, District Conservationist, USDA/NRCS; Mr. Eddie Cooper, Division Manager, County NRC; Mrs. Debbie Williams, County NRC. Call to Order Those present stated the Pledge of Allegiance to the Flag in unison. Mr. Eddie Cooper gave the invocation. Due to the lack of a quorum, Board business was deferred to the meeting Wednesday, April 15, 2015. Public Forum Ms. Barbara Albrechet gave a presentation The Bream Fisherman Association (BFA) and the Panhandle Watershed Alliance Citizen’s Water Quality Monitoring and Protecting our Special Places. The presentation included the purpose of BAF and the Panhandle Watershed Alliance, issues relating to polluted bays and bayous, and holistic approaches to improving water quality. Discussion was held regarding laws, funding, and management of pollution sources. Further discussions were held regarding the 10-Mile Creek restoration, proposed restoration methods, and funding.
