Our public image is one of the most important issues facing the TDA today. e fact is that creating a positive public image is something we all strive for every day in our personal lives, our practice lives, and in our dental profession as a whole. e public’s perception of our profession consistently ranks at the top of our member’s concerns in the recent surveys that we have conducted. As a result, it is one of the seven goals (Public Image) of the strategic plan, TDA 2014. ere are five objectives of the public image goal in TDA 2014, and they can be found in their entirety on the TDA website. By attaining these objectives, the TDA hopes to: 1) promote the dentist as the authority on oral health; 2) educate the public about the importance of oral health; 3) increase awareness about TDA charitable services; 4) promote the TDA member as a valuable member of the community and 5) promote the collaborative efforts of the TDA with other health organizations. You can imagine the depth and complexity of this issue, so to continue the road traveled by earlier leaders of the TDA, your Future Focus Committee (the committee charged with overseeing the implementation of the TDA 2014) recently asked one of the principles of the PulsePoint Group (an Austin-based communications management consulting firm) to address the TDA Board regarding the “public image” of the TDA. What we learned is that not only are there many new ways for us to reach out to our members, our patients and the public at large, but that the best way to communicate with someone is still peer to peer. How that peer-to-peer communication takes place is what has changed so dramatically. e rather lively discussion focused on the dramatic change brought about by social media. “Social media” is the umbrella definition for Facebook,Twitter, My Space,YouTube, etc. Haven’t heard of those websites? A lot of us have not used or even heard of this “social media” phenomenon. However, of those websites just mentioned, Facebook alone has 400,000,000 users. Social media are to the X and Y generations what newspaper, radio, and TV were to previous generations. How does all of this affect the public image of the TDA? Why should we be interested in social media? e dissemination of the information gathered by the TDA might be more accessible to our younger members through social media. Will the TDA abandon the traditional medium we use to communicate with one another? No, we will still have those avenues, but if we don’t look into enhancing our presence in the social media arena, we may lose dentists who otherwise would be productive members. As the old saying goes, “If you aren’t the lead dog, the view never changes”. TDA Presents Award to Rep. Chuck Hopson At the conclusion of each legislative session, the TDA Board of Directors approves “Excellence in Patient Advocacy Awards” to select lawmakers who were instrumental in assisting TDA with its legislative agenda. e TDA proudly awarded Texas House Representative Chuck Hopson (R-Jacksonville) an award on February 22 in Jacksonville. Local dentists, elected officials, and the Speaker of theTexas House Joe Straus (R-San Antonio) attended the event. In addition to successfully carryingTDA’s dental assistant legislation through the 81st Legislative Session, Rep. Hopson was supportive of numerous bills related to oral health and medicine. As a pharmacist in Jacksonville, Rep. Hopson knows first-hand the many issues that health care providers face on a daily basis. e event came at a pivotal time in the election process, just 1 week before the primary. Rep. Hopson faced opposition from two challengers and the award ceremony produced local television and newspaper coverage. Rep. Hopson won his primary race with more than 60 percent of the vote and will return for a sixth term to theTexas House of Representatives. Promote the dentist as the definitive authority on all oral health issues to the public and the medical community. 2. Educate the public regarding the critical importance of good oral health. 3. Promote awareness of TDA-sponsored charitable services and increase public recognition of people who participate. 4. Promote the image of the TDA dentist as a valuable member of the community. 5. Promote TDA’s collaborative efforts/ partnerships with other oral health organizations. TDA 2014: An Update Dr. R. Lee Clitheroe, TDA Future Focus Committee eTexas Dental Association hosted a State Strategy Conference March 5-6, 2010, at the Omni Hotel in downtown Austin. is initial conference brought together 34 representatives from 14 constituent associations to exchange approaches and ideas regarding legislative, public, and institutional strategies designed to preserve the dentist’s role as head of the dental team and protect the future of dentistry. All participants agreed that now, more than ever, organized dentistry must present a unified, coordinated approach to access to care that includes educating legislators and the public as to why alternative unsupervised practice models are not the solution for resolving access issues. e agenda included an exciting presentation by Dr. James Crall, American Academy of Pediatric Dentistry Child Advocate — National Oral Health Policy Center UCLA 2008. He advised the representatives to acknowledge the significant disparities in oral health status among the population and develop plans aimed at addressing those disparities. He also suggested promoting oral health services as essential, not optional, health services. Overall, this first of hopefully many meetings was a resounding success and participants left knowing they had a network of valuable resources and opportunities to shape oral health policy about the national and state levels. e attendees agreed that organized dentistry must leverage collective resources to strengthen the practice environment for the profession and ensure the best possible dental care for the patient. Membership growth is vital to any thriving organization. The Texas Dental Association (TDA) Board is strongly committed to the Membership goal within the “TDA 2009” strategic plan, which addresses continued growth. I am proud to report that, as evidence of that commitment and for the second year in a row, the TDA received the following ADA awards in 2008:• Greatest Percentage Membership Net Gain: Texas had a net gain of 198 members in the year 2007.• Top Constituent Dental Society with Greatest Percentage of Non-Members to Membership: Represents a conversion of 4.7 percent of non-members into membership at end of year 2007.• Top Constituent Dental Society to Improve Retention Rate Percentage in 2007: Represents a 97 percent Association retention rate, which is an increase of 7 percent from the previous year.• Greatest Percentage of New Dentist Members: Represents a gain of 111 new dentist members (those dentists who are 1-9 years out of school).

