    International Monetary Fund(IMF) chief Christine Lagardehas lauded Laos’ economicachievements while cautioningthat more work is needed toconsolidate stability as thenation transitions from low-income country status.

    IMF Managing DirectorChristine Lagarde paid herfirst visit to Laos this weekaiming to enhance cooperation

     between the IMF and Laos inrelation to macro-economicmanagement.

    Ms Lagarde is believed to be the rst IMF chief to visitLaos since the country joinedthe International MonetaryFund in 1961.

    She arrived in Vientianeon Monday and met top levelleaders on Tuesday to discusscooperation between the IMFand Laos.

    Talks were held withP r e s i d e n t C h o u m m a l ySayasone, Deputy PrimeMinister Thongloun Sisoulith,and other h igh-rankingofcials.

    Ms Lagarde issued the

    following statement at theconclusion of her visit to Laos,saying the IMF complimentedgovernment officials ontheir important economicachievements including robustgrowth based on substantial

     public investment and deepereconomic integration withneighbouring countries.

     NAY PYI TAW (Xinhua) -- UHtin Kyaw from Myanmar’sruling National League forDemocracy (NLD), led byAung San Suu Kyi, won the

     presidential election Tuesdaythrough a secret ballot, thus

     becoming the country’s new president for the next ve-yearterm.

    U Htin Kyaw won againstthe two other presidentialcandidates -- U Myint Swenominated by the military andU Henry Van Htee Yu by the

     NLD, by a vote of 360:213:79out of 652 MPs who cast theirvotes in the Union Parliament,chaired by Speaker U MannWin Khaing Than.

    U Htin Kyaw becomes thesecond president of Myanmarafter the military returned

     power to the civilian in 2011.U Htin Kyaw, a non-

     parliament representative, isalso a non-military civilian

     president.As per the voting result, UMyint Swe becomes the rstvice president, while U HenryVan Htee Yu becomes thesecond vice president.

    The elected presidentand two vice presidents areexpected to be sworn in at the

     parliament on March 30, whilethe handover of duties of headof state is expected to take

     place at the Presidential Palaceon the next day.

    The Myanmar parliamentset three groups representingthe two Houses and militaryMPs to nominate one candidateeach for the presidential race

    and through voting, the one thatwins the most number of votestakes the presidency while theremaining two become vice

     presidents.The Union Parliament

    comprising two Houses isshared by NLD with 390 MPsor 59.36 percent, USDP with41 or 6.24 percent, other partiesand individuals with 60 or9.132 percent and militaryrepresentatives with 166 or25.26 percent.

    Preparations are in place toenable Lao nationals in foreigncountries to cast their vote fornew members of parliament,

    with the National Assemblyelection scheduled to take place this weekend.

    Lao citizens can vote onSaturday March 19 at Laoembassies and consulates inChina, Thailand and Vietnam,which is one day earlier thanin Laos where the electionwill take place on Sunday.

    However, it is still unclearif Lao expats in other countriescan vote at embassies orconsulates, a member of thecommittee in charge of election

    affairs for Lao expatriates, MrBopunthavy Boutsaseng, saidyesterday.

    He explained that thecommittee was faced with thedifculty of preparing voting

    facilities in every country,where the number of Laonationals was small and theylived in scattered locations,while the preparation costscould be high.

    “We will discuss the matteragain tomorrow [today],” hesaid.

    Reports show that mostLao nationals in foreigncountries who are eligible tovote, including students, live inChina, Thailand and Vietnam

     – the only three count ries

    where it has been conrmedthat polling stations will beavailable.

    It is reported that thereare more than 16,000 Laonationals in China, Thailand

    and Vietnam who are eligibleto vote.In China, voters can go to

    the Lao Embassy in Beijingand to consulates in Kunming,G u a n g z h o u , N a n n i n g ,Shanghai and Hong Kong.

    In Thailand, voters cango to the Lao Embassy inBangkok and the consulate inKhon Kaen. In Vietnam, votingstations will be set up at theLao Embassy in Hanoi and theconsulates in Danang and HoChi Minh City.

