Cross River State in Focus
• One of the States in the South South of Nigeria • Human population of 3 million• Home to 2 Universities & other tertiary institutions of learning• Capital city – Calabar (population of 500,000)• USPs – peaceful, focus on environmental sustainability, tourism
& investment destination• Recent inward investments – GE equipment plant (size : US$1

PPPs in Cross River - Legality & Governance Section 8 of the Cross River State Law No. 6 of 2010
established the Bureau of Public Private Partnerships (BPPP) to function as Secretariat of the CRS Public Private Partnership Council for the incubation and delivery of infrastructure PPPs in the State.
Under the Law, the Bureau collaborates with and provides advisory support to relevant MDAs, called Contracting Authorities through the PPP cycle.
The Bureau’s strategy for achieving functionality is in continuous emphasis on capacity building for its people and the PPP value champions in relevant MDAs.
1. Conduct PPP projects with the State government’s contracting authorities
(MDAs) in implementation of PPP programs and projects throughout the
procurement phase.
2. Provide advisory Services, Technical Assistance, Trainings and Capacity
Development to the MDAs , Ministries, the public and private sectors in PPP
projects and development.
3. Recommend plan, policies and implementation guidelines related to PPPs in
consultation with appropriate committees, implementing agencies and private
and public sectors.
4. Monitor and facilitate the implementation of PPP programs and projects in the
State.
5. Establish and manage a central database of PPP programs and projects.
6. Recommend improvements to timelines in processing PPP programs and
projects and monitor compliance
7. Prepare reports on the implementation of PPP programs and projects of the
state government to PPP Council and the Governor at the end of the year
8. Perform such other functions which may be critical to expediting and
implementing effective PPP programs and projects in the State