Another example of the commitment to the growth of our Association is the TDA Externship Program, which builds student awareness of organized dentistry. This innovative program, created in 2007, offers students the opportunity to gain insight into the different components of organized dentistry including legislative and regulatory affairs, membership, governance, continuing education, and charitable dentistry and to gain a better understanding of their role as future leaders of the dental team. The program is open to dental students from each of the three dental schools in Texas. This year the externship program will take place June 20 – June 27 in Austin at the TDA central office. As an ongoing effort to enhance the value and benefits of the Association, the TDA Council on Membership developed a survey that was sent to all members in 2006. The results clearly showed that members have a high satisfaction rating with benefits such as the TEXAS Meeting, TDA publications, and the ability to participate philanthropically in the TDA Smiles Foundation. A great number of the discounted programs offered to members through the TDA Perks Program also received a high satisfaction rating. In accordance with the strategic plan, the Council on Membership, will survey members again in 2009. Participation from all members and a collaborative effort between the ADA, TDA, and local component societies are the keys to successful membership recruitment and retention. We encourage every member to get involved whether it is by attending local meetings, taking part in Give Kids a Smile! Day activities, volunteering at a Texas Mission of Mercy, or participating in TDA Legislative Day activities in Austin. Each member matters and is essential to the continued growth of our Association and of organized dentistry. This is the seventh and final in a series of articles focused on the TDA’s accomplishments guided by the strategic plan. Objectives1. Improve perceived value and benefits of membership in TDA. a. Increase members’ knowledge about the impact and benefits of TDA membership. b. Ensure that components are an integral aspect of the membership process. c. Create greater awareness of the availability of the Peer Review, Ethics & Judicial, and Risk Management benefits. d. Actively promote adherence to the Code of Ethics. e. Enhance communication with members and non-members. f. Build student awareness of and interest in organized dentistry and membership in TDA. g. Ensure ongoing contact with students throughout dental school. h. Work closely with dental school faculty. i. Evaluate number of nonmember dentists who attend and participate in TDA activities (TEXAS Meeting, TDA Smiles Foundation programs, etc.).Metrics1. Seventy percent of active licensed dentists in TX will be members of TDA by 2009 (baseline of 68.5% in January 2007); increase

membership retention rate to 97 percent by April 2007 (baseline 96% in 2006). a-d. Increase the number of dentists serving on component peer review and ethics and judicial affairs committees to attain a

participation rate of 2-5 percent relative to the total number of component society members by August 2009.2. Ninety percent of TX dental school graduates actively licensed in TX will be members of TDA five years after graduation (89%

dental student conversion from the graduating class of 2005 in Texas).3. Increase the number of member dentists actively participating in TDA by 1 percent a year (as measured by a variety of means

– participation at TX Meeting, TMOM, TXDDS, FSI programs, DENPAC participations, TDA legislative day) with annual report to TDA Board by the Council on Membership.

