WATER EXTENSION DISTRICT NO. 22 OF THE CITY OF SIDNEY, NEBRASKA; ESTABLISHING THE OUTER BOUNDARIES OF THE DISTRICT; DESIGNATING THE SIZE, LOCATION AND TERMINAL POINTS OF THE WATER MAINS WITHIN SAID DISTRICT; AND REFERRING TO PLANS AND SPECIFICATIONS AND COST ESTIMATE AS PREPARED BY THE CITY’S ENGINEER IN CONNECTION THEREWITH AND ON FILE WITH THE CITY CLERK.

BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SIDNEY, NEBRASKA:

Section 1.The Mayor and Council of

the City of Sidney, Nebraska, hereby find and determine that it is necessary and advis-able to extend the municipal water system beyond the exist-ing system by the construction of water mains and appurte-nant improvements and that for the purpose of constructing said water mains and related improvements, there is hereby created Water Extension District No. 22 of the City of Sidney, Nebraska, pursuant to author-ity granted in Section 19-2402, R.R.S. Neb. 2012.

Section 2.The outer boundaries of

Water Extension District No. 22 shall include (in addition to the streets upon which the properties abut) the following described real estate which is expected to be benefitted by the improvements described in this ordinance:

Lots 1 through 4, Block One, and Lots 1 through 4, Block 2, Reganis Commercial Center, and Lot 1, Block 1, Cabela’s Campus Subdivision in Section 8, Township 13 North, Range 49 West of the 6th P.M., in the City of Sidney, Cheyenne County, Nebraska (the “Benefitted Property”).

The size, location and termi-nal points of the water mains and other appurtenances in said District shall consist of the fol-lowing:

A twelve inch PVC water main that ties into an existing twelve inch water main commencing at the south side of the intersec-tion of Old Post Road and Anna Drive; thence running south-easterly and then northeast-erly in the right-of-way of Anna Drive to its intersection with Outfitter Way; thence northerly in said right-of-way of Outfitter Way terminating at a point of tie into the existing twelve inch water main along the south curb line of Old Post Road.

Section 3.Reference is hereby made

to the plans and specifications and engineers’ estimate for said water extensions, which have been prepared by M.C. Schaff and Associates, Inc., special engineers for the City, and which, together with said engi-neers’ estimate of the total cost for the proposed water exten-sions, have heretofore been filed with the City Clerk.

Section 4.The Mayor and Council here-

by find and determine that none of the properties located with-in said District are presently served by the City’s existing system of water service and that said District constitutes an area of land located apart and outside the area served and benefitted by said system and all of the property in said District is located within the City of Sidney, Nebraska, or within the extraterritorial zon-ing jurisdiction of the City of Sidney, Nebraska. Real estate located abutting or adjacent to Reganis Commercial Center and Cabela’s Campus Subdivision but not included within the Benefitted Property may be charged a connection charge to pay or reimburse the City for costs of the water extensions described in this ordinance, to be made in accordance with policies and procedures of the City in effect at the time of any connection to the City’s water system which is facilitated by the improvements described in this ordinance.

Section 5.Special assessments are

to be levied on the Benefitted Property as and to the extent permitted by law, provided that the cost of such water exten-sion improvements is intend-ed by the Mayor and Council to be paid for, in whole or in part, from revenues to be realized by the City of Sidney under the terms of the Tax Increment Redevelopment Plan of Cabela’s Corporate Expansion and Reganis Commercial Development, as previously approved and adopted, or as such plan may be subsequently modified or amended, includ-ing any tax increment revenues available, with such revenues serving, in whole or in part, to provide for payment of amounts which may be derived from special assessments on the Benefitted Property.

Dear Annie: I am a 51-year-old man and have been unemployed for the past three years. Last year, my wife asked for a divorce.

My question is: What can I do to revital-ize my relationship with my three teenage children? I have to initiate all phone calls and texts. They never ask how I am. The youngest is forthcoming about events in his life, but my daughters require extensive questioning, and all I get are brief answers. I understand that they are angry with me, but I am trying my best to get a new job and move on with my life. Ev-ery time I see them, I tell them that I miss them, but only my son says he misses me, too.

It is so frustrating that I don’t want to do this much longer. I have started applying for jobs out of state so I won’t have to deal with the disappointment. I feel that they are trying to keep me out of their lives. If so, I should just stop trying so hard. I don’t like spending my days thinking about them and feeling hurt. What do you suggest? — Feel-

children out of your life because they are angry and confused and taking it out on you. No matter how upsetting their behavior, they still need you. They also need to know that you will not give up on them.

Dear Annie: My sister and her husband have disowned us because we did not go to a memorial service for her husband’s brother, who passed away after a long battle with cancer.

Dear Weighing: The point of attending a funeral is to pay respects to the family. Your sister and her husband were “the family.” While you are not obligated to go to the fu-neral of someone you barely know, it would have been a kindness to go for your sister’s sake, or at least give her the impression that you wanted to be there but had other serious obligations.

We do think your sister overreacted in the moment, but we also know you’d like to fix this. So apologize to her. Tell her you are so sorry you didn’t go to the funeral, that you should have been there for her and her hus-band, and that you deeply regret it and hope she can forgive you. It’s not too much to do for a sibling relationship that you value.

My wonderful, hardworking, intelligent husband exhibits these same tendencies. I would come home from work exhausted and find the cupboard doors open and things all over the countertops.
