CAGAYAN DE ORO CITY’S 2nd Congressional District has implemented a total of 34 infrastructure projects costing some P 104 million during the first quarter from January to March this year, Rep. Rufus B. Rodriguez on Thursday.

Rodriguez said these projects are mostly concreting and road repairs, farm to market roads and upgrading of damaged paved national roads.

These projects were implemented in practically all of the 56 barangays in the city’s 2nd congressional district, notably along the east coast barangays of Bugo, Puerto, Agusan, Cugman, Gusa and Lapasan.

Rodriguez that construction of multi-purpose pave-ment, concreting and repair of roads were also undertaken in the city’s inner Barangays of Camaman-an, Nazareth, Macasandig and Indahag.

He said maintenance and upgrading of damage paved national road were also undertaken at the city’s port areas of Barangay Puntod, Barangay 23 and Barangay 25.

According to Rufus, the project also included reha-bilitation of the South City Central School costing P1 million and the construction and improvement of the drainage system in Barangay Puntod costing P4.7 million.

The resolution that calls for the full disclosure of the city’s time deposits was ap-proved by the majority in the city council, including councilors allied with the mayor.

The city treasurer’s office has declined to answer these calls from the city council.

The councilor said the funds deposited in banks are public funds and anybody can scrutinize the details of the banking account.

“The bank secrecy law cannot be invoked here because the account is not a personal account of any official in the city,” he added.

Agan explained that this week’s resolution is the third that the city council ap-proved this year to call for disclosure. The first request was made last January, an-other last month and the third last Thursday.

“The public ought to know as to the details of the time deposits. It should

not be kept in secret to the people,” Agan stressed.

Councilor Mel Sadain also said that these calls for disclosure of the city’s time deposit has been made several times for the past five or so years but the city mayor’s office has repeatedly denied the request.

This P2.1-billion time deposit kept in several banks in this city has been accumulating for the past years. The city mayor’s of-fice has not taken any step to ask the city council to reprogram these funds for other pressing projects in the city.

In the case of the P200-million fund intended for an Integrated Bus Terminal

(IBT) for the city, the project cannot be implemented be-cause of a court case against the city mayor while the money has been approved for the projects since four years ago.

There is a P100-million fund for the construction of a multi-level parking lot behind city hall that has been “sleeping in the bank,” for almost four years.

Sadain said there are also several other multimil-lion- peso projects unimple-mented through the years.

Councilor Sadain said the city council only wants to know these “forgotten projects” as the funds have been deposited back in the banks as it is considered idle funds. It is only the city council that can ap-prove projects and thus, the councilors must see the listing of these projects so the councilors can abandon or use the money for other pressing projects in the city. T H E O F F I C E R - I N -CHARGE (OIC) governor of the Autonomous Region in Muslim Mindanao (ARMM) wants a solar energy power plant established in Basilan province to augment current power supply provided by generators of the Basilan Electric Cooperative or Baselco.

ARMM-OIC Gov. Mujib Hataman said he will sign a Memorandum of Under-standing with a Korean in-vestor this week willing to put up a solar power plant that can generate at least 10 megawatts.

Hataman, who was ap-pointed as Acting Gov. ARMM, hails from Basilan. He said the company will need at least 20 to 40 hectares of open land where they will install the solar panels to generate electricity.

Hataman said the com-pany is willing to put up the solar power plant but said the details for the project will still be ironed out with the Korean investor.

There is a shortage of electricity in Basilan prov-ince and Baselco can produce electricity from its generators and standby power barges just enough to light up the cities of Lamitan and Isabela, with a few lines extended to some other nearby mu-nicipalities in the island province.

Some 120 million people in the world are infected with this disease while 40 million of them were incapacitated by it.

In the Philippines, 30 out of 80 provinces in the

country are endemic to Lymphatic Filariasis which has been the reason for this campaign to eliminate the disease.

Aft er signing the MOU, Hataman said he has sched-uled a meeting with the Ko-rean investor to be attended by the diff erent LGU offi cials in Basilan and offi cials of Baselco.