4. Establish baseline of nonmember participation at TDA activities (CAS, TDA Smiles Foundation, Membership) 5. Established baseline of members’ understanding of and satisfaction with the benefits of their TDA membership through Member

Benefits and Services Survey (completed Nov 2006), re-evaluate % increase at that time for 2009.6. Sixty-five percent of all full-time faculty will be TDA members by 2009 (2006 baseline = 63%).

Dr.Carrasco,alongwitharegisterednurse,acertifiedregisterednurseanesthetist,andhispastorformedamedicalteamofvolunteersfromtheMid-CitiesCommunityChurchinOdessa,equippedwithonlytheirskillsandasmallamountofsupplies.

“Wehadtwomissions,”saysDr.Carrasco.“Donoharm.Takecareoftheirimmediateneeds.”

Th reeweeksafterJanuary’s7.0magnitudequake,thevolunteersflewtoHaitionasmallprivateairplanepilotedbyaTampa,Florida,businessmanwhogotwindoftheirmission.Th eycircledthePort-au-Princeairportfivetimestoallowforincomingandoutgoingmilitaryflights.Oncetheylandedthesceneonthegroundwasdevastating.

“Itlookedlikewar-timeattheairport,”saysDr.Carrasco.“Yougothroughcustomsandseeallthesepeoplewithsignssaying,‘Food,’‘Water,’‘Money.’Itwasjustchaos.”

Peoplegrabbedatthem.“Th eywereinsurvivalmode,”hesays.Th egroupheadedtotheirhostchurch,GeraldBatailleMinistries,whichalsohadtheonlywaterfilteringsystemforthatlocal,batteredcommunity.

Fromthere,theywenttowhatwasleftofthePort-au-PrinceGeneralHospital,thegroundsofwhichservedasastagingareaforemergencyrelief.

Afterwalkingthroughthegatesofthehospitalgrounds,theamountofpeoplewaitingforemergencyhelpstunnedhim.“Iwasshocked.Icouldn’tgraspthat.”

Internationalmedicalandemergencyvolunteerswereusingpartsofthehospitalnotdestroyedinthequake.“Intheoperatingrooms,surgeonswereusingjustheadlights.Triagetentsweresetupoutsidebecausetheydidn’tknowhowstablethebuildingwas.”

Dr.Carrascowalkedintooneofthenumberedtriagetentsandsaid,“Who’sincharge?”Operatingonafirst-namebasis,Dr.GenefromRussiahelpedhimsetupshop.Dr.Carrascowasnow“Dr.Manny.”

For5days,anestimated900peoplecamethroughhismedicalrelieftent.Itwasa“conveyerbeltofpatients,”Dr.Mannysays.And,theinjuredkeptcoming.Cuts,scrapes,amputations,crushinginjuries.“You’dlookout(atthecrowd)andjuststartworking.”

Heperformedonlyahandfulofdentalprocedures—aboutfiveextractionsandremovalofalargemass.Withoutmodernconveniencesofpanographsorsuction,theproceduresweremadeevenmoredifficultwiththelanguagebarrier.TranslatorshelpeddeciphertheHaitianFrench-Creolelanguage.

So,althoughrare,seriousmedicalcomplicationscanoccurassociatedwithtonguepiercing,andwecouldinformourpatientsaccordingly.

Answer:TSBDERule108.7(2)(B)statesthattheinitiallimitedphysicalexaminationshouldinclude,butshallnotnecessarilybelimitedto,bloodpressure,andpulse/heartrateasmaybeindicatedforeachpatient.TheTSBDEhasdeterminedthattheminimumstandardofcarerequirestherecordingofatleastaninitialbaselinebloodpressure/pulsereadingduringtheinitiallimitedphysicalexaminationofadentalpatient.ThedentalpractitionershouldalsorecordbloodpressureandpulseheartrateasindicatedforinvasiveproceduresandasrequiredbyBoardrulesregardingproceduresinvolvingsedationandanesthesia.