    There are also at leastanother 1,000 Lao nationals inother countries who are eligibleto vote.

    Mr Bopunthavy said votingwould take place a day earlier

    in China , Thai land andVietnam so officials couldsend the results back to the

     National Elec tion Committeequickly.

    The votes received at Laoembassies and consulates areexpected to be sent back bySunday (March 20) or not laterthan Monday (March 21).

    He added that considerationwill be given to reimbursingthe travel costs and livingexpenses of people who haveto travel a long way to vote.

    Laos aims to further mobiliseall of its untapped potentialand step up cooperation withall stakeholders, backed bysupport from friendly countries,to achieve the SustainableDevelopment Goals (SDGs).

    To achieve these goals,Laos is implementing theeighth Five-Year National

    Socio-Economic DevelopmentPlan and striving to full theSustainable DevelopmentGoals on the way to graduatingfrom least developed countrystatus by 2020.

    With regard to povertyreduction, the governmenthas focused on infrastructuredevelopment, access to publichealth services in rural areas,food security, commercial

     production, services, education,and sanitary expansion.

    These were the issues tabledfor discussion by nationalcommittees at the Socialand Environment SafeguardConsultation Workshop forPoverty Reduction Fund III,

    held in Vientiane on Monday.The meeting demonstratedLaos’ strong commitmentto promoting awareness ofthe significance of poverty

    Savannakhet provincial policelast week confiscated over40,000 amphetamine pills andapprehended three men afterstopping a pick-up along Road

     No. 9 in Nabor village, Xepondistrict.

    The province’s Departmentof Drug Prevention and Controlsaid Savannakhet police had

     been targeting the group forabout two months.

    After receiving a t ipoff that the men would betransporting drugs along thisroad, police sent a team toinvestigate.

    While making enquiriesin Nabor village, policestopped three men travellingin a pick-up. On searchingthe vehicle they discovered

    42,000 amphetamine pillsand four packs of heroin andapprehended the men forquestioning.

    The men were namedas Mr Khanphet, 34, ofLattanalangsy-Neua village,Kaysone Phomvihane district,Savannakhet province, MrSipaseud, 23, of Thongkangvillage, Sisattanak district,and Mr Keo, 37, of Phontongvillage, Chanthabouly district,Vientiane.

    Police are continuing theirinvestigations and trying toidentify other people involvedin the drug ring before sendingthe suspects to court.

    This latest bust followsanother incident at the end oflast year, when Savannakhet

     poli ce ar rested three drugt raf f ickers t ranspor t ing

    114,000 amphetamine pillsand 80 grams of crystalmethamphetamine.

    According to a Savannakhet police ofcer, as the provinceshares a border with two othercountries it is easy for peopleto transit the region and cross

     borders.This makes the province

    attractive to criminals lookingto smuggle drugs.

    Savannakhet police arecontinuing to wage war againstdrugs to protect the public,while campaigning about thedangers of drugs in at-riskareas.

    The current anti-drug project began in 2009. Sincethen law enforcement ofcershave conscated 21 vehicles,10 million baht and thousandsof amphetamine pills.

    eradication. The ght against poverty was the main focus ofthe MDGs, and continues toremain a priority of the SDGsfrom 2016-2030.

    The poverty rate hasdropped below the 23 percentgure recorded in 2013, andmore than 122,000 householdsand 1,430 villages have beenfreed from poverty in the pastve years.

    Laos is one of the fourthnewer members of Asean, andlags behind the six originalmember states in terms ofdevelopment.

     platform for promoting mutualunderstanding and sharingexperiences and best practicesa imed a t s t rengtheningcooperation in the area of

     poverty reduction, to ensurethat the people lived in betterconditions and could enjoy

     prosperity.“Although Laos is moving

    forward to upper middle

    income status in line with greenand sustainable development, pover ty eradication remainsour top priority,” he said.

    The objective of the

    Poverty Reduction Fundis to help improve accessto and utilisation of basicinfrastructure and servicesfor poor communities, and toachieve this using inclusivedevelopment processes, withan emphasis on sustainability.