Basilan is about 14 nauti-cal miles from this city and the plant, although said to be expensive, would be either an overhead cable over the Basilan Straits or a subma-rine cable. Wire report

Displaced danger zoneresidents get assistance

TUBOD, Lanao del Norte––WITH the unforeseen chal-lenges that a farmer has to surmount in their respec-tive farming ventures, the Department of Agriculture Regional Field Office 10 (DA-10) through the Re-gional Agriculture and Fish-eries Information Division (RAFID) has produced 97 graduates on the School-on-the-Air (SOA) program.

A modular discussion aired over the radio that seeks to convey agricultural topics to farmers in far-flung areas, the three-month long SOA on Organic Agricul-ture formally culminated through a graduation rite on March 9, 2012 at the Macapagal Training Center of this municipality.

The program was aired over radio station Radio Natin, Love Radio FM from December 2011 to Febru-ary 2012 as it aimed to advance organic farming as a lifestyle to guarantee food security and self-sufficiency

“We have intelligence reports about this but need to get a confirmation from his wife or find his body,” Freyra told the Mindanao Examiner.

He said Veetil’s wife, Elena Asanji, would not speak to the police about the fate of the foreign. “She and family would not speak to us and the last information we got was that the woman is no

longer in Sulu,” he said.Veetil and his wife were

visiting the woman’s family in the village of Tempok in Patikul town when four gunmen seized the for-eigner in June last year.

Freyra said the woman’s family had paid at least P800,000 to the Abu Sayyaf for Veetil’s safe release, but the militants did not free the foreigner.

He said a Malaysian gecko trader - Mohammad Nasaruddin Bensaidin – who was also kidnapped by the Abu Sayyaf in April last year, had been released after a local negotiator paid ransom to the gang.

The kidnappers had originally demanded P5 million ransoms for his

safe release. The 38-year old Ma-

laysian arrived in Sulu in April last year from Kuala Lumpur and had been liv-ing in a house in the village of Kajatian in Indanan town when he was kidnapped.

“We are trying to lo-cate the negotiator and get details of the release of Mohammad, but we can’t trace him anymore,” Freyra said.

He said another Japa-nese hostage, Katayama Mamaito, 63, is still being held by the Abu Sayyaf. Mamaito, a treasure hunter, was kidnapped in June 2010 on the island-town of Pangutaran in Sulu.

“He is still alive and being held captive by the

Abu Sayyaf,” he said.Aside from the Japanese,

the Abu Sayyaf is also hold-ing two fishermen, Renato Panisales and Wennie Fer-rer – all employees of the Mega Fishing Corpora-tion in Zamboanga City – after they were seized at sea off Sulu in March last year. Their companion, Jonald Ocsimar, was freed in July after his family paid P300,000 ransom.

Another faction of the Abu Sayyaf is still holding an Australian national, Warren Rodwell, 52, in the Muslim province of Basilan, after he was kid-napped in December last year from his seaside home in Ipil town in Zamboanga Sibugay province.

The kidnappers de-manded $2 million ran-soms in exchange for his freedom, but his Filipino wife, Miraflor Gutang, 27, said they cannot afford to pay. Rodwell’s fate remains unknown.

In 2009, Abu Sayyaf gunmen also kidnapped three members of the Inter-national Committee of the Red Cross – a Swiss, Italian and Filipino – who were inspecting humanitarian projects in Patikul town. They rejected offers by the military and police to provide them with security when gunmen seized them. They were also freed after huge ransoms were report-edly paid to the militants. (Al Jacinto)

Led by Butuan City Mayor Ferdinand Amante Jr., the group attended to the needs of the resi-dents who lost their homes as the local government implemented its policy of moving people in flood-prone areas to higher and safer sites before disasters occur.

Otherwise, she added that their learn-ing will not measure up to the efforts exerted behind the people of the program, if and when, they will not employ them in their re-spective farms.

During the graduation ceremony, DA-10 likewise conferred the honorees with plaques of recogni-tion and one bag of corn seeds, apiece. Meanwhile, participating students, mu-nicipalities, agriculturists and technicians were given

certificates of completion and recognition, assorted vegetable seeds, sprinklers and other freebies, courtesy from the agency and the province’s agriculture office (PAOs).

Also joining the occasion is Provincial Agriculturist Letecia G. Ditucalan and Sangguniang Panlalawigan member and Vice Chairman on the Committee of Agri-culture Honorable Tawam-tawam M. Cauntongan.

For this year, DA-10 RAFID is targeting to con-duct a total of three SOA programs which intends to bring agricultural impact to around 600 farmer-bene-ficiaries and an additional of two regular Agri-Pinoy radio programs.

We chose to live our own way. We’ve chosen to do many things wrong: wrong thoughts and words, wrong attitudes, and wrong living.

Just look at all the prob-lems around us because of people’s greed and selfish-ness, vicious gossip, angry, hurtful words, violence, immorality and lack of self-

control, as well as dishonesty and corruption.

When you and I choose to live our own way, Jesus said that we’re also choosing where we’ll live after we die: separated from God in Hell.

In Hell, evil, pain and suffering will never end. You see, just like light and darkness cannot be in the same place together, God, who is perfectly good and right, simply cannot live together with any kind of wrong.

Otherwise He wouldn’t really be God! Would you

believe in a God Who says stealing, rape and murder is OK? Of course, not!

It’s not God who sends us to hell, it’s you and I who send ourselves to Hell by rejecting God’s gift of forgiveness and new life.

We condemn ourselves by refusing His right way of living, which He made for our own happiness and good.

In fact, God loves you and me so much that He gave His own innocent life on a criminal’s cross, just so He could save us from living in Hell forever—away from Him. So won’t you ask Jesus to forgive you right now and choose to start living for Him everyday, for the rest your life? You can do it, with His help and power.

AFTER validating the information, perhaps, it is now safe to say that Cong. Bambi Emano of Misamis Oriental’s 2nd District is definitely running for the gubernatorial post come 2013 elections.

Talk about Bambi Emano as possible gubernatorial candidate float as early as 2010. Although the information then came from Bambi’s inner circle, its validation remained uncertain until two years later.

There are many considerations why Bambi may opt to finish his last three-year term in Congress. At the moment, Bambi is still in his second term. The 2013 elections complete Bambi’s three-term in Congress. It is equivalent to nine years.

One of the reasons why Bambi may decide to fin-ish his last three-year term in Congress is the juicy position for senior members of the house. Chairmen of various house committees are usually reserved for most senior members of Congress. A senior member of the house is one who is on his final three-year term.

Holding or being chairman of various committees in Congress means one is in control of various pro-grams and budget allocation for projects under these committees. No doubt, being a chairman of a house committee means additional responsibility. It also signifies seniority which enjoys preferential treatment by the House Speaker.

Securitizing IP can be used 1) to generate cash as in the case of David Bowie or it can be used for 2) “other benefits such as brand protection, risk minimization, assistance in collection of licensed-out brand revenue streams and other benefits. In brand [trademark] se-curitization transactions, the value of a brand’s future revenue stream represented by its brand valuation is converted into a financial vehicle that is sold to investors along with the brand as an asset and its market risk in exchange for cash or other brand management options.”

THE Department of Trans-portation and Communica-tions secretary Mar Roxas today announced that the government is allocating about P500 million to con-struct and upgrade exist-ing berthing facilities in key ports in the country in line with the government’s thrust to provide reliable and responsive port services and sustain the develop-ment of the country’s port community.

“Together with the PPA, we have identified key port areas in Iloilo, Ormoc and Tabaco where cargo han-dling capacity are projected to increase as a result of growing shipping activities in those areas,” Roxas said. “Lahat ng gagawing pagsa-sa-ayos sa mga nasabing daungan ay para dagdagan ang espasyo na kung saan mabilis na madidiskarga ang mga cargo na duma-dating mula sa iba’t ibang lugar.”