    Since the second phaseof the Fund began in October2011, more than 450,000members of rural communities

    in provinces such as Huaphan,Attapeu and Xekong have benetted from it.

    The Fund has contributedto a 37 percent increase in theuse of health services, a 76

     percent increase in access tosafe water resources, and a 30

     percent increase in access to all-weather roads in target villagesacross the country. These areremarkable achievements.

    The Poverty ReductionFund was established by theLao government in 2002 withoverseas funding, and is part ofthe Government Ofce.

    Children in poor families inSisattanak district, Vientiane,are gradually receivingimproved healthcare, nutritionand education, thanks to a

     programme that is workingwith selected primary schools.

    Currently, about 20 percentof children in Sisattanakdistrict do not attend school

     because their families are poorand they lack public support toobtain an education.

    But their circumstanceshave been improving since

    the Dongsavath Childrenand Youth DevelopmentAssociation (DCYDA) basedin Dongsavath village wasfounded in 2008.

    The association is funded byoverseas agencies.

    The group works with four primary schools in Vientiane,namely Dongsavath PrimarySchool, Donkoi School, NahaySchool, and UdomphoneSchool.

     A senior member of theassociation said the group’saim is to ensure that poorchildren and adolescents haveaccess to education and afterschool activities. They aim to

     provide a fun environment todiscourage or avoid drug abuseand drop outs, and encouragechildren and young peopleto participate in helping theirfamilies and communities.

    She said the associationdonated a small scholarshipfund of 30 million kip a year to

    35 children and young peoplein very difcult circumstancesto cover educational materialsand term fees. Their familiesare given emergency medicalassistance and counselling. A

     programme of regular homevisits provides social supportand information for parents.

    Speaking at the handoverof the Dream Children’sP l ayg round Ga rden a tDongsavath Primary Schoolrecently, DCYDA Head MrPhonexay Inthaleuxay said

    the association was founded tohelp children develop their full potential and to protect themfrom harm.

    “We provide life-skillst ra in ing and an annualsummer camp. It is our aimto give children a feeling ofsecurity and being cared for.

    Knowledge is the first steptowards this goal, to help poorchildren and young people tosolve their problems and avoiddrug abuse by providing afterschool activities.”

      “We run childr en’sdevelopment cent res a tfour primary schools in theVientiane area where childrencan gain life-skills, nd advice,inform contact persons, or getany further assistance theyneed,” he said.

    According to the DCYDA,

    the rural areas of Vientiane havesuffered a great deal in termsof social problems includingdropping out of school, drugabuse and neglected children.In urban settings, the negativeimpacts of “westernisation”have a greater effect on poorerfamilies.

    Ms Lagarde emphasisedthe determination of the IMFto continue to be a close

     partner for Laos in its drive fordevelopment to graduate from

    low-income country status by2020.

    “In recent years wehave sought to deepen our

     policy dialogue and capacity bui lding by re- establ ishingour local ofce in Vientianeand providing IMF technicals u p p o r t f o c u s e d o n

    strengthening macroeconomicmanagement and ensuringconditions for sustainedgrowth,” she said.

    According to the Bankof the Lao PDR, cooperation

     between Laos and the IMFhas been growing over the

     past years.Despite global uncertainty,

    the Lao economy has continued

    to grow at 7.5 percent annually,making it one of the world’sfastest growing economies.

    However, Ms Lagardewarned that the sluggish globaleconomy could impact Laos.For instance, the rebalancingof the Chinese economy mightcreate more turbulence.

    The operators of Thai sanddredgers working in theMekong River close toKhammuan province signeda document last week statingthey would not continue to

    cross the border into Laos.Deputy Head of the

    K h a m m u a n p r o v i n c i a lAdministration Office, MrVannavong Vongphachan, toldVientiane Times on Tuesdaythat authorities had reportedthat Thai sand dredging vesselshad crossed the Lao border inthe middle of the river.

    Local authorities cautionedthe vessels three times, sayingthey should cross back intoThai territory, but they did notmove.