“We are constructing additional 3,653 sqm of cargo handling space in

the port of Tabaco, Albay. This will enable faster off loading and boarding of cargoes,” Roxas said.

The estimated cost of the project is P83.7 million.

The Iloilo Commercial Port Complex will also be

upgraded by construct-ing additional 13,720 sqm cargo handling space to accommodate the increased throughput arising from the closing down of berths along Iloilo River. The estimated cost is P307.6 million.

The government is also

upgrading the Ormoc port where an additional back-up area of 3,791sqm will be constructed including a Roll-on Roll off (RORO) ramp to accommodate the projected increase in vessel traffic.

Ormoc port recorded

948 vessels traffic as of 2010. Currently, the Ormoc port can only accommodate 1,095 vessels. It is projected that within five years, traffic vessel traffic in the port will reach 1,533. The esti-mated project cost is P109.9 million.

Th e forest-themed ex-hibit dubbed as ‘Dinosaurs Alive’ featured animatronic dinosaurs specially cre-ated to educate primary and secondary students on the giants that lived during the Triassic, Jurassic and Cretaceous periods.

“As a biology teacher, this exhibit is very timely because my students no longer need to imagine how these giant creatures look and sound. I am truly thankful to Gov-ernor Khalid Dimaporo for helping bring this ex-hibit here in our province,” MSU-Baloi teacher Nor-ain Ampang expressed.

165 million years back to the past when the feared Tyrannosaurus Rex still roams and hunts while the gentle giant Apatosaurus is slowly grazing the top of ancient trees.

Other dinosaurs that were on display were Orni-thomimus, Triceratops, Si-nosauropteryx, Pteranodon, Velociraptor, Stegosaurus, Ornitholestes.

The exhibition also presented more wonderful learning opportunities with informative panels placed throughout the MCC gym court space on amazing dinosaur facts, diet and reproduction.

Lanao del Norte off ered the lowest entrance fee for the robotics exhibit at P150 for students and P200 for adults. In previous exhi-bitions, entrance fee was pegged at P300 to P350 per person.

TUBOD, Lanao del Norte––After being declared by PBA Commissioner Chito Salud as the ‘Home of the PBA’ in Mindanao, Mindanao Civic Center (MCC) gymna-sium situated in the capital town of Tubod, Lanao del Norte will again hosts another exciting battle between Meralco Bolts and Barako Bulls on March 17, 2012.

Although both teams are in the lower half of the team standings, both are eager to resuscitate their bid in the on-going PBA Commissioner’s Cup.

Meralco is hoping to make it two-in-a-row after handing crowd-favorite Barangay Ginebra its second loss (89-80) during their latest duel at the Smart Ara-neta Coliseum Wednesday night.

Meanwhile, the Barako Bulls will be depending on the basketball prowess of point-guard Willie Miller who is the league’s second top scorer averaging 16.1 points per game. Miller is also the PBA’s steals leader at 102.

“We hope to hosts at least one PBA game per conference. This would translate to three games in a year. We are happy that PBA has considered Lanao del Norte as its partner in promoting the PBA brand of basketball here in Mindanao,” Governor Khalid Dimaporo expressed.

The preliminary game which is scheduled at 3 p.m. will pit the senior varsity teams of MSU-Marawi against Saint Columban College of Pagadian City.

The main basketball event will immediately follow at 6 in the evening.

MCC gates will open at 2PM to accommodate bas-ketball fans from Lanao del Norte, Ozamiz City, Iligan City, Pagadian and nearby provinces.

Ticket prices are pegged at 150, 300, 400, and 1000. Tickets outlets include Dunkin’ Donuts branches in Iligan City and the Provincial Treasurer’s Office in the Capitol building, Tubod.

Meralco Bolts’ defense will surely be tested by Barako Bulls guard Willie Miller, who is the second top scorer of the league, during their scheduled out-of-town game in Lanao del Norte on March 17, 2012.

To mitigate climate change, oil palm should be made as priority crop under E.O. 26 – The Na-tional Greening Program by converting millions of hectares of unproductive grass and brush lands into oil palm plantations, he added.

In a paper presented dur-ing the forum, Dr. Pablito Pamplona, a retired pro-fessor of the University of Southern Mindanao and a known expert in oil palm farming urged local industry players to prepare strategic localized road map in the ex-pansion of oil palm farming and implement the proven successful techniques used in Indonesia, Malaysia and Thailand in overcoming rural poverty.

Pamplona said the gov-ernment should create an interagency cooperation from among key players of the industry to include the DA, DENR, DAR, PCA and non-government organiza-tions (NGOs) to maximize the potentials of oil palm farming as a tool in poverty alleviation.

Oil palm farming has been extensively cited to have helped overcome poverty and promoted ru-ral prosperity in Malaysia, Indonesia and Thailand. These Asean countries are now the leaders in the in-dustry, supplying the world market with unlimited busi-ness opportunities derived from oil palm farming, he said.

He added: “If we are to extrapolate the monthly earnings of oil companies on their overpriced diesel then it would amount to P4,410,000,000 or approxi-mately P4.5 billion, a very huge amount that can be used by drivers to buy more food for their families.”

He asked: “The daily income of jeepney drivers is eroded by P96 per oil price hikes this year. Their esti-mated daily consumption of diesel is P1,443, while P1,200 is the total amount loaded in a Pantawid Pasada card. How cruel can the government get?”

“Aside from this the gov-ernment of is collecting a huge windfall revenue from additional VAT on oil at the expense of the public interest,” said Casiño.

“Considering that there is a P1 billion additional VAT revenue for every $1 increase in Dubai crude, there is already a P4 billion VAT windfall for the first quarter of the year alone,” Casiño explained adding, “assuming that there is no

huge change in the volume of consumption and the level of price for the rest of the year, we can say that the projected windfall VAT revenues for 2012 is P26 billion.”

Casiño based his es-timates on the February 2012 Dubai crude average of $116/bbl (IMF commod-ity data) and using $90/bbl BESF 2012 programmed Dubai cost.

AFP chief of staff Lt. Gen. Jessie Dellosa said this year’s Balikbayan will be the third humanitarian assistance disaster response-focused bilateral exercise since 2008. He said the exercise are based on the 1951 Mutual Defense Treaty between the United States and the Philippines.

“The exercise is designed to enhance the AFP and the U.S. Armed Forces inter-operability in the conduct of not only on traditional military training but also on non-traditional aspects that reach out to countries in need of urgent assistance. The activity is conducted every year to serve as a

The inadequate aware-ness on the part of small and medium-sized enterprises also proves to be a challenge in as much as IP owners merely seek protection and monopoly over their cre-ations rather than expand other uses of IP assets.

Nevertheless, IP secu-ritization is an emerging option for many business entities as securitization shifts to a larger, future-income based scope. IP valuation will bring about options that were otherwise not available to businesses.

Department of Transportation and Communication (DOTC) to even just look at the difficulties being encountered by mass transport drivers and operators in view of escalating oil and gas prices. If drivers and operators are spending much, much more on oil and gas, are they not entitled to collect higher fares so they could at least earn something?

Yes, increasing fares will make life harder for more Filipinos whose only way of mobility is public transportation and, yes, we should avoid doing this. But then, why is DOTC trying to al-leviate the sufferings of Filipinos at the expense of the transport sector, in general, and of drivers and operators, in particular?

This goes to show the intel-lectual bankruptcy of the DOTC, and its outright bias against the public transport sector. While DOTC officials are unable to solve the problem of escalating high prices and the increasing imposibleness of operating a public utility vehicle precisely because of these high prices, they are nevertheless keeping their stranglehold on the transport sector by not allowing fare hikes.

PROGRAM: Someone should tell Iloilo City officials that they have it all wrong with their “4 p.m. habit” program to combat dengue. Dengue mosquitoes do not thrive in murky and dirty surroundings. They do thrive in clean water and clear environ-ment. What Iloilo City should do, if it wants an effective dengue campaign, is to read the Bible, because dengue is Biblical (see “Life’s Inspirations” today).