    According to the provincialauthorities, Thai dredgerstransgressed into the Lao sideof the river, straying about320m into Lao waters.

    The project cost is estimatedat 319 billion kip with theSavannakhet provincial budgetsupplying 30 percent and 70

     pe rc en t co mi ng fr om th eMinistry of Public Works and

    Transport.The project takes in a

    44km section from Phalanxaydistrict to the Xethamuak areain Phin district and another56.6km from Laboukang toDaen Savan village in Xepondistrict.

    drainage system and asphaltednumerous road sections inJanuary.

    Road No. 9 links the Lao-Thai border with the Lao-Vietnamese border over adistance of 241.6 km through

    Savannakhet province andhas to be upgraded to Aseanstandards so it can bear loadsof 11 tonnes per axle.

    The roads in Laos will needto be improved so they fall inline with common standardsimposed by the regional bloc.

    Road No. 9 is heavilyused by vehicles owned bycompanies involved in trade,tourism and various investment

     projects.Over the past ve years theroad has been badly damaged

     by overloaded trucks. A reportindicated that about 35 percentof all trucks using this roadwere overloaded.

     protected, just as in Vientiane.About 50 percent of theriverbank has been shored upagainst erosion.

    The government paysfor the const ruct ion ofembankments in accordancewith the extent of erosion thathas already occurred.

    In towns, riverbanksare shored up with concrete

    e m b a n k m e n t s , b u t i n

    less populated areas rocksare dumped alongside theriverbank. The piles of rockscause the water to change thedirection of flow so that itdoesn’t rush forcefully aroundthe river’s edge.

    Ministry officials are

    calculating the area of landthat has been protected fromerosion and say many squarekilometres of land along theMekong have been saved.

    The ministry estimatesthat since 1975 more than80 square kilometres of landhave gradually fallen into theriver as there was only limitedriverbank protection for muchof this time.

    The Mekong River oods perennially during the rainyseason around July andAugust on its way throughLaos, Thailand, Cambodia,and Vietnam. Erosion oftenoccurs in the rainy seasonwhen the river ows fast, andlarge sections of riverbank can

    collapse quite suddenly.

    Thai dredging vessels told to retreat fromLao side of the Mekong

    The year 2015 was a yearof significant progress andinnovation for the UXOsector in Laos, thanks to anew evidence-based survey

    method.The unexploded ordnance(UXO) sector, supported by theUnited Nations DevelopmentProgramme (UNDP), adopteda new evidence-based UXOsurvey approach in 2015.

    The sector has seen aconsiderable increase in thenumber of cluster munitionscleared per hectare of land;from fewer than seven UXO perhectare in 2014 to more than 22UXO per hectare in 2015.

    The new survey approachentails consultation withcommunities to identify allknown UXO in and aroundvillages, followed by technicalsurveys to establish the extentof each conrmed hazardousarea, which is then enteredinto the national database and

     prioritised for clearance.The approach will help

    the Lao government toestablish a national baselineof contamination, which inturn will enable better planningfor UXO clearance nationally.Clearing the whole countryof cluster munitions is oneof the obligations of theinternational Convention onCluster Munitions.

    This information wasrevealed at the UXO projectBoard Meeting 2016, heldyesterday in Vientiane, chaired

     by Minister to the GovernmentOff ice Mr BounheuangDouangphachanh and theUnited Nations ResidentCoordinator and UNDPResident Representative inLaos Ms Kaarina Immonen.

    Despite much progress in2015, millions of UXO is still

    thought to litter Laos’ ruraland remote communities. Thehazards caused by UXO linkto poverty levels, with themost contaminated districts inthe country often also beingamong the poorest, accordingto UNDP.

    The number of casualtiesresulting from UXO accidentsreported by the NationalRegulatory Authority for theUXO/Mine Action Sector(NRA) in 2015 was 42,well below the MillenniumDevelopment Goal 9 target of75 casualties annually.

    An evaluation of theUNDP’s support to MineAction in Laos in 2015revealed remaining areas forsupport, including a need toimprove task prioritisationand planning for the sector,

     bet ter communicate result sand progress to stakeholders,and increase the institutionalcapacity of the relevantgovernment bodies, includingin managing new types andlarger quantities of data onUXO contamination.

    At the meet ing, thenew Five Year Sector WorkPlan was presented by the

     NRA along with a recentl y-developed plan for completing

    a national cluster munitionssurvey by 2021.

    The meeting also servedas a platform to gauge supportand capture feedback fromUNDP’s partners on the next

     phase of support to the UXOsector, as well as from the Laogovernment on the prospect ofincreased national ownershipof the sector.

    “We hope that a strongcoordinated sectoral approachto programme and technicalsupport will help to addresssome of the remainingchallenges in the sector andallow funding to align betterwith changing needs,” MsImmonen said.

    The current UNDP UXO programme (2013-2016) has been supported by Australia,Belgium, Canada, the EuropeanUnion, France, Luxembourg,

     Ne w Zeal an d, No rt her nIreland, Norway, the Republicof Ireland, the Republic ofKorea, Switzerland and theUnited Kingdom.

    The UNDP is workingwith partners to ensure the fullimplementation of the NRAand UXO Lao’s Annual WorkPlans for 2016, for whichapproximately US$2.2 millionstill needs to be committed.

    The Nam Theun 2 Power Company(NTPC) on Monday delivered an

    introduction to hydropower for about200 students at the Lao-GermanTechnical College in Vientiane.

     NTPC and the college arrangedthe talk for students at the vocationaltraining school to raise awarenessabout the hydropower context inLaos and enhance capacity buildingin this sector.

    The talk was given underan MoU on human resourcesdevelopment for the hydropowermarket signed last year between

     NTPC and the College, aimed atraising students’ interest in thehydro sector and the employmentopportunities it can offer.

     Xaythany district owes over 75 billion kip in electricity billsXaythany district, Vientiane, has chalked up a total of 75 billion kip inunpaid electricity bills and more than 11,000 customers have now beentemporarily disconnected.The authorities reported that more than 11,000 customers were in arrearsto the tune of 16 million kip and had now had their power cut. Customersare required to pay their bills every month and within seven days ofreceiving a bill.But the main offenders in Xaythany are irrigation and agriculture

     projects that owe 37 million kip and government departments that owe

    24 billion kip, according to the Social-Economic newspaper.Electricity supplied to the district is often insufcient because of

     population growth but the authorities plan to upgrade the grid and hopeto be able to supply enough electricity in 2016, while continuing tocollect arrears from customers.

    Four people die in road accidentsA truck hit and killed a motorbike rider in Dongkhamxang village,Xaysettha district, the Lao Phatthana newspaper reported.

    The victim was named as Mr Loun, 54, of Xiengda village, Xaysetthadistrict. The driver of the truck was arrested and will stand trial.Two other accidents occurred last weekend, rstly when a cement truckcrashed into a motorbike rider and killed her. The victim was named asMs Termfan, 23, of Khokpherng village, Sangthong district.In the second accident a truck hit a motorbike, killing the two teenageriders. They were named as Mr Xang, 16, of Nano village, Xaysetthadistrict, and Ms Viet, 15, of Sanghuabor village, Xaythany district.

     priority areas to ensure thateconomic prosperity is shared

     by all.  They are access to

    social services, reducingrural poverty, private-sectorcompetitiveness,financialinclusion, access to energy,and public-sector governance.

    “We are committed tosupporting the people ofMyanmar through the newadministration,” World Bankcountry manager AbdoulayeSeck said at a press conferencerecently.

    “Myanmar has the potentialto follow a similar path ofinclusive growth as otherAsian countries that enjoyedlong periods of rapid incomegrowth. The country faces along road ahead in addressing

    Comm Mohd Mokhtaradded that the ganja was broughtin by sea from Thailand.

    village households assigned by Head of Department (HOD);• Collect specic data from project- related villagers in line with social and environmental impact as required by Line

    Manager;• Can provide a primary data analysis report to a Line Manager;• Initiate to implement a project- related resettlement and compensat
